Arnold Stubblefield has a 50-year reputation of bribing officials to obtain crony favoritism.
Whomever he cant buy with contributions he threatens and/or intimidates to get what he wants,
including San Bernardino Judges who regularly coddle him and his crony Hart|King attorneys.
Judges regularly rule against the law and disregard procedures and court rules to his advantage.
Judges either fear he will run a candidate against them in pending 6-year re-election campaigns,
or try to spawn campaign contributions from Stubblefield to expand re-election campaign funds.
As Sandra Day OConner stated in her talking points memo on judicial campaign reform:
"We all expect judges to be accountable to the law rather than political
supporters or special interests," writes O'Connor. "But elected judges in many
states are compelled to solicit money for their election campaigns, sometimes
from lawyers and parties appearing before them. Whether or not those
contributions actually tilt the scales of justice, three out of four Americans
believe that campaign contributions affect courtroom decisions."

What your deputies failed to discover in investigating Stubblefield and Bill Postmus was that his $5,000
contribution dwarfed the real fraud. Stubblefield was bribing Postmus during his entire tenure as Assessor,
to defraud taxpayers by minimizing the amount of taxes Stubblefield had to pay on 4040 E. Piedmont Drive
which he developed into a 402-space park, Mountain Shadows Mobile Home Community. [MSMHC].
Despite that 5 Supervisors had already appointed Bob Dutton to replace Bill Postmus as of 1/3/11 Exh. E]
Arnold Stubblefield immediately contributed $2,500 to Bob Duttons election campaign in 2012. Exh. G
Dutton did not need it as he was appointed on 1/3/11. It was clearly a bribe to continue taxpayer fraud.
Attached evidence shows that after Arnold Stubblefield filched each mobile home from a sick,
disabled, and/or mentally challenged mobile homeowner Tax Assessor BOB DUTTON converted
each mobile home into dealer inventory so Stubblefield could avoid paying taxes on each home.
He even issued tax refunds to Stubblefield. Their master tax evasion scam works as follows:
1.) wealthy park owner filches a mobile home through a Hart|King sham eviction proceeding
2.) conspirator San Bernardino Tax Assessor, BOB DUTTON, converts each filched mobile home
in county tax assessment rolls to dealer inventory to avoid generating annual use tax bills.
3.) tax assessor deflates its assessed value to nearly zero, or zero, or to a negative assessed value,
generating a tax refund check mailed to Stubblefield to rebate prior taxes paid by others.
[bizarre on its face] Imagine assessing a habitable rented home at a negative assessed value?

4.) while in dealer inventory [purportedly awaiting re-sale to a new buyer] no use taxes are owed.
a park owner who leases a home from dealer inventory [rather than marketing it for resale]
must report that it is leased to the tax assessor who adds the home back onto the tax rolls.
use taxes are assessed because all tenants use county services; i.e. police, firemen, garbage
collectors, etc. By failing to add a rented home onto tax rolls Stubblefield avoids use taxes.

Every private mobile home owner pays annual use taxes to cover county services they use.
Why should Stubblefield avoid paying use taxes on 176 rental units he leases for $1000-$1100
per month to tenants who use county services without paying for available services they use?
Over 174 homeowners pay annual use taxes for available services in San Bernardino county.
Bob Dutton is not the first Tax Assessor Stubblefield bribed to get preferential tax treatment.
For years Stubblefield bribed former Tax Assessor Bill Postmus to avoid paying county use taxes.
Stubblefields crony Bob Dutton continues the same fraud on taxpayers initiated by Bill Postmus.
Enclosed as Exh.I are snippets from San Bernardino Online Tax Assessor Property Information.
There is one sheet for each of the 176 mobile homes Stubblefield owns at MSMHC in Highland.
Enclosed as Exh. J is an excel spreadsheet report we created, which includes 176 rows (sorted
by space number) showing who holds title, owner history, comments and tax status on each one.
The last two columns on the right show how many homes Bob Dutton generated refund checks
to Stubblefield, the purported assessed value (many have no value at all) and defaulted bills.
The final column shows the last year the home had an assessed value. (some in the 1990s).
All of data entered into the spreadsheet was taken from the snippets shown in the book at Exh I.
The comments column show various tenants (with telephone numbers) who occupied his homes.
These were taken from Exh. K which are copies of MSMHC directories printed since 2004, which
lists each space number, the tenant occupying it, and their telephone number if listed. Exh. K
Exh. L is a MAP of MSMHC with all spaces shown. Stubblefield filched 176 of 350 already.
Homes Stubblefield owns are highlighted in yellow (over half of the homes in the park).
On 2/17/16 we visited the County Tax Assessors Office at 172 W. Third St., San Bernardino,
to meet with Kevin Trax (909-387-6700) to ask him to investigate why Stubblefield is not paying
taxes on 176 homes he owns and leases. Trax said homes listed as dealer inventory for resale
are not taxed as it is assumed they are not occupied. Mr. Trax told us if the park owner leases
the home, he is required to notify the tax assessors office to add the home back onto tax rolls.
Trax admitted if Stubblefield fails to report when he releases a home, it would remain untaxed.
It is incredible that an assessor would rely on Stubblefields good will in self-reporting changes.
Who are we kidding here? We gave Trax a copy of the rent report for Space 333 to show that she
keeps an excel spreadsheet on every space # which records all rents ever paid on a leased home.
We gave him Kathrine Faulises telephone numbers and Stubblefield office address to reach her.
Stubblefield has avoided paying annual use taxes for county services used by all of his tenants
in176 homes while earning $350,000 per month income from one mobile home park investment.
On Nov 16, 2012, the day after Bill Postmus signed a settlement agreement with the County
Board of Supervisors, in which he agreed to pay $300,000 for tax assessor fraud, David Wert,
spokesperson for the San Bernardino County Board of Supervisors, commented to the media:
Freeman told Tina not to tell anyone in the park about his brothers theft of expensive tools.
Tina felt a duty to tell neighbors to lock and alarm their sheds to avoid further theft of tools.
After Tina outed his brother, Marvin told Hart|King to evict Tina and steal her mothers home.
Williamson filed a sham eviction proceeding, naming only Tina as defendant and fraudulently
serving owner Joyce Dalen at an address she had not lived at for over 20 years, while fully
aware of her address in Loma Linda, proved by Freemans trial testimony that he visited Joyce
Dalen at the Loma Linda address, and Kathrine Faulises admission at trial that she had mailed
letters to Joyce Dalen at the Loma Linda address. ( Exh N, p. 9. authenticated Trial Exh.217.2)
Tina timely filed an ANSWER. (Exh. N, p. 10); Tina appeared at trial to testify in her defense.
Clerk noted in the 5/25/11 trial minute order that Tina Dalen appeared to testify (Exh.N, p.11)
Crony Judge Christopher Marshall announced Tina Dalen not having appeared, this matter
proceeds as a default. When Tina Dalen tried to offer testimony crony Judge Chris Marshall
would not let her testify, proceeding as if there was a default when he knew that Tina had timely
filed an ANSWER as it appeared in the file on his desk while he conducted eviction proceedings.
This travesty of justice shows that San Bermardino Judges regularly coddle Stubblefield and his
unethical attorneys from Hart\King. These crony judges run Star Chamber1 proceedings and rule
in favor of Stubblefield when such rulings are clearly against the law, violate civil rights, ignore
rules of procedure, statutes, and common decency. Judge Marshall gave Joyce Dalens home to
Stubblefield on a silver platter. Hart\Kings attorney came fully prepared for the kill, armed with
a judgment already filled out, with attorney fees for $2,483.50 (without even requiring a notice of
motion and hearing on the outrageous award of $2,438.50 for one eviction hearing). Marshall
entered the judgment with fee award that day. (see 5/25/11 Minute Order Exh. N, p. 11).
In the same minute order crony Judge Christopher Marshall boldly recited writ to issue forthwith.
The sham eviction complaint, and sham trial are typical at San Bernardino Superior Court,
which explains why when asked at trial how he acquired 176 homes from private owners,
Stubblefield responded, I dont know. Crony Judges participated in his racketeering enterprise.
Stubblefield is able to steal these homes so easily because crony judges regularly facilitate his fraud.
Tina was rendered homeless when Christopher Marshall gave her mothers home to Stubblefield
on a silver platter, in a kangaroo court proceeding where Tina was not even allowed to testify.
Space 120 Martin Jacinto and Carolina Lopez Jacinto 909-913-6001 or 909-381-4955 (Lucky Buy Appliances)

Wife Carolina Lopez Jacinto testified at trial and identified trial exhibit 289 as a memo she emailed.
[Exh O. p. 3]. In the 2/8/13 memo emailed to her attorney of record, Christian Anyiam, Carolina
recited what happened at MSMHC in her own words. English is her second language so she was
easy prey for the vulchers at MSMHC and their unethical attorneys who help them steal homes.
Carolina told her story at trial although testimony on Freemans sexual harassment was excluded.
In the 2/8/13 memo Caroline explains how Tom Parrish and Marvin Freeman thwarted all of her
attempts to rent or sell the home at Space 120, after paying for the home and remodeling it which
Marvin Freeman had recommended to update the home to make it more marketable to tenants.
Jacintos, being in the appliance business, replaced all of the old appliances with new appliances.
After completing a remodel, and paying Stubblefield $1,000 per month rent for 12 months ($12,000)
Marvin Freeman and Tom Parrish thwarted all of Jacintos efforts to rent or sell the property.
Once Jacintos discovered they were victims of fraud, and the park would never approve a tenant
or buyer, they decided to cut their losses at $25,000 and the severe family stress it has caused, they
signed their Certificate of Title slip conveying title back to MSMHC. They thought it was over.
Tom Parrish then banned them from the park and gate guards were told not to let them enter at all.
Either Tom Parrish, or Marvin Freeman, or his thief brother Roy Freeman, stripped the home of
all the new appliances and fixtures Jacintos had paid for and installed. Parrish did not register title
in the parks name at HCD. Instead he held the title in his office for an entire year and then sued
Jacintos for 16 months of back rent ($16,000) and alleged that Jacintos damaged the mobile home.

Star Chamber Court [15th century] was permitted to inflict any punishment except death,
without being bound by normal court rules or procedures. Laws were enacted by proclamation.

Jacintos cross-claimed for their own damages, fraud, and for discrimination against the Jacintos.
The case proceeded to trial. Crony Judge Bryan Foster directed a verdict against Jacintos on cross-claims,
allowing only Stubblefields claims for back rent and damages to the home, authorizing only jury instructions
favoring Stubblefield. After a jury verdict for Stubblefield, Judge Foster entered a judgment against Jacintos
for $65,000 which they paid, depleting all of their savings. All earnings were used to pay off the judgment.
Carolina testified about the severe stress this fraud caused on their family and how her son committed suicide
from the severe stress in the household. Jacintos had already paid Stubblefield $16,000 in rent from the date of
purchase (4/4/11) until they conveyed title to MSMHC in late 2012. They paid $65,000 on the judgment.
Was not $81,000 not enough for Stubblefield on a mobile home with an assessed value of $10,900 in 2015
(see Exh. O, p. 1 at top right)? Was it not enough that the stress caused a suicide tragedy in their family?
Oh no, the greedy Williamson filed a fraudulent $16, 271.92 costs memo, in which he sought costs for items
expressly excluded under the costs memo authorizing statute (CCP 133.5):

CCP 133.5 expressly excludes the above $3,115.95 investigation fees, $ 3,497 legal research fees, $1,277.93
delivery fees, and 85.41 Fed Ex fees; the greedy, unethical Williamson submitted them because he knew that
crony Judge Bryan Foster would add costs to the judgment in whatever amount Williamson requested, which
is exactly what happened. Williamson served the costs memo on counsel who had already withdrawn, knowing
that Jacintos would not receive the costs memo. Judge Foster added the full amount of costs to the judgment,
despite knowing that of the outrageous costs were expressly exluded under CCP 133.5. Jacintos then sent
a check for $15,000 to Williamson to pay for the costs as they did not understand they could challenge them.
Despite Stubblefields receipt of another $15,000 plus $81,000 (a new total of $96,000) on a mobilehome
assessed at only $10,999 in 2015 (see Exh. O, p. 1) it still was not enough for the greedy unethical Williamson.
Williamson moved for $204,014.21 in attorney fees (1-week simple trial). Foster issued writ of execution for the
full amount on 11/18/15. (Exh. O, p. 12). Williamson touts on LinkedIn on his defeat of a racial discrimination
claim against his client, which is this Jacinto case. It is easy to defeat a racial discrimination case when your
crony Judge directs the verdict in your favor, and the issue of racial discrimination is never presented to a jury!
While trying to grieve the death of their son by suicide from the severe stress on their family who is financially
ruined by the fraud of evil predators, Williamson continues to chase Jacintos for $204,014.21 in attorney fees,
calling them in for debtors exams on a regular basis, hounding them, and continuing to destroy their family.
Despite a verdict in their favor on 3/18/14 MSMHC never changed title to Space 120. Bob Duttons tax
assessor records still show title in the name of Martin Jacinto. (Exh. 0, p. 1) as of todays date. Stubblefield never
had to pay any use taxes on Space 120 despite that he acquired title in early 2013 when Jacintos reconveyed it..
CONCLUSION
The above 3 victims are only the tip of the iceberg. There are 173 other victims whose homes were stolen.
All of these 176 victims names appear in the pink spreadsheet included as Exhibit J. Although Stubblefield
stole many of these homes several years ago, at least half of them were stolen in the past 6 years since 2010
when Stubblefield implemented new Community Rules (4/1/2010) Williamson designed with specific intent
to use the new rules as an artiface to prosecute sham evictions to evict homeowners, steal their homes, and
convert them to dealer inventory which Stubblefield can rent to non-owner tenants and pay no taxes on them.

We realize you are running for Senator. However, if you expect THE PEOPLE to support
your campaign to represent them statewide, you must show THE PEOPLE you are ready and
willing to defend the rights of THE PEOPLE, including defending taxpayers in this state who
are being defrauded by corrupt appointed officials such as Bob Dutton to accept bribes from

We ask you to expand your investigation of this statewide racketeering enterprise to include
investigation of local officials in S a n Bernardino who facilitate a n active racketeering enterprise
designed to steal mobile homes and then convert them to "dealer inventory" to avoid paying use
taxes for county services provided to tenants who pay Stubblefield over $1,000 per month in rent.
Bob Dutton labels these homes as "dealer inventory" and re-assesses these homes a t zero value,
or "negative assessed value" generating tax refund checks issued to Stubblefield in return for the
cash bribes Stubblefield pays Bob Dutton. Space 360 (Exh. H, p. 2) is a perfect example of how
Bob Dutton works with Stubblefield to enrich him while defrauding other California taxpayers.
Page 2 shows $2,978.43 was owed in "defaulted" tax bills (under the name of former owner
Dean Smith , who may not even be a real person---butrather a fictitious creation to avoid tax).
Page 1 shows Stubblefield sold this home to Karen & Mark Osborn on 6/28/02. How did the tax
assessor issue a title clearance certificate, without Osborn or Stubblefield paying $2,978.43 a s
required to change title to a new buyer under California law? Stubblefield stole the home from
Osbornes on 6/21/2010 (immediately after imposing the 4/1/2010 rules designed to steal homes)
So, why would the tax assessor issue four refund checks to Stubblefield with $2,978.43 owed?
[see Exh. H, p. 11. This is blatant, ongoing taxpayer fraud enabled by a corrupt tax assessor.

Information gathered prompted the investigation into the county's settlement with Colonies Partners. Comanaging partners Jeff Burum and Daniel Richards, along with Biane, have been identified as uncharged coconspirators in the criminal complaint against Postmus and former Assistant Assessor Jim Erwin.
Erwin served as a mediator on Colonies' behalf during the settlement negotiations. Mark Kirk, Ovitt's former
chief of staff, and Patrick O'Reilly, a public relations representative for both Burum and the county, are also
identified as uncharged co-conspirators in the criminal complaint.
Burum's spokesman, Ric Grenell, rejected any notion of Burum being involved.
"It is sad that drugs and pressure have pushed Bill Postmus to sink to a level where he says things that are
untrue, inconsistent with every statement he has made in the past and inconsistent with what everyone else
involved in the settlement has said," said Grenell in a statement Monday. "Jeff Burum did not participate in any
conspiracy and did not pay any bribe."
Postmus would not comment Monday as to what evidence he plans on turning in exchange for his plea
agreement.
Erwin's attorney, Rajan Maline, said he doesn't expect Postmus' plea agreement to have any impact on his
client's case.
"From what I understand, there's nothing that he (Postmus) said that would affect Mr. Erwin or the Colonies
case. And it's not unexpected, given his recent erratic behavior," said Maline.
Postmus said he has suffered from methamphetamine addiction for more than three years. In August, he was
arrested in San Bernardino Superior Court on suspicion of being under the influence of methamphetamine
during a pretrial hearing. Postmus said he has been sober since.
Maline believes Postmus is becoming increasingly paranoid and isolated.
"He was arrested for possession of meth we know about his prior drug use," said Maline. "This process has not
helped him on his path to getting sober. This is a result of that."
Postmus' admission to a conflict of interest charge may lead to further proceedings in the civil courts seeking to
void the Colonies settlement, prosecutors said.
Postmus will next appear in court on Oct. 14.

The former assessor and county supervisor was the most prominent of five defendants sued by the county in
May 2009. The Board of Supervisors did so after an investigative report it commissioned by attorney John
Hueston alleged widespread time-card fraud in the assessor's office.
Wert said the settlement is a full admission by Postmus to all the allegations in the suit, which included hiring
an executive staff to work on campaigns, blogs and other political tasks to enhance his political standing as well
as attending to personal needs such as washing his car.
The most important thing about this case was demonstrating to the public and dishonest people if you
victimize the taxpayers the county will come after you, Wert said.
Postmus and his attorneys did not respond to requests for comment Friday. He appeared briefly in court during
the morning for a status hearing on his criminal case, in which his sentencing was delayed to May 10, 2013.
Its not clear how or when Postmus will repay the county. He does not appear to have found employment since
he was forced to resign as assessor in January 2009.
The court agreed to pay his legal defense during the criminal proceedings in April 2010, after Postmus said he
could not afford to pay for his own defense. He cited that as a factor last year when he pleaded guilty in the
criminal case.
His personal website, which includes no mention of the criminal charges against him, states that he is currently
a business consultant for multiple projects.
His last statement of economic of interest form, filed while he was in office, listed only one financial interest:
a partnership in a land company called Triland Inc., which owns six vacant parcels in the High Desert. Postmus
listed his income from the partnership at less than $500 from each property.
Wert said arrangements for payment have not been determined yet but we anticipate full repayment and if not,
we are prepared to enforce full collection.
The county already has entered into settlements with three other defendants in the civil case. In January 2011,
Greg Eyler, a former taxpayer advocate in the assessor's office, agreed to pay $25,000. Mike Richman, a
political consultant employed by Postmus while he was assessor, settled for $47,910 in September 2010.
Rex Gutierrez, a former assessor's intergovernmental relations officer convicted of grand theft and other charges
as part of the corruption case, was ordered in March 2011 to pay the county $135,987.80 as part of his sentence.
Gutierrez also served 13 months in prison before being released in March.
The civil case against another defendant, Jim Erwin, a former assistant assessor who is also facing criminal
charges, was dismissed last year after he filed for bankruptcy.
Wert said the county won a judgment against the fifth defendant, Adam Aleman, another former assistant
assessor, but payment is not expected until the criminal case against him is resolved.

expenses will be given to her heirs. At any tlme white a residual amount remains

property, 1 decided to sell it because there were too many requirnments
to d able to rent Et to someone. First I hired Amanda from Shear realty to
sell h e home. R e workers at Mountain Shadows dld not let her put any
sighhs up mat is was for sale. They gave her a vwy hard time and
because of this, she quit helping me with the selling of the home. Finally

t that same year I came across a buyer named Matt Rillera.
He sent me an offer to buy the home for 40,000.00.He also backed out
fromi buying it because the people in Mountain Shadows never sent him
infodrnation needed to buy the home. Matt never received a call back or
any paperwork that the Escrow company requested.
Finally, Ihired Sergio Sahagun from S&S lnvenstments inc. to sell the
property. He called me one day afer a few days of having the property to
tell die that he was no longer going to sell it. He said that it was a hassle
to wbrk with the people there and they would not kt him enter the mobile
home complex to show buyers.

those pleople were to me and feeling harrased by Mr. Marvin, on January
25th I sent the mobile home complex the title of the unit because I
wanted nothing to do w*ththat property. They received it on January
26th.
