fire departments

Wednesday , U.S. Senator
George V. Voinovich (R-OH),
a member of the Senate
Appropriations and Homeland
Security and Governmental
Affairs Committees, announced
that eight Ohio fire depart-
ments have received a total
of $2,130,585 from the U.S.
Department of Homeland
Security Assistance to
Firefighters Grants Program.
“Our firefighters must
have the proper resources to
protect their communities,
and these grants will provide
much-needed assistance for
the state’s hardworking fire
departments,” Sen. Voinovich
said. “These funds will help
Ohio’s first responders carry
out their vital missions – pro-
tecting and helping Ohioans.”
Funding has been awarded
to two local organizations:
Lima Fire Department
— $247,500; and Ottoville
Volunteer Fire Department —
$164,588. Both departments
will be purchasing new tankers.

DELPHOS—This year’s
Mini Relay for Life, which
starts at 9 a.m. on Friday
behind Franklin Elementary
School, will follow the same
formula as previous years.
The event offers informa-
tional entertainment — not
just for kids but for adults as
well.
“This is a community
event. Anyone from the gen-
eral public is welcome to
come,” said Joyce Wiechart, a
first-grade teacher at Franklin.
“We’re going to have games
and activities set up at both
Franklin and St. John’s dur-
ing the relay and some on
Pierce Street, too.”
The relay itself will take
place along Pierce Street
where the walkers will take
their laps.
“We’ll have presenters
who will talk on everything
from cancer to nutrition-
al topics,” Wiechart said.
“Adults will enjoy these as
well; they aren’t just for the
kids.”

repairing and servicing trac-
tors, combines, trucks, trail-
ers, lawn equipment and
other farm and highway
equipment. Elwer said he
decided to apply at H.G.
Violet because he needed a
job to help earn some money
for college and to gain more
experience in working on
farm equipment, semis and

cally to raise awareness of
important issues.
“This is a way for them
to learn more information on
healthy lifestyles and it gives
them an awareness of can-
cer. It’s important for them
to learn that cancer isn’t just
a disease and that someone
with cancer isn’t someone to
be avoided; they shouldn’t
be left alone,” she said. “It’s
important to help those suf-
fering from cancer and rais-
ing money is a great way to
do that, even if it’s just rais-
ing enough money to pay for
their gas as they go back and
forth from the hospital for
their treatments.”
This is the Mini Relay’s
seventh year. The closing cer-
emonies will begin at 1:45
p.m. in the All Saints building
at St. John’s.
“We’re hoping this relay
will be as great as past years’,”
added Wiechart. “We’re hop-
ing for another day of good
weather and we hope every-
one comes out to enjoy the
day with us.”

With a long to-do list
on a regular basis, Elwer
said sometimes the job can
be very demanding, asking
him to move from one job to
another very quickly with-
out finishing the first job,
then coming back to that
first job again later. Despite
the challenge that may occur
all in a day’s work, Elwer
was born to do the job.
“I have had an agricul-
tural/farming background
since I was born, working
on the farm and raising ani-
mals — sheep and goats
— driving tractors and all
kinds of various farm equip-
ment, doing such things as
making hay, bailing straw,
plowing fields, harvesting
crops, etc.,” he said.
While his background
thoroughly educated and
prepared him for his cur-
rent place of employment,
Elwer said it also simulta-
neously provided him with
endless fulfillment and
enjoyment.
“There honestly wouldn’t
be anything that would make
me want to quit my job,” he
added.

Elwer counted several expe-
riences that left indelible
impressions on him.
“Some of the experi-
ences that stand out in my
job would have to be my
first year I started. We take
many different types of farm
equipment and implements
to the local fairs and events.
I remember going over to
the Allen County Fair after
it was all over and having to
drive one of our McCormick
200XT Tractors, much larg-
er than I was used to, back
from Lima to Delphos, then
going all the way over to
Van Wert for their fair that
was coming up,” he said.
“I remember this distinctly
because it made me feel that
my employer had a lot of
confidence in me, allowing
me to take a $300,000 piece
of farm machinery from one
county to another!”
Elwer said he has
enjoyed his time thus far
at H.G. Violet and that he
plans on staying there to
constantly contribute to the
arsenal of intelligence he
has created.
“I am currently attend-
ing the University of
Northwestern Ohio for a
degree in diesel mechanics

Library board mulls effect
of Kindle on circulation

DELPHOS — The
Delphos Public Library
Board of Trustees met in reg-
ular session Wednesday and
addressed declining circula-
tion.
During her monthly report,
Library Director Nancy
Mericle noted the circulation
numbers were down farther
this year than previous years.
“The steady declines in the
past were perhaps due to all
the new technology available,
with people moving away
from books,” she said. “But
it could also be due to our
reduced hours.”
On the subject of new
technology, members of the
board brought up points like
the advent of the Kindle, a
handheld electronic device
that allows one to download
books and read them, and
whether or not libraries will
offer related services.
“I know there are some
libraries who advertise some
things for Kindle. These are
mainly the bigger libraries,
the kind of libraries that can
afford to supply their patrons
with laptops in the building,”
she said. “I would imagine
that more libraries will start
to offer books to download on
Kindle or maybe even offer

“This is definitely a tech-
nological age,” Mericle con-
tinued. “People will come

they usually go right to the

books for that anymore unless

al book sources.”
Another subject was
whether or not Ancestry.
com, the library’s genealogy
program, was worth keeping.
Previously, the library offered
two, Ancestry and Heritage
Quest, but due to financial
strain the board elected to
retain only one.
“We’ve kept track of how
many times the program has
been used over the past year.
It was used approximately
100 times, not counting the
number of times it was used
for staff purposes,” Mericle
said. “Considering that’s the
only program we offer, 100 is
a pretty good number of uses.
We also have people calling
in from different places, ask-
ing us to look things up for
them, which is where the staff
use comes in.”
The board elected to keep
paying the $954.72 required
to offer Ancestry.com at the
library.

of Trustees, composed of
cooperative members and

Electric Board of Trustees,
oversees the application
and allocation process.
The Natural Resources Defense Council and other non-
profit groups convinced the federal government to ban six
chemicals formerly common in flea collars, but two dan-
gerous pesticides, tetrachlorvinphos and propoxur, are still
used and are unsafe for humans and pets alike.

ticides in flea collars are
still harmful to pets and
humans. Are there ways
to minimize fleas without
resorting to chemical con-
coctions? And is anything
being done to ban these
dangerous products from
store shelves?

Americans spend some $1
billion each year on products
designed to combat fleas.
Many of these products do
their jobs handsomely, but
two of the most egregious
chemicals widely used in flea
collars, tetrachlorvinphos and
propoxur, have been shown
to cause damage to our brains
and nervous systems, and are
known human carcinogens.
Residues containing these
chemicals can stay on a pet’s
fur—and whatever he or she
rubs up against, including
your rugs, furniture and chil-
dren—for weeks on end.

duced by some flea collars
are 1,000 times higher than
which the U.S. Environmental
Protection Agency (EPA)
considers safe for children
to be around. Previous cam-
paigning by NRDC and other
nonprofit groups convinced
the federal government to
ban six other dangerous pes-
ticides formerly common in
flea collars, but tetrachlo-
rvinphos and propoxur are
still wreaking havoc on the
environment and human and
pet health.
In light of these dan-
gers, what’s a concerned pet
owner to do? For starters,
ditch the collar and buy a
flea comb. NRDC reports on
its GreenPaws.org website
that regular combing of a pet
can help reduce fleas while
allowing owners to monitor
the extent of a given flea
problem. Fleas caught in the
comb should be drowned in
soapy water. Also, vacuum
frequently to rid your carpets,
floors and crevices of fleas
and their eggs. Dispose of
any used vacuum bags imme-
diately so fleas don’t escape
and re-infest the room.
In the case of an extreme
pet, frequent soapy baths are
a great way to control fleas.
Pet bedding should also be
washed weekly in hot water.
Outside of the house—where
your pet romps and frolics—
keep your grass and shrub-
bery clipped short to increase
dryness and sunlight, which
inhibits fleas. Nematodes—
all-natural non-chemical bio-
logical agents available at
most garden stores—will get
rid of fleas in problem areas
outdoors.
Of course, all this dili-
gent work might still not be
enough to keep fleas at bay, so
you may need to turn to prod-
ucts formulated with essen-
tial oils that repel insects but
do not harm pets or people.
Be sure to start with small
doses and monitor pets and
family for allergic responses.
Another non-pesticide option
is S-Methoprene, a so-called
Insect Growth Regulator
which halts the growth of
chitin, the substance that cre-
ates an insect’s exoskeleton,
and won’t harm humans or
pets. S-Methoprene is best
used as a tool in preventing
an extended infestation since
adult insects are unaffected
by it.
With the federal govern-
ment apparently uninterested
in banning tetrachlorvinphos
and propoxur from flea prod-
ucts, NRDC is taking the issue
straight to the people. Via
its GreenPaws.org website,
users can customize a letter
to PETCO and PetSmart, the
nation’s two largest pet sup-
ply retailers, asking them to
stop selling products contain-
ing such dangerous chem-
icals. And whether or not
these companies will heed
the call may well depend on
consumer behavior, so the
more you buy safer alterna-
tives, the better.

active throughout her life,
she’s identified with the
American liberal position,
she clerked for two activ-
ist judges,” said Sen. Jeff
Sessions of Alabama,
the top Republican on the
Judiciary panel that will hold
hearings on Kagan’s nomina-
tion.
Sessions said he asked
Kagan during a lengthy meet-
ing whether she understood
she might be called upon
as a justice to issue rulings
that might disappoint her
“fans and supporters.” The
50-year-old solicitor general

Woods revealed tests showed
an inflamed neck joint that
causes pain and makes it hard
to turn his head, an injury that
will require little more than med-
icine, massages and rest.
Woods had an MRI that
revealed inflammation in a
facet joint of his neck. He wrote
on his website that when facet
joints are inflamed, it causes
pain in the area along with
headaches and difficulty rotat-
ing the head.
He withdrew from the
final round of The Players
Championship on Sunday after
a week in which he was seen
stretching and rolling his neck.
Woods said his neck had been
bothering him since before he
returned from a 5-month layoff
at the Masters and that it was
not related to the Nov. 27 car
accident when he ran into a

Michael Young, Max Ramirez and
Hamilton all homered and each had three
hits to help the Rangers take over sole
possesion of first in the AL West after

Rookie Justin Smoak also connected

MINNEAPOLIS — Denard Span and

The Twins were shut out in each of
Pavano’s last two outings. Pavano (4-3)

Delphos FFA conducts Food For America Program

Did you know that more than 18 percent of
all Americans are employed in the industry of
agriculture? To most people, this information
comes as a complete surprise. The food we eat,
the clothes we wear, the paper on which this
information appears, or perhaps even the ink
that printed it — all are based in agriculture.
Agriculture is America’s largest industry,
employing more than 21 million people in
everything from growing food to selling it
at the supermarket. And less than 2% of
Americans are actually farmers and ranchers.
Today’s agriculture employs people in
many different professions. They include
specialists in production agriculture,
processing, distribution, trade and marketing,
the environment, nutrition food safety,
research, agricultural policy and nearly 200
other career areas.
Agriculture has grown into a high-tech,
futuristic enterprise. It is America’s largest
single business. Because of this growth,
the United States has evolved from a nation
in which producers could provide only for
themselves to one in which we are helping
provide for the basic needs of the world’s
population.
The Food for America program and the
Delphos FFA Chapter gave over 150 third-
graders the opportunity to experience first
hand, the processes of agriculture — all the way
from production to retail sales. Third graders
from Franklin Elementary, Landeck and St.
John’s, had the opportunity to accompany the
Delphos FFA through seven tours throughout
the day. The tours included: Hempfling’s Dairy
Farm, Jim Miller Beef Farm, Brennco Swine
Farm, Mox Nursery, Heidlebaugh Sheep Farm
and Chief’s Supermarket.
During lunchtime at Stadium Park, the
students had the opportunity to interact with
our FFA students in correlation to learning
about farm and gun safety and wildlife from
FFA members and Gary Dilworth.

Iran loosening grip on al-Qaida’s chain

WASHINGTON — Al-Qaida operatives
who have been detained for years in Iran have
been making their way quietly in and out of the
country, raising the prospect that Iran is loosen-
ing its grip on the terror group so it can replenish
its ranks, former and current U.S. intelligence
officials say.
This movement could indicate that Iran is re-
examining its murky relationship with al-Qaida
at a time when the U.S. is stepping up drone
attacks in Pakistan and weakening the group’s
leadership. Any influx of manpower could hand
al-Qaida a boost in morale and expertise and
threaten to disrupt stability in the region.
U.S. officials say intelligence points to a wor-
risome increase in movement lately.
Details about al-Qaida’s movements and U.S.
efforts to monitor them were outlined to The
Associated Press in more than a dozen interviews
with current and former intelligence and coun-
terterrorism officials, most of whom spoke on
condition of anonymity because they were not
authorized to discuss the matter.
The relationship between Iran and al-Qaida
has been shrouded in mystery since the U.S.-led
invasion of Afghanistan in 2001, when many
al-Qaida leaders fled into Iran and were arrested.
The Shiite regime there is generally hostile to the
Sunni terrorist group, but they have an occasional
relationship of convenience based on their shared
enemy, the U.S.
U.S. intelligence officials have tried wiretap-
ping and satellite imagery to watch the men. The
CIA even established a highly classified program
— code-named RIGOR — to study whether it
could track and kill terrorists such as al-Qaida in
Iran. Results have been mixed. Monitoring and
understanding al-Qaida in Iran remains one of the
most difficult jobs in U.S. intelligence.
“This has been a dark, a black zone for us,”
former CIA officer Bruce Riedel said. “What
exactly is the level of al-Qaida activity in Iran has
always been a mystery.”
That activity has waxed and waned, officials
said. Sometimes the men could travel or com-
municate with other operatives. Other times, they
were under tight constraints and the U.S. consid-
ered them to be out of commission. There was no
obvious pattern to the movement.
The departures began in late 2008 as the U.S.
stepped up international efforts to sanction Iran
for its nuclear program. Saad bin Laden, one of
Osama bin Laden’s sons, was allowed to leave
the country around that time with about four
other al-Qaida figures.
Since then, U.S. intelligence officials say,
others have followed. One former CIA official
familiar with the travel identified the men as
moneymen and planners, the kind of manpower
al-Qaida needs after a series of successful U.S.
drone attacks on al-Qaida’s ranks. But a senior
counterterrorism official said the U.S. believes
anyone who has left Iran recently is likely to be
lower-level.
A major concern among U.S. officials is that
this movement foreshadows the release of al-
Qaida’s “management council,” including some
of al-Qaida’s most dangerous figures.
Most recently, the concern focused on Saif
al-Adel, an Egyptian-born confidant of Osama
bin Laden who is on the FBI’s most wanted
list in connection with the 1998 bombings of
U.S. embassies in Kenya and Tanzania. In the
past year or so, intelligence officials circulated a
bulletin saying al-Adel, one of al-Qaida’s found-
ing fathers, was traveling to Damascus, Syria.
The U.S. is offering a $5 million reward for his
capture.
The Damascus connection ultimately was dis-
proved but, underscoring the difficulty of monitor-
ing the men, U.S. intelligence officials are divided
on whether Saif has been allowed to travel in the
region. The senior counterterrorism official said
there’s no clear evidence Saif has left Iran.
“Regardless of where he is, we haven’t forgot-
ten about him or stopped looking for him,” said
Don Borelli, the assistant special agent in charge
of the FBI’s terrorism task force in New York.
“He’s a most-wanted terrorist and we intend to
find him.”
The roster of al-Qaida figures in Iran is
something of a who’s who for the terror group.
One is Abu Hafs the Mauritanian, a bin Laden
adviser who helped form the modern al-Qaida
by merging bin Laden’s operation with Ayman
al-Zawahiri’s Islamic Jihad. Al-Qaida’s longtime
chief financial officer, Abu Saeed al-Masri, has
been held there. So have bin Laden’s spokesman,
Suleiman Abu Ghaith, and Mustafa Hamid, an
al-Qaida trainer with a terrorism pedigree that
spans decades.
Several members of bin Laden’s family also
have been under house arrest.
All fled into Iran after al-Qaida’s core split
up after the 9/11 attacks. Bin Laden led some
confidants toward the mountainous border with
Pakistan. Al-Adel led others into Iran, which has
historically allowed al-Qaida members safe pas-
sage through the country.
Iran arrested the men in 2003 and has held
them as both a bargaining chip with the U.S. and
as a buffer against an al-Qaida attack.

Records allege man killed stepson

SALT LAKE CITY — Newly released police records show
a Utah man held in the slaying of his 4-year-old stepson became
increasing violent toward the boy in the days leading up to the
child’s death, then disfigured the boy’s face before burying his
body in a canyon.
Police unearthed Ethan Stacy’s body Tuesday, just 10 days
after investigators say a Virginia judge sent the boy to spend the
summer with his mother in Layton, about 25 miles north of Salt
Lake City.
Investigators said they obtained photographs and video images
of the boy’s worsening condition from his mother’s cell phone,
starting shortly after the boy arrived.
The injuries resulted from the stepfather, Nathanael Sloop,
“engaging in a systematic and progressively more violent pattern
of abuse toward Ethan,” Layton police detectives wrote in inter-
view summaries.
The documents say Sloop was angry with the child and “tried
everything” to discipline him. They did not say why Sloop, 31,
was angry.
The stepfather acknowledged hitting the boy, which caused his
face to swell, and leaving him in a locked bedroom May 6 while
the couple went to get married in Farmington, about 10 miles
away, according to the probable cause statements used to support
arrest warrants and detention in jail.
Sloop and the boy’s mother, Stephanie Sloop, 27, feared his
injuries would alert authorities if they took him along to the court-
house wedding, the documents state.
Stephanie Sloop told police she sought no medical attention for
Ethan because she was afraid Nathanael Sloop “would harm her,”
Detective Brooke Plotnick wrote.
The couple told police they found Ethan dead in his bed Sunday
morning, and that Nathanael Sloop buried him later that day.
Stephanie Sloop told investigators she bought two cans of
lighter fluid for Nathanael Sloop to burn the body before it was
buried. The reports didn’t say whether that was actually done.
They did, however, conclude that after the boy died, Nathanael
Sloop used a hammer to disfigure his face and teeth “in an effort
to defeat or delay identification.”
Prosecutors are awaiting autopsy results but expect to file
charges against the couple Friday. Nathanael Sloop was arrested
on suspicion of aggravated murder. He and the mother face addi-
tional charges of desecration of a corpse, along with felony child
abuse and obstruction of justice, police said.
The Sloops are being held at the Davis County jail.
Attorney Richard Gallegos, who has represented Nathanael
Sloop in previous criminal cases, did not return a message
Wednesday. It was unknown if Stephanie Sloop had an attorney.
Los Angeles to boycott Arizona

LOS ANGELES — The City Council voted Wednesday to
boycott Arizona businesses, making Los Angeles the largest
city to take such action to protest the state’s tough new law
targeting illegal immigration.
The 13-1 vote, which came after emotional discussion in
which several council members recounted their immigrant
ancestors, was largely symbolic since only a small percentage
of the city’s business dealings are affected.
“An immigrant city, an international city, (Los Angeles)
needs to have its voice heard,” Councilman Ed Reyes said. “It
is crucial this great city take a stand.”
The resolution is expected to be signed by Mayor Antonio
Villaraigosa. It bars the nation’s second-largest city from
conducting business or reaching new contracts with Arizona
businesses unless the immigration law is repealed, and also
prohibits most city business trips to the state.
Los Angeles has investments and contracts in Arizona
worth as much as $58 million, much of which involve airport,
port and energy service that can’t lawfully be affected by the
boycott. That leaves about $7.7 million in city contracts that
could possibly be affected, said Councilwoman Janice Hahn,
who co-authored the resolution.
Some of those contracts include helicopter services, Taser
guns, waste management, engineering and surveillance equip-
ment.
“Maybe some of those jobs and businesses could come back
to L.A. and California,” Hahn said.
The resolution claims that Arizona’s new law encour-
ages racial profiling and is unconstitutional. The law, set to take
effect July 29, requires police enforcing another law to question
a person about his or her immigration status if there is “reason-
able suspicion” that the person is in the United States illegally
and makes it a state crime to be in the country illegally.
Several lawsuits seeking to block its implementation are
pending in federal court.
Some polls have shown strong popular support for the
Arizona law, and critics are concerned that other states may
follow up with their own versions.
Several cities have passed resolutions or urged boycotts to
protest the law, including California cities such as Oakland and
San Diego. A nonbinding resolution approved Tuesday by San
Francisco city supervisors urges a boycott of Arizona-based
businesses and asks sports leagues not to hold championship
games or tournaments there.
Arizona Gov. Jan Brewer said the boycotts are unfortunate
and misguided, primarily because the law mirrors a federal
requirement that legal immigrants carry immigration papers.
“It’s already the law in the United States, and I have a
responsibility to stand up and protect the people of Arizona and
we will do that,” Brewer said Tuesday.
Charges that the law will lead to racial profiling are “just
pure rhetoric,” Brewer said.
Police chief fired, suit over death of mentally-ill man settled
PORTLAND, Ore. (AP) — Portland Mayor Sam Adams
fired the city’s police chief Wednesday, a day after the city
agreed to pay $1.6 million to settle a lawsuit over the death of a
mentally ill man in police custody.
Adams said at a City Hall news conference the factors that
went into his decision were “cumulative” but that he made up
his mind Tuesday night and met with Police Chief Rosie Sizer
on Wednesday morning.
He praised Sizer for her four years as chief, saying she “has
accomplished some remarkable reforms” at the Portland Police
Bureau.
But the mayor added: “Too often though, the reforms have
come after, or in reaction to, failures at the bureau. I want to put
the bureau on a more proactive reform path.”
Adams named Mike Reese, the Central Precinct commander,
as the new chief, effective with the announcement.
Adams said Sizer would take her remaining vacation time
until she can officially retire on July 15 to preserve her full
benefits.
Sizer could not immediately be reached for comment follow-
ing the announcement.
The mayor also said he would take over immediately as
police commissioner, a traditional role for the Portland mayor
but one that Adams had delegated to City Commissioner Dan
Saltzman.
On Monday, Sizer criticized the mayor’s proposed budget,
and was joined by Saltzman. Adams said Wednesday the dis-
pute over the budget “forced the timeline” of his decision to
Gas prices expected to decrease

Gas prices are poised to fall as Memorial Day approaches, a
welcome change for motorists who have gotten used to seeing
increases cut into their summer vacation money.
Experts who had been predicting a national average of more
than $3 per gallon by Memorial Day now say prices have likely
peaked just beneath that threshold. Rising supplies and concerns
about the global economy have helped send wholesale gasoline
prices plummeting by 22 cents a gallon since last week.
The decline in prices is starting to filter down to motorists,
but it will take several weeks for the full effects to be reflected
in pump prices, which average $2.90 nationwide.
By summer, the nationwide average could be below last
summer’s peak of around $2.70 a gallon, says Tom Kloza of
Oil Price Information Service. In July 2008, the retail price of
regular gasoline peaked at $4.11.
Economists say the coming drop in energy costs will not have
a significant impact on overall consumer spending or economic
growth. But motorists will feel better having a little more money
to save or spend on clothes, dinner or a summer vacation.
The massive oil spill in the Gulf of Mexico has had no impact
on fuel prices because it’s had only minimal impact on petro-
leum production, analysts say.
Predictions of $3-a-gallon gas have come true in 10 states,
including California, Hawaii, Illinois, New York and Nevada.
Distance from the nation’s refining hub along the Gulf Coast or
high taxes are contributing factors.
If pump prices fall by 22 cents per gallon — in line with the
decline at the wholesale level — that will knock about $11 off
the fuel bill of a typical motorist burning 50 gallons a month.
Economist Ken Mayland of ClearView Economics suspects
most drivers will view the lower prices as temporary and that
they’ll pocket the savings.
The federal government’s Energy Information Administration
has been forecasting a nationwide average of $3 a gallon for at
least a part of the driving season. It’s not ready to concede that
gasoline prices have reached their high point.
EIA’s Tancred Lidderdale said a resolution to the debt crisis
in Europe, a decline in the dollar and fresh signs of global eco-
nomic growth could send oil prices back up.
April consumer spending falls
NEW YORK (AP) — Americans pulled back from the malls
in April, spending less in retail outlets than they did in March,
figures released today show.
The lull comes on the heels of three straight month-to-month
gains in the retail spending figures, released by MasterCard
Advisors’ SpendingPulse.
April’s business was hurt by cool weather as well as an early
Easter that spurred sales in March. But the speed bump also shows
that the economy remains on uncertain ground, according to
Kamalesh Rao, director of economic research for SpendingPulse.
Including goods from food to clothing to gasoline — but
excluding cars — U.S. retail sales fell 2 percent last month from
March, according to SpendingPulse, which estimates spending in
all forms including cash.
That month-to-month decline followed a 1.4 percent increase in March,
a 1.9 percent gain in February and 2.8 percent increase in January.
Excluding both gas and auto sales, retail spending rose 0.3 per-
cent in April from March. In March, that figure rose 1.3 percent and
ticked up 0.6 percent in February compared with the prior months.
Retail sales growth, excluding auto sales, cooled from year-
ago levels as well. Retail sales excluding autos rose 6.1 percent in
April, following a 6.9 percent increase in March and a 6.4 percent
gain in February compared with a year earlier. The year-over-
year figures are not seasonally adjusted, but the month-to-month
figures are seasonally adjusted.
“We’re still in recovery mode. This is not being reversed,”
Rao said. But he noted that “this is a reminder that even though
we have seen a rebound, we are still in an environment of high
unemployment and relatively high savings rate.”
Rising gasoline prices also helped to depress overall figures,
Rao noted. He said that gasoline pumping was down 1.1 percent
in April compared with a year earlier as customers slashed their
spending on gas. Increases in gas prices tend to boost overall retail
sales, but because April precedes the driving season, consumers
have more room to cut back on spending on gas.

they will have to take on more of that role as a practical matter.
“We are overwhelmed with the demand for services,” Adams

$2.8 billion in anticipated additional cuts from the state budget,
I wish I could say that’s going to change, but it’s not.”
Jason Renaud, co-founder of the Mental Health Association
of Portland, said police in Portland are following a national
trend.
“Cops are social workers,” Renaud said. “They manage peo-
ple with mental illness and addiction problems every day. They
don’t bring down bank robbers and murderers every day.”
On Tuesday, Saltzman announced the $1.6 million settlement
in the police custody death lawsuit and made a public apology
to the family of James Chasse Jr., who died in September 2006
after he was tackled by officers on a street corner, breaking 16
ribs and puncturing his lung.
Chasse, 42, suffered from schizophrenia, and his family sued
the city, Multnomah County and an ambulance company. The
county settled for $925,000, and American Medical Response
settled for a reported $600,000.
Two Portland officers involved in the arrest were disci-
plined, and Sizer launched a reform program for dealing with
the mentally ill that includes 40 hours of crisis intervention
training for all officers.
Other border states shun
Arizona’s immigration law
SAN DIEGO (AP) — New Mexico’s governor says it is a
step backward. Texas isn’t touching it. And California? Never
again.
Arizona’s sweeping new law empowering police to question
and arrest anyone they suspect is in the U.S. illegally is finding
little support in the other states along the Mexican border.
Among the reasons given: California, New Mexico and
Texas have long-established, politically powerful Hispanic
communities; they have deeper cultural ties to Mexico that
influence their attitudes toward immigrants; and they have
little appetite for a polarizing battle over immigration like one
that played out in California in the 1990s.
But perhaps the biggest reason of all is that the illegal flow
of people across the border is seen as a more acute problem,
and a more dangerous one, in Arizona.
In the 1990s, the U.S. government added fences, stadium
lights and more agents to the border in Southern California and
Texas, forcing a shift in the flow of illegal immigrants that has
now turned Arizona into the single biggest gateway for people
sneaking into the country from Mexico. The influx has led
to a sharp increase in kidnappings, home invasions and other
violence tied to drugs and human smuggling.
“The flow has moved east, and the debate has moved east as
well,” said Dan Schnur, director of the University of Southern
California’s Jesse M. Unruh Institute of Politics.
Arizona’s population of illegal immigrants has increased
fivefold since 1990 to around 500,000. The Tucson region
replaced San Diego as the top place for Border Patrol arrests
in 1998 and accounts for nearly half the total. And Phoenix has
been dubbed the kidnapping capital of the U.S., with an aver-
age of one abduction per day in recent years.
The other border states have older, larger and more cultural-
ly entrenched and politically connected Hispanic populations.
California and Texas were forced to deal with illegal
immigration decades ago. Both states saw surges in the 1980s
because of Mexico’s shaky economy and the civil wars that
wracked Central America. But many who entered illegally
became voters under a 1986 federal law that granted amnesty
to 2.7 million people.
That political clout is evident today, with city councils from
Oakland to San Diego condemning the Arizona law and 50,000
people demonstrating in Los Angeles on May 1 in support of
immigrants. On Wednesday, Los Angeles became the nation’s
largest city to boycott Arizona over the law, when the City
Council voted 13-1 for sanctions that could include canceling
some $8 million in contracts.
