The cover of the 2014 PSA Annual Report shows four (4) arms intertwined with each other that symbolize
the four (4) statistical offices comprising the PSA that were merged by virtue of RA 10625 in September
2013. These arms are assigned with colors that signify their former statistical identities, namely: red for
the Bureau of Labor and Employment Statistics (BLES), green for Bureau of Agricultural Statistics (BAS),
yellow for National Statistics Office (NSO), and blue for National Statistical Coordination Board (NSCB).

PSA Board Members

September 2014 marked a


significant event for the Philippine
Statistical System (PSS): the first
anniversary of the Philippine
Statistics Authority (PSA). As the
first National Statistician appointed
in April 2014, I strive to instill the
vision of a solid and responsive
PSA. Solid means a strong,
reliable, independent, and robust
organization founded on the best
practices and accomplishments
of the four (4) statistical agencies
- Bureau of Agricultural Statistics
(BAS), Bureau of Labor and
Employment Statistics (BLES),
National Statistical Coordination
Board (NSCB) and the National
Statistics Office (NSO) that merged
into the PSA. Responsive refers to
a relevant, consultative, accessible,
and dynamic organization that
provides appropriate information to
its stakeholders such as policy and
decision makers who aim for better
lives for the Filipino people.
Since the PSAs inception, I am
proud to say that we are beginning
to take strides towards an
effective and efficient professional

Mandate
The PSA shall primarily be
responsible for the implementation
of the objectives and provisions of
R.A. 10625.

It shall plan, develop, prescribe,


disseminate and enforce policies,
rules and regulations and
coordinate government-wide
programs governing the production
of official statistics, general-purpose
statistics, and civil registration
services.

It shall primarily be responsible for


all national censuses and surveys,
sectoral statistics, consolidation of
selected administrative recording
systems and compilation of national
accounts.

The PSA shall:
a. Serve as the central statistical
authority of the Philippine
government on primary data
collection;
b. Prepare and conduct periodic
censuses on population, housing,
agriculture, fisheries, business,
industry, and other sectors of the
economy;
c. Collect, compile, analyze, abstract
and publish statistical information
relating to the countrys economic,
social, demographic and general
activities and condition of the
people;
d. Prepare and conduct statistical
sample surveys on all aspects
of socioeconomic life including
agriculture, industry, trade, finance,
prices and marketing information,
income and expenditure, education,
health, culture, and social situations
for the use of the government and
the public;
e. Carry out, enforce and administer
civil registration functions in the
country as provided for in Act 3753,
the Law on Registry of Civil Status;

f. Collaborate with departments of


the national government including
GOCCs and their subsidiaries
in the collection, compilation,
maintenance and publication of
statistical information, including
special statistical data derived from
the activities of those departments,
corporations and their subsidiaries;
g. Promote and develop integrated
social and economic statistics and
coordinate plans for the integration
of those statistics, including the
national accounts;
h. Develop and maintain
appropriate frameworks and
standards for the collection,
processing, analysis and
dissemination of data;
i. Coordinate with government
departments and local government
units (LGUs) on the promotion
and adoption of statistical
standards involving techniques,
methodologies, concepts,
definitions and classifications, and
on the avoidance of duplication
in the collection of statistical
information;

j. Conduct continuing
methodological, analytical
and development activities, in
coordination with the Philippine
Statistical Research and Training
Institute (PSRTI ), to improve the
conduct of censuses, surveys and
other data collection activities;
k. Recommend executive and
legislative measures to enhance
the development of the statistical
activities and programs of the
government;
l. Prepare, in consultation with the
PSA Board, a Philippine Statistical
Development Program (PSDP);
m. Implement policies on statistical
matters and coordination, as
directed by the PSA Board; and
n. Perform other functions as may
be assigned by the PSA Board and
as may be necessary to carry out the
purposes of this Act.

The PSA Board shall act on and decide matters before it through a Board Resolution by a majority vote of all its
members. A majority of the members of the PSA Board shall constitute a quorum in the conduct of its day to day
affairs and business.
All agencies of government are hereby mandated to comply with any and all directives requested by the PSA
Board, either motuproprio or through the PSA. Failure, without justifiable reason, by any agency to comply with
this mandate shall result in the filing of administrative and criminal cases against the erring government personnel
and the immediate superior concerned without prejudice to violation of any other law or regulation.

Milestones (Since September 2013)


In accordance with Philippine Statistical Act of 2013 (RA 10625), and its Implementing Rules and Regulations
(IRR), the transition period of the mandated Philippine Statistics Authority (PSA) went underway in order to effect
the changes and adjustments transparently in the most effective, objective, and seamless way possible.
12 September 2013

Republic Act 10625, otherwise known as Philippine Statistical Act of 2013, was signed
into law by President Benigno S. Aquino III.

December 2013

The Implementing Rules and Regulation (IRR) of RA 10625 was approved by the
PSA Executive Board and released for implementation.

Designation of Ms. Carmelita N. Ericta as Interim National Statistician (INS), along with
Ms. Lina V. Castro as Interim Deputy National Statistician (IDNS) for Censuses and
Technical Coordination Office, Ms. Paula Monina G. Collado as Interim Deputy National
Statistician (IDNS) for Civil Registration and Central Support, and Mr. Romeo S. Recide
as Interim Deputy National Statistician (IDNS) for Sectoral Statistics.

A proposed organizational structure and staffing pattern for the PSA was presented by the

end of March 2014. This process was conducted with utmost consideration for the

balance between the effective implementation of the PSA mandate as well as the welfare
of all concerns.
2 April

Designation of a PSA Change Management Team.

11 April
Dr. Lisa Grace S. Bersales was appointed by President Benigno S. Aquino III as the first

National Statistician of PSA. She assumed office on April 22, 2014. Socioeconomic

Planning Secretary and NEDA Director General Arsenio M. Balisacan signed her

assumption of duty at the National Economic and Development Authority office
in Pasig City.

The final draft of the Organizational Structure (OS) of the PSA has been approved in
principle by National Statistician Dr. Lisa Grace S. Bersales and Secretary of
Socioeconomic Planning and PSA Board Chairperson Dr. Arsenio M. Balisacan. The OS
contains information on the various units under the Office of the National Statistician
and the divisions under the Office of the Deputy National Statisticians for Sectoral
Statistics Office, Censuses and Technical Coordination Office and the Civil Registration
and Central Support Office

The PSA Change Management Team (CMT) Intranet was put online to improve
institutional communication and to facilitate the full merger of the four (4) affected

agencies whereby all the staff are informed of the activities during the PSA transition
period. Some of the contents that can be viewed on the Intranet were: 1) Bulletins,
2) Memorandum Orders, 3) Special Orders, 4) News/Updates on PSA activities,
and, 5) Frequently Asked Questions.

The Proposed Staffing Pattern for the PSA was presented by the World Bank Technical
Assistance (WBTA) Team to the PSA Executive Committee. On its second iteration, the
proposed staffing pattern contains the staff composition (number and salary grade)
of the various offices, divisions and units at the Central Office and at the Field Office. It
also shows a comparison of the number of staff as proposed and as per the approved
Rationalization Plan (RAT Plan) and also the number of warm bodies/filled positions by
office, division and unit.

Issuance of PSA Memorandum 2014-25 Survey of Preference in the PSA Structure


which seeks to gather inputs on the employees plans and assignment preference.

NS Bersales issued her vision for the PSA to the PSA management and staff. She
envisioned the PSA as a solid and responsive agency. She shared this vision to all who are
currently with PSA as she begin her journey as National Statistician.

First PSA Executive Meeting

Issuance of PSA Bulletin No. 7- 2014 discussing the Retirement Schemes and Incentives
for PSA Employees Seeking Retirement. This Bulletin aims to provide further
information on the various retirement options available under RA 1616, RA 660 and RA
8291,and applicable incentives under Article 69 of the RA 10625 Implementing Rules and
Regulations (IRR). This will also guide employees in making decisions on their
future plans as early retirement/separation is an option identified in the survey.

Issuance of United Accounts Code Structure (UACS) by the Department of Budget and
Management (DBM) for the PSA. The issuance of UACS organization code for an
agency, created as a result of merger/consolidation of existing ones, is consistent with the
business rules set forth in the UACS Manual.

11 August


A Transition Workshop was conducted with PSA Directors to simulate the organizational
structure from the current units and divisions. Officials under the three (3) offices (SSO,
CTCO, CRCSO) and the Office of the National Statistician (ONS) came up with
their transition work plans. The regional offices followed with their respective programs.

13-14 August



PSAs Interim Assistant National Statisticians (IANSs) participated in the Competency-


Based or Behavioral Evidence Interviewing activity. The behavioral evidence interview
process is based on the science of behaviorism and is said to be effective in predicting
future performance. The CSC competencies were thoroughly discussed and officials had a
stimulating time practicing this behavioral interview method.

Issuance of Special Order designating eight (8) Interim Assistant National Statisticians
and 17 Interim Regional Directors.

Designation of the Interim Director for Management and Corporate Planning Unit.

A Search Committee for Deputy National Statisticians comprised of Mr. Nicco de Jesus,

Mr. Tomas Africa and Dr. Rosemarie Edillon interviewed nine (9) candidates for DNS

positions. Their report has been submitted to the National Statistician for her
consideration.
2 September


The first Interim ManCom Meeting was held participated in by the NS, IDNSs, IANSs and
the IRDs. The meeting was basically a get-to-know-each-other session since it was the first
time that PSA officials met together. The NS gave her vision for the PSA and basic
transition concerns such as lines of reporting and physical transfer in the regions.

23-26 September

Interim Deputy National Statisticians (IDNSs) participated in a workshop on mediation


with WB consultant Dr. Danny Mallonga. Other officials who have not yet attended the
negotiation workshop went through the said activity.

1 October

The PSA website (http://www.psa.gov.ph) was launched at the opening ceremonies of the
25th National Statistics Month (NSM).

The PSDP 2011-2017 is a
strategic plan containing
statistical development programs
and activities currently being
implemented in the PSS and those
planned for 20112017. Based from
the Philippine Development Plan,
it envisions a responsive, effective
and efficient PSS that provides
quality statistics for evidence-based
decisions towards the attainment
of the countrys development goals.
By end of 2017, it is expected that
there will be a significant increase in
the use of statistics in government
decision at the national and local
levels towards inclusive growth.
Key features of the latest PSDP
include ensuring data quality
especially of administrative
data systems, improvement of
local-level statistics and business
processes with strong thrust for
the generation of statistics on new
and emerging concerns such as on
hunger, children, social protection,
innovation, information society,
climate change, disaster risk
reduction, and governance.
A project proposal entitled
Evaluating and Updating the
2011-2017 Philippine Statistical
Development Program, was
proposed to monitor the
implementation of the programs
and activities contained in the PSDP
2011-2017 Strategic Plan and come

up with an updated PSDP in the


light of recent domestic and global
developments such as the updating
of the Philippine Development Plan
(PDP) 2010-2016; establishment of
the Philippine Statistics Authority;
recent natural events involving
hazards of nature, threats to
national security and emerging
concerns such as the Post-2015
Development Agenda, data
revolution, among others.

System of
Designated
Statistics
The SDS mechanism identifies
and generates the most critical
and essential statistics for
administrators, planners,
policymakers in the government
and private sectors. Through this
mechanism covering 56 statistical
activities and indicators compiled
by 16 government agencies,
critical statistics are given priority
among other government data
production activities in terms of
resource allocation. Moreover, it
is an important tool in addressing

problems such as delayed release


and inaccessibility of critical
statistics.
The PSA updated the System of
Designated Statistics (SDS) to reflect
the changes in the SDS with the
establishment of the PSA.
Furthermore, the PSA prepared
the 2014 Monitoring Report as well
as the Advance Release Calendar
(ARC) for 2014.

Statistical Survey
Review Clearance
System

A total of 20 surveys passed through


and were granted clearance under
the Statistical Survey Review
and Clearance System (SSRCS).
This mechanism which ensures
that statistics generated from
government sponsored/conducted
surveys are reliable, accurate,
comparable, and conform to
prescribed statistical concepts and
standards. The SSRCS likewise
ensures economy in the conduct
of such statistical data collection
activities.
Every year, the PSA sends out
correspondences to government
agencies and other relevant
stakeholders enjoining and
advocating the submission of new
and regular censuses/surveys for
review and clearance through the
SSRCS. It likewise issued ten (10)
press releases on the surveys that
have been granted clearance to elicit

Statistical Budget
Review
To prioritize budget allocation for
statistical activities for critical data
and indicators, the PSA undertakes
statistical budget review. This
mechanism involves evaluation of
budgetary proposals by government
agencies with statistical activities.
The process examines primarily
the relevance of the outputs and
outcomes as well as appropriateness
of statistical methodologies. After
the review process, the budget
proposals are endorsed by the
Executive Board to the Department
of Budget and Management.
The PSA prepared the revised
budget review guidelines for 2015
Budget Review. It reviewed and
recommended 11 agency statistical
budgets for 2015 for endorsement
of the PSA Executive Board to
the Department of Budget and
Management.

Statistical Frameworks and Indicators Systems


The PSA maintains various
statistical frameworks and
indicators systems for monitoring
the economic and social
development of the country.
Among these include the National
Accounts (Gross Domestic Product
and Gross National Income) which
are major macroeconomic statistics
compiled and disseminated by the
PSA to provide information about
the performance of the Philippine
economy.

The Consumer Price Index (CPI)


is an indicator of the change in
the average prices of a fixed basket
of goods and services commonly
purchased by an average Filipino
household for their day-to-day
consumption relative to a base
year. It is most widely used in the
calculation of the inflation rate
and purchasing power of the peso
(PPP). Relative to this, daily, weekly
and bi-monthly price surveys
were conducted nationwide at the
provincial offices including the

District Offices of the National


Capital Region (NCR) to be able
to generate monthly CPI for All
Income Households and CPI for the
Bottom 30% Income Households.
Indicators produced from price
surveys are regarded as designated
statistics.

The Retail Price Index (RPI) is an


indicator used to monitor the economic situation of the retail trade
sector while the Wholesale Price
Index (WPI) measures the changes
in the price levels of commodities
that flow into the wholesale trade
intermediaries.

Inflation rate is equivalent to a


decline in the purchasing power
of the peso (PPP). The PPP, on the
other hand, gives an indication of
how much the Philippine peso is
worth in a given period relative
to its value in a base period. The
seasonally adjusted CPI provides
comparisons after removing the
seasonal variations that may affect
the series.

Another price index generated


was the Quarterly CPI for Foreign
Nationals residing in NCR for
the Fourth Quarter 2013 to Third
Quarter 2014 survey rounds. Eight
(8) statistical tables were produced
for this indicator every 30 days after
the reference quarter. Resulting CPI
is used for adjusting compensation
of foreign nationals residing in the
Philippines.

capacity utilization were generated
at the 3/4-digit 2009 Philippine
Standard Industrial Classification
(PSIC).

Producers price survey


The Producer Price Survey (PPS)
is one of the designated statistical
activities of PSA which gathers
monthly producer prices of selected
products of establishments included
in the market basket. The Producer
Price Index (PPI) is generated

through the results of the PPS. The


PPI is used as a deflator of MISSI to
derive indicators for the VoPI and
VoNSI.

2013 updating of the list of establishments
The Updating of the List of
Establishments (ULE) provides
the input in constructing and
updating the sampling frame for
establishment surveys, which in
turn, provides current inventory
of establishments. The updating
process is a continuing activity of
the PSA.
The office came out with the 2013
Preliminary LE on April 2014, four
(4) months after the reference year
and completed the Final LE on
July 7, 2014 comprising of 941,174
establishments. In line with this, a
total of 11 statistical tables for 82
provinces were generated.

Business and Industry (CPBI) is the
forerunner of the 2006 CPBI. It aims
to collect and generate information
on the levels, structure and trends
of economic activities in the entire
country and to gather data on

Beginning with the 2013 ASPBI
and 2013 SICT, the data processing
(manual and machine) of the

undertaken on a decentralized setup particularly by the Provincial
Offices as the provinces are near

the 2014 ULE, however, the activity

2012 FIES is the sixteenth survey
on family income and expenditure

From 1957 to 1975, the FIES
was conducted every five years.
However, in 1985, a new series
of FIES (in terms of content and
methodology) had begun and the
gap of conducting this survey was
reduced to three (3) years using
a shuttle type questionnaire,

are interviewed in two (2) separate
operations with same set of
questions. Starting 2003 up to the
present, separate questionnaire
(with same set of questions) for the

levels. It covers more than 200 crops

respectively.
During the year, the PSA came up
with 70 statistical tables and 12
monthly press releases on export
statistics from November 2013 to
October 2014 reference periods. On
the other hand, 118 statistical tables

were generated for import to be


able to release the 12 import press
releases.
The 2013 Foreign Trade Statistics
final figure were generated and
posted on the PSA website on
April 30, 2014 consisting of three
(3) statistical tables and a press
release. This report consists of data
on export, import and balance of
trade in goods by month for the
year 2013. Three (3) months later
(June 30. 2014), the Annual FTS
was released in the PSA website
through a special release with 12
statistical tables. Similarly, the 2014
First Semester FTS Special Release
was disseminated in October. The

The PSA provides various facilities
in the dissemination and advocacy
of official statistics. One major
facility is the information center/
library which is also the public
service arm of the PSA where
researchers can avail of a wide
collection of local and international
statistical publications and reference
for free. It is open daily (Monday to
Friday) from 8:00am to 5:00pm with
no noon break. The information
center/library also offers free access
to wifi and online databases. In

2014, the PSA served 16, 820 clients


of the information center/library.
As part of its public service, the
PSA responds to data request thru
emails and letters from students,
government offices and the private
sector both local and abroad. This
year, there were 2,055 data request
replied to by the PSA.
As the liaison for international
statistics, the PSA accomplished

compete in the 23rd Philippine
Statistics Quiz held at the GTToyota Asian Center Auditorium in
Diliman, Quezon City on December
9. Due to the tropical storm
Hagupit, regional champions from

to make it to the national finals. The
seventeen-year-old Andre Gilmore
Arpa, a BS Accountancy freshman

from the Ateneo de Zamboanga


University topped the National
Finals. Being the 23rd PSQ National
Champion, he was awarded a cash
prize, a PSQ medal, and a trophy.
His coach, Ms. Daisy M. Quisel, was
also given special recognition and

The PSQ is a joint undertaking
of the PSA and the Philippine

Statistical Association, Inc. It aims


to assess the competency and skills

and Civil Registrar General of the
PSA together with the officials
and employees of the PSA both
from Central Office, Manila and
PSA Region VII spearheaded the
national workshop. It was attended
by 1,379 participants consisted
of city/municipal civil registrars,
mayors, members of judiciary and

Enhanced Electronic Annotation System
The Electronic Annotation System
(EAS) was implemented on
November 5, 2013 in line with the
Public Management Development
Program (PMDP) Re-entry Project
of the PSA, then National Statistics
Office in 2012 to improve the
quality of frontline services in the
issuance of civil registry documents
affected by court decrees, legal
instruments, Republic Act No. 9048
and Republic Act No. 10172, and
supplemental report.
In January 2014, an enhanced
version of the EAS was
implemented that allows the
processed annotated civil registry
records in the database to be
automatically printed in the Special
Request Unit (SRU) Outlet. The
auto-printing feature of the EAS is

applicable only to paid transactions
encoded by the SRU Outlet.
Like electronic endorsement,
the annotated copy in the CRS
database is already available for
copy issuance in the Census Serbilis
Outlets nationwide after 3-days of
processing at the Central Office.
There is no need to wait for the
scanning of the annotated record
and the supporting documents by
the Data Capture Center (DCC) to
be available online for copy issuance
in the CRS Serbilis Outlets.

A total of 58,932 annotation


requests were issued feedback
forms. Feedback form is an
electronic copy provided to clients
stating the reasons why the issuance
of annotated or unconverted
requests cannot be processed. This
form also provides the action to
be taken for the clients to comply
with before they will return the
set of documents needed for reprocessing. Application resulting to
feedback is about 13.0 percent of the
total annotation requests processed.

entitled Digitization of Local Civil
Registry Documents
The MC provides information to
all Local Civil Registry Offices
of an existing Memorandum of
Agreement between the PSA with
Family Search formerly known
as the Genealogical Society of
Utah (GSU) whereby the latter
will microfilm or digitize the civil
registry documents without cost to
the local or national government of
the Philippines. The microfilming
or digitization of records will be
those at the LCROs archives, thus
the Family Search will request from
the City/Municipal Mayors for
the execution of the project. The
Family Search also will provide
microfilmed or digitized images to
the LCROs for their use.
2. MC 2014-16 entitled Request
for Electronic Endorsements
This MC provides the guidelines
to Regional Directors (RDs),
Provincial Statistics Officers (PSO),
and Officers in Charge (OICs)
regarding requests for electronic
endorsements. There are some
LCROs who do not comply with
the monthly regular submission of
civil registry documents and opt
to use electronic endorsements in

submitting documents to the PSACentral Office. This practice affects


the completeness of submission
which in turn has impact in the
generated vital statistics and the
integrity of systems used by the
office. Effective March 1, 2014,
the RDs, PSOs, and OICs shall
determine who among the LCROs
are allowed to submit documents
through electronic endorsements.

The PSA through the Regional


Offices issued a total of 8,628

Authority to Solemnize Marriage
or CRASM to solemnizing officers.
This is according to the number
of processed in the Decentralized
Solemnizing Officer Information
System (DSOIS).

The objectives of the training


are (1) to standardize concepts,
definitions, and procedures in the
processing of requests for annotated
civil registry documents; (2) to
streamline the processing period
in the issuance of annotated civil
registry documents; and (3) for the
Local Civil Registrars to learn the
procedures and requirements for the
issuance of annotated civil registry
documents to minimize errors.
The participants to the training are
the Regional Directors and one (1)
selected Provincial Statistics Officer
per province.

At the Central Office, a total of


171 requests for certifications or
verifications of issued CRASMs
were processed.

Value Added Services and Out-of-town Processing
The Value Added Service (VAS) is
a project which facilitates request
for endorsement of civil registry
documents such as birth, marriage,
and death certificates from the
Local Civil Registry Offices to the
PSA. An endorsement is resorted
to when a request of a client for a
certificate at PSA is not available
from the PSA CRS databases and/or
archives, or when the document is
either blurred of unreadable. This
project caters to the customers who
will have to undergo the process of
endorsement.
The pilot areas for this project are
clients who were issued negative
results by PSA and whose place of
birth is from the Caraga region,
specifically, the cities/municipalities
from the provinces of Agusan del
Sur, Agusan del Norte, Surigao
del Norte, and Surigao del Sur.
The implementation of VAS was
expanded to two (2) provinces,
these are Laguna (April 2014) and
Cavite (April 2014).
The soft-launching of VAS was
held on January 16. Below is the
number of clients. There were five
(5) applicants who availed of VAS
on the soft-launch. Clients who
were verified negative result from
the Local Civil Registry Office may
likewise avail of the facilitation of
out-of-town processing. The VAS
Unit supervisor is also in-charge
of the acceptance of application for
out-of-town reporting.
For the first year of implementation,
the office received 103 applications

processed through VAS scheme.


Table 1 shows the monthly volume
of transactions received and
processed. All of which were acted
within 15 working days despite
the delay of the implementation of
the Endorsement Request System

(ERS). The ERS is a computerized


tool to facilitate the transmission of
the request of PSA to the concerned
Local Civil Registry Office.

wherein a Certificate of Live
Birth, Certificate of Marriage, or
a Certificate of Death is presented
to the civil registrar of a city/
municipality which is not the place
of occurrence, not for registration
but to be forwarded to civil registrar
where the vital event occurred. A
total of 120 applications for outof-town were processed during the
year.

Participation in Local Fairs and Exhibits


The PSA continues to join in local
fairs and exhibits by putting up
a mobile application counter for
requests of birth, death, marriage
and CENOMAR documents. The
requested vital documents were
processed through BREQS and
eventually released to the Census
Serbilis Center nearest them after
three (3) days for the converted
documents and 10 working days
for the unconverted and annotation
requests. The 901-Mobile Team also
conducted information campaign
on civil registration, distributed and
disseminated brochures and primers
to the beneficiaries of the event. In
addition, civil registration queries
and other registry matters were also
entertained and given emphasis by
the PSA staff as they attended the
caravans.
The Central Office attended 28 job
fairs/caravans wherein a total of
2,878 transactions were processed
through the 901-Mobile Outlet.
In addition, a total of 598 clients
received advise or instructions
regarding their queries or concerns
on civil registration.

Transfer of Servicing Areas for Court degrees, Legal
Instruments and Travel Agency Outlet at CVEA Ground Floor
To have a more convenient servicing
areas for the application and
releasing of requests for annotated
documents, application Area B and
Releasing 2 (for the documents
affected by court decrees, legal
instruments, Republic Act 9048,
Republic Act 10172, supplemental
report and endorsement) were
transferred to the ground floor of
CVEA Building last December.
Area B was formerly housed at the
Central Outlet main area. Travel
Agency was first transferred in
October. A portion of previous
application Area B is utilized as
waiting/staging area for CD/LI
applicants as a means to control
overcrowding at CVEA.

issuance of birth using the Birth
Reference Number
(BREN) in October.
Clients with previously
issued converted requests
were directed to the
BREN servicing window.
Searching and releasing
of the document is
faster and easier by
encoding the unique
number to view the

images. However, the Request


Service Officer (RSO) still performs
thorough verification to ensure

the issuance of correct/appropriate


document.
BREN is a unique
alphanumeric number
assigned to the primary
birth certificate of an
individual. Its primary
purpose is to link a persons
birth record with his/
her other civil registry
document in the CRS
database.

Implementation of Quick-Release Mini-Outlets


With an aim to facilitate outright
release of request for civil registry
documents, the quick-release
mini-outlets were opened at the
Central Outlet last December. This
scheme was first introduced to cater
applicants with previously issued
documents from the CRS database
using BREN and also to cater for
senior citizens, PWD and pregnant
women.
To avail of the system, applicant
must have request covering the
years 1980 2012, with not more
than three (3) transactions and
complied with the ID/authorization
requirement. There are three
(3) existing mini-outlets with
approximate servicing time of 4 -5
minutes from payment to releasing.

Re-opening of Caloocan Census Serbilis Center


The re-opening of new site for the
Caloocan Outlet happened last
September. This is to bring back the
civil registration services closer to
the people of Caloocan, Navotas,
Malabon and Valenzuela.
The inauguration of the outlet was
graced by Mayor Oscar Malapitan.
IDNS Paula Monina Collado and
IANS Lourdes J. Hufana led the
