1. This form is to provide guidelines / outlines to the Screening Committee for the
allocation of space on short term lease to Startups / Entrepreneurs in the IT Incubation
center. You may include any additional details relevant to your business idea and are
free to use additional sheets.
2.

Your business idea will be treated confidentially and will not be divulged to any
unauthorized third party. Exact names of the customers or clients shall not be
mentioned in the application. Only broad description of type of customers or clients
shall be mentioned.

3. Cost of Application: INR 1000/- (Rupees One Thousand only) to be paid through
demand draft / RTGS in favor of Bihar Knowledge Society payable at Patna from any
scheduled bank.

5. Applications sent through e-mail should also contain scanned copy of proof of deposit
of application money.
6. Applicant(s) must be aged 18 years or older as on 31 st March 2015.
7. The Space/Facility shall be allotted for a period of three years only on a short term
lease basis.
8. The Department reserves the right to terminate the process, without compensation or
prior notice to any applicant, in exceptional circumstances.
9. Canvassing will disqualify.
10.For the applicant(s) who are applying as startups; the proposed new business must
not have commenced trading.

11.Application has to be made only by the submission (in the prescribed format) of a fully
completed and signed official application (name in block capitals) along with a
passport size photograph of applicant(s), and a Business Plan.
12.Any additional information requested by the Department must be provided by
applicants within a prescribed timeframe.
13.The decision of the Judging Panel is final. No discussion or correspondence will be
entered into.
14.All the applications will be held in confidential. It is, however, the responsibility of the
applicant to take appropriate steps to protect any intellectual property rights.
15.The Department shall not be liable for any losses, taxes, liabilities or inconvenience
suffered by any applicant as a result of these terms and conditions or entering the
business.
16.The Department does not accept responsibility for (a) lost, late or undelivered entries
or (b) any technical or access issues, failure, malfunction or difficulty that might
hinder entry to the business, or (c) any event which may cause the business to be
disrupted or corrupted.
17.The Department reserves the right to change the criteria and/or format of the
application with prior notice.
18.The applicant will indemnify the Department against any claims, costs, demands,
expenses and all litigation pursued by applicant related to the allocation of space.

IT INCUBATION CENTRE is an initiative of Dept. of Information Technology,
Government of Bihar. We are delighted to offer this opportunity for a new business
in Bihar. It is targeted at new IT start-ups with an innovative idea that has export
potential and will create sustainable employment in the state of Bihar.
The primary aim of the incubation is to encourage individuals with an
entrepreneurial spirit to consider self-employment as a real option. There are many
benefits associated from your participation and here are just some of them:

Screening Structure
The Judging Panel will shortlist the applicants who meet the criteria as set down in
the Application Form and Terms of Conditions. These applicants must be available
for interview and presentation of their Business Proposal to the Judging Panel. The
last date to submit the completed form is 25-July-2015. Department of IT will not be
responsible for any postal delay.
Shortlisted IT proposals will be selected during this process.

The allotment shall be rent free for a period of 3 years as per IT Policy of Bihar
2011. Rent shall be payable on market rate after the completion of 3 years. The
short term lease shall not be extended beyond a total period of 5 years. Cost of
Electricity and Bandwidth shall be payable on actual basis.
