A1.

PRELIMINARY ITEMS
The Preliminary items as set out herein under shall apply to the whole of the Wor'r<s
contained in this Tender Document and the Contractor must allow for complying with the
same and for any cost incurred in connection therewith.
The Contractor is required to insert the cost amounts in the Breakdown of Tender
Amount against such items/clauses of the Preliminaries where such items/clauses are of
monetary significance to the Contractor and such priced items/clauses shall then form
the basis for interim valuations to be made for complying with the Preliminaries.
The amounts inserted by the Contractor for such Preliminary Items shall be deemed to
apply to the whole of the Works carried out under this Contract.
WJlere any Prellmlnary Item or Clause Is left unpriced, It shall be deemed that the cost
of such Preliminary Item or Clause has been allowed for elsewhere within the Tender.
No subsequent claims arising out of expense and/or loss incurred against such
unpriced Preliminary Items or Clauses shall be entertained.

Notwithstanding the above clauses, the Project and Construction Manager reserves the
right to request from the Contractor the detailed breakdown of the pricing for Preliminary
Items or Clauses for examination and approval, the approved d tailad breakdown pricing
of which shall then be used as a basis for the preparation of monthly interim valuations.

SCOPE OF CONTR ACT


The Scope of Works shall be as described in or reasonably inferred from the Contract.
The Contractor shall study carefully the Contract and satisfy himself as to the full extent,
character and nature if the Works to be performed under this Contract.
The Contract Works as represented by the enclosed Summary of Tender Amount and
Breakdown of Tender Amount shall comprise the supply of all materials, labour, plant,
equipment, cartage and everything else necessary for the due and prop.er execution
and completion of the Main Contract Package for Proposed New Manufacturing
Facility on Jalan Soekamo Hatta, Bandung, West Java, Indonesia for PT. Jabil Circuit
Indonesia.
The Works can be briefly described but not limited to as follows
:

A. General Scope of Works


The general contractor shall visit the actual site verifications of the work stipulated in the
drawings. All drawings represent the better ability of the consultant and it would not be
possible to highlight every minute detail of work required for the successful completion of
the project. There will not be any entertaining of variation orders in the event that the
contractor does not raise the issue of discrepancies, extra work required, obvious work,
etc Jn their tender submission.
As this project is located in FM Global 100 year earthquake zone, all installation shall
comply with FM required seismic protection. Contractor shall install bracing supports,
flexible coupling and other accessories to comply with FMG seismic requirement.
Contractor to submit calculation and documents to obtain engineer and FMG approvals.

The contractor shall make sure that all installation work areas are secured and made
safe in accordance with Intel EHS regulations .
The contractor shall provide both hands on and classroom training in all aspects of
the system operation and maintenance to the Intel perusal after the commissioning
of all installation.
The contractor shall provide the daily operation and maintenance of the systems until
the
final hand-over.

12 months comprehensive maintenance to be carried out for all supplies and install
items including consumable are to be provided by the contractor . Vendor shall give a
comprehensive detailed maintenance program and schedule.
The contractor is responsible to update the Evacuation MAP and Emergency Exit for
construction area if the construction impacted the original layout.
Contractor to submit the detail shop drawings to engineer for approval prior to site

Protection Association (NFPA), Factory Mutual Global (FMG)
standard and local authorities requirements.

unfavourable areas at each and every building based on NFPA
design consideration. Detailed Engineering
design and
documentation of the system shall be submitted to the Purchaser and
Consultant.
a. 1 numbers of FM approved Diesel Fire pump, 1 number of local authorities approved electrical
pump, 1 jockey pump, fire tanks, and necessary accessories of component within pump room
and tanks area.
b. Pressurised hydrant system c/w hose and nozzle cabinets and looped round the buildings. Fire
Hydrant Rings Main installation shall be capable for serving every Sprinkler Control Valve
Chamber and Fire Hydrants continuously without failed even in the event there is a break
point at

anywhere on the loops.


c. Sprinkler systems inclusive of main and branch distribution
piping, upright, pendant sprinkler heads complete with
flow switches, test valves, drain valves isolation valves, flow
switches and flush valves. The control valves shall complete
with pressure gauge, water gong, gap meter and drain ptpe.
d. Distribution and range piping, final droppers, etc. for sprinkler protection for the buildings,
completed with drain valves, test valves, isolation valves, flow switches, etc.
e. Fire Department breeching inlets shall be provided.

with rubber hoses. The system shall be tapped from the
sprinkler control system c/w pressure reducing valves, pipe
work, hose reels, valves, etc.

g. FM200 system for Servers Room, Tele data rooms and UPS room, consisting of gas cylinder bank
c/w pilot cylinder, piping & nozzle, control panel, wiring, smoke detector, heat detector, indicating
light, alann bell, fire curtain and solenoid valve, etc. The FM200 fire suppression system shall be
specifically designed, engineered and installed for proper protection of these rooms.
h. Local control panels shall be provided for interfacing with fire
alarm system and fire pumps operation.

a. Contractor to install new 20/.380, 2.0MVA dry type transformer including associate cabling to 20kV
switchgear, remote ON/OFF panel, battery etc to make the complete installation.
b. To supply and.install the 20kV panel and accessories
c. To construct trenches and install chequered plate above the trench
covering the trench.

d. To install cables and underground ducts from PLN's 20kV


feeder panel to owner's incomer switchgear.

e. To install shade for PLN meter complying with PLN's requirement.

h. The offer equipment must be able to fit into the space
which already provided with sufficient space for future

a. We have only indicated the major trunking route in the drawings, contractor to include sub cable
support system accordingly based on the need to complete the installation at site in their offer.
Some of the main cable routes are provision for future tool install work. Hence, all. the main
cable support system shown in the drawings are to be provided accordingly by contractor.

b. Bracing supports, flexible coupling and other accessories to comply with


FMG seismic
requirement. Contractor to submit with
calculation and documents to obtain engineer and FM global
approval.
c. We have allocated space for each switchboard and equipment, contractor to carry out site
inspection after tender clarification lo make sure the space is sufficient. Due to site constraint, if
special construction is necessary to fit into the allocated space, contractor to cost in accordingly.
d. Contractor to include all associated interfacing works such as BMS point required (please refer to
BMS electrical 10 point) as well as control wiring if necessary

e. Contractor to relocate switches fire alarm, evacuation map, fire extinguisher etc on the wall if
required. Ceiling, wall, and other architecture work are to be made good after dismantling work.

g. As there are few sectional completion phases, contractor shall plan for sequential works and the
cost for temporary works for earlier completion phases if required. In example, if a cable needs
to run across area at Sectional completion 4 lo serve area at Sectional Completion 2, corytractor
shall cost for the t mporary cables work and later relocate and properly install those cables
during construction at Sectional completion 4. Similarly for other services.

h. Lighting arrangement at plant rooms shall be rearranged based


on equipment layout plan.

IT Services Installation shall comprise of:


Cable Trunk Installation

a. Contractor to supply and install all main IT cable trunk run shown on drawing and also propose,
supply and install all branch/sub cable trunk route including conduit for IT services.

b. Contractor shall supply and install spare conduit along power


conduit for meeting rooms, conference rooms, manager rooms and
other rooms located at office area for future IT cable pulling.

c. Cable Trunking Materials shall be electro galvanized GI Type and


painted in WHITE (colour code = RAL9010). At every 5 meter
inteiVal, labeled with 'IT' in green colour tape and must be easily
seen.
d. The minimum size of cable trunk shall be of 50 mm. The IT
contractor shall also consider 40% space factor during
installation.
e. Contractor needed to properly ground the entire cable tray installed.

f. Contractor shall liaise with IT vendor appointed by the client during construction and to confirm all
cables support, power points to be installed are according to IT vendor's requirement.

Security Services

a. This Security package scope of works shall include the supply, installation for power points,
cable support for power and signal cables for following system:

CCTV Camera Surveillance System

Card Access System

Emergency Door Alarm System

b. Contractor shall supply and install underground conduit to each security equipment for signal
cables to be pulled later on including external security equipment,
c. Contractor shall liaise with Security Vendor by the client during construction and to confirm all
cables support to be installed are according to Security Vendor's requirement.

Lift Installation shall comprise of :

The genera l description of the Works is provided for the guidance and information of
the Contractor and shall not be construed the final and definitive description of the full
scope of the Works to be carried out under this Contract.
The Contractor shall study the drawings and Contract and satisfy himself as to the
full
extent, character and nature of the
Works.
Any unspecified, undesigned and unindicated works which are necessary for the
works , whether or not indicated in the drawings and/or Specification, shall also be
deemed included in the Scope of Works.
The Contractor shall ensure that he or his Sub-Contractors are registered with the
relevant local authorities having jurisdiction over their works and sh.all be familiar with
the local bye-laws or requirements of the local approving authorities.
The Contractor is to note the presence of other Contractors working either adjacent to his
site or within the project area and shall coordinate their said works so as to ensure timely
completion of the proposed works.

The Contractor shall include in his Tender for his share of the cost of maintenance of the
existing drainage system, roads and tracks, etc. used by him for access to and from the
Site.
The Contractor shall be responsible to make good any completed works (e.g. road
surface, scupper pipes. kerbs, walkway, drains, turfing, etc.) damaged arising from or
due to his construction works or caused by his workmen. The rectification of the defects
should be up to the standard of the original condition and to the satisfaction of the
Project and Construction Manager.

the Site shall be from Jalan Soekarno

CONTRACTOR'S VISIT TO SITE


The Contractor shall be deemed to have visited !he Site and to have taken note of all
existing conditions of the Sile including any existing obstrucUon to his Works and he is
deemed to have allowed for such considerat ion and removal, clearance or
diversions where necessary in his Tender .
The Contractor during his site inspection shall by independent inquiry and observation
ascertain the following in connection with the Works

The means of access to and from and within the site of the Works
The extent of working space
available

The conditions affecting the storage of materials; the positioning of sheds,


stores,
site offices; temporary building and plant

The location of all primary services including electric cables, gas and water

or above ground by independent observation and inquiry

All levels and dimensions. The Contractor is required to check and verify

estimate the cost of the Works.
No monetary or other claim on the ground of failure to visit the Site and/or
want of knowledge of any of the aforesaid matters or other like information
which might financially affect the Contract will be entertained by the Employer.
Any information provided by or on behalf of the Employer, his servants or agents,
and/or the Project and Construction Manager to the Contractor in the Contract
(including but not limited to information in respect of the topographica l, soil and
sub-surface condiiions) has been given in good faith and the Employer shall not
be responsible.

for the accuracy,sufficiency or correctness of any such information; and

The Contractor may at his own expense carry out preliminary investigations al the
Site and make any probes or test borings the Contractor may require for his own
information in preparing his tender.
The Contractor shall make all necessary arrangements for the performance of such
preliminary investigations with the Project and Construction Manager, and shall make
good all works disturbed.

DILAPIDATION SURV EY OF THE CONDITIONS OF EXISTING


PREMISES, ADJOINING PROPERTIE S AND PUBLiC PROPERTIES

The Contractor shall protect any existing premises and properties adjoining the Works
including any public properties both within and outside the site boundaries.The
Contractor shall take all steps necessary to ensure their structural stability and make
good any damage caused arising out of and/or in connection with the execution of
the Works.
Without limiting the obligations and responsibilities of the Contractor under Clauses 17
and 18 of the Coilditions of Contract, the Contractor shall indemnify and hold harmless
the Employer against and from all damages, claims, demands, expenses, losses, costs,
charges or proceedings whatsoever as a result of any damages to existing premises,
adjoining properties and public properties arising out of or in the course of or by reason
of the carrying out of the Works.

Before commencement of the Works, the Contractor shall employ a qualified loss ,
adjuster approved by the Project and Construction Manager to carry out a
comprehensive survey of all existing premises and properties adjoining ttie Works
including public properties. The survey shall include but without limitation the works and
service below ground level and adjoining footpaths, adjoining drains, adjoining roadways
and any other adjoining or adjacent properties and works. The suNey shall be carried
out in the presence of the representatives or the owners of such existing premises
and
properties
adjoining

The scope of the survey documents shall include but without limitation to the

Any such drawings, photographs and information as may be necessary to show the state of the premises
and properties which shall be approved by the Project and Construction Manager as being suitable and
adequate for presentation as accurate evidence of both the state and condition of the premises and
properties before commencement of the Work.
Three (3) Copies of the survey documents ,acknowledged by the owners of the
premises and properties shall be lodged by the Contractor and submitted to the
Engineer.

FAILURE TO OBTAIN RELIABLE INFORMATION


Any negligence and/or failure on the part of the Contractor to obtain .on the site
or elsewhere reliable information upon the various aspects as specified or any other
matters that may affect the execution, maintenance and completion of the Works,shall
not relieve him from any risks, liabilities or responsibilities in executing, completing
and handing over the Works in accordance with the Conditions of Contract and no
claims whatsoever for want of or due to lack of such information shall be entertained.

AS.

POSSESSION O F SITE
The Contractor is to note that he shall be handed the site as existing at the time of
tende:r ing and shall take note of the existing conditions, profiles and levels of the site
and the extent of preparatory works required including taking all necessary safety
precautions and measures regarding adjoining buildings and shall allow in his Tender
for all necessary taking over of the Site as existing including carrying out all necessary
preparatory works required for the proper and safe execution and completion of the
works.

The Contractor shall be given possession of the site on a day to be fixed by the Project
and Construction Manager as the day for possession of site. Upon taking possession of
the site, the Contractor shall be fully responsible for the site and all materials, plant,
equipment and/or goods stored within the site including all eventualities arising on site.
In the event of any delay in giving possession of the site, the Contractor shall not be
entitled to any claims for any loss or damage caused by such want of possession.
The Contractor shall note that immediately on possession of site, he shall
proceed
diligently and regularly with the

Tender Drawings
It shall be the sole responsibility of the Tenderer to scrutinise the Tender Table
Documents, and in the event of any discrepancy being found in the drawings in the
Tender Table Documents it shall be the sole responsibility of the Tenderer to apply to the
Project and Construction Manager to have such discrepancy rectified before the final
date for submission of tenders stipulated on the Letter of Tender and/or invitation of
Tender.
No claims by the Tenderer for any extra costs incurred as a result of discrepanc ies in
the drawings and/or documents will be entertained if he fails to inform the Project
and Construction Manager of such discrepancies before proceeding with works.
A10.

LOCAL AUTHORITIES APPROVAL


It shall be the sole responsibility of the Contractor to arrange with the various local
authorities for the necessary testing to be carried out up to and including the approval
stage.
. This applies to all works under this Contract. No claims whatsoever shall be
entertained for failure to comply with this req.uirement.

TENDER VALIDITY PERIOD


The Tenderer is to note that this Tender shall remain open for a period of sixty (60) days
from the final date of submission of Tender. This validity period may be further extended
upon request by the Project and Construction Manager on behalf of the Employer with
the written consent of the Tenderer. The Tenderer shall allow for this provision in his
Tender.

A12.

MODE OF TENDER AND AWA RD


The Form of Contract to be used for the formal execution of this Contract shall be
Conditions of Contract for Construction First Edition 1999 published by Federation
International des lngernieus-Conseils (FIDIC) as amended by the Particular Conditions
as detailed in these Tender Documents.
The Tenderer's attention is drawn to the fact that the Provisional Quantities will be
provided forthe Piling Works and shall be subject to remeasurement basedon the actual
work done and piling records.

All quantities appearing in the Breakdown of Tender Amount, with the exception of
quantities for piling works as mentioned hereinbefore, shall not form part of the Contract.
For any item(s) or works not listed or mentioned In the Breakdow n of Tender Amount
but deemed necessary to be included in the Tenderer's pricing, the Tenderer shall
indicate such items in the section of "Other Items at the end of each section of the
Breakdown of Tender Amount.
The Tenderer's tendered price shall be binding upon and he is deemed to have included
for all items be considered necessary for the successful completion of the work in
accordance with the Contract.
This is a Firm Price Contract without adjustments due to any fluctuations in the cost of
labour. materials, plant, equipment,tools, transport, exchange rates and/or taxation.

If the Contracior fails lo complete each section of works within stipulated completion
time as mentioned above or within any extended time(s) fixed in accordance with the
Conditions of Contract, the Contractor shall pay the Employer Delay Damages of the
Works at a rate of 0.1% of each Section Value per calendar day (including Public Holiday
and Sunday) for each section.

A14.

AMBIGUITIES BETWEEN TENDER DOCUMENTS


In the event of any discrepancies or ambiguities appearing in these tender documents or
drawings, the Tenderer shall refer same to Project and Construction Manager for
instruction before submission of Tender and such instruction or interpretation as provided
by the Project and Construction Manager shall be 1aken as binding by the Terrderer.
No claims whatsoever shall be entertained after submission of Tender on grounds of
want of clarification of whatever alleged ambigutties arising during the tender period.

A15.

OPERA TING LICE NSE


The Contractor shall submit with this tender a copy of his Surat lzin Usaha Jasa
Konstruksi (SIUJK) or his Surat Tanda Daftar Rekanan (STDR) whichever is applicable.
The validity of the SIUKJ or STDR shall be maintained throughout the course of Contract.
The Contractor shall indemnify the Employer against any loss or damage which he may
incur due to the Contractor failure to ensure that the SIUKJ or STDR is valid.

A16.

COMPLIANCE TO LEED REQUIREMENTS


The Contractor shall comply with and allow all costs in respect of compliance to LEED
requirements as spelt out in the LEED Specifications in this documents especially but not
limited to the following criteria:-

1. Construction activity pollution prevention (i.e. Erosion and Sedimentation Control


Plan)
2. Storage and collection of recyclables
3. Construction indoor air quality management plan during construction, etc
The Contractor shall assist the Employer in obtaining the required LEED certification
including producing all information, certifications and supporting documents of the
materials, equipments and goods which have been selected and approved by the
Project
& Construction Manager undertaking work as required by LEED Consultants as well as
compliance of the LEED Consultanrs proposal in respect of the Erosion and
Sedimentation Control Plan, Construction Indoor Air Quality Management, etc.
