Charity Director
Appeals Stop Order

Staff Writer
The cease and desist order that shut
down the Southern Maryland Veterans
Association last month is still in affect
after the organizations director appealed
the decision of the Maryland Secretary
of State last week.
Daniel Timothy Brashear wanted to
have the cease and desist order lifted,
state officials said, but the hearing officer in the matter, the assistant secretary
of state, did not make a determination.
The hearing took place over two days,
March 9 and March 10, state officials
said and the record remained open for 10
days following the hearing.
The charity was still barred from accepting or solicitating donations, state
officials said.
The cease and desist order is still in
affect, a state official told The County
Times. Theres no decision thats been
made. Its still an ongoing matter.
Officials said there would likely be
several more weeks before the hearing
officer made a decision on whether to lift
the cease and desist order.
According to a press release from
Maryland Attorney General Brian Frosh
both Brashear, the charitys founder, and
Norman Randolph McDonald, who up
until recently was in charge of collections, were named in the cease and desist
order.

Brashear has charged McDonald with


embezzling money from the charity.
The shut down of the charity was in response to multiple complaints, according
to state authorities, and an investigation
alleged that the organization was not assisting the housing needs of veterans as
was claimed in marketing materials.
Brashear said that at the hearing the
state brought out complaints against his
organization that were anonymous and
even said that state officials had presumed his guilt in public statements they
had made about his organization.
He said he did not believe that he had
been treated fairly and that the state
would likely keep the cease and desist
order in place.
I think theyre going to run it under
the status quo, Brashear said.
He also claimed that he sent the state
the list of veterans he had housed at their
shelter but the state was not satisfied
because he did send copies of their discharge papers to prove their service.
He said he would not release them because he wanted to protect veterans privacy, particularly regarding their medical information.
He also said accusations that they had
housed pedophiles was false, they had
housed one sex offender, Brashear said,
but that person was a veteran and had
been involved with an adult.

Calvert Memorial
Hospital Presents
New Patient Tower

A 43,500 square foot, three-story
expansion will be added near Calvert
Memorial Hospitals existing main
entrance.
Plans for the hospital were presented
to the County Commissioners Tuesday
at their general meeting.
According to a representative from
Calvert Memorial, the project has been
in the works for approximately two
years.
According to the presentation, there
will be an additional 10,300 square feet
of renovations and 16,500 square feet of
light renovations. This will total 70,300
square foot of renovations.
The light renovations will be the redesign of current rooms to change them
over from semi-private to fully private.
Representatives said they want the feel
of the hospital to stay coherent with the
rest of the new construction.
The heavy renovations will include 40
new private patient rooms, 20 on both
the second and third floor, and outpatient
services expansion and med staff/admin
reconstruction on the first floor.

According to the presentation, they
want the rooms to be convenient for
all types of care and the extra rooms
will provide maximum efficiency. The
rooms will also allow family members
to spend the night.
The hospital hopes to break ground in
June 2017 and finish in early 2020.

Maryland Gained 44,800 Jobs
The U.S. Department of Labors Bureau of Labor Statistics (BLS) released
state jobs and unemployment data earlier today. According to the preliminary
survey data, Maryland added 1,900 total
jobs over-the-month. From January 2015
to January 2016, the private sector added
43,000 jobs. Please note that Marylands
preliminary jobs estimate for December was revised by BLS from a gain of
10,500 jobs to a gain of 3,300 jobs.
The Maryland January preliminary
unemployment rate dropped to 4.9
percent, from 5.0 percent (December
revised.)
"Maryland's jobs numbers trending
upward is what we're continually working toward. It shows that the Maryland
Department of Labor is changing Maryland for the better by focusing on economic development and jobs. We are
proud of where our state is headed putting people back to work and turning our
economy around," said Kelly M. Schulz,
Secretary of the Maryland Department

of Labor.
According to data released today, the
Professional and Business Services sector increased by 2,800 jobs. (The Professional, Scientific, and Technical Services subsector added 4,600 jobs. Job gains
in Professional and Business Services
were mainly driven by firms in: Computer Systems Design and Related Services and Accounting, Tax Preparation,
Bookkeeping, and Payroll Services.)
The Mining, Logging and Construction sector gained 800 jobs. (The Manufacturing subsector added 900 jobs the
Durable Goods subsector gained 500
jobs and the Non-Durable Goods subsector added 400 jobs.)
The Financial Activities sector added
700 jobs. (The Real Estate and Rental
and Leasing subsector increased by 700
jobs.)

Governor Larry Hogan Announces Glenn


Fueston as Executive Director of Governors
Office of Crime Control & Prevention
Governor Larry Hogan today announced V.
Glenn Fueston, Jr., as the new executive director of the Governors Office of Crime Control
& Prevention. Fueston currently serves as
the associate deputy director for Intelligence
and Information Sharing at the Washington/
Baltimore Area High Intensity Drug Trafficking Area (HIDTA,) a federal grant program
administered by the White House Office of
National Drug Control Policy.
Glenns proven leadership and experience
in collaborating with federal, state, and local
partners to address drug trafficking will be
a strong asset to our administration, particularly as we fight the heroin epidemic, said

Governor Hogan. His experience in using


intelligence to reduce drug trafficking and
related violent crime will guide the Offices
grant-making decisions and priorities. I have
every confidence Glenn will continue to use
his expertise to lead the Governors Office of
Crime Control & Prevention.
I am honored to support the Hogan administration by leading the Governors Office of
Crime Control & Prevention, said Fueston.
This is an exciting opportunity to protect our
communities and make Maryland a better and
safer place to live for all.
Fueston joined the Washington/Baltimore
Area High Intensity Drug Trafficking Area

in 1999. He is currently responsible for the


Intelligence and Information Sharing Initiative, which includes the development, maintenance, and implementation of the HIDTA Performance Measurement Process System and
Case Explorer and supporting the 850 law enforcement officers across Maryland, Virginia,
West Virginia, and the District of Columbia
that work directly in the HIDTA environment.
Fueston will replace Christopher Shank,
who was appointed as a deputy chief of staff
to Governor Hogan on Jan. 29.

The Calvert County Board of County Commissioners announces that county offices will
be closed March 25, in observance of Good
Friday. In addition:
The three county senior centers will be
closed March 25 and Meals on Wheels will
not be delivered.
There will be no county bus service
March 25.
Calvert Library locations will be closed
March 25.

Mt. Hope, Northeast and Southern community centers will be closed March 25.
Edward Hall Aquatic Center will be open
with normal hours on March 25, but will be
closed in observance of the Easter holiday on
Sunday, March 27.
Chesapeake Hills Golf Course will be
open with normal hours March 25 to 27.
The Appeal Landfill and county convenience centers will be open with regular hours.
The Calvert Marine Museum will be open

10 a.m. to 5 p.m.
Flag Ponds Nature Park, Kings Landing
Park and Battle Creek Cypress Swamp will be
open with normal park hours.

St. Marys County Government seeks to
gauge interest from local produce vendors,
who may be interested in providing fresh
grown produce, and locating intermittently
during business hours on the St. Marys Governmental Center campus in Leonardtown, to
offer produce sales and options for Community Supported Agriculture (CSA.) Vendors who
accept WIC FMNP/SFMNP & FVC are preferred. The Governmental Center is home to
numerous governmental offices and receives
many visitors daily.

Armory Square

and Traffic

Governor Larry Hogan, recently announced the State Highway Administration


(SHA) project that widens the MD 2/4 road
in Prince Frederick from FoxRun Boulevard
to Commerce Lane. That project supports the
plans Calvert County has to enhance economic development under a project called
Armory Square.
Traffic studies are related to Armory
Square and included studying Intersections
from MD 2/4 at Fox Run to MD 402 (Dares
Beach Road) and along Dares Beach Road
through Armory Road to Fairground Road.
The following are excerpts from a Traffic
Analysis Impact Study:
A traffic analysis impact study indicated
that with the completion of the SHA project,
there will be three northbound through lanes
and a total of 561 vehicles per lane in the future traffic conditions. This is a 25% decrease
in the amount of traffic per through lane,
even with traffic growth and full build-out
of Armory Square, which results in greater
throughput along MD 2/4.
There will be three southbound through
lanes and a total of 696 vehicles per lane in
the future traffic conditions. This is a 19%
decrease in the amount of traffic per through
lane, even with traffic growth and full buildout of Armory Square, which results in greater throughput along MD 2/4.
Southbound traffic on MD 2/4 trying to get
onto Dares Beach Road currently only has
two opportunities. There is a single left turn
lane at Steeple Chase and there is a single left
turn lane at Dares Beach Road. Based on the

existing volumes, it appears that many motorists currently use Steeple Chase Drive to
avoid the MD 2/4 & MD 402 intersection.
The SHA project will result in a double
left turn from southbound MD 2/4 at Dares
Beach Road. Furthermore, the extension of
Fox Run Blvd to Fairground Road provides
an additional route for motorists to use to
get to Dares Beach Road without having to
go through the intersection of MD 2/4 at MD
402. Additionally, the new access road and
traffic signal to the south of Steeple Chase
Drive will provide an additional double left
turn lane. This would result in three double
left turn lanes on southbound MD 2/4 that
will connect to Dares Beach Road, as compared to the existing two single left turn lanes
that motorists can use to get to Dares Beach
Road.
The results of the Traffic Analysis Impact
Study indicate that all intersections will operate at acceptable conditions in the future
traffic conditions with the construction of
the MD 2/4 widening project by the SHA,
and with the additional improvements as proposed by Armory Square.
The efforts to actually make Amory Square
a reality continues to be another set of twists
and turns along a bumpy highway; but that is
a story for another time.

Louis Dick, Jr., 75


Retired TFC Louis Lou
Dick, Jr. passed away on
March 9, 2016 in Prince
Frederick.
Born May 19, 1940 in Jersey City, NJ, he was the son
of the late George Garrison
and Helen J. Mosteller.
Lou was a devoted husband, father and
grandfather who was addicted to steamed
crabs, coffee, sweet tea, cigarettes, crosswords and lets not forget, his secret stash
of sweets he ate while watching his favorite team, the Redskins. He loved talking to
anyone about his years as a Maryland State
Trooper. Upon his retirement, he took on
a new love and occupation as a waterman.
Steamed crabs every night; he said this is
the life. His knowledge and patience was
unmeasurable.
Lou is survived by his wife of 47 years,
Anne B. Dick; his children, Jennifer Kaye
(Rich) of OK, Michelle Dornberger (Danny) of MD, and Larry Michael Dick of
MD; step-son, Ernest Ralph Hinson (Norene) of MD; grandchildren, Clint Preston
of TX, Kristina and Michael Dick of MD,
and Darin and David Dornberger of MD;

step-grandchildren, Tiffany, Philip and


Jonathan Hinson, and Mason and Daniel
Oursler; former sons-in-law, SGT. Michael
W. Dornberger and Randy Miller; and lifelong friends, Karen and Jimmy Jacobs.

Dunkirk in 1987 and eventually retired to
Asbury Solomons in 2006. She was primarily a homemaker and was also employed as
a bank teller with BB&T Bank in Largo.
Gloria was a devoted wife and mother to
her husband and her children. In her leisure time Gloria enjoyed square dancing,
traveling, painting and sewing.Gloria was
preceded in death by her husband Arthur
A. Schnebelen, Jr. in 2007. She is survived
by her children: Pat Sethne and her husband
Lance of Wild Rose, WI, Wade Schnebelen
and his wife Julie of San Antonio, TX and
Mary Hampton and her husband Michael
of Chesapeake Beach. She is also survived
by grandchildren: Lana, Darin, John, Katie

Elizabeth Jane Betty
Raley, 83, passed away
March 14, 2016 at her residence. She was born November 3, 1932 in Washington, D.C. to Harvey
Charlton and Dorothy Mae
(Addis) Harris. Betty was
raised in NW Washington, D.C. and attended public schools there. She married
Clifton Wright Raley on November 3, 1951
and they lived and raised their family in
Greenbelt before moving to Calvert County
in the mid 1980s, living full time for the
past two years in Owings. For over twenty
years they had wintered in Sarasota, FL.
Betty was employed as a school bus driver
in Prince Georges County for 25 years.
In her leisure time she enjoyed swimming
and loved dancing, attending her childrens
sporting events and riding roller coasters.
She also loved spending time with family,
especially her grandchildren.Betty is survived by her husband Clifton, her children
Caron E. Sisson of North Beach, Sharon R.
Sherbert and her husband Julius of Owings,
LouAnne R. Boehm and her husband Da-

vid of Islamorada, FL and Colleen R. McClair of Huntingtown; grandchildren: Angela Stickell, Wendy Currie, Dennis Miller,
Joshua Morehead, Jason Boehm, Marissa
and Miranda Yost, Clifton Bridegum and
Drew McClair. She is also survived by
great-grandchildren: Haylee and Savannah

Helen A. Kulle, 76,
passed away March 8, 2016
at Calvert Memorial Hospital. Helen was born January
7, 1940 in Washington, D.C.
to Maynard and Gladys
(Warden) Donn, and raised
in Capitol Heights, MD. She
was a graduate of Suitland High School and
worked as a bookkeeper and crossing guard
after high school. She was later employed as
a police officer at Reagan National Airport
for over 30 years, and retired from Reagan
National as a Background Investigator. She
moved to Chesapeake Beach in 1994, and
had been a resident of Calvert County Nursing Center for the past two years. Helen
was a volunteer firefighter and EMT at Forestville Volunteer Fire Department where
she was a lifetime member, and had served
as President for several years. In her leisure
time Helen enjoyed carving birds, painting and crafts.She was preceded in death
by her parents and by a son Mark A. Kulle.
She is survived by three children, Albert
Michael Kulle of West Virginia, Matthew
Anthony Kulle and wife Linda of Greenbelt, Ann Helms and husband Douglas of
Owings. She is also survived by grandchildren Brian, Steven, Shane, and Michael
Kulle, and Marissa and Hunter Helms, and
by a sister Thelma McConkey and husband

Calvert Shores, the proposed municipality
of the Chesapeake Ranch Estates, may face
some opposition from the Calvert County
Board of County Commissioners.
Opposition from the Board of County Commissioners could cause Calvert Shores not to
go to referendum, meaning the residents of
Chesapeake Ranch Estates would not be able
to vote on the matter come November 2016.
The issue with the proposed municipality
seems to lie with its boundaries.
The boundaries of Calvert Shores will include the entire community of the Chesapeake
Ranch Estates extending to Solomons Island
Road and Cove Point Road. With these boundaries, the Lusby Town Center and the Patuxent
Business Park are included.
According to County Commissioner Mike
Hart, to be a part of the municipality will mean
an increase in taxes for businesses and possibly the residents.
Hart is against this. Hart owns a business in
the Lusby Town Center.
I will oppose it [Calvert Shores] if it includes the businesses and if it increases the
money the Chesapeake Ranch Estates residents would have to pay, he said.
County Commissioner Pat Nutter told the
Calvert County Times that he is not crazy
about that at all, in regards to Patuxent Business Parks placement within Calvert Shores
and that he has heard a general opposition to
the municipality from business owners.
The owner of Ledo Pizza in Lusby, Jeff
Bagaruf, said he opposes Calvert Shores.
I think that Maryland in general does not
make it easy for small businesses, he said.
Every year it seems like a new tax comes up
and this will be another oneIm definitely
not for it.
Bagaruf says he does not feel it is his responsibility to pay for the problems that Chesapeake Ranch Estates is facing.
According to John Norris, the countys attorney, the only people that are allowed to vote
in the possible upcoming ballot are residents
that live within the boundaries that are also
registered voters. This means that if a business
owner has a business within the boundaries
but lives outside of them, he or she cannot vote
on the matter and will be subjected to the laws
of the municipality. This would include Bagaruf who lives in Huntingtown.
My first reaction is that it seems a little unfair, said Bagaruf.
Cathy Zumbrun, one of the key residents
behind the Calvert Shores movement, assured
the Calvert County Times that she has reached
out to the businesses but has received hardly
any response.
Zumbrun said they had invited businesses
to attend the Feb. 3 public meeting but no
businesses attended, they had done petitions
within the commercial district and received
few signatures from businesses, and they have
welcomed the businesses to submit written
comments, but received none.
We are assuming their silence is consent,
said Zumbrun.
Zumbrun said that the main reason they
wanted to change to a municipality was
simple.
Money is the primary reason, she told
The Calvert County Times. We started as a
summer community and now were a suburb
of [Patuxent River Naval Air Station] and sub-

urbs want amenities.


Those amenities include much-improved
infrastructure that the community has long
sought but not always paid for consistently.
Zumbrun said Chesapeake Ranch Estates
has long had a problem collecting all of the
road and maintenance and operations fees; being a municipality with the power to tax could
actually result in a reduction in those fees, she
said.
But that depends on an internal community
ballot coming this summer where residents
will have a chance to vote to agree to hand
over responsibility from the home owners association to the municipality.
Zumbrun said the tax increases on properties could amount to an extra $60 a year or five
cents per every $100 of assessed value.
That could mean the elimination of $400 in
homeowners fees, she said.
Moreover, she said, for decades community
residents had been paying out taxes for local
roads but not getting it back because of the private nature of the neighborhood but by becoming a municipality that would change.
We want taxes theyre already paying to
start coming back to us, Zumbrun said.
Commissioner President Evan Slaughenhoupt said he wants the residents to have a
chance to decide for themselves.
I have always been in the mindset that locals have the greater say in the matter, I dont
like the idea of an outside force dictating the
will on others, Slaughenhoupt said.
However, Slaughenhoupt said that he will
be looking closely at the report to make sure
all possible issues and outcomes have been
thought through.
I really, really hope that everyone down
there who is supportive of incorporating the
area into a town has their eyes open to all the
implications, said Slaughenhoupt. I personally think that the individuals that live there,
life will get more expensive for them, he
added.
County Commissioners now have 45 days
as of Tuesday, when The Calvert Shores Municipality Organizing Committee turned in
their report, to respond with questions and
concerns. After the Calvert Shores committee turns in their financial impact report
within 90 days, the County Commissioners
will vote whether or not to send the proposal
to referendum.
According to the Norris, this will happen
around the end of the summer.

in Essay Contest
Jessica Rosnage, 5th grader at Plum Point
Elementary School, won first place in the
Maryland State Conference NAACP Black
History Month Student Competition. The
writing contest, co-sponsored by Verizon,
is held annually in recognition of Black History Month. The theme of the 2016 contest
was, We all matter. Together we can make
a better world.
Beth Morton, principal of Plum Point Elementary, said, Plum Point Elementary is
exceptionally proud ofJessicas accomplishment as a first place winner. She is establishing herself as a rising author. We look for-

ward to her future published works.


Jessicas essay, titled, To Inspire Peace,
was chosen as the winner from among hundreds of entries. She received a prize of
$100 during a ceremony held at the Reginald F. Lewis Museum of Maryland African
American History and Culture in Baltimore,
Maryland.
The competition is open to students in elementary, middle and high school, and winners are chosen at each level. Students may
submit either poetry or an essay.

Jefferson Patterson Park & Museum


(JPPM) Speaker Series brings together
luminaries as diverse as the topics they
teach for five evenings of profound insights, informative presentations and fascinating discussion on a broad scope of
topics. The lectures are held at the Maryland Archaeological Conservation Laboratory (MAC Lab) at 7 p.m. The lectures
are free and open to the public.
The speaker series kicks-off on April
14th with a lecture from Becca Piexotto
entitled Needed: Skilled-Caver Archaeologist. Peixotto, Ph.D candidate and
adjunct instructor in the Department of
Anthropology at American University,
was one of a six women team that recently excavated 15 partial skeletons of
a new species of human relative named
Homo naledi. The excavation was heralded across the world and is expected to
change the way scientists think about human origins. Peixotto is also co-author of
a paper on the findings, published in the
journal eLife.

Calvert Library Twin Beaches Branch
features photographer Faye Kepners
show entitled Raising the Barre, depicting dancer Ana Collins. Faye started
her photography career about five years
ago; her work focuses on portraits of
babies, children, families, seniors, and
dancers. Faye found inspiration from her
own fathers wedding photography business. Meet Faye Kepner, March 16, from

Calvert Pines, North Beach and Southern Pines Senior Centers will be
closed Friday, March 25 for Good Friday. Meals on Wheels will not be
delivered.
Free AARP Tax Assistance Available on Saturday
Trained Tax-Aide Counselors will be available Saturday, April 2 (only) at
the Calvert Pines Senior Center, 450 West Dares Beach Rd., Prince Frederick, Md. This special tax day is for local working seniors who cannot
make one of our other weekday openings. Preparation includes individual
federal and state tax returns (no business, Schedule C or rental returns)
at no cost for low-to-moderate income working senior citizens aged 50plus. Call 410-535-4606 (Monday-Friday, 8:30 a.m. to 4:30 p.m.) to set
up an appointment. Appointments will run from 9 a.m. to 3 p.m. Your
documentation should include last years federal and state tax returns, all
2015 income statements, deductible(s) receipts, EIC or other credits documentation. Please bring all Health Insurance 1095(B)(C) forms and other
proof of any premium payments, waivers or exemption certificates for all
individuals on the tax return. Bring a cancelled/voided check (for proof of
direct deposit account) for any electronic refunds/payments. All individuals on the return must be present and provide positive identification.
Camp Volunteers Needed
The annual Intergenerational Camp will be held July 18 to 22, 2016.
We are looking for volunteers to assist with the camp and an adult to act
as a volunteer coordinator. Volunteers must be at least 13 years old and
should have experience in assisting with camps. Limited volunteers are

Eighth Annual Discovering
Archaeology Day

On April 16, from 10 a.m. until 5 p.m.,


Jefferson Patterson Park & Museum
(JPPM) will kick-off its 2016 public season with the eighth annual Discovering
Archaeology Day.
Archaeological organizations from
across Maryland will be on site with displays, exhibits, artifacts and hands-on
activities for all ages. Bring in artifacts
you have found and have them identified
by archaeologists. Free guided tours of
the Maryland Archaeological Conservation Laboratory (MAC Lab) are scheduled for 1 p.m. and 3 p.m. Speak with
conservators about recent projects and
view some of the MAC Labs vast artifact collection. Visit the 18th century
Smiths St. Leonard plantation site to
hear JPPM staff archaeologists present
recent discoveries and interpretations.
Plan to stop by JPPMs Visitor Center
and explore the FAQ Archaeology exhibit, an interactive experience focused

an environmental educator and avid birder, with

The course is The MD Boating Safety Course.
