Transportation is reporting that all bridges and railways are dosed in New
Orleans, and the port is closed.

response vehicles only. There is damage to all 1-10 bridges. U.S.90 bridge
is destroyed.

We know the people impacted by Humcane Katrina are suffering, and our
thoughts are with all of those who have been stranded by the storm and are
seeking to connect with family members and fnends-
We are asking individuals who have access to means of communicating
outside of the impacted areas to reach out to loved ones and let them know
they are safe.
The National Response Plan (NRP) fully mobilizes the resources of the entire
federal government to support response and recovery efforts for state and
local authorities.
Concurrently, the White House has established a White House Task Force on
Hurricane Katrina Response to oversee recovery efforts and develop policy
initiatives to address the recovery needs of the region.
FEMA is currently working within the hardest hit county and parish emergency
operations centers to help local officials with their requests for assistance.
President Bush declared the affected counties in Florida a major disaster from
the initial hit of then category 1 Katrina, freeing up federal aid and support for
county and state government needs.
o Damage surveys will commence for other areas after the life-saving
and life-sustainingefforts are complete and more counties and
additional forms of assistance may be designated.
o We are aware that some people with serious needs might not be
able to call us due to power or phone outages - we'll be operating
24 hours a day 7 days a week until all have a chance to register
with FEMA.

update :
Evacuation operations for general population commenced yesterday. Basics of system in
place. 3 rest stops with food, water porta-potties, fuel in place (or will be in place
this morning).We have handed control of evacuation to DOD. In addition to the 20K in
superdome we anticipate up to 35K more evacuees that will need a home. Jack Colley said
Texas will take them all but not all will fit in astrodome.
Security problems are becoming major problem in executing response operations. Causing
delays in evacuating patients from hospitals, general evacuation from superdome, etc. We
are concerned about our workforce.
Buses were diverted to Causeway and 1-10 collection point last night to evacuate victims,
There were over 4K victims at the causeway, some with major major problems. Had to divert
to defuse the situation.
6000 evacuees in St Bernard Parish have to service with essentials.
Still have many pockets of victims on hogh ground with no food water. will be using 18
military helicoptere we received yesterday to drop supplies to these hot spots as well as
St Bernard Parish.

location in NOLA, four blocks from the superdome on Poidras. The hotel is dry and can be used. They have offered to
open it up to our workers in NOLA to stay. all that it needs is diesel for the back up generators. Do you want to pursue.

Discussion on Tropical Depression Fourteen
Latest satellite Dvorak classz~cations(to estimate tropical cyclone intensiy) indicate that a Tropical
Depression hasformed in the central tropical Atlantic about 1000 miles east of the northern Leeward
Islands. First visible imagery showed a well defined low-level circulation near an area of deep
convection to the north. However, since that time the low-level circulation has become less defined and
the convection has weakened as an upper-level low to the southwest is producing shear over the
depression. Global models agree that the upper low should move west and separate itselffiom the
system, thereby reducing the shear. Model guidance are giving conflicting signals. with the GFS (NWS
Global Forecast System) and GFDL (NOAA Geophysical Fluid Dynamics Laboratory hurricane)
models dissipuling fhe system in about 48 hours, and the SHTPS (Statistical Hurricane Intensity
Prediction Scheme) intensity guidance showing steady strengthening to hurricane strength beyond 48.
hours. The oficialforecast will indicate slow strengthening in about 24 hours as the combination of
lighter shear and warmer water should provide morefavorable conditions, taking the system t o 55 h o t s
at 120 hours which is considerably less than the 86 knots SHIPS isforecasting at that time.
The initial motion is 28S/14 (toward the west-northwest at 14 knots). The depression is moving around
the western periphery of a deep-layered ridge over the eastern Atlantic. B e system is expected to slow
down over the next day or two as it approaches a weakness in the ridge near 50 degrees West. Global
models are in agreement on the presence of a mid/upper level trough moving south between Bermuda
and the Leeward Islands. Thisfeature should eventually turn the cyclone to the northwest and then north
beyond z2hoursf s the deep-layered ridge amplifes to the east. Theforecast track is in general
agreement with the dynamical model suite through 48 hours, then is close to the NOGAPS (U.S. Navy
Operational GlobalAtmospheric Prediction System) model beyond 48 hours.
At 11 am EDT, the center of Tropical Depression Lee was located near latitude 31.9 north, longitude

51.5 west or about 780 miles east of Bermuda and about 1445 miles west of the Azores. The depression
has been moving little during the past few hours but it should begin to move toward the northwest near 3
mph later today.
Maximum sustained winds are near 35 mph with higher gusts. There is a possibility that Lee becomes a
weak low later today or Friday. Estimated minimum central pressure is 1010 millibars, or 29.83 inches.
Visiblesatellite imagery shows a large circulation with a band of deep convection well to the east of the
center. It appears that the cyclone is losing its tropical characteristics. However, we will keep the
system as a 30-knot tropical depression at this time basedprimarily on a 31-knot wind observationform
the ship ELIZ7 at 8 am EDT. n e oficial intensityforecast callsfor weakeningsince the depression is
near an upper low. The ~ystemhas a large low-level circulation and the ocean is not cool. Therefore,
some convection may redevelop near the center.
The depression has been moving little during the past few hours but it should begin to move slowly
toward the northwest about 3 knots and then northward around a high pressure system centered to the
east of the depression.

Below is the email traffic that Ihave on my friends family that has been stuck in the French Quarter. My friend is
obviously gravely concerned for her sister, but it atso shows that there is a group of people there in the French
Quarter who don't know the town and who are not being given any info as to where to go for help. They were
initially at the Hotel Monteleone 214 Rue Royale New Orleans. Louisiana 70130-2201 and are now headed to
the Crescent City bridge connection and the west bank area. The command center at the Hamh's told them that
there are buses there. They feel that they were being pushed away from the command post because the media
was there so they are not sure that there are buses at the West Bank. There are about 200 tourists in their group
at the moment.
-ere's the most recent info which is getting worse by the minute. My sister's group from the Hotel
Monteleone were walking to the Convention Centw as they were told to do by police and came across a group of
National Guards people at the Double Tree Hotel who told them in no uncertain terms NOT to go to the
convention center. Many peopfe are dying there and they were told no one else can go there. The National
Guard people couldn't take them anywhere else even though they were just standing around as were their trucks.
They were told to go to the South Bank of the Mississippi River but she just told me that they have decided to stop
at the Canal Street Ferry at the River Walk - just across from Harrahs. Apparently there is a congregation of
police at Harrah's and they feel this is the safest place for now. It is desperate. If your F E W search and rescue

eventually told them that their buses had been confiscated by the military.
Greg, anything you or your contacts can do to get the guests at the Hotel Monteleone evacuated, or at least food

Another update on this group. They started to cross the bridge and got to the end of the bridge where they were
met by a m d group that my friend believes were police who told them that they have to turn around and head
back into the city. This group told them that there were no buses, despite what the police headquarters told
them.
Ithink the bottom line is that they just need info on where to go. Also they are desperate for water and food.

FYI, yesterday the NRGC. Response Division, and Recovery Division at the Secretary's request put together a
joint FEMAtRed Cross planlconcept on assisting families with reunification. contacting each other, tracking
deceased victims, etc. NDMS and ARC reps were involved. Attached is the concept submitted to the IlMG last
night. The third page discusses the key activities such as setting up a web site, phone banks, and an "800'
number- ESF 15 is currently working the public affairs component of this and how to roll it o u t The ARC web site
will be located at www.fam~vlinks.icrc.organd may be activated as early as Friday and the 800 call in number for
family members will take a little longer to establish because of requirements associated with setting up the call
center(s). We will keep you updated as more details on this become available. Please call if you want more
information.

Working with both ISTs on this. Pushing them to rotate TFs on accelerated basis due to
heat/humity/arduous nature of the event, They both say they feel TFs engaged are okay and

leaning on them - don't want to micro-manage them but want to keep this on their radar
screen!!!!!!

role to the Superdome to provide bag lunches to the victims since we have no MRE's, he can provide at
least 18,000 bag lunches a day and maybe more, he is veribng his capacity. I know the Superdome is
very high priority right now and this food is critical.

I think you should take some time to get with Tony Robinson about the base camp setups that you've been
putting together. Lany Larson (Contrading Officer) is denying any involvement with you when it comes to working
a contract for base camps. This has gone to the highest level now (Ken Burris). It's sitting on his desk and from I
hear he's (Ken) looking to roll some heads over it (Obligation of contractors without a contract). According to Lany
Larson, he only authorized the purchase of COGlM housing and not base camp setup. That means the contractor
has put out millions and may not get reimbursed for his services. It needs to be addressed before it gets worse.
You worked too hard to get things rolling during this disaster and there's always some schmuck lurking in the
background trying to mess it up.

1) Bill Fagin, FRA, m - 3 will be in the NRCC today to finalize this action with

2 ) A new line has been identified that eliminates the previously reported track problems
/down electric line, and cut cars). The new line originates at the Avondale Yard off of
I90 (a BNSF yard) and terminates in Lafayette.
3 ) NEEDS FROM FEMA:
a) Need for FEMA to bus 650 people from the disaster area to the Avondale Yard
b) Security at both Avondale and Lafayette, as well as on all train cars to supplement
their security resources
c) AMTRAK wants a FEMA rep at both stations

The main POC from FEMA that has been working this issue is Gary Moore according to Bill

Based upon this conversation, the AMTRAK deal appears to be feasible. We notifed AMTRAK
that the busing service must now go to Dallas Reunion Arean instead of Houston.

Satellite images indicate that Tropical Depression Fourteen has strengthened and is now Tropical Storm
Maria, the 13th named cyclone of the 2005 hurricane season. At 11 am EDT, the center of Tropical
Storm Maria was located near latitude 21.3 north, longitude 50.0 west or about 880 miles east-northeast
of the northern Leeward Islands and about 1185 miles southeast of Bermuda.
Maria has been moving westward for the past few hours but is expected to move toward the west-
northwest near 9 mph later today. A gradual turn to the northwest is expected during the next 24 hours.
On this track, Maria will be moving over open waters.
Maximum sustained winds are near 40 mph with higher gusts. No significant change in strength is
forecast during the next 24 hours. Tropical storm force winds extend outward up to 70 miles from the
, center. Estimated minimum central pressure is 1007 millibars, or 29.74 inches.

Discussion on Tropical Stomt Maria
There is still a little bit of southeasterly shear over the cyclone but a large area of deep convection has
developed near the center. Consequently, T-numbers (estimates ofrropical cyclone intensityfrom
satellite imaged from all agencies increased to 2.5 on the Dvorak scale. In addition, latest Quickreat
(NASA Sea Winds Scatterometer) shows a circulation better defined than yesterday with several 35-knot
uncontaminated wind vectors, and a couple peaking at 45 knots. The initial intensi@is then increased to
35 knots. Therefore, the depression has been upgraded to Tropical Storm Maria. the 13th tropical stonn
of the 2005 hurricane season. The cyclone is expected fo move awayfiom the upper-low currently
located to its south, resulting in lighter shear near Maria. SHIPS (Statistical Hurricane Intensiiy
Prediction Scheme) model makes Maria a hurricane but since every other guidance, including the
GFDL (NOAA Geophysical Fluid Dynamics Luboraiory hum'cane moder), weakens it, only gradual
strengthening 13indicafed in theforecast, giving a lot of weight to the GFDL and the global models.
The depression has been moving westward during the past couple of hours around the upper-level low,
but it should soon begin to move toward the west-northwest or 300 degrees at 8 knots. Maria is expected
to gradually turn more to the northwest and north in between a building high to the east and a broad
trough along 65 degrees Wat. llzis is consistent with track guidance which shows a tightly-packed
envelope of northwest and northerly trach.

I am envisioning a four pronged approach that: Nancy would oversee:
Housing Resources and Development/strike teams - Brad ffair with 5 IA TACs IA Operation
(DRCs, staffing, training, victim placement, ESF#6) - Kevin Souza/John Carleton Long Term
Recovery - Todd Davison if available or Gair PA Operations - Steve Glenn and Dan Best with
PA TACs
We will heavily rely on the TACs and the resources at the long term recovery office. While
this may seem like a request, it really isn't at this juncture

for the Recovery Coordination Center

Ijust got a call from Delaware, same subject. One of the counties is interested in hosting the victims, and the
State Director is asking what FEMA's policy on reimbursement, etc is. Is there any information at this time that I
can share with the State Emergency Mgmt Directors regarding this issue?

* FEMA is working with a multi-state housing task force to address
expected continued sheltering and eventual housing needs.
t There has been a decrease in total number of evacuees in shelters
from 91,024 to 85,034.
* More than 600 buses have been sent to the Superdome for the ground
evacuation of individuals sheltered at the Superdome to the Houston, TX
Astrodome.
t Evacuations have been made to Houston (at capacity) and are
beginning Friday to San Antonio {to be housed at Kelly Air Force Base).
Busing will continue from Louisiana on to Dallas Texas Reunion Arena, now
that the Astrodome has reach capacity.
Security:
t The unruly behavior of residents of New Orleans following the
'devastation of Hurricane Katrina has not only been a great disappointment
but a danger to their fellow citizens.
i * With 13,000 National Guard on the ground in three states and an
additional 1,400 arriving Thursday, another 1,400 Friday and 1,400 on
Saturday, security of victims in the wake of Hurricane Katrina will be much
improved. A total of 27,000 members of the National Guard will be deployed
to the affected areas. For those in Louisiana, the National Guard is
assisting with security around the evacuations.

New Orleans has now also received 200 Border Patrol agents, 200
additional law enforcement officers from other Louisiana jurisdictions as
well as 2,000 officers from neighboring states to assist in restoring order
\ in the streets of New Orleans.
Housing :
+ FEMA has established a Housing Area Command in Baton Rouge, LA to
oversee all temporary housing operations across the Hurricane Katrina
impacted areas of Louisiana, Mississippi, and Alabama.
* Under F E W has contracted with five major engineering/construction
firms to bring together the necessary level of talent, resources and
expertise required for a major construction effort of this magnitude.
AL Governor Bob Riley has offered hotel and lodge rooms and camp
sites suitable for emergency housing trailers at Alabama's 22 state parks to
evacuees.
* FEMA, in close coordination with the Department of Homeland Security
'!private Sector Office, is working to identify, locate and procure a wide
.'variety of transportable housing types and units sufficient to meet the
demand.
rt Working through the emergency support functions of the disaster, the
Dept. of Transportation is reporting that all bridges and railways are
closed in New Orleans, and the port 4 s closed.
* In ~ississippi,1-10 is open with one lane westbound open for
emergency response vehicles only. There is damage to all 1-10 bridges.
U.S. 90 bridge is destroyed.
A team of 66 transportation experts is supporting state and local
officials in the damage assessment of highways, railroads, airports, transit
systems, ports and pipelines. The Department of Transportation is supporting
detour planning and critical transportation system repairs.
* As of September 2 at 6:00 a . m . , 1.79 million customers are without
power throughout Louisiana, Mississippi, and Alabama.

Staying Put
* We still have many people very much in harm's way, and want to
caution people about trying to return home.
o Please don't put yourself - or our first responders - at risk.
o Listen to state and local officials who ask you to remain in

are very likely to be damaged or blocked by debris. Cars on the road slow
emergency managers and first responders in doing their job.

outside of the impacted areas to reach out to loved ones and let them know

He wanted to offer the planes as an alternative to buses. Thus, Govemor is currently mobilizing 400 buses to gc

Rest areas have been secured for HQ staff in set aside rooms at the Holiday Inn and are available now. These
rooms may be used by staff on a 4-hour basis. They will be available 2417 to support emergency response
operations. The service is available for Agency staff, contractors & other Federal staff supporting EST
operations. Protocols for utilizing this resource follow:
Someone from your organization should go to Room # 823 in the Holiday Inn and pick up registration forms
for their staff. An administrative person will be stationed in this room on a 24-hour per day basis and can
be reached by calling 2024794000, extension 7823.
Staff, who need to avail themselves of this resource should complete a registration form and have it
authorized by having it signed by their supervisor. They can then take the form to Room #823 where they
will receive their key.

Critical Commodities Continue Into Disaster Areas While Government Responds to Challenges of
Most Catastrophic Disaster in U.S. History
Washington - FEMA,along with its federal partners, state governments and voluntary agencies, are all
working to keep meals ready to eat (MREs), food, water, ice, medical supplies, generators, and other
critical commodities flowing into hurricane-hit areas, said Michael D. Brown, Department of Homeland
Security's Principal Federal Officer for Hunicane Katrina response and head of the Federal Emergency
Management Agency.
"This is a disaster of catastrophic magnitude like none we've seen before," said Brown. "Zt has created
challenges that we are working around the clock to address and fix. In the meantime, we continue life-
saving and sustaining efforts and directing resources to those with the most urgent needs."

Houston and are continuing today to San Antonio for housing at Kelly A ~ Force

Nearly 500 U.S. Corps of Engineers civilians and soldiers are working on the New Orleans
levee breach and coordinating the transport of ice and water.
A Disaster Recovery Center @RCJ is opening today in Bayou La Batre, Ala., and another
tomorrow in Chatom, Ala.
FEMA is setting up a Joint Housing Solutions Center to bring together public, private and
voluntary agency stakeholders to develop innovative funding and streamlined operational partnerships to
address the short and long-term housing needs of disaster victims.
More than 7,000 people have been rescued - Urban Search and Rescue task forces have made
more than 2,000 rescues and U.S. Coast Guard ships, boats and aircraft have been used to rescue
approximately 5,000 people.
Mected individuals in declared counties can register online for disaster assistance at www.fema.gov or
call FEMA's toll-free registration line 1-800-621-FEMA (3362) - TTY 800-462-7585, hours. Victims
are encouraged to register on-line due to the possibility of high call volume. If registering by phone,
owners of commercial properties and residents with only minor losses are urged to wait a few days
before calling so those whose homes were destroyed or heavily damaged can be served first. Phone lines
are open 24-hours, 7 days a week.
FEMA prepares the nation for all hazards and manages federal response and recovery efforts following
any national incident. FEMA also initiates mitigation activities, trains first responders, works with state
and local emergency managers, and manages the National Flood Insurance Program and the U.S. Fire
Administration. FEMA became part of the U.S. Department of Homeland Security on March 1,2003.

Critical Commodities Continue Into Disaster Areas While Government Responds to Challenges of
Most Catastrophic Disaster in U.S. History
Washington - FEMA, along with its federal partners, state governments and voluntary agencies, are all
working to keep meals ready to eat (MREs), food, water, ice, medical supplies, generators, and other
critical commodities flowing into humcane-hit areas, said Michael D. Brown, Department of Homeland
Security's Principal Federal Officer for Hunicane Katrina response and head of the Federal Emergency
Management Agency.
'This is a disaster of catastrophic magnitude like none we've seen before," said Brown. "It has created
challenges that we are working around the clock to address and fix. In the meantime, we continue life-
saving and sustaining efforts and directing resources to those with the most urgent needs." ;

To date,
.I 15,000 evacuations have been made &omthe New Orleans Superdome to the Astrodome in
Houston and are continuing today to San Antonio for housing at Kelly Air Force Base. Evacuations will
continue from Louisiana to Reunion Arena in Dallas, and Lackland AFB, Tex.
t 2,000 patients have been evacuated from the New Orleans airport. Seven National Disaster
Medical Service Disaster Medical Assistance Teams (DMATs) and 3 strike teams are supporting New
Orleans mcdical facilities and hospitals not fully operational and semng up MASH-style tents. Five
DMATs and 5 strike teams are working in medical facilities and hospitals in Gulfport, Biloxi and other
areas of Mississippi.

More than 170,000 meals a day are being served throughout the affected areas.
14,000 National Guard are on the ground in three states and an additional 1,400 will arrive
today and 1,400 on Saturday to assist with security of victims and responders. A total of 27,000
members of the National Guard will be deployed to the affected areas.
200 Border Patrol agents, 200 additional law enforcement officers from other Louisiana
jurisdictions and 2,000 officers From neighboring states are assisting in restoring order in the streets of
New Orleans.
Nearly 500 U.S. Corps of Engineers civilians and soldiers are working on the New Orleans
levee breach and coordinating the transport of ice and water.
A Disaster Recovery Center @RC) is opening today in Bayou La Batre, Ala., and another
tomorrow in Chatom, Ala.
FEMA is setting up a Joint Housing Solutions Center to bring together public, private and
voluntary agency stakeholders to develop innovative funding and streamlined operational partnerships to
1 address the short and long-term housing needs of disaster victims.
More than 7,000 people have been rescued - Urban Search and Rescue task forces have made
more than 2,000 rescues and U.S. Coast Guard ships, boats and aircraft have been used to rescue
approximately 5,000 people.
Affected individuals in declared counties can register online for disaster assistance at www.fema-gov or
call FEMA's toll-kee registration line 1-800-621-FEMA (3362) - TTY 800-462-7585, hours. Victims
are encouraged to register on-line due to the possibility of high call volume. If registering by phone,
owners of commercial properties and residents with only minor losses are urged to wait a few days
before calling so those whose homes were destroyed or heavily damaged can be served fust. Phone lines
are open 24-hours, 7 days a week.
FEMA prepares the nation for all hazards and manages federal response and recovery efforts following
any national incident. FEMA also initiates mitigation activities, trains first responders, works with state
and local emergency managers, and manages the National Flood Insurance Program and the U.S. Fire

Administration. FEMA became part of the U.S. Department of Homeland Security on March 1,2003.

Starting today, a 12-car train will make two round trips daily between New Orleans and Lafayette. LA with
600 passengers on each train. Buses will take the evacuees from Lafayette to final destination.
Initial shelter locations for people being evacuated from New Orleans are as shown:

More than 4,000 people have been air evacuated from New Orleans to San Antonio. Temporary housing for the
evacuees is located at Kelly Air Force Base.
Current plans for evacuation flights for Saturday (913105) and Sunday (914105) are for the evacuation of 10,000
individuals each day.

As of 1940 on912105. ESF#8 reported in the Region 1 Evacuation Status report that the top 11priority hospitals
are no8 patienffree. Some of these hospitals still report remaining staff and other non-patients.

Would you happen to.know if you/HU~are positioned to help facilitate/expedite evacuation
of seniors known to still be occupying cut-off buildings in the midst of the disaster? WE
have reports today of at least 4 full (mostly 100+ units) of seniors.and/or disabled in
high rises who have moved to upper floors to escape water and/or public disorder threats -
but buildings have (as you would expect) no elevators, water, electricity, etc.
I can get you details if this is something you can help with.

Sorry, Ihave another one for you. I just received a call from one of the CR staff that was just deployed
regarding their accommodations they were assigned last night. This individual worked 911and evidently has
some medical repercussions from that deployed and is now in less than stellar accommodations. They are
being housed on one of the campus, I believe she said South Eastern University in Hammond, LA. Basically,
no mattresses, linen, etc.; vermin in the room; individual indicated they slept on the floor and eventually went
back to sleep in the car as did many other employees; believes air conditioning had had some type of
chemical being released.
The individual does not believe that Safety evaluated the conditions prior to the CR staff being deployed to
location. Further goes on to describe the 7 to 7 hours and then nearly 1 112 to 2 hours on the road between

housing and the JFO. Individual states that they were told basically if they don't like it, go home.
Just wanted to make sure you are aware of the issues coming. Ijust received word that two of the EROs are
on their way.
