PROPOSED RESOLUTION TO ENACT AN ORDINANCE NAMING THE UNNAMED
STREET LEADING TO MATINA GOLF CLUB AS EMILIO ESCANDOR STREET
WHEREAS, this pertains to the naming of an unnamed street leading to Matina Golf
Club as Emilio Escandor Street;
WHEREAS, Emilio Decena Escandor was once a Colonel and a prominent
Dabawenyo businessman;
WHEREAS, Escandor is most remembered as the founder of Davao Security and
Investigation Agency (Dasia), which he established on September 8, 1972 with only
a handful of security guard recruits;
WHEREAS, Dasia has been considered as one of the premier security agencies not
only in Mindanao but in the country, as well;
WHEREAS, Emilio and his wife Violeta, in a bid to provide world-class
accommodation to Davao City guests, also established on September 8, 1998 the
Royal Mandaya Hotel, named after the noble lineage of Ms. Escandor, who hails
from the Mandaya tribe of Davao Oriental.
WHEREAS, due to the overwhelming contributions that Col. Emilio Decena
Escandor has given the City of Davao, it is but proper to name the unnamed street
leading to Matina Golf Club as Emilio Escandor Street;
NOW THEREFORE, be it resolved as it is hereby resolved, by the Sangguniang
Panlungsod in session assembled, that a Resolution to enact an Ordinance naming
the unnamed street leading to Matina Golf Club as Emilio Escandor Street;
RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of
the Secretary to the Sangguniang Panlungsod, The Traffic Management Center, PNP
Highway Patrol and all other offices/departments concerned, for their information
and guidance.

to the Matina Golf Club after Mr. Emilio Escandor. In connection with this, we
are requesting for a copy of the history of the said road.
