premire spcificit de la souverainet, qui la distinguera du pouvoir monarchique dont

La Saint-Barthlmy est contemporaine de la publication des Six Livres de la Rpubliqu

Those contending for too much authority are identi able as the theorists of divine
right, who rose to renewed prominence in the face of the parliamentary attack o
n the English crown in the early
s. All political power, these writers declare, is na
turall.
God is its immediate Author
and all rulers acquire it from divine ordinati
ther than from the consent of the people, who have no more possibility in right t
o choose their Kings, then to choose their Fathers.
Hobbess vision of the state as a
n arti cial person authorised by its own citizens has the effect of challenging ev
ery element in this argument. All political power, he replies, is Arti ciall.
The only
source from which the authority of the state can validly ow is the consent of eve
ry one of the Subjects.
The capacity of sovereigns to act as legitimate representat
ives of the state must therefore be derived originally from the consent of every
one of those that are to bee governed.
The state is a wholly human contrivance, not

So far the best response is that military competition in Europe gave the Europea
ns an edge. The argument has been formulated most cogently by Paul Kennedy, who
points to Europes competitive markets and persistent military rivalries. In his v
iew, while military rivalry created an arms race, competitive markets fostered m
ilitary innovation and kept any one country from taking over the continent and b
ringing the competition to a halt.

Nor do ongoing military rivalries always promote innovation. They in fact failed
to do so in eighteenth-century India and Southeast Asia. The case of India, as
we shall see, is particularly illuminating, for like Europe it had markets and i
ncessant warfare, and the combatants were quick to adopt the latest weapons and
tactics. The innovations, however, by and large originated in the West.

Sovereigns on the other side of the world, however, seemed far less bellicose. T

view could easily conquer neighboring states, neither the emperors nor Chinese
officials had any interest in doing so. Certainly, this is very different from ou

Warfare was indeed the sole purpose of the early modern states in western Europea
t least if we judge by what they levied taxes and borrowed money for. True, fund
s were spent on justice and palaces, and there was a pittance for transportation
and famine relief. But the sums expended were minimalmere pocket change, at leas
t for the major powers. Even the grandest of royal residencesthe palace of Versai
llesabsorbed less than 2 percent of Louis XIVs tax revenues. Meanwhile, 40 to 80 p

of armies and navies that fought almost without interruption (table 2.1).

The city-state has been always far less characteristic of other parts of the wor

Thus while the new Roman Italia was basically a land state established and susta

Greek. Greek art, architecture, philosophy, religion and many aspects of govern

In reality Venice belonged to the west only by her geographical location, maintai
ned Pirenne, in the life that animated her and the spirit that inspired her, she
was foreign to it. 11 Many aspects of Venetian history and culture bear this out.
St Mark was from Jerusalem via Alexandria, and Venices most potent symbols, the
winged lions of St Mark, are of eastern origin. According to Morris, the Piazzo
San Marco is unmistakably an expatriated Byzantine forum and its most famous archi
