Technical Adviser - Presidential Commission on


the Philippine Nuclear Power Plant

• Instrumental in stopping the operation of the fully constructed


and operational Bataan Nuclear Power Plant, a $2.2 billion
project plagued with design, construction, location, and corrup-
tion problems.

• Member of national technical panel overseeing the regulation of


pesticide use in Philippine Agriculture

• Headed a national effort that resulted in the banning of 32


hazardous pesticides formulation in the Philippines that resulted
to the creation of a P750 million government program to reduce
the use of pesticides in Philippine agriculture.

• Introduced of large scale commercial organic andbiodynamic


agriculture in many provinces in the Philippines

the Philippines, although presently marginalized by the current
controversial government of the Philippines.

STAND ON ISSUES:

Reproductive Health Bill:  In general, Perlas is supportive of the


thrust and intent of RH Bill, but he doesn’t advocate abortion. He
also said that the present RH Bill is vague, and therefore needs to
be rewritten to reflect the societal consensus against abortion.

Charter Change:  For Perlas, although there are elements in the


Constitutions which can be improved, he believes that this is not the
proper time for Charter Change. He personally opposes any move
to change the constitution for any extension in a public office or any
attempt to sell out the patrimony of the country.

Corruption:  He believes that this is one of the most urgent matters


for the new government. He said that he will create a mechanism
of accountability that involves government, business and civil so-
ciety. He will rebuild a culture of honesty, integrity and service. To
demonstrate the political will of his administration, he will clean up
the Bureau of Customs and Bureau of Internal Revenue within 100
days after the beginning of the new government.
