Gnome 1: I added the winged template to the standard gnome, then added the half-dragon template.
According to the templates, this should bring this creature to a +5 level adjustment, CR of 4. I'm
reducing the level adjustment to +3 and the CR to 2, primarily due to low hit points and attack bonus.
Gnome 2: I added the half-celestial template to the standard gnome, then added the half-dragon
template. Again the level adjustment feels excessive. I reduced the level adjustment from +7 to +5.
I hesitated bringing the CR's and level adjustments so low in light of that breath weapon, but as it's
only usable once a day, so I don't think it's an excessive drop. I might suggest to the DM that this
breath weapon be either lower powered (say 2d8/hit dice max 6d8), or less reliable (40% failure rate
level 1, 20% failure rate level 2) to help balance this aspect. These results and conclusions are open to
debate.

Half-Dragon Winged Gnome Racial Traits:


+6 strength, +4 dexterity, +4 constitution, +2 intelligence, +2 wisdom, +2 charisma
Small size. +1 bonus to Armor Class, +1 bonus on attack rolls, +4 bonus on Hide checks, 4
penalty on grapple checks, lifting and carrying limits 3/4 those of Medium characters.
Base land speed is 20 feet, fly 40 feet, good maneuverability.
Darkvision 60 feet, low-light vision, immune to sleep and paralysis effects. Immune to cold.
Weapon Familiarity: Treat gnome hooked hammers as martial weapons rather than exotic
weapons.
+2 racial bonus on saving throws vs illusions.
Add +1 to the Difficulty Class for all saving throws against illusion spells cast by gnomes.
This adjustment stacks with those from similar effects, such as the Spell Focus feat.
+1 racial bonus on attack rolls vs kobolds and goblinoids (including goblins, hobgoblins, and
bugbears).
+4 dodge bonus to Armor Class vs creatures of the giant type (such as ogres, trolls, and hill
giants).
+2 racial bonus on Listen checks.
