DearMayorLamb:
TheUnitedStatesPostalServiceisconsideringrelocatingtheretailservicescurrentlyprovidedatthe
abovereferencedPostOfficetoayettobedeterminedlocationascloseasreasonablypossibleto
theexistinglocation.
ThePostalServiceisconsideringrelocationfromtheexistingMainPostOfficeduetothefactitis
spacedeficientandhaschallengesregardingtheparkingandmaneuveringareas.
Despitesignificantcostreductions,thePostalServicecontinuestoexperienceanetlossasmail
volumecontinuestodeclinebecauseofincreasedelectroniccommunication.Asaselfsupporting
governmentestablishmentthatreceivesnotaxdollarsforitsoperatingexpenses,thePostalService
mustrelyonthesaleofpostage,productsandservicestogeneraterevenue.Inthefaceof
unsustainabledeficits,thePostalServicemustseekwaystocutcosts,increaserevenueanduseits
physicalfacilitiesasefficientlyaspossible.
Therelocationprojectwillconsistofprocuringasuitablesubstitutelocation,preparingthenew
locationforuseasapostofficeandthentransitioningtheretailservicestothenewlocation.The
PostalServicewouldcontinueretailservicesinthecurrentPostOfficeuntilthenewpostofficeisup
andrunning.ThePostalServicetentativelyhasidentifiedsite(s)andpreferredarea(s)forthe
potentialnewlocation.
Inundertakingthisproject,thePostalServicewillcompleteaprocesssetoutin39CFR241.4for
solicitingandconsideringinputfromthecommunityandlocalofficials.Aswevediscussed,thereis
arealneedforrelocationandweareproposingtorelocatetheoperationtoalternatequartersthat
bettermeetouroperationalneeds.But,thisprocessfirstbeginswithpropernotificationtothe
communityandlocalofficialsandaskingforinputregardingtheproposal.
Iwillsendaninitialnewsreleaseoutliningtheproposaltooneormorenewsmediaservingthe
communityandpostacopyoftheinformationinthepubliclobbyofthePostOffice.

Atleast15dayspriortothemeeting,thePostalServicewilladvertisethedate,time,andlocationof
thepublicmeetinginalocalnewsmediumandpostinthePostOfficespubliclobbyanoticeofthe
date,time,andlocationofthepublicmeeting.Iappreciatetheassistanceyouprovidedin
schedulingthePostalServicepresentationoftheproposalonMonday,April4attheCityHall,
100SWHighway80,Pooler,GAat5:00pm.
Atthepublicmeeting,thePostalServicewillidentifytheneed,identifythetentativedecisionto
relocateretailservices,outlinetheproposaltomeettheneedforrelocation,invitequestions,solicit
writteninputontheproposal,andprovideanaddresstowhichthecommunityandlocalofficials
maysendwrittenappealsofthetentativedecisionandcommentsontheproposalforaperiodof30
daysfollowingthepublicmeeting.
Becausetheproposalconcernsrelocation,wealsowill:(1)discussthereasonsforrelocating;
(2)identifythesiteorarea,orboth,towhichthePostalServiceanticipatesrelocatingtheretail
services;and(3)describetheanticipatedsizeoftheretailservicefacilityfortherelocatedretail
services,andtheanticipatedservicestobeofferedatthenewlocation.ThePostalServicemay
identifymorethanonepotentialrelocationsiteand/orarea.
Afterthe30daycommentandappealperiod,thePostalServicewillconsiderthecommentsand
appealsreceivedthatidentifyreasonswhythePostalServicestentativedecisionandproposalis,or
isnot,theoptimalsolutionfortheidentifiedneed.Followingthatconsideration,thePostalService
willmakeafinaldecisiontoproceedwith,modify,orcanceltheproposal.ThePostalServicethen
willinformyouinwritingofitsfinaldecision,sendaninitialnewsreleaseannouncingthefinal
decisiontolocalnewsmediaandpostacopyoftheinformationinthepubliclobbyofthePost
Office.ThePostalServicethenwillimplementthefinaldecision.
IfthePostalServicedecidestouseasiteorareathatitdidnotidentifyatthepublicmeeting,then
ourregulationgenerallyrequiresthePostalServicetoreturntothepublicmeetingstageofthe
processtomakeanewpresentationregardingthenewsiteorarea.
