PRELIMINARY ITEMS
The Preliminary items as set out herein under shall apply to the whole of the Wor'r<s
contained in this Tender Document and the Contractor must allow for complying with the
same and for any cost incurred in connection therewith.
The Contractor is required to insert the cost amounts in the Breakdown of Tender
Amount against such items/clauses of the Preliminaries where such items/clauses are of
monetary significance to the Contractor and such priced items/clauses shall then form
the basis for interim valuations to be made for complying with the Preliminaries.
The amounts inserted by the Contractor for such Preliminary Items shall be deemed to
apply to the whole of the Works carried out under this Contract.
WJlere any Prellmlnary Item or Clause Is left unpriced, It shall be deemed that the cost
of such Preliminary Item or Clause has been allowed for elsewhere within the Tender.
No subsequent claims arising out of expense and/or loss incurred against such
unpriced Preliminary Items or Clauses shall be entertained.
Notwithstanding the above clauses, the Project and Construction Manager reserves the
right to request from the Contractor the detailed breakdown of the pricing for Preliminary
Items or Clauses for examination and approval, the approved d tailad breakdown pricing
of which shall then be used as a basis for the preparation of monthly interim valuations.

External works and ancillary works shall include the construction of roads, pavement,
culverts, drains, sumps, resurfacing of existing road, turfing, etc. all as shown in

unfavourable areas at each and every building based on NFPA

with rubber hoses. The system shall be tapped from the
sprinkler control system c/w pressure reducing valves, pipe
work, hose reels, valves, etc.
g. FM200 system for Servers Room, Tele data rooms and UPS room, consisting of gas cylinder bank
c/w pilot cylinder, piping & nozzle, control panel, wiring, smoke detector, heat detector, indicating
light, alann bell, fire curtain and solenoid valve, etc. The FM200 fire suppression system shall be
specifically designed, engineered and installed for proper protection of these rooms.
h. Local control panels shall be provided for interfacing with fire
alarm system and fire pumps operation.

Fire Alarm system including main addressab le fire alarm panel, instrument, connection, termination
of alarm signal cabling into sprinklers equipments I.e. control valves, OS& Y valves, PIV valves, flow

a. We have only indicated the major trunking route in the drawings, contractor to include sub cable
support system accordingly based on the need to complete the installation at site in their offer.
Some of the main cable routes are provision for future tool install work. Hence, all. the main
cable support system shown in the drawings are to be provided accordingly by contractor.

g. As there are few sectional completion phases, contractor shall plan for sequential works and the
cost for temporary works for earlier completion phases if required. In example, if a cable needs
to run across area at Sectional completion 4 lo serve area at Sectional Completion 2, corytractor
shall cost for the t mporary cables work and later relocate and properly install those cables
during construction at Sectional completion 4. Similarly for other services.

Security Services
a. This Security package scope of works shall include the supply, installation for power points,
cable support for power and signal cables for following system:

cables to be pulled later on including external security equipment,

cables support to be installed are according to Security Vendor's requirement.

The genera l description of the Works is provided for the guidance and information of
the Contractor and shall not be construed the final and definitive description of the full
scope of the Works to be carried out under this Contract.
The Contractor shall study the drawings and Contract and satisfy himself as to the
full
extent, character and nature of the
Works.
Any unspecified, undesigned and unindicated works which are necessary for the
works , whether or not indicated in the drawings and/or Specification, shall also be
deemed included in the Scope of Works.
The Contractor shall ensure that he or his Sub-Contractors are registered with the
relevant local authorities having jurisdiction over their works and sh.all be familiar with
the local bye-laws or requirements of the local approving authorities.
The Contractor is to note the presence of other Contractors working either adjacent to his
site or within the project area and shall coordinate their said works so as to ensure timely
completion of the proposed works.
The Contractor shall include in his Tender for his share of the cost of maintenance of the
existing drainage system, roads and tracks, etc. used by him for access to and from the
Site.
The Contractor shall be responsible to make good any completed works (e.g. road
surface, scupper pipes. kerbs, walkway, drains, turfing, etc.) damaged arising from or
due to his construction works or caused by his workmen. The rectification of the defects
should be up to the standard of the original condition and to the satisfaction of the
Project and Construction Manager.

estimate the cost of the Works.
No monetary or other claim on the ground of failure to visit the Site and/or
want of knowledge of any of the aforesaid matters or other like information
which might financially affect the Contract will be entertained by the Employer.
Any information provided by or on behalf of the Employer, his servants or agents,
and/or the Project and Construction Manager to the Contractor in the Contract
(including but not limited to information in respect of the topographica l, soil and
sub-surface condiiions) has been given in good faith and the Employer shall not
be responsible.

The Contractor may at his own expense carry out preliminary investigations al the
Site and make any probes or test borings the Contractor may require for his own
information in preparing his tender.
The Contractor shall make all necessary arrangements for the performance of such
preliminary investigations with the Project and Construction Manager, and shall make
good all works disturbed.

The Contractor shall protect any existing premises and properties adjoining the Works
including any public properties both within and outside the site boundaries.The
Contractor shall take all steps necessary to ensure their structural stability and make
good any damage caused arising out of and/or in connection with the execution of
the Works.
Without limiting the obligations and responsibilities of the Contractor under Clauses 17
and 18 of the Coilditions of Contract, the Contractor shall indemnify and hold harmless
the Employer against and from all damages, claims, demands, expenses, losses, costs,
charges or proceedings whatsoever as a result of any damages to existing premises,
adjoining properties and public properties arising out of or in the course of or by reason
of the carrying out of the Works.

Before commencement of the Works, the Contractor shall employ a qualified loss ,
adjuster approved by the Project and Construction Manager to carry out a
comprehensive survey of all existing premises and properties adjoining ttie Works
including public properties. The survey shall include but without limitation the works and
service below ground level and adjoining footpaths, adjoining drains, adjoining roadways
and any other adjoining or adjacent properties and works. The suNey shall be carried
out in the presence of the representatives or the owners of such existing premises
and
properties
adjoining
the
Works.
The scope of the survey documents shall include but without limitation to the

Any existing cracks and patent defects. The Contractor shall with the consent of the owners of the
properties, after approved movement indicators as deemed necessary; and

Any such drawings, photographs and information as may be necessary to show the state of the premises

adequate for presentation as accurate evidence of both the state and condition of the premises and
properties before commencement of the Work.
Three (3) Copies of the survey documents ,acknowledged by the owners of the
premises and properties shall be lodged by the Contractor and submitted to the
Engineer.

POSSESSION O F SITE
The Contractor is to note that he shall be handed the site as existing at the time of
tende:r ing and shall take note of the existing conditions, profiles and levels of the site
and the extent of preparatory works required including taking all necessary safety
precautions and measures regarding adjoining buildings and shall allow in his Tender
for all necessary taking over of the Site as existing including carrying out all necessary
preparatory works required for the proper and safe execution and completion of the
works.

The Contractor shall be given possession of the site on a day to be fixed by the Project
and Construction Manager as the day for possession of site. Upon taking possession of
the site, the Contractor shall be fully responsible for the site and all materials, plant,
equipment and/or goods stored within the site including all eventualities arising on site.
In the event of any delay in giving possession of the site, the Contractor shall not be
entitled to any claims for any loss or damage caused by such want of possession.
The Contractor shall note that immediately on possession of site, he shall
proceed
diligently and regularly with the
works .

Tender Drawings
It shall be the sole responsibility of the Tenderer to scrutinise the Tender Table
Documents, and in the event of any discrepancy being found in the drawings in the
Tender Table Documents it shall be the sole responsibility of the Tenderer to apply to the
Project and Construction Manager to have such discrepancy rectified before the final
date for submission of tenders stipulated on the Letter of Tender and/or invitation of
Tender.
No claims by the Tenderer for any extra costs incurred as a result of discrepanc ies in
the drawings and/or documents will be entertained if he fails to inform the Project
and Construction Manager of such discrepancies before proceeding with works.

All quantities appearing in the Breakdown of Tender Amount, with the exception of
quantities for piling works as mentioned hereinbefore, shall not form part of the Contract.
For any item(s) or works not listed or mentioned In the Breakdow n of Tender Amount
but deemed necessary to be included in the Tenderer's pricing, the Tenderer shall
indicate such items in the section of "Other Items at the end of each section of the
Breakdown of Tender Amount.
The Tenderer's tendered price shall be binding upon and he is deemed to have included

The whole of the Works shall be completed in Seven (7) sections. Tenderers are
advised to study the Demarcation of Sectional Completion as indicated in Appendix
"'E" to this documents to have a better understanding of the scope of each section
and allow for whatever necessary contingencies.
The completion of each section shall include completion of all building works, MEP
works, sanitary and plumbing works connection with the sectional area and
inclusive of all necessary testing and commissioning to facilita te the full and proper
