A 10 Point Plan to Turn New York Around
1. Declare a Fiscal State of Emergency
Steve Levy will bypass the dysfunctional legisla-
tive process to create a bipartisan commission to
implement real cost-cutting solutions for New
York’s out-of-control budget in a single up-or-
down vote — to take politics out of budgeting
and institute common-sense spending cuts.
2. Spur Economic Growth
Steve Levy will cut capital gains taxes to
stimulate economic development, promote high
tech economics for 21st century job creation,
encourage math and science education to pre-
pare workers for the future, and institute pub-
lic/private partnerships to rebuild New York’s
infrastructure.
3. Impound funds
Steve Levy knows the Governor must have all the
tools necessary to balance the state budget —
including impounding funds to deal with deficits
— to protect taxpayers and ensure services still
reach those who need help.
4. Cap State Spending
Steve Levy knows spending caps work because
he’s been employing them in Suffolk County for
years. Caps protect taxpayers and force
politicians to focus on priorities so government
can say “Yes” to the things we need.
5. Cap Local School Property Tax
Steve Levy will lead the fight to cap school taxes
to ensure prioritization, weed out waste, and
protect taxpayers and seniors while still ensuring
quality education. To do this, Albany must
reduce mandates on local school districts to help
them meet requirements of new spending caps.

6. Establish a Hard April 1 Budget Deadline
Steve Levy knows there’s no reason state budgets
should be months late. He will institute the same
system in place in most counties: the Executive’s
budget is deemed approved by April 1st if the
legislature fails to modify it by that time.
7. Put Taxpayers at the Bargaining Table
Steve Levy will ensure taxpayers have a real voice
on issues by eliminating automatic salary step
increases, reforming skyrocketing pension costs,
ending mandatory arbitration, and cutting overly
generous municipal disability provisions.
8. Control the Growth of Medicaid
Steve Levy knows Medicaid spending in New
York is out of control and we must implement
strong reforms that both reduce payment rates
and manage use. Steve’s plan will enact strict
controls over the twenty percent of users who
account for two-thirds of Medicaid costs.
9. Restructure Education Aid
Steve Levy recognizes that the present archaic
school aid formula has no correlation to student
performance and cost controls. He will provide
monetary incentives for consolidation so School
Boards have more motivation to pursue dramatic
cost savings through consolidation.
10. Amend the Constitution to Cut Spending
Steve Levy knows many good ideas never
become New York law because of the
cumbersome process of amending our
Constitution. He will make it easier to amend
the Constitution to cut spending and protect
taxpayers.
