This is in further response to your letter dated, 03/01/2016 in which you request
access to certain records under the New York State Freedom of Information Law ("FOIL").
Responsive to your request, attached please find two NYPD Interim Orders
concerning the Strategic Response Group, totaling (5) pages.
I must deny the remainder of your request on the basis of the following: Public Officers Law
Section 87(2)(e)(iv) as such information, if disclosed, would reveal non-routine techniques and
procedures; Public Officers Law Section 87(2)(t) as such records/information would endanger the life
or safety of any person; Public Officers Law Section 87(2)(b) as such information, if disclosed, would
constitute an unwarranted invasion of personal privacy; and Public Officers Law Section 87(2)(g) as
such records/information are inter-agency or intra-agency materials.
You may appeal this decision or any portion thereof. Such an appeal must be made in writing,
within 30 days of the date of this letter, and must be forwarded to: Jonathan David, Records Access

Effective 0001 hours, May 26, 2015, in order to improve operational efficiency, the
Patrol Borough Task Forces were consolidated into a newly established Special Operations Division

Strategic Response Group.

2.
Accordingly, any reference to a Patrol Borough Task Force or similar representation (i.e.,
Borough Task Force, etc.) in the Department Manual will be changed to read Special Operations
Division Strategic Response Group. The duties and responsibilities of the newly established Special
Operations Division Strategic Response Group will be the subject of future directives.
3.
Any provisions of the Department Manual or any other Department directive in conflict
with the contents of this Order are suspended.

Effective immediately, to facilitate operational and administrative efficiency, the Patrol
Services Bureau, Special Operations Division's Disorder Control Unit, formerly a DIRECT report to the
Special Operations Division, has been transferred and will now report DIRECT to .the Special
Operations Division's Strategic Response Group. In addition, functions have been established for the
Strategic Response Group and the functions of the Disorder Control Unit revised, to more accurately
reflect its current responsibilities.

Operations Division on page "1,'' with the REVISED chart depicted on

ADD the new heading, "Strategic Response Group" and its sub-unit, "Disorder
Control Unit" and their related "functions," following the "functions" of the
"Special Operations Division," on page"~" to read:

FUNCTIONS

Deploy to precincts and zones as designated by the Chief of Patrol to


supplement patrol resources or other Department initiatives.
Respond to Citywide mobilizations, civil disorders and major events with
equipment and trained teams.
Maintain order by implementing effective crime and crowd control
strategies.
Conduct daily counterterrorism deployments in conjunction with other
Department units based upon current intelligence and threat assessments.
Support Special Operations Division's CIRC and COBRA responses.
Disorder Control Unit

FUNCTIONS

Conduct a comprehensive review of all Department plans and training for


responding to civil disorders and large scale occurrences involving
terrorist/active shooter or hostage event(s).
Develop and recommend specialized training for the Strategic Response
Group and inclusion in Police Academy curriculum for all members of the
service regarding crowd management and disorder control to ensure the
Department's readiness.

Develop and conduct tabletop. command post and no notice drills to assess
readiness of the Department to respond to varied threats. Use these
practical drills to reinforce Strategic Response Group and Police Academy
training in emergency response to civil disorders and other major events.
Coordinate, in conjunction with the Chief of Patrol. response of the
Strategic Response Group during major disorders and other major events.
and ensure adequate Citywide availability for secondarv events.
Conduct tactical reviews of major or sensitive events and make
recommendations to the Chief of Department.
Respond to civil disorders and major events to assess the command and
control systems and strategies of the Department.
Assess and assist in major event planning and execution of these plans.
Develop new strategies and programs to improve performance. consistent
with the goals and strategies of the Department.
Recommend the acquisition of equipment to support disorder and crowd
control operations."

As directed by Interim Order 1-2, series 2011, Interim Order 3-5, series 2009, and
FINEST Message, serial# 039028, transmitted on June 24, 2011, remain REVOKED.

Interim Order 1-2, series 2011, is hereby REVOKED.

The portion of Interim Order 5-9, series 2015, entitled, "Organizational Change Renaming of Patrol Borough Task Force," as related to the Organization Guide is hereby REVOKED.
The remainder of Interim Order 5-9, series 2015, remains in EFFECT.

Appendix "A" of this Order depicts the revised organizational structure of the "Special
Operations Division" within the Patrol Services Bureau.

Any personnel transfers resulting from the above organizational change will be the
subject of future Personnel Orders.

the contents of this Order are suspended.
