With more frequent natural disasters worldwide, the ever-present threat of terrorist attack, and the daily stream of telecom
outages caused by cable cuts, power outages, and equipment failures, never before has a solution like Foundation
Telecommunications, Inc. and Telecom Recovery’s been more needed. From recovering inbound calls to mass notification,
from a toll-free emergency information hotline to receiving and storing faxes, and from wallet-sized Instant Re-route™ cards to
a comprehensive Emergency Communications Plan, Telecom Recovery’s solution is fast, effective, flexible, comprehensive, and
best of all…affordable.
While the recovery strategies in this Emergency Communication Plan are most often associated with emergencies or disasters,
we feel that they will aid the Organization in the more likely event of a power outage, telephone line cut, telephone
equipment failure, building evacuations, and any other unforeseen event that would normally cripple an organization’s ability
to communicate effectively.
Here are a few questions to ask BEFORE an emergency situation has arrived:
Has your Company built and designed a redundant communication infrastructure that will function in the event that the
community’s local infrastructure fails or is congested?
Can they utilize telephone and internet routing equipment located in other geographical areas of the country and are they
able to connect to these remote locations using a high bandwidth satellite connection located on the roof of the home office,
business location, or warehouse?
The communication strategies contained in the Emergency Communications Plan focuses on several functions, including:
• Self-reliant communications and independent of any local telephone companies for connectivity to the Public
Switched Telephone Network (PSTN) or the public internet.
• The ability to instantly route incoming telephone calls to a secure, redundant, out-of-state pre-programmed
backup phone system, where calls are answered and forwarded via satellite connection to the company’s phone
switch or to any person or group anywhere.
• The ability to provide toll free emergency information hotlines with important recorded messages to reassure
and instruct employees and first responders.
• Utilization of mass notification systems to notify employees or incident management teams of urgent and/or
critical information.
• To provide emergency conference bridges to assist in meetings where everyone may not be able to attend in
person. The emergency conference bridge has the ability to dial out to participants and automatically place
everyone in that group into the same conference.
• Receive/store incoming faxes and voice mail for later retrieval and deliver pdf copies via email.
• The ability to scale emergency communications capacities, both incoming and outgoing, during heavy call
volumes.
The communication strategies contained in this plan will not guarantee that 100% of all calls will be answered in all
circumstances and that every staff member can always be notified -nothing can do that. However, this technology is flexible
and can quickly adapt to any scenario. In addition, this plan exceeds the Joint Commission’s 2009 Emergency Management
Standards for Communications EM.020201.

FTI provides VSAT network solutions for corporate, government and private customers' communication needs in
geographically dispersed environments. Distant places, outposts, offices, and missions are connected through VSAT terminals
that can deliver voice, data, video, and IP connectivity thus providing instant access to the remote parts of the world over a
secure and reliable, private or public network.
Satellite has the unique ability to deliver bandwidth exactly where and when it is needed, irrespective of geography and local
infrastructure. Best of all, by utilizing satellite infrastructure for backhaul, the VSAT connection is not constrained by
geography, or availability of landline build out.
FTI provides VSAT network solutions for corporate, government and private customers' communication needs in
geographically dispersed environments. Distant places, outposts, offices, and missions connect through VSAT terminals that
can deliver voice, data, video, and IP connectivity thus providing instant access to the remote parts of the world over a secure
and reliable, private or public network.
HOW IT WORKS
The FTI high-speed Internet service is the only service in the world that simultaneously utilizes both C band and Ku band
satellite bands. C band is utilized to minimize the signal attenuation effects of local weather on the signal coming FROM the
Internet to the end user location.
C band is relatively unaffected by clouds or rain while Ku band transmissions are generally “lost” during the same weather
conditions. Ku band is utilized for the return path TO the Internet.
Ku band can be used for the return data path due to the Automatic Uplink Power Control (AUPC) capabilities of the satellite
router. This feature of the satellite router allows the power to be turned up on the end user transmitter to overcome local
weather so that the signal arriving at the satellite remains constant irrespective of clouds or rain at the user location.
Both C band receive and Ku band transmit can be accomplished with a special FTI provided antenna. In the alternative, a
customer may use an existing C band receive antenna common to “back yard satellite dishes” used for reception of satellite
signals. The antenna need only be 3.2m (about 10’) or greater in size in good working order with a FTI provided phase stable
LNB. FTI also installs a special microwave tested dual RG-6 cable between the equipment and the satellite antenna.
If the customer is using their own antenna for reception of the C band, a small Ku band transmit antenna is provided that
uplinks the Ku band signal to the satellite hub.
RELIABILITY
When the hub equipment senses a decrease in the Ku band signal (affected by weather) from the end user location, the hub
returns a signal to the end user location ONLY to increase its power to offset the local weather problem. The return signal to
the end user location is C band so it is unaffected by the weather and the signal level is increased as instructed from the end
user antenna to the hub. As a result of this unique combination of technologies, the FTI high-speed Internet service is able to
remain unaffected 99.95% of the time or more.
A great example of this reliability in the face of extraordinary weather occurred when Hurricane Katrina made landfall and
passed directly over FTI end user locations. The status monitoring computer log of the C/Ku FTI sites revealed an average
outage time of 18 SECONDS in duration DURING THE WORST STORM OF THE CENTURY. At the same time, two FTI locations
that were being operated in the conventional Ku band two-way configuration were down from the time the leading edge of

the storm passed over them until the time the trailing edge passed: approximately 10.5 HOURS. Also, as the owner and
operator of the Internet gateway hub equipment, FTI is able to provide services unique to each customer’s requirements.
The FTI satellite hub that serves as the gateway to the Internet is located in Salt Lake City, Utah. The hub equipment is
connected through a firewall router to the Internet via a pair of geographically separate OC-48 SONET fiber optic rings for
maximum reliability and service capability.
COMPANY HISTORY
The company currently known as Foundation Telecommunications, Inc. originally founded in 1979 as Lambda
Communications, Inc. in the State of California. Its principle business was the development of high technology
telecommunications solutions for the educational institutions, businesses and the cable television industry.
The rapid development of statewide and regional distance education requirements resulted in a successful consulting and
design business based upon this business segment.
The first decade of the company’s growth also resulted in establishing two new divisions: 1) Local Area Network Division and 2)
Cable Television Systems Operations.

The Local Area Network Division soon gained a reputation through the design and construction of LANs for numerous Los
Angeles area Department of Defense companies while concurrently developing a strong following in the initial construction of
the most difficult of those networks. At its peak, the LAN division was responsible for approximately $1 million in annual
company revenues.
The Cable Television Operations Division secured three franchises in the Los Angeles area and constructed a single high
technology cable system using a "zero fault tolerance" design approach interconnecting all three franchised areas.
This design approach was established on the premise that a cable system could be designed in a manner that resulted in the
absolute minimum of active devices including amplifiers and power supplies. This approach was further conditioned upon the
premise that sufficient signal had to be available at each subscriber’s location to provide as many cable outlets in the home as
the subscriber desired without the requirement of a house amplifier to boost the signal level.
Finally, a no compromise philosophy was assumed with respect to both audio and video quality on all channels. The result was
an extraordinarily reliable cable television system operated with a total staff of two people; one cable technician and one
customer service representative in the office.
After several years of successful operations, the LAN Division was dissolved and the Cable Television Operations Division was
sold. Lambda Communications, Inc. immediately relocated its corporate offices to Northwest Arkansas in 1992 continuing its
development of the distance education business segment. Significant projects in distance education included designs for:

Satellite As A Secondary Network Connection: Flooding, fires, hurricanes and numerous other disasters can knock out a
primary data line for hours or days. With satellite, it is possible to maintain a high-speed connection when disaster strikes.

(NOC) and Home Office, to proactively manage a wide range of network activity, settings and conditions in real time. Our
comprehensive management tools enable us to monitor the status of your network, perform network upgrades and conduct
other operations, 24x7.
The network will be electronically monitored in its entirety on a 24/7 basis. The hub based monitoring programs detect any
changes in the operation of the links between the hub and the remote sites and any changes in the links between the FTI
satellite gateway to the nodes and access points. In most instances, changes in trends can be remedied remotely from the FTI
Transponder Operations Center.
All sites will be remotely monitored 24x7 by iDirect’s industry-leading iVantage® Network Management System (NMS). This is a
complete suite of software-based tools to configure, monitor and control an entire satellite network from single or multiple
locations. iVantage™ consists of three major components: iBuilder™, iMonitor™ and iSite™.
FTI ensures our complete network continually operates at peak efficiency. The iMonitor monitoring software provides in-depth
views into both real-time and historical performance of the network including the health status of remotes, graphical displays,
network probes and detailed bandwidth usage.
Remote satellite network control is accomplished by the iSite software. iSite remote commissioning tool facilitates deployment
of new sites quickly by providing universal local access to configure and control iDirect devices from the field, including all
iDirect remotes and network accelerators. Advanced features include auto-discovery of iDirect devices on the same LAN and
audio feedback during antenna pointing.
Each site shall be monitored 24/7 for all aspects relating to satellite network connectivity:
All “standard business day maintenance” will be conducted remotely on a 24/7 basis as problems are detected. All on-site
“standard business day maintenance” will be conducted during 8 AM to 5 PM in the local time zone.

COMPANY HISTORY
Telecom Recovery was born when a few seasoned telecom veterans put their resources together to solve a difficult problem:
how to quickly recover control of existing phone numbers after a power outage, cable cut, equipment failure, or disaster. Until
Telecom Recovery, for most organizations in the U.S. there was no effective, comprehensive, and perhaps most importantly,
AFFORDABLE solution to this serious problem.
In early 2005 CarrierSales, a successful decade-old marketer of telecom services throughout the U.S., learned from one of their
largest customers that a recovery solution was needed for any time that telecommunications services were lost, disaster or
not. Though mass notification companies and products abounded, CarrierSales could not find any product, service or other
solution anywhere in the country that could rapidly and effectively recover control of incoming calls to existing published
phone numbers, which this government entity—and most every governmental entity, for that matter—had an obligation to
do.
So CarrierSales hatched an idea of a new solution that could do just that: rapidly recover complete control of incoming calls to
existing phone numbers, with mass notification, conferencing, and fax receiving thrown in as value-added features. The
investment was made, the team was hired, and in the spring of 2005 development of the proposed telecommunications
recovery technology had begun.
Upon completion of the first fully functional version of the Web Call Controller™ in late 2005, marketing of Voice Recovery
Service™—the combination of Instant Re-route and the Web Call Controller™ into an end-to-end voice recovery solution—
began in earnest. At least initially, Telecom Recovery was created to solve a problem primarily for CarrierSales’ government
and commercial clients in the state of Utah. It quickly became apparent, however, that this much-needed solution was unique
not only to CarrierSales clients in Utah, it was unique to the entire U.S., and it was needed by organizations large and small,
public and private, and in just about every industry imaginable.
By the spring of 2006 the decision was made to grow Telecom Recovery nation-wide. In less than 18 months, Telecom
Recovery’s customer base had expanded beyond Utah into more than 20 states, servicing organizations of all sizes and from
more than 25 industries, including hospitals, credit unions, banks, cities, insurance companies, manufacturers, universities, call
centers, hospitality, and more.
Today, Telecom Recovery employs ten full-time employees, with over 125 years combined telecommunications experience,
multiple part-time employees, and dozens of independent sales partners throughout the United States. A new Telecom
Recovery technology center is now up and running in Dallas, Texas, making Telecom Recovery’s solution geographically

FTI introduces its Mobile Satellite Uplink Trailer: SatLink™. The C or Ku band SatLink™ offers a wide variety of optional features
including Two-way SCPC or TDMA Communications, High Speed Data Link, Moving Map with USGS Topographic Base linked
with GPS and Satmaster Pro Software, pole mounted observation camera system and power systems of battery (up to 72
hours), propane generator, and commercial power cabling.
The addition of the generator option provides constant utilization of the SatLink™ in areas that may not have access to
commercial power making the SatLink™ extremely versatile in disaster areas and rural locations.

Suggested applications for the SatLink™ include; Emergency Disaster Relief, Rural Economic Development, Private State
LAN/WAN Communications, Rural Internet Communications, State Highway Department, Department of Education, State
Parks and Recreation, Interstate and Intrastate Secured Communications. The flexibility of SatLink™ allows the applications
can change as quickly as the technology.
The design goal of the SatLink™ was to provide a stable universal platform with stable versatile power sub-systems capable of
supporting any customer equipment and satellite option. As designed, customers may purchase the basic SatLink™ and add
their own specialized electronics in the standard rack space provided.
Upon delivery to FTI, each SatLink™ is individually designed to meet the exact specifications of each customer order. To the
basic SatLink™, clients can choose from a wide variety of options including: antenna size, AC power sub-system size,
transmitter, lighting options, battery upgrades, generator options, cellular phone communications package, air-conditioner,
heaters, wireless LAN and/or Free Space Optics and custom installation kits. Rack space can be reserved for customer installed
components, as well.
Emergency Communications Vehicle integrated with its high-performance satellite services is a valuable solution to support
the mission-critical requirements for disaster recovery and first responder organizations. The vehicle represents a
transportable ‘command post’ and provides converged data, voice, and video communications that can be deployed
immediately.
With the introduction of its new ECV, FTI now provides services to design and produce custom mobile satellite
communications systems incorporated into vehicles for disaster recovery and first responder organizations. The equipment
can be connected to FTI's high-performance satellite service or to other private services.
Although most vehicles the size of an SUV or larger can be used for emergency response vehicles, FTI's current vehicle is based
on a Ford E350 retro-fitted ambulance. FTI's ECV can include a fully integrated high-performance satellite communications
link; both wired and wireless telecommunications gear including a digital phone, GPS, laptops, and even video surveillance
equipment; and multiple power interfaces for a generator or other standby power. The satellite link is built around an auto-
acquisition antenna mounted to the roof of the vehicle. FTI can custom design an Emergency Communications Response
vehicle and retrofit any type of vehicle so desired.

system provides secure high-speed data communications for Internet/VPN connectivity, live videoconferencing, surveillance or

An Emergency Information Hotline is an off-site toll-free hotline that employees, customers, or constituents can call to get up-
to-date information or leave messages during an emergency.
Any time there’s more incoming calls than available phone lines and/or people, a Hotline can quickly alleviate the problem by
providing accurate information, instructions, and reassurance without tying up precious resources such as people, cell phones,
satellite phones, etc.
Callers can choose from an unlimited selection of messages, which can be quickly recorded from any phone. Voicemail can also
be included, with messages stored online for later retrieval and converted to .WAV files for immediate email delivery.
The Toll-Free Emergency Information Hotline is included with Voice Recovery Service™ at no extra charge.

A solid communications network should be designed with a very robust and redundant network infrastructure, which can
include up to four separate communication routes in to the company, they are:
1. The primary voice and data route comes from the Local ILEC Central Office
2. Voice and data are delivered via FTI satellite connection originating in Salt Lake City, Utah.
3. Voice calls and text messages are distributed by Telecom Recovery and delivered through cell phones and mobile
satellite phones.
4. High speed internet connection from local ISP.

All four communication paths to the company are connected 24X7 to the facility. In the event of any telephone disruption
where incoming calls are not being answered by personnel at the company, several selected individuals at your company have
the security clearance to trigger or redirect the incoming calls to the Telecom Recovery platform where the calls will be
answered and directed to the appropriate party or voice mailbox at the company.
When calls reach the backup facility, calls are processed by the Web Call Controller™, a powerful telephone switch controlled
by your company personnel, through a secure internet connection. In the event that your facility (store, office, or warehouse)
is damaged or evacuated, system administrators can control how calls are handled and what messages callers hear.
The re-directing of calls to the backup facility utilizes a call forwarding feature provided by the local ILEC, the local telephone
company. In many cases the re-directing of incoming calls can be done without any human intervention at the carrier by
dialing a toll free number from any touchtone phone and entering a security code. To restore calls to the facility, the reverse
procedure is followed.
The telephone numbers to be recovered are the primary published numbers that callers use every day to call the business
location.

The satellite connection on the roof (or other location) of the company connects directly to the company’s telephone switch.
In the event that primary telephone service (landlines) is lost, calls will be forwarded to the backup satellite connection. The
satellite connection will carry 23 concurrent calls. If the satellite connection is busy, then calls will overflow to Telecom
Recovery’s remote backup telephone system, in which case the caller will be greeted with user-friendly menus and options,
while connecting the caller to any alternate communication device such as a cell phone, voiceover-IP phone, home phone, or
other assigned communication device. The re-directing of incoming calls will remain seamless to the caller, thus projecting the
impression to the caller that the facility is operational. Where calls are directed and the menu options can be changed in
minutes to adjust for almost any scenario. The company’s telecom staff and business continuity personnel will be trained on
updating Telecom Recovery’s web call controller and have the ability to record messages, create menus, forward calls,
distribute calls among available personnel, and accept voicemail messages.
There are a number of options or features available to handle incoming calls that will make the best use of the resources that
are available to the organization. The remote backup telephone system includes the following features:

where calls are terminated can be changed in minutes along with messages or instructions for the callers. Voicemail can be

The telephone switch at your facility is pre-programmed so that if a caller at the facility dials “8000” followed by a 10-digit
number beginning with area code (XXX-XXX-XXXX), the call will be routed out over the existing satellite connection. This
information will be dispersed as needed during a telecommunication outage.
BUILDING EVACUATION
In the event that a facility is vacated for any number of reasons, the remote backup telephone system will inform callers of the
company’s status and forward calls to any number of assigned locations

companies/agencies, and report ongoing status to key administrators.
• REAL-TIME AUDIT TRAIL. Frees key personnel to perform other critical tasks during emergencies, while reducing the
human error factor found in traditional calling trees while providing real time audit trail reporting, receipt of
messages non-completions and member responses.
EMERGENCY CONFERENCING
Emergency Conferencing is when a group of employees are called at the same time on their cell phones, business phones or
home phones and asked if they would join a conference call that is in session. If they wish to join the conference, they are
instructed to press “1” on the telephone. When they press the key, they are instantly added to the conference bridge.
Emergency conferencing can be held as needed, scheduled ahead of time and/or at regular intervals. The collaboration and
the sharing of information between executives and other groups is essential, in any type of incident.
SCALING OF SERVICES
There is a limit to the number of concurrent telephone calls that your company can make/receive at any single point in time
utilizing Telecom Recovery’s backup phone system. The number of simultaneous call paths that are available are referred to as
“ports.” Your company will have a limited number of ports available at any given time.
Your company will have the ability to contact Telecom Recovery and increase the number of ports at any time up to 100 ports.
In the event that there is an incident and more ports are required, an authorized user on the account can increase the number
of ports. There is no guarantee made that additional ports will be available at the time of a disaster.
Your company could qualify for priority telecommunication services offered by the
National Communications System. In the event of a major regional disaster,
traditional telephone lines commonly become congested and those attempting to
make calls hear a fast busy signal or an “all circuits are busy” message.
EMPLOYEE DIRECTORY
The employee directory is a list of people and their associated alternate telephone numbers. The directory also contains their
extension (optional), their SMS (cell) number for text messages, the group(s) they are associated with, and their email address.
