FY17P12Funding
ThebillincreasesGeneralStateAidfundingby$331million,andincludesa$250millionequitygrant
thatwouldbedistributedbasedontheproportionofSupplementalGeneralStateAid(knownasthe
povertygrant)eachdistrictreceivedinFY16.Thebillalsoincludesa$75millionincreasetoEarly
ChildhoodEducation,whichislevelwiththeGovernorsintroducedbudget.Thebillprovidesfundingfor
thefull2017fiscalyeartoensureschoolsopenontimeandwiththemeanstooperatetheentireschool
year.
Thebillalsoincludesfundingforthefollowingprograms:

MandatedCategoricals$1.8billion
AgricultureEducation$1.8million
BilingualEducation$63.7million
StudentAssessments$44.6million
CareerandTechEducation$38million

Operations
Over$720millionwillbeappropriatedfromtheBudgetStabilizationfund($275million),GRF($420
million)andtheCommitmenttoHumanServicesFund($31million)forstateoperationalexpenses.
AppropriationsfromGRFaretiedtoforgivenessoftheinterfundborrowingthatiscurrentlydueby
December31,2016.
Thesefundswillpayforcoststhathavebeenincurredatstatefacilitiesandagenciesforexpensessuch
asutilities,food,medicalcare,gas,autorepairsandmore.

HigherEducation
Thebillprovides$1billioninfundingforuniversities,communitycolleges,MAPgrants,adulteducation
programs,careerandtechnicaleducationprograms,IMSAoperationsandotherhighereducation
relatedgrantsandprograms.AppropriationscanbeusedtofundbothFY16andFY17expenses.This
reflectsaplandevelopedbymembersofthebudgetworkinggroup.

$655milliontotheninestateuniversities
o CSU,EIUandWIUareprovidedwithadditionalfundsthatwhenaddedtotheportion
theyreceivedinPA99502(stopgapbill)equatesto90%oftheFY15fundinglevelfor
theschools
o Theremainingsixschoolswillreceiveproportionalfundingtobringthemallto82%of
theFY15fundinglevel

$114milliontocommunitycollegesincludesCityCollegesofChicago
$20millionforemergencyexpensesintheeventauniversitiesorcommunitycollegehasafiscal
emergencypriortotheendof2016
$151milliontopaytheremainingFY16MAPclaims
$50millionforAdultEducationandCareerandTechnicalEducationprogramstopreventthe
lossoffederalfunds
$5milliontoIMSAforoperations(personalservicesarepaidbycourtorder)
LumpsumsareprovidedtotheBoardofHigherEd,ISACandICCBtoallowthemtofunda
portionofgrantsprogramswhichmayincludeLineofDutyAwards,GoldenAppleandstudent
reenrollmentgrants.

HumanServices
Thebillincludesover$670millioninresourcesfromtheCommitmenttoHumanServicesfundwhichis
allocatedforgrantsandprogramsnotcoveredbyaconsentdecree.Themajorityoftheresourcesinthe
fundarefromFY16andcontentsofSB2038willberolledintothebillandthefundingwillbeauthorized
forcostsincurredinFY16andFY17.
IncludedinthebillisfundingfornonMedicaidclientsservedthroughtheCommunityCareProgram,
addictiontreatmentprogramandforindividualsreceivingmentalhealthservices.Thebillalsoincludes
fundingfortheBreastandCervicalCancerScreeningprogram,AIDS/HIVservices,AdultandJuvenile
Redeploy,seniorservices,homelessservices,youthprograms,funeralandburialservices,immigration
services,minorityfamilycommissionsandmore.
Aportionofthefundsrequestedbytheadministrationforoperationalexpenseswillbeusedtoprovide
fundingfortheprogramsthatagenciesdidnotenterintocontractsforservicesinFY16.Theseprograms
includeimmigrationservices,autismservices,TeenReachandotheryouthprograms.
Thefundinglevelprovides65%of18monthsoffundingfortheseprogramsandgrants.Providerswho
alsoserveMedicaidclientsorprovideservicesunderaconsentdecreewillcontinuetoreceivefunding
atthesamelevelasFY16.

Capital
ThebillincludesthefullIDOTcapitalprogramforroadandtransit,appropriationstotheCapital
DevelopmentBoardtorestarthaltedverticalprojects,fundingforparkdistricts,waterandsewer
projectsandschoolconstruction.

OtherStateandFederalFunds
ThebillincludesallremainingFY16OSFappropriationsthathavenotyetbeenenactedaswellasfull
yearappropriationsforFY16andFY17fortraditionalotherstateandfederalfunds.

SB318
SB318allowstheCPSBoardofEducationtolevyupto$250millioninpropertytaxeswhichwillbeused
tomakepaymentsintotheChicagoTeachersPensionfund.

SB2822
SB2822requiresthestatetocontributethenormalcosts,totaling$205million,forFY17onlytothe
ChicagoTeachersPensionFund.Forcomparison,theFY17normalcostforTRSisover$950million.

SB1810
SB1810isabudgetimplementationbilltoaddresssubstantiveissuestiedtoSB2047,which
includeforgivenessoftheinterfundborrowinginordertofundstateoperationsandsetting
guidelinesfortheBoardofHigherEdtoadministeranyemergencyfundingtouniversitiesor
communitycolleges.
