INTRODUCTION
This document presents a detailed description of Low Voltage System for 215 MW Bauang Diesel
Power Plant. The System description includes functions, summary description, detailed description
of system, components, operation modes, safety precautions and maintenance requirements.
1.1
System Function
The main function of the Low Voltage System (code LV) is to provide power to the plants' 460 V
motor control centers, feeders and other plant auxiliary equipment.
1.2
Criteria Requirements
The System is designed according to present industry practices to achieve a high degree of reliability
and availability. The design is based on IEC codes and standards.

Circuit Breakers
Draw-out type circuit breakers with a rating of 4000A are provided as a tie breaker for
sector 1 and 3. Breakers with a rating of 5000A are utilized as a bus breaker and a tie
breaker for OBF1-2 and OBF0-2. Breakers with lower capacity is also used for the different
motor control centers.

For motor control centers, motor protections for each feeders are provided
such as thermal overload relays with its corresponding setting, fuses and
circuit breakers.
Controls
Tie breakers and bus breakers for Sectors 1, 2 and 3 can be controlled at three different
locations. Either by OBF Switchboard, OCW Panel or though OIS.
To control the breakers at the OBF0/1 Switchboard, set the selector switch (S127) "LocalRemote" to "Local" position. And then push the red pushbutton for "ON" and the green
pushbutton for "OFF" position.
In controlling the breakers at the OCW panel, set the selector switch (S127) "Local-Remote"
to "Remote" position. The switch is located at the OBF0/1 panel. Then, at the OCW panel,
set selector switch (S122) "LMO-RCO" to "LMO" position. At the OCW mimic board, to
energize the breaker, turn the TPL (Turn Push Light) switch and then push.
The breakers can also be controlled in the OIS if the OBF0/1 Switchboard selector switch
(S127) is in "Remote" position. The selector switch (S122) at the OCW panel is at "RCO"
position.
2.2.3
Alarms
Abnormal system conditions are detected by monitoring devices which are connected to the
plant annunciator system. The annunciator system provides visual and audible indication of
the alarm condition. Alarms are also indicated in the OIS (Operator Interface Station)
located at the computer room.

The Low Voltage System can be energized in two ways, using Luzon Grid 230 KV System or
Emergency Diesel Generator (Black Start) as the source of the power. The former is the normal
start-up while the latter is utilized during system failure/blackout.
To energize the Low Voltage System using Luzon Grid as the source of power, Station Service
Transformer OBB1-1/2/3 and Station Service Transformer Common (OBB0-2) are energized.
Breakers Q151 (for OBB1-1/2/3) and Q131 (for OBF0-2) are closed.
In using the Black Start, the Low Voltage System is energized if Black Start unit is running and its
respective breaker Q191 is closed.
3.2
Normal Operation
Under normal operation, OBF1-1/2/3 draws its power from Transformer OBB1-1/2/3 respectively.
While OBFO-2 is powered by transformer OBBO-2. Assuming that the individual bus breaker
(Q151) of OBF1-1/2/3 and Q131 of OBF0-2 are closed.
Tie breaker (Q171) linking OBF1-2 and OBF0-2 is normally open. The tie breakers connecting
OBF1-1 (for sector 1) and OBF1-3 (for sector 3) are also normally open.

During normal operation, constant monitoring and recording of instruments should be observed and
done on a routinary basis to ensure that operating parameter are within limits.
3.3
Shutdown
If a system fault occurs, Emergency Diesel Generator (Black Start) is provided to supply to its
auxiliary loads.
For normal system shutdown, this can be done normally during plant shutdown where plant
equipment are due for preventive maintenance.
4.0
SAFETY PRECAUTIONS
4.1
Hazards
The direct hazards to personnel involved in the maintenance of the electrical systems are those
associated with AC and DC voltages such as shock hazards.
4.2
Precautions
Precautions are those normally taken with Low Voltage distributing systems to eliminate potential
shock hazards to personnel and damage to property.

Be sure that the electrical equipment are properly tag, drawn out, isolated and grounded.
5.0
MAINTENANCE
Inspection and maintenance requirements for the 3500 KVA Station Transformers, Main
Switchboards, Motor Control Centers, Feeder Panels, Circuit Breakers etc. should be performed
regularly to maintain system reliability.
Records which includes completed test reports and inspection reports should be maintained for
future reference.
When during maintenance work at Main Switchboard Panel, be sure that the mode selector knob is
in "Local" position and push the "OFF" pushbutton.
