Project Description:
Wind energy is a source of renewable power which comes from air current flowing across the
earth's surface. Wind turbines harvest this kinetic energy and convert it into usable power which
1
can provide electricity for various purposes. Wind energy is one of the fastest growing sources of
new electricity generation in the world today. In this project, sustainable energy source i.e. wind
energy is built to tackle power crisis at national level. In wind power generation most important
thing is the area, where wind farm is going to be constructed. This project is going to build at the
bank of river Sindh near Mirpur Bathoro in District Thatta. 6 square kilometers land require for
this project is provided by the Government of Pakistan. This project aims to provide 1500 MW
electricity for longer period of time. In the end it will be a valuable addition of electricity in
National Grid. The project is sponsored by Government of Pakistan with the help of Ministry of
Water and Power. Estimated time span for completion of project is six months.
Project Scope:
The demand for energy has increased in tremendous proportions in the last few decades in
Pakistan, the same is expected to increase further in coming years. Current demand of electricity
in Pakistan is 23000 MW, while total production in Pakistan is 17000 MW through different
resources i.e. 60 % from fossil fuel, 30 % from hydro power and 10 % from nuclear power. Wind
energy is the possible clean and low cost renewable resource for production of electricity. This
project will contribute 1500MW in the national grid station and it will revive the industry and
businesses, which are already declining due to shortage of electricity. The project will ultimately
contribute in the generation of direct and indirect employments. The consumers are not only
facing the shortage of the electric power but per unit cost is also high, which mainly contribute to
high production cost and major hurdle to compete in the regional and international market. The
project need less investment in installation of the power station as compare to other options,
logistically feasible as the location as well as market is close to the sea port, just 150 km
transmission lines needed to the national grid station and the operation cost are significantly less
than the other sources of electricity production.
When large arrays of wind turbines are installed on farmland, only about 2% of the land
area is required for the wind turbines. The rest is available for farming, livestock, and
other uses.
Each megawatt-hour of electricity that is generated by wind energy helps to reduce 0.8 to
0.9 tons of greenhouse gas emissions that are produced by coal or fuel generation each
year.
Serious security threats for engineers and workers. (as linguistic based discrimination
observed in the territory in the past)
Weather conditions assumed suitable for work.
A minimum air speed between 20 kph to 30 kph. (minimum required for feasible
generation of electricity)
6 square kilometers land for the wind farm will provided by the Government of Pakistan

Other Requirements
Government of Pakistan:
Applied T & Ts: Meeting with Government Officials
Government of Sindh:
Applied T & Ts: Meeting with Officials
Local labor should be hired for work.
Harmful environmental factors should keep under control for the safety of public and
area.
The flow of Sindh River should not be drifted.
Business Requirements:
The main requirement for this project is to reduce shortage of electricity in Pakistan by spending
minimum financial resources. Government of Pakistan and WAPDA is the financial beneficiaries
of the project. This project will not only reduce the shortage of electricity also generate
reasonable amount of revenues for the WAPDA to install more project like this. The payback
period of this project is 7 to 8 years.
Solution Requirements:
This project provides the solution for load shedding in Pakistan. Wind Energy is the one of the
fastest growing renewable channel for energy production. This will also reduce per unit cost of
electricity as well as dependence on imported fossil fuel. Some energy is always lost or wasted
when one form of energy is converted to another. The lost energy is usually in the form of heat,
which dispels into the air and cannot be used again but in the case of wind energy, we can save
the maximum amount of energy as wastage is very much low.
Transition Requirements:
10
After the installation and handing over the control of farm to the WAPDA, there is a requirement
as they will not be able to handle the newly installed equipment. So transition phase required to
train the related persons for the maintenance and operations of the wind farm in future.
Project Requirements:
Followings are the essential requirements for the wind farm.
Quality Requirements:
The quality of the turbines and other equipment should be meeting the international standards
and have Non-Destructive Testing Certification. As per the requirement of the project all the
equipment should have the effective service life of 20 to 30 years. And the quality of building for
power grid should be according to PPRA rules and regulations.
Project Exclusions:
Following are the components not included in the project.
Assumptions:
Following assumptions should be according to the expectation and also in time otherwise project
team will not responsible for any kind of problems like behind the schedule, overrun cost etc.

Quality Planning:
There are many stages to consider in the development of wind turbine or firm can be approved
and built. Once a site has been selected for construction, over all potential and the work begins
on several main tasks. And also the following tasks should be kept in mind.
Land Acquisition:
In the process, developers if not already the owners themselves usually approach the land owner
to negotiate agreements to use their land as the project progresses the developer will seek to
convert the option into land lease agreement.
20
Wind Assessment:
A data is used to estimate how much the energy the wind firm will produce. Its often assumed
that this has to be carried out before any serious consideration is planned.
Quality Assurance:
The key benefit of this process is that its facilitating the improvement of quality process. The
inputs tools and techniques and outputs are as follow:
Input:
Building of power grid and turbines foundation.
Power generation of each turbine.
Fencing around the wind farm.
Output:
The project will be completed in a manner that meets the specified requirement and expectations.
Quality Control:
We use the quality control to assure the quality of all the windmill equipments and the weekly
inspection of the installed turbine and building material inspection to assure the quality of all the
equipment, materials, structures and the component and the system utilized in the construction
manufacturing operations of all types of industry facilities. It also verify the material parts and
final products through the independent checks, audits and inspections.
Standardization:
Following are the standards and certifications which should be met to ensure the quality of the
project.
IEC 61400
International Standard published by the International Electrotechnical Commission regarding
wind turbine. These are the requirements made to ensure that wind turbines are appropriately
21
engineered against damage from hazards within the planned lifetime. The standard concerns
most aspects of the turbine life from site conditions before construction, to turbine components
being tested, assembled and operated.
IEC 61400-3
61400-3 provides design requirements for offshore wind turbines. In our project most of the
turbines are going to install offshore.
IEC 61400-4
This Standard provides guidance on the analysis of the wind turbine loads in relation to the
design of the gear and gearbox elements. Also provide guidance on the engineering of shafts,
shaft hub interfaces, bearings and the gear case structure in the development of a fully integrated
design.
IEC 60076-16
Above mentioned IEC standard applies to dry-type and liquid-immersed transformers for rated
power. Quality transformers in the power grid as well as with the turbines are highly important
for the reliability of the project in the long run. So we are going to meet the standards for the
satisfaction of our clients.
ISO 9001-2015
This standard is based on a number of quality management principles including a strong
customer focus, the motivation and implication of top management, the process approach and
continual improvement.
ISO 14000
The ISO 14000 family of standards provides practical tools for companies and organizations of
all kinds looking to manage their environmental responsibilities.
These are primary standards we are going to meet for the quality of project. Other International
Standards are also kept in mind for the satisfaction of our clients. Other standards at National as
well as Provincial level also considered in the construction and installation of wind farm.
