SECTION 16265 – BATTERY CHARGERS

PART 1 – GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including Conditions of Cont
ract and
Division 1 Specification Sections, apply to this Section.

1.2 SUMMARY
A. This section describes the battery charger to be supplied under CP17 and inst
alled in
various technical rooms of the ATCT Technical Building, ATC Tower, Radio Tx
Stations and Radio Rx Stations.
1.3 DEFINITIONS
A. EMI: Electromagnetic interference.
B. LCD: Liquid-crystal display.
C. LED: Light-emitting diode.
1.4 SUBMITTALS
A. Equipment Data: Submit full technical data of equipment for approval includin
g, but not
limited to, the following:
1. Manufacturers’ catalogues, detailed description, compliance with the Standard
s,
dimensions and weights, system operation, operating characteristics, methods of
operation, protective and control provisions, heat losses, ambient conditions an
d
limitations on electronic components etc. beyond which such components may
suffer partial or permanent damage.
B. Shop and Construction Drawings: submit drawings for approval including, but n
ot
limited to, the following:
1. Plans and front and side elevations, with indication of built-on control and
indicating devices and instruments, exact dimensions and weights, cabling etc.
2. One-line diagram with ratings of each piece of equipment, cabling, grounding
etc.
3. Control and elementary diagrams, wiring diagrams and the like.
4. Installation and mounting details.
5. Batteries arrangement and mounting details.
C. Manufacturer Certificates: signed by manufacturers certifying that they compl
y with
requirements.

D. Qualification Data: for firms and persons specified in "Quality Assurance" Ar
ticle.
E. Test Certificates: submit type test and routine test certificates. System is
to undergo a
functional and load test program approved by the Engineer, under site simulated
conditions, prior to shipment. Provide 14 days advance notice of tests and oppor
tunity
for observation of test by engineer.
F. Certificates to be submitted within 10 days of completion of tests.
F. Field Test Reports: Indicate test results compared with specified performance
requirements, and provide justification and resolution of differences if values
do not
agree.
G. Maintenance Data: To include in maintenance manuals specified in Division 1.
Include
the following:
1. Lists of spare parts and replacement components recommended being stored at
Project site for ready access.
2. Detailed operating instructions covering operation under both normal and
abnormal conditions.
H. Warranties: special warranties specified in this Section.
I. As-Built Drawings: At project close-out, submit record drawings of installed
UPS, in
accordance with requirements of the specification, Division 1.
1.5 QUALITY ASSURANCE
A. Unless otherwise specified, equipment and materials are to be designed,
manufactured, installed and tested in compliance with IBC 2003 and the following
relevant codes and standards. In the event of any conflict arising between these
documents, the more stringent of these are to be followed:
1. IEC: The International Electro-technical Commission
2. IEEE: Institute of Electrical and Electronic Engineers
3. NEMA: National Electrical Manufacturer’s Association
4. NFPA: National Fire Prevention Association
5. NEC: National Electrical Code
6. UL: Underwrites Laboratories
B. Listing and Labeling: Provide products specified in this Section that are lis
ted and
labeled.
1. The Terms "Listed and Labeled": As defined in the "National Electrical Code,"
Article 100.
2. Listing and Labeling Agency Qualifications: A "Nationally Recognized Testing
Laboratory" (NRTL) as defined in OSHA Regulation 1910.7.
C Installer Qualifications: an experienced installer who is an authorized repres
entative of
the manufacturer for both installation and maintenance of units required for thi

Project.
D. Local Representative: Provide evidence that proposed equipment manufacturer h
as a
locally established and authorized organization which can be called upon for
professional advice and maintenance as may be required, and which can immediatel

supply spare parts to support day to day and emergency maintenance requirements.
Failure to satisfy the Engineer may disqualify a manufacturer.
1. Service Center: System manufacturer maintains a local service center capable
of
providing training, parts, and emergency maintenance and repairs at the Project
site within 2 hours maximum response time, round-the-clock, 7 days.
E. Materials and components are to be manufacturer s latest design, and Standard
s used
are to be approved prior to manufacture. Radio frequency interference (RFI)
suppression is to be in accordance with CISPR recommendations.
F. Unless accepted otherwise by the Engineer, use manufactures and installers th
at
employ a Quality Management System complying with the program described in ISO
9001-2000, or similar system.
1.6 DELIVERY, STORAGE, AND HANDLING
A. Deliver equipment in fully enclosed vehicles after specified environmental co
nditions
have been permanently established in spaces where equipment is to be placed.
B. Store equipment in spaces with environments controlled within manufacturers
ambient
temperature and humidity tolerances for non-operating equipment.
1.7 PROJECT CONDITIONS
A. Temperature limits within which equipment is to be designed to operate are 0
to +40
deg. C at 100% rated output.
1.8 WARRANTY
A. Provide one-year warranty for equipment specified in this Section.
1.9 EXTRA MATERIALS
A. Spare Parts: Provide manufacturer s recommended spare parts for 1 year operat
ion of
the system. Provide list of manufacturer s spare parts for 5 years operation tog
ether
with current prices.
B. Tools and Instruments: Provide tools and instruments required for normal rout
ine
inspection, testing, operation and general maintenance, as recommended by the
manufacturer.
1.10 MAINTENANCE SERVICE
A. Maintenance Contract, if required, will be addressed by separate document.
PART 2 – PRODUCTS
2.1 MANUFACTURERS

2.2 SYSTEM DESCRIPTION
A. The rectifiers shall power the charging and shall simultaneously maintain the
batteries on
floating. In case of mains failure, the batteries shall power the charging. The
rectifiers
and the batteries are installed in parallel.
B. Each charger shall consist of several modular type rectifiers, installed in p
arallel in an
n+1 configuration.
C. The rectifiers proposed shall be transistor type with control and instrumenta
tion system.
They are to be equipped with control electronics, optimizing performances and ba
ttery
service life.
D. Up line at the ac power supply, the charger shall contain a harmonic filter.
The harmonic
filtering shall need to be carefully designed. The harmonic content must not exc
eed 10%
E. The switchover from the floating mode to the accelerated charging mode shall
be
automatically controlled.
F. An ON/Off control shall be installed on the front panel of the cabinet.
2.3 CONSTRUCTION
A. The battery charger is to be installed in metal cabinets (cubicles), set on t
he floor.
B. The cabinet must be of rugged construction; its framing shall need to consist
of a frame
of steel sections, assembled by wrought steel angle pieces.
C. The corrosion protection shall be by electrocataphoresis with epoxy polyester
powder
paint and hot polymerisation or by other equivalent protection.
D. In the front, the cabinet shall have a sheer steel door with lock. The back o
f the cabinet
shall need to be accessible through a panel which can be disassembled by quarter
turn
screws.
E. The trim pieces (side panels) shall be of steel sheet; they shall be removabl
e by quarter
turn screws.
F. The roof shall contain open work to make ventilation possible (natural or for
ced);
protection shall be provided (grillwork type) to prevent intrusion of insects.
G. The cabinet’s protection rating shall be IP31 to IEC 144 as a minimum,

B. Batteries:
1. Battery type: sealed lead-acid (gas recombination)
2. Voltage: 48 V dc
3. Guarantee life: not less than 10 years, for a fall of capacity of less than 8
0%
under normal expected service.
4. Ambient temperature: 40° C (average max.)
5. Noise level of complete assembly is not to exceed 60 dB (A) at 1.0 m distance
anywhere within Batteries room.
6. High rate discharge, heavy duty, industrial, high impact resistant, clear pla
stic
encased, sealed lead-acid (gas recombination) type cells with automatically
reclosing explosion proof safety vents.
2.5 PROTECTION
A. The battery protection shall be by fuses. The load shall be protected by fuse
or circuit
breaker. The various protective devices shall be able to be installed in the cab
inet.
B. A cut-out switch shall be installed as close as possible to the batteries.
C. On the front panel, the charger battery shall be fitted with a Digital Monito
ring Device
(DMD) containing a digital display giving access to the charger’s main functions
. This
digital display shall make it possible to read the measurements (current, voltag
e, etc.),
and to display the alarms.
D. The Digital Monitoring Device shall be supplied with an RS485 type port that
shall
transfer data and measurements to the GAMS (General Alarm Monitoring System).
E. The batteries shall be installed on frame and/or on shelf depending on their
location in
the batteries room, and directly accessible for maintenance. The latter shall be
pf steel
construction, with plastic insulating rails at points of contact with battery ca
ses. Frames
are to be painted with electrolyte resistant paint; Cables are to be rubber insu
lated
electrolyte resistant type.
PART 3 – EXECUTION
3.1 INSTALLATION
A. Install system components on 100 mm high concrete housekeeping bases. Cast-in
place
concrete, reinforcing as necessary, and formwork are specified in Division 3.
Install systems according to manufacturer s printed instructions, and arrange fo
r
manufacturer/supplier to inspect and certify the installation.
B. Equipment Bases: Ensure that concrete bases and foundations provided for inst
allation
of equipment are constructed in accordance with approved shop and construction

drawings and equipment manufacturers drawings and that holes for fixing bolts a
nd
provisions for passage of cables etc. are provided as required.
C. Built-In Items: Ensure that equipment supports, fixings and the like, and sle
eves for
passage of feeders and cables which are to be built into concrete foundations, b
ases
or building structure are provided as and when required and that they are proper
ly
installed.
D. Tools: Use only tools recommended by equipment manufacturers for installation
s,
particularly in making connections and adjustments.
E. Supervision: Carry out equipment installation under the direct supervision of
a qualified
technician, licensed by and trained at the factory. Final adjustments and puttin
g into
satisfactory operation are to be made by a specialist delegated by the factory.
3.2 GROUNDING
A. Provide direct interference free grounding circuit in accordance with Divisio
n 16
Section "Electrical Earthing and Bonding" of the Specification.
3.3 IDENTIFICATION
A. Identify components and wiring according to Division 16 Section "Electrical
Identifications".
B. Identify each battery cell and all components individually.
3.4 BATTERY EQUALIZATION
A. Equalize charging of battery cells according to manufacturer s written instru
ctions.
Record individual-cell voltages.
3.5 FIELD QUALITY CONTROL
A. Electrical Tests and Inspections: Perform tests and inspections according to
manufacturer s written instructions and as listed below to demonstrate condition
and
performance of each component:
1. Inspect interiors of enclosures, including the following:
a. Integrity of mechanical and electrical connections.
b. Component type and labeling verification.
c. Ratings of installed components.
2. Test manual and automatic operational features and system protective and alar
m
functions.
3. Test communication of status and alarms to remote monitoring equipment.
B. Test Periods are to be prolonged (over 24 hours) and as requested by the Engi
neer, to
verify and obtain realistic voltage and frequency profile under any loading and
switching conditions within the criteria specified.
C. Record of Tests and Inspections: Maintain and submit documentation of tests a
nd
inspections, including references to manufacturers written instructions and oth
er test
and inspection criteria. Include results of tests, inspections, and retests.

3.6 DEMONSTRATION
A. Engage a factory-authorized service representative to train Employer s mainte
nance
personnel to adjust, operate, and maintain the equipment.
1. Train Employer s maintenance personnel on procedures and schedules for
starting and stopping, troubleshooting, servicing, and maintaining equipment.
2. Review data in maintenance manuals. Refer to Division 1 Section "General
Operation and Maintenance Data."
3. Schedule training with the Employer, through the Engineer, with at least seve
n
days advance notice.
