Introduction

Hindustan Petroleum Corporation Limited (HPCL)s Vision is to be World-Class Company

known for caring and delighting customers with quality products and innovative services. The
Corporation will be a model of excellence in meeting environmental, health and safety norms. In
order to realize this Vision, Corporation will be focusing on enhancement of productivity, quality
and caring for environmental protection.
HPCL has two port based refineries at Mumbai and Visakhapatnam. HPCL has plans to
modernize Visakha refinery and marketing infrastructure in line with its Vision.
Existing marketing infrastructure at Visakha, consisting of LPG Plant and POL Marketing
Facilities adjoining the Visakha refinery, are amongst the oldest in operation in India. These
facilities have been catering to needs of a refinery-based distribution network comprising of Rail
and Road loading facilities. Over a period of 50 years the refinery capacity has increased
manifolds and the products variants have almost doubled. There has been continuous addition to
the facilities within the available land to cater to the increasing product variants and market
demand, as well as to meet safety and statutory norms, which have become more stringent over
the years. Now the same has reached a stage wherein further augmentation / up-gradation are not
possible. Added to this any infrastructure addition to the refinery is also hampered as there is no
space for the same in and around the refinery premises.
HPCL is committed to production and marketing of EURO IV standard products in Automobile
Fuel quality by 2010 and is also adding Delayed Coker Unit (DCU) to improve the yield of
middle distilleries. Further, Visakha refinery has plans to expand its refining capacity to 15
million tonnes per annum (MMTPA) from current operating 7.5 MMTPA by 2015, on the basis
of market demand.
Marketing Storage Facilities for Black Oil, White Oil Products and LPG are being proposed at
new location near the refinery. The facilities will include receipt of products, storage of products
and despatch of products via Tank Truck, Tank wagon and shipping.
The following document shall cover the requisition for pipes (4 and larger) for Black Oil
Marketing Terminal. This terminal is proposed to shift Black Oil facilities in Terminal B for T/T
loading operations, bunkering and Bulk / drum filling to AK steel area (Plot 5). The products to
be handled are as per the following table 1.1.

The Vendor shall acquaint himself fully with the requirement of this specification and shall
acknowledgement this by completing the Table of compliances in Appendix-D. Vendor shall
submit a Base tender in full compliance with specification and referred documents. Alternative
tenders will only be considered in addition to the base tender. Failure to submit a base tender may
cause rejection of the bid.
Failure to complete and return the attached Table of compliance Appendix-D may be a cause for
the rejection of complete bid.

Applicable Codes, Specifications and Standards

The design, Fabrication, Assembly, inspection, testing, painting, supply and shipment of
equipment shall be in accordance with the latest edition of codes, specifications and standards
(including standards / specification mentioned therein) listed in this requisition.
The Vendor shall provide an itemized list of any comments or expectations to the specification
and its attachments. Only those comment /expectations that are accepted by purchaser will be
incorporated in to the requisition at the time of the order.

Conflicting Requirements
Any conflict between any requirements specified in this document and the requirements of any
other relevant referenced document shall be resolved in the following order of preference:

Referenced Codes and Standards.

Note:

Should any conflict arise either before or after order placement the Vendor shall
immediately inform the Purchaser for technical resolution of the conflict.

All pipes and their dimensions, tolerance chemical composition, physical properties, heat
treatment ,hydro test and other testing and marking requirement shall conform to the latest codes

and specified in Annexure-B and 254625-300-SP-PIP-012,rev-A Technical Supply Conditions

for Pipes. Vendor shall strictly comply with PR stipulated and no deviation is permitted.

Testing
Test report shall be supplied for all mandatory tests as per applicable material number
specification. Test reports shall be furnished for any supplementary tests as specified in
document 254625-300-SP-PIP-012 and MMCI/STD/IND/ITP/M-001, R-00.

Quantity for the Project

The quantity to be considered for quotation shall be as per MTO summary (Ref Annexure-D).
The quantity to be procured as per the Schedule of Quantities (SOQ) as per Annexure D.
The technical offer shall be complete in all respects as requested in this document. Incomplete
offer will not be considered for technical evaluation.

Referenced standards / codes shall be the latest issue unless otherwise stated.

REMARKS
Invoice must certify that the drawings and engineering documents specified above have been
dispatched to all parties concerned.
Any deviation from the timing for submittal of documents shall be notified to the Approval /
Distribution Offices by fax or E mail.
Shop fabrication shall not be started before the required approval drawings have been released for
construction by the party concerned, unless otherwise stated on the "Approval Drawing
Specification".
Each document shall bear the item / tag and order reference number and be dispatched by air mail,
unless other instructions are stated on the RED.

Units / dimensions to be used on Engineering documents shall be metric. In particular length in mm of

meter, pressure in Bar and temperature in o C.
The documents shall be in English. Description on drawings and similar documents may be in other
languages provided English translations are also given.
Drawings and documents shall be suitable for microfilming and comply with accepted national or
international standards for the preparation of technical drawings. Only the following standard sizes
should be used: A4, A3, A2, A1.
