PRESS AND PUBLIC RELATIONS
(a) The Director of Information Services is the recognized channel for all Government
Information to the Press and Broadcasting Services.

Where the information to be given out related to a matter of major importance, the
channel of communication will normally be between the Permanent Secretary Services
concerned and either the Permanent Secretary of the Ministry repsonsible for
Information and Broadcasting or the Director of Information Services.

When an officer is approached by the Press for an eye witness account of any incident, he
will always refer the Press to the Senior Officer present. This officer will continue himself
strictly to a statement of facts and will in no cirmcustances embark on a discussion of
Government policy. Any officer making such a statement to the press will inform his head
of Division immediately of the substance of his statement and it will be responsibility
of the head of Division to pass this information to the Permanent Secretary of his
Ministry and the Director of any incident likely to by the quickest possible means. This
procedure is also to be adopted for any incident likely to arouse wide public interest or
controversy, irrespective of whether or not Press representatives are present, and/or a
statement has been sought or made.
