I am happy to know that Transmission and System Operation


(TSO) business group is publishing the third issue of its Year
Book covering plentiful aspects of its activities on the occasion
of the upcoming birth anniversary of Nepal Electricity Authority.
Though load shedding is unavoidable at this moment, it is a
matter of satisfaction that load shedding has become less
severe during the year in review. In this context, TSO played
a crucial role fulfilling its responsibilities by strengthening
the transmission line network, proper maintenance of
transmission lines and substations, accomplishing the
rehabilitation works of different substations and effective
system control services.
I appreciate the TSO Business Group for their continuous
efforts to bring out this Publication successfully. I believe the
technical information contained in this Publication will be
quite useful to all working in power sector.

It is a great pleasure to me that the Transmission and System


Operation (TSO) Business Group has brought out the third
issue of the Year Book covering various aspects of its activities.
A simple approach has been adopted in presenting the technical
information about the existing, planned and proposed
transmission line and substation details of Integrated Nepal
Power System. Further, this Publication also highlights the
efforts carried out by TSO to improve the system reliability and
regular operation and maintenance activities undertaken during
the year.
Fiscal Year 2009/10 has been a year of vibrant activities in
view of new transmission line development as more than 50
transmission line projects, including high capacity cross-border
interconnection, have been initiated to launch very shortly. To
address the situation of power evacuation, TSO has taken
unbreakable efforts to complete these projects at a stipulated
Commercial Operation Date for providing the power evacuation
facilities to IPPs.
TSO is putting sincere efforts, as permitted by the available
resources, in improving the system reliability to the expectation
of our customers. As a system operator and controller, TSO
has taken several activities of rationing the limited resources
to the customers such that load shedding became less chronic
during the year in review.
I believe the information contained in this Publication will be
quite useful to other Business Groups of NEA and outsiders
as well who are working in power sector.
Lastly, I would like to appreciate the efforts put in by my
colleagues to make this Publication successful.

Business Group
Transmission and System Operation (TSO),
one of the key business groups of Nepal
Electricity Authority (NEA) is responsible for
the design and construction of transmission
lines and substations, major system
reinforcement activities, operation and
maintenance of transmission system of 66kV
and above voltage as well as control of the
integrated Nepal power System (INPS). These
functions are handled by Transmission/Line
Substation Construction Department, Grid
Operation Department, System Operation
Department, Cross-border Transmission Line
Department and Power Development

Projects.
The issues and challenges that have to be
faced by TSO at present are land acquisition
for tower footing and substations, right of
way for transmission construction, insufficient
man power, financial constraints, congestion
of transmission line, longer time taking for
environmental impact studies,
implementation of 38 point transmission
system program under National Crisis
Mitigation Program-2065 of Government of
Nepal and synchronization of INPS with Indian
Grid.

Transmission Line & Substation Construction Department


Transmission Line/Substation Construction
Department headed by the director is one
of the most important wings of Transmission
and System Operation Business Group of
NEA. This department is responsible for
carrying out design and construction of 66
kV and higher voltage level of transmission
lines and associated substations.
Implementation of transmission line projects
is guided by transmission planning studies
which is done by System Planning Department
of NEA. Realization of any transmission
scheme involves series of sequential activities
and coordinated efforts among various
agencies. The activities worth mentioning
include mainly acquiring survey license,
EIA/IEE studies, acquiring construction
license, land acquisition for tower footing,
substation and right of way for transmission
line, designing, tendering, construction of
the lines and substations, testing and
commissioning and finally handing over the
completed transmission lines to the Grid
Operation Department. Most of the
Transmission/Substation construction works
are carried out through turnkey contracts.

This department is responsible for


implementing 38 points transmission program
that has been brought out for the sake of a
mitigation measure in National Electricity
Crisis Program. But the development and
construction of transmission line in Nepal is
a very challenging work augmented with
several constraints such as budgetary,
regulatory, environmental, socio and
geopolitical, technological, administrative
and managerial activities. Additionally, the
unusually long project timetable created
challenges such as cost overrun and required
a massive coordination effort among various
agencies. The complex web of agencies and
activities involved in transmission line
construction is depicted in figure below. This
figure puts lights on level of coordinated
effort required among these agencies in
various sequential phases of transmission
line development and construction.
Lack of adequate manpower, inadequate
financial resources, problem of right of way,
public opposition, bands, strikes are the
major challenges in construction of
transmission lines.

Recently Completed Projects

Chandranigahapur
System
Reinforcement (World Bank Financed)
The project started in 2061/062 with the
objective of meeting growing electricity
demand of Rautahat and Sarlahi districts and
to reduce the technical loss of transmission
system of the area was completed in
2066/067. This project was financed by loan
assistance of World Bank (WB), Government
of Nepal (GoN), Nepal Electricity Authority
(NEA). Total cost of the project was NRS
421.00 million.
The main achievement of the project includes
construction of new substation at
Chandranigahapur with 132/33kV, 30MVA and
33/11kV, 8MVA transformers and construction
of 41 km 33kV sub-transmission line from
Chandranigahapur to Gaur and 31km of 33kV
sub transmission line from Chandranigahapur
to Haripur. All the works have been tested,
commissioned and put into operation. The
project is at final stage of handing over.

Funded Projects)

Transmission Line

220

kV

The project was started in 2059/060 with


the objective of enhancing transmission
capacity, improving supply reliability,
reducing losses and voltage drops through
construction of 220kV line and is
scheduled to be completed in 2067/068
(2010/11). The project cost is estimated
at US$ 22 million and the project is jointly
funded by loan assistance of WB, GoN
and NEA.

The scope of the project includes


construction of 75 km long KhimtiDhalkebar 220kV transmission line on
double circuit tower with single circuit
of twin Bison ACSR conductor (initially
charged at 132kV) and of two numbers
of 132kV line bays at Khimti and Dhalkebar
substations.
As of Ashadh last 2067, supply and delivery
of the line materials and substation
equipment is almost completed, and
construction of transmission line is about
85% completed whereas bay extension
work is completed.

2. H e t a u d a - B a r d g h a t
Transmission Line

220kV

The objective of the project is to enhance


the transmission capacity and reliability
of the Integrated Nepal Power System
(INPS), to evacuate the power to be
generated by other hydro power plants
in Western region of Nepal. Cost of this
project is estimated to US$ 62 million
and is funded jointly by loan assistance
of WB, GoN and NEA. The project was
started in 2009 and is scheduled to be
completed by the beginning of 2012.
The project is being implemented in two
stages viz; construction of about 75 km
long Hetauda-Bharatpur 220kV
transmission line and associated 132kV
substations are being taken up in the first
stage and construction of 70km long
Bharatpur-Bardghat 220kV transmission
line is in second stage.
The substation component includes
expansion of existing Hetauda and
Bardghat substations and construction of
New Hetauda and New Bharatpur
substations. New Hetauda substation shall
comprise of 132kV line bays and bus

coupler bay while New Bharatpur


substation shall comprise of 132kV line
bays, bus coupler bay, and transformer
bay and 22.5MVA power transformer.
Till date detailed survey, structural and
foundation designs of transmission line
towers, testing of prototype towers,
commencement of soil investigation,
dispatch of first consignment of 25
numbers of DA type towers, topological
survey of New Bharatpur substation are
completed and approval for land
acquisition for the same is under process.
Regarding construction of BharatpurBardghat 220kV transmission line, tender
has been approved and contract is
expected to be completed soon.

4. P a t h l a i y a 1 3 2 k V S u b s ta t i o n
Objective of this project is to provide
adequate supply to the Birgunj industrial
corridor, improve quality of supply and
reduce technical losses in the area. The
project started in 2008/09 (2065/066) is
scheduled to be completed in 2011/12
(2068/069). Cost of this project is
estimated to be US$ 5.4 million and is
jointly funded by loan assistance from
WB, GoN and NEA.
T h e Pr o j e c t a c t i v i t i e s i n c l u d e s
construction of 132/11kV, 22.5MVA
substation at Pathlaiya, 24km of 11kV
distribution line and replacement of
existing earth wire by OPGW conductor
between Pathlaiya and Birgunj and old
Parwanipur and Simra substation.
Received bids for whole works under
turnkey contract has been evaluated and
put forward to management for approval.

ADB Funded Projects


1. ThankotChapagaon-Bhaktapur
132kV Transmission Line
The project was started in 2055/056
with the objective of enhancing
transmission capacity, improving supply
reliability in Kathmandu Valley, reducing
losses and voltage drops through
construction of 132kV ring main and was
scheduled to be completed in 2006/067
(2009/10). The project cost estimated at
US$ 23 million and project is jointly
financed by loan assistance of ADB, OPEC,
GoN and NEA.
The scope of the project includes
construction of 28km Thankot,
Chapagaon, Bhaktapur 132kV double
circuit transmission line, construction of
a 132/11kV, 22.5MVA sub-station at
Matatirtha, addition of 132/11kV, 45MVA
transformer at Bhaktapur substation and
addition of 66/11kV, 30MVA transformer
at Balaju substation.
As of Ashadh last 2067, supply and delivery
of substation equipment and line
materials is completed, 90% of substations
works are completed except testing and
commissioning of equipment at Matatirtha
sub-station which could not be carried
out due to non-availability of 132 kV
supply at sub-station. Construction of
transmission line has been stopped
because of right of way issues raised by
local inhabitants of few VDCs of Lalitpur
District.

2. Dumre-Damauli-Marsyangdi 132kV
Transmission Line
The objective of this project is to
evacuate power generated by Middle
Marshyangdi power plant, enhance the

includes, construction of 18km double
circuit transmission line from Dumre to
Damauli, 1km four loop-in loop-out
transmission line at Middle Marshyangdi
power plant, stringing of 39km 132kV
second circuit transmission line from
Middle Marshyangdi to Dumre and
construction of 132/33kV, 30MVA
substation at dam site of Lower
Marshyangdi power plant.
Till date IEE report is approved, detail
survey is completed and tender approval
for both transmission line and substation
works are at final stage.

3. B u t w a l - K o h a l p u r
132kV
Transmission Line Second Circuit
The project started in 2008/09 (2065/066)
with US$13.8 million loan assistance from
ADB and NRS 276.4 Million from GoN and
NEA is scheduled to be completed in
2011/12 (2068/069).
The main objective of this project is to
supply increased power to Western Nepal
in order to meet growing electricity
demand in that area, to supply upcoming
cement factories and evacuate power

reliability of Middle Marshyangdi power


plant and facilitate the power evacuation
from candidate hydro power projects of
Marshyangdi Corridor. The objective also
includes enhancing the performance of
INPS and reduces outage frequencies of
Bharatpur-Pokhara 132kV transmission
line. Cost of this project is estimated to
be US$ 16.6 million which is jointly funded
by loan assistance of ADB, GoN and NEA.
The project started in 2008/09 (2065/066)
and is scheduled to be completed in
2011/12 (2068/069).

from Chameliya Hydropower plant and


power to be received from Upper Karnali.
It also targeted to import additional power
from Tanakpur.
The summary output of the project
include; 132kV second circuit stringing
on existing double circuit towers between
B u t w a l a n d Ko h a l p u r ( 2 0 8 k m ) ,
replacement of existing ground wire
between Butwal and Kohalpur with Optical
ground wire (208km), additional of one
132kV line bay at Butwal substation,
addition of two 132kV line bays at
Shivapur and substations, addition of one
132kV line bay, one 20MVar capacitor bay,
one 132/33kV, 30MVA transformer bay at
Kohalpur substation. Also included in the
project is construction of new 132kV
substation at Kusum with five 132kV line
bays, one 132/11kV, 30MVA transformer
bay, 12kV switchgears and associated
lines, one control building and double
bus bar.
Till date bids for the project have been
invited in two lots one for substation
work and another for transmission line
work. Technical proposals of the received
bids are evaluated and they are in the
process of approval. Construction license
has been acquired. Correspondence with
Ministry of Forest and Soil Conservation
has been made to acquire land for Kusum
substation. TOR for IEE study at Kusum
substation site is prepared and forwarded
for approval.

4. Capacitor Banks at Grid Substations


The objective of this project is to improve
the voltage and reduce the losses through
Installation of capacitor banks at Grid
substations. Cost of this project is
estimated to around US$ 2.2 Million and
jointly funded by loan assistance of ADB,

of 33kV 2X12.5MVar at Bharatpur,
2X12.5MVar at Dhalkebar, 2X20MVar at
Butwal and 11kV 3X5MVar at Simra,
2X5MVar at Hetauda, 2X10MVar at
Siuchatar, 2X10MVar at Patan, 2X12.5MVar
at New-Baneshwor, 2X12.5MVar at Balaju
and 2X12.5MVar at Chabel substations.
Price proposal of the received bids have
been put forward for approval after
technical and financial evaluation.

5. Chapali 132kV Substation


Objective of the project is to cater the
increased residential and commercial
demand of Kathmandu North and to
improve power supply reliability. The
project started in 2008/09 (2065/066) is
scheduled to be completed in 2011/12
(2068/069). Total cost of the project is
US$ 16 Million jointly financed by loan
assistance of ADB, GoN and NEA.
The main output of the project include
132/11kV, 30MVA substation at Chapali,
66kV GIS bay at Lainchhour substation
and Chabahil-Lainchhour 7.7km long
interconnection by 66kV underground
cable.
Till date land required for the substation
has been acquired and the technical
proposals of the bids received for turnkey
contract for the above mentioned work
has been evaluated and put forward for
approval.

6. Matatirtha Substation Expansion


Objective of the project is to cater the
increasing electricity demand of
Kathmandu West as well as to supply

United Cement at Naubise and Laxmi


Cement at Lalitpur. This substation will
also help to relieve overloaded Siuchatar,
Teku and New-Patan substations feeding
core areas of the Kathmandu Valley. Cost
of this project is estimated to US$ 3.3
million and is jointly funded by loan
assistance of ADB, GoN and NEA. The
project started in 2008/09 (2065/066) is
scheduled to be completed in 2011/12
(2068/069).
Main project activity includes; addition
of 132/33kV, 30MVA transformer, 33kV
and 11kV switchgears at existing
Matatirtha substation and 132/11kV,
22.5MVA transformer at Bharatpur
substation.
Work progress as of date is the completion
of evaluation of bids received for
substation construction.

GoN Funded Projects


1. Damak 132 kV Substation
Objectives of this project are to meet
increasing demand of Damak area, to
relieve Anarmani 132/33kV substation
and reduce transmission losses of that
area. Cost of this project is estimated at
US$ 3.1 million and funded by GoN.
Project was started in 2008/09 and is
estimated to be completed by FY 2010/11.
The project will construct 132/33/11kV
Damak substation with 132/33, 30MVA
and 33/11kV, 8MVA transformers. Project
status as of date includes completion of
transmission line survey works, approval
of draft IEE report, acquisition of land
required for substation works, finalization
of contract agreement of Damak

13.S i n g a t i - L a m o s a n g u
Transmission Corridor

132kV

Objective of this project is to evacuate


power from different hydroelectric
projects to be developed by different
IPPs in the Tamakoshi-Singati basin. Total
cost of the project is around US$ 13
million. The project was started in
2065/066 and is scheduled to be
completed in 2069/070.
Project will construct Lamosangu-Singati
38 km 132kV transmission line and 132/33
kV, 30 MVA substation at Singati.
Route alignment survey for transmission
line has been completed and IEE study
has been started. Land has been acquired
for substation. Bid evaluation for
substations and transmission line works
in two lots are being completed.

GoN/NEA Funded Projects


5. Syangja 132kV Substation
Objective of this project is to improve
the power supply in Syangja and its
vicinity. The project started in 2065/66
and is scheduled to be completed in
2068/069 (2011/012). Total project cost
is estimated at US$6.6 million which is
jointly financed by GoN and NEA.
The main activities of the project are
construction of 132/33kV, 30MVA and
33/11kV, 8MVA substation. The existing
Kaligandaki-A Lekhnath 132kV
transmission line will be looped-in loopedout at Rang Khola of Shyangja District to

1. Kabeli 132kV Transmission Corridor
Objectives of this project are to facilitate
evacuation of power generated from
Kabeli-A Hydro Power Project and power
produced from other IPPs in the region,
to meet increasing demand of Damak
area, to relieve Anarmani 132/33kV
substation and reduce transmission losses
of that area. Cost of this project is
estimated to US$ 31 Million and funded
by GoN. Project was started in 2008/09
and is expected to be completed by FY
2012/13.
The project will construct 90km of double
circuit 132kV transmission line from
Damak to Kabeli. The project will also
construct i) 132/33/11kV Damak
substation with 132/33kV, 30MVA and
33/11kV, 8MVA transformers, ii)
132/33/11kV Illam substation with
132/33kV, 30MVA and 33/11kV, 3MVA
transformers, iii) 132/33kV Phidim
substation with 132/33kV, 15MVA
transformer and iv) 132/33/11kV Kabeli
substation with 132/33kV, 30MVA,
33/11kV, 3MVA transformers.
Project status as of date includes
completion of transmission line survey
works, approval of draft IEE report,
acquisition of land required for substation
works, finalization of contract agreement

Field Work of Hetauda-Dhalkebar section,
completion of Reconnaissance Survey of
Dhalkebar-Duhabi section and submission
of Reconnaissance Survey report of
HetaudaDhalkebar section. Field work
of HetaudaDhalkebar Section is going
on.

1. Koshi 220kV Transmission Corridor
Objective of this project is to evacuate
power generated from hydro power
projects in Sankhuwasabha, Terhathum,
Bhojpur, Dhankuta and Taplejung districts.
Cost of this project is estimated to NRS
5700 Million and funded by GoN.
Project components are: 110 km 220 kV
double circuit transmission line from
Basantapur to Kusaha, 220/132/33/11kV

FY 2013/14.
Scope under this project includes
construction of about 45 km, 132kV
Transmission Lines in Marshyangdi Corridor
and construction of Substations in the
corridor.
Land Selection for substation has been
completed. Reconnaissance Survey report
was submitted for approval.

3. Sunkoshi Dolakha Transmission


Corridor
Objective of this project is to increase
power evacuation capacity of the IPPs
up coming in the Sunkoshi-Dolakha
Corridor. Cost of this project is estimated
to US$ 8.7 Million and funded by GoN.
Scope under this project includes
construction of about 20 km, 132kV
Transmission Lines in Sunkoshi-Dolakha
Corridor and construction of required

4. Kaligandaki (Dana-Kusma-New
Modi-New Butwal-Bardghat)
220/132kV Transmission Corridor
Objective of this project is to increase
power evacuation capacity of the IPPs
up coming in the Kaligandaki Corridor.
Cost of this project is estimated to US$
40.25 Million and funded by GoN. The
project is scheduled to be completed by
FY 2013/14.
Scope under this project includes
construction of about 200 km, 220/132kV
Transmission Lines along Kaligandaki
Corridor and construction of required
Substations in the corridor.
Land Selection for substation has been
completed. Reconnaissance Survey report
has been submitted for approval and
section wise detail survey works is being
carried out. Survey work for remaining
section is under way section wise. Walk
over survey and detail survey has been
started section wise.

5. Middle Marshyangdi-Manang 132kV


Transmission Line
Objective of this project is to increase
power evacuation capacity of the IPPs
up coming in the Middle MarshyangdiManang Corridor. Cost of this project is

12. Marshyangdi-Kathmandu 220kV
Transmission Line
The objective of this project is to increase
power evacuation capacity of the
Marshyangdi Corridor and reinforcement
of INPS system. The project was started
in 2066/067 and is scheduled to be
completed in 2069/070 Total cost of the
project is estimated at US$ 46.7 million
and is funded by GoN.

Detail engineering survey of transmission


line route has been completed and IEE
study has been started. The project is
facing difficulty in acquiring around 200
ropanis of land at around Naubise due to
public opposition.
13. Kohalpur-Surkhet 132kV Transmission
Line
The main objective of the project is to
improve supply situation in Surkhet,
Dailekh and Jajarkot districts and to
evacuate power from hydro power plants
in these districts to national grid. The
project started in 2066/067 and is
scheduled to be completed in 2069/070.
Total cost of the project is estimated to
NRS 765 million and is funded by GoN.
The scope under this project includes
Construction of Kohalpur-Surkhet 50
km,132kV double circuit transmission
line, construction of one 132kV line bay
at Kohalpur substation and construction
of 132/33kV, 30 MVA substation at Surkhet.
Detail engineering survey of transmission
line has been completed and contract
has been signed with Environment and
Social Study Department to carry out EIA
study.

consequent to this the JVC-Nepal and
JVC- India, a joint venture company of
NEA and IL&FS has already been registered
in Nepal and India respectively.
Dhalkebar (Nepal)-Mujaffarpur (India)
400kV double circuit Transmission
Interconnection has been prioritized
under phase-I and all the efforts are
underway to realize the project.
Approximately 45 km of transmission line
from Dhalkebar to Bitthamod near IndoNepal border falls under the Nepalese
territory and around 100 km falls under
Indian territory. This interconnection is
envisaged to be initially charged at 220kV
and would be operated in synchronous
mode between two grids. The Nepalese
portion of the project cost includes NRS
1.28 billion (USD 20.0 million) out of
which USD 13.2 million is to be funded
by government of India through soft loan
as a line of credit from to GoN and for
the remaining part government of Nepal
has approached the World Bank for the
financial assistance and has received the
positive feedback. The funding of Indian
portion would be through domestic
sources by Indian JV Company named
Cross Border Power Transmission
Company in Indian rupees. NEA has
owned the construction license, and after
financial closure it would be transferred
in the name of JVC Nepal.

To realize the project


as a
precondition to construct this line NEA
has to sign the long term PPA
agreement with PTC India and the
draft of which is being reviewed by
NEA members and International and
Local technical, financial and legal
advisors jointly. Besides, two separates

drafts Implementation and


Transmission Service agreement each
for Nepal and India also being
reviewed. These important documents
are envisaged to be signed at the end
of August, 2010 which will ultimately
lead to the financial closure of the
project.
The other two links namely DuhabiP u r n i a 4 0 0 k V Tr a n s m i s s i o n
Interconnection (approximately 22 km
of transmission line falls under
Nepalese territory and around 90 km
of line falls under Indian Territory)
and Butwal-Gorkhapur 400kV
Tr a n s m i s s i o n I n t e r c o n n e c t i o n
(approximately 25 km of transmission
line falls under the Nepalese territory
and around 100 km of line falls under
Indian Territory) will be gradually
developed in coherence with demand
supply situation in Nepal.
Detail Survey and IEE/EIA study of all
these three links has been completed
in May, 2010 and application has been
filed for the construction license.

In order to promote cement industries,


the GoN has taken policy of developing
transmission line and road networks
up the site of cement industries. In
accordance with this policy, GoN in
the budget speech for the fiscal year
2065/066, allocated funds for such
works. In the first step, GoN allocated
funds for extending transmission lines
up to the sites of cement industries
to be established in Udayapur,
Makwanpur and Dang districts. The
budget was allocated under the
Ministry of Industry. Later in March
2009, a minute of understanding was
signed between Ministry of Industry
(MoI) and NEA with regards to
development of transmission line.
According to the understanding, NEA
will execute the transmission line
project as per the instruction of MoI
which in turn will provide required
funds. Projects aimed for power
supplied to cement industries at
different stages of implementation
are as follows:

Line
The main objective of this project is
to develop transmission system up to
the site of Dang Cement to be
established at Hapure of Dang. Further
extension of this line will benefit
Sonapur and Rolpa cements. The
project started in 2065/066 with
estimated cost of NRS 500 million is
scheduled to be completed in
2068/068. Total cost of the project is
financed by GoN.

SYSTEM OPERATION DEPARTMENT


System Operation Department serves as
supreme authority of Integrated Nepal Power
System (INPS) regarding operational planning,
scheduling, dispatching and real time system
operation. Main objective of the department
is to manage safe and reliable operation of
the power system by achieving the most
economic real time balance of overall
demand with available supply sources. It
holds control over the energy flow throughout
the nation 24 hours a day.
Daily activities of System Operation
Department includes managing real time
system operation and taking needful
contingency action by economic scheduling
and dispatching of the supply sources to
meet the real time power demand. It also
operates and maintains the countrywide
components of SCADA including the
communication system.

Major functions of System Operation


Department are as follows:
Prepare a year-ahead, month-ahead,
week-ahead and day-ahead forecast for
the operational power demand of the
INPS
Prepare dispatch schedule of the supply
sources based on economic merit order
so as to balance the demand projected
through day ahead, week ahead, month
ahead and year ahead demand forecast
and availability declared by respective
sources.
Execute system operation and take
needful contingency decisions in real
time.
Approve and coordinate for the annual
maintenance outage plan of power plants,
transmission lines and substations.
Implement scheduled maintenance and
breakdown repairs on the SCADA
components such as Remote Terminal

Out Stations
Out Station refers to the Power station or
Substation, from where the data or
information is collected. SCADA system
requires installation of three kinds of

panels of line bays, transformers,
generators etc at the outstation.
Installation of such data collecting items
in the existing control panels is called
SCADA adaptation work. These items
not only collect data, but execute the

Grid Operation Department (GOD) under
Transmission and System Operation (TSO) of
Nepal Electricity Authority operates and

transformer capacity of 1595MVA in 132kV
and 66kV voltage level) including Indrawati
Substation which is recently added in the
system and Transmission Lines of 132kV
(1619.66Km) and 66kV (360.76Km). Though
Khimti-Dhalkebar section of 220kV
Transmission Line is in nearly completion
stage and numbers of 220kV and 400kV
Transmission Lines are under design stage,
GOD owns up to 132kV Transmission lines in
operation till date. Based on the Energy
distribution summary of FY 2009/10, major
energy consumption happens for Mid Region
(916629Mwh or 29.22%) and Bagmati
(883068Mwh, 28.15%) of total distributed
energy in Nepal. Whereas Mid and Far Western
Regions share hardly 6% of total energy
consumed.
Compared to the last Fiscal Year, there is
additional of total 191.5 MVA Power
Transformer Capacity in various voltage
levels. It has been recorded a 16% increase
in Power delivery to Distribution Business

This increase is likely due to reduction in


load shedding hours compared to last FY and
addition of Middle Marshyangdi HEP in the
middle of last FY. It has been assessed that
there will be overloading conditions in few
of the existing Power Transformers if load
shedding condition gets improved. To cope
with such a situation GOD is continuously
working out to have up-gradation programs.
Independent Power Producers (IPPs) are
increasing in number for the Grid Connections
due to flexible policy of the GoN. As a result,
new connection agreements have been
successfully completed for 413.75 MW
generations with IPPs and 4 MVA load with
Bulk Consumers in this Fiscal Year. GOD is
able to maintain the transmission loss to
around 6% and has achieved the new target
of outage time and frequency of tripping
within the specified limit.
EPR has played a vital role in motivating the
staffs to keep themselves always alert for
improving the transmission system intact and
restore the supply as soon as possible during
the loss of supply due to faults on the lines
and equipments.
There are total following 7 Divisions /
Branches. However Transmission Grid Bagmati
East Branch is not physically established till
date.

Responsibility
This Department is entirely responsible for
the wheeling of reliable and quality power
from distant generators to load centers.
Better coordination has been initiated within
the business group and with different stake
holders. Providing connection facilities to
numbers of IPPs and Bulk Consumers in
different voltage levels is a milestone for
this Department to ensure reduction in load
shedding hours in future. Accomplishment
of works like preventive/breakdown
maintenance, rehabilitation and
reinforcement works within the time frame
is another main responsibility of this
Department.
Installation, testing and commissioning of
two numbers of 63MVA Power Transformers
and put into service without consultant was
a challenging activity carried out by GOD
last FY. Additional effort has been provided
to minimize the Substation outages and
ensure reliable supply to thousands of NEA
consumers. Each Division/Branch under GOD
had carried out preventive maintenance
works more effectively to prevent the
Breakdowns. This Department is continuously
carrying out the load balancing, reactive
compensation, up-gradation works to improve
voltages of different nodes and this activity
has drastically improved the voltage stability.

Correct recording of energy at delivery points


of IPPs is the significant role given to GOD
since more than 40% of NEA revenue goes in
paying Energy Bills of IPPs. Effective
transmission means less interruption, low
transmission loss, fast recovery of fault
conditions and optimizing Transmission Power.
So, GOD has focused to keep transmission
equipments healthy and keep operators
highly motivated as a responsible
Transmitter/Wheeler.

department is generating revenue by renting
major tools and equipments to different
agencies.
Reinforcement Works

Testing/Calibration Lab
GOD has its own Meter Testing, Relay Testing,
Transformer, Circuit Breaker and other
equipment Testing Lab with experienced
team which regularly performs testing &
calibration of Meters, Relays and other
equipment. This testing team also performs
programming, testing and calibration of
energy meters owned by IPPs. Similarly Relay
Testing Team does necessary system studies
and co-ordinate the relaying system. Team
of this department along with the team of
System Operation Department is carrying
out the studies on Protection co-ordination
in various Substations for effective
implementation of the protection
coordination software.
This year, more than 200 different types of
relays and more than 100 numbers of energy
meters have been tested.
This department owns Transformer Oil Testing
facilities. Oil Testing Lab is equipped with
Dissolved Gas Analyzer, Acidity, Moisture and
Dielectric Test kits. This lab is also equipped

Reinforcement Works at Attaria Substation

GOD has its own set of team to plan, design


and execute the works of reinforcement and
extension nature. It has completed and
commissioned three largest Transformers of
63MVA capacity at 132kV Voltage level with
necessary Bays without any consultant from
outside. Specifications are being updated to
adopt the new technology every year.
Necessary up-gradation, extension and
replacement works have been carried out to
meet the increasing demand.
It has been emphasized to strengthen the
working level staffs by providing training at
the sites during such reinforcement jobs.
Such activities help in building up confidence.
Various reinforcement and rehabilitation
works carried out by GOD are being equally
significant to reduce forced load shedding
at different substations caused by inadequate
transformation capacity.
Obsolete and troublesome equipments are
serially replaced every year. GOD had

capacitor banks in various Substations to
improve the voltage, capacity release of
Generators and Power Transformers and
subsequently minimizing the losses in
Transmission.
Grid Code Implementation
Before Power purchase agreement for IPPs
and commissioning of Substation for High
Voltage Bulk Consumers, it is mandatory
requirement to implement Grid Connection
Agreement with Grid Owner as per Grid
Code.
It is good news in context of severe load
shedding that GOD has duly executed the
connection agreement in this FY for wheeling
of 413.75MW Power with Independent Power
Producers (IIPs).
Specific Issues
A. Low Voltage and Severe High Voltage
In spite of continuous effort made by all the
stake holders, severe voltage problem is still
being a challenge and threat to NEA.
Construction of parallel lines and
compensation works has made a bit relief.
To get rid from poor voltage as well as load
shedding problems, upcoming Generations
need to be facilitated in the system. Mid
and Eastern part of Nepal experiences poor
voltages, so upcoming generations need to
be prioritized in those regions. Even
Kathmandu valley is also not free from poor
voltage problem. After implementation of
170MVAr capacity in the system to be carried
out by Power Factor Improvement Project
(Loan Assistance from ADB), problem of poor
voltage and losses in Transmission is expected
to be improved.

This year NEA system has faced the severe


high voltages in some of the nodes, causing
damages to equipments like LA and ultimately
the system collapses. NEA should focus to
improve voltage stability.
B. Line Congestion
Congestion problems of 66kV double circuit
Transmission Lines from Hetauda to
Parwanipur Substation have been significantly
reduced after completion of interconnection
of 132kV and 66kV Transmission line at
Parwanipur Substation. Addition of 132/66kV,
45MVA capacity to the existing 45MVA shall
further release the loads from 66kV double
circuit Lines extending from Hetauda
Substation to Parwanipur Substation.
Transmission Bottlenecks like 132kV BardghatHetauda and 132kV Marshyangdi-Siuchatar
is still in the same condition. N-1 contingency
condition does not hold due to bottlenecks.
After completion of Hetauda-Bardghat 220kV
TL and Marshyangdi-Kathmandu 220kV TL,
the line congestion problem will be improved.
NEA needs to focus timely execution of TL
with unison to Generations.
C. Transmission Line Maintenance
Following three major events were taken
place one after another during the month
of Ashadh 2067 (June-July 2010).
1. 132kV Balaju-Bhaktapur line section got
disconnected from the T-connection due
to conductor arcing.
2. At the same time conductor of 66kV
Baneshwor-Patan line got broken at the
middle of the two towers as full load
got diverted to this line.

POWER DEVELOPMETN PROJECT- PART C


The NEA Transmission and Distribution, the
Power Development Project is being
implemented under the loan/grant assistance
of the World Bank. The initial allocation to
this project was about USD 31 million. As
part of the original scope, the following
projects are being implemented:

Project was restructured, whereby the scope


of work under the NEA Transmission and
Distribution component was increased
providing an additional allocation of about
36 million. Under this additional scope of
work the following projects are being
implemented:

Khimti-Dhalkebar 220 kV Transmission


Line Project

Hetauda-Bharatpur 220 kV Transmission


Line Project

Distribution and Rural Electrification


Project

Distribution System Reinforcement


Project, and

Chandranigahapur System Reinforcement

NEA Institutional Strengthening Project


Under the Khimti-Dhalkebar 220 kV
Transmission Line Project, a 75 km long 220
kV line is being constructed. The Distribution
and Rural Electrification Project consists of
reinforcement of distribution systems and
electrification in Lalitpur, Bhaktapur, Kavre,
Dhading and Nuwakot districts. The
Chandranigahpur System Reinforcement
Project involves construction of a 132/33 kV
substation at Chandranigahpur and related
33 kV sub-transmission lines. Finally, the
Institutional Strengthening Project focuses
on improving the processes in finance,
accounts and internal audits within NEA.
The 220 kV Khimti-Dhalkebar Transmission
Line and the facilities under the Distribution
and Rural Electrification projects are
currently under construction. Construction
of the 132/33 kV substation at
Chandranigahpur and the related subtransmission lines have been completed.
The scope under the Distributing and Rural
Electrification sub-component is also almost
completed.

Hetauda-Bharatpur 220 kV Transmission Line


Project consists of construction of about 73
km of 220 kV line and 132/11 kV substations
at Hetauda and Bharatpur. 132/11 kV
substations at Hetauda and Bharatpur are
ongoing. The Distribution and System
Reinforcement Project includes two major
activities (a) Energy and Customer
Accountability Enhancement focusing large
customers in Kathmandu valley and in major
industrial corridors, and (b) distribution
system reinforcement and rehabilitation of
33/11 kV substation in the following ten
locations are being implemented: (i) Khanar,
(ii) Inaruwa, (iii) Rupani, (iv) Jankpur, (v)
Haripur, (vi) Chanauli, (vii) Bhairahawa, (viii)
Ghorahi, (ix) Tikapur, and (x) Gularia.
The progress of implantation of distribution
system reinforcement is in various stages.
Contracts for the supply of equipment have
been awarded and contract agreements
signed. Tender for the rehabilitation of the
33/11 kV, Lot 2 have been awarded, and
that for Lot 1 is proposed for re-tendering,
but pending the World Bank's no-objection,
the actual time line of implementation could
not be established.

In May 2009, the World Bank has decided to


provide additional credit of about USD 74
million to NEA primarily to address the energy
crisis. The loan agreement for this additional
financing was signed on August 21, 2009.
The activities being implemented as part of
this additional financing are:

vi.Kathmandu Valley distribution network


strengthening
Consultants have been hired to design the
rehabilitation of Kali Gandaki 'A' HEP, and
the design activity is going on. For Duhabi
Mulfituel plant and for Hetauda Diesel Center,
contracts have been awarded to respective
original equipment manufacturers and the
rehabilitation works are going to begin soon.
The award of the contracts for BharatpurBardaghat 220 kV line, and Pathlaiya 132 kV
sub-station are being finalized soon. The
procurement of materials for the Kathmandu
valley distribution network strengthening is
currently under progress.
