Derived from Clause 50 and Schedule 1 of the Environmental Planning & Assessment Regulations

2000 and Waverley Development Control Plan 2012 (DCP).


THIS CHECKLIST MUST BE COMPLETED AND SUBMITTED WITH ALL DEVELOPMENT APPLICATIONS.
Development Applications will not be accepted for lodgement unless all information is received, the USB/CD includes ALL
relevant files and payment of the correct fees. For full lodgement requirements, refer to Part A of Waverley DCP 2012. In
summary, minimum requirements for submission are:

USB or CD with ALL forms, plans and documents in soft copy, each individually labelled to identify the property
address and subject of file, each in pdf form, limited to 2MB per file;

Section 1 - FORMS: 1 x hard copy of forms;

Section 2 PLANS*: 3 x hard copy of plans to scale (preferably limited to A3 size), coloured and labelled to clearly
show all new works (Refer to Councils Colour Code for reference of colour palette to use);

Section 3 DOCUMENTATION*: 3 x hard copy of documentation; and,

Section 4 - SEPP 65 APPLICATIONS ONLY: 4 x hard copy, in addition to the above requirements.

* For developments with an estimated cost of works >$10million, it is recommended 2 additional sets of Section 2 & 3 documents be provided.

DEVELOPMENT APPLICATION CHECKLIST
SECTION 2. PLANS
Site plans at a scale of not less than 1:200, with dimensions showing location of existing structures on the
site and all adjoining buildings, trees to be removed / retained, new work, easements,
rights-of-way.
Survey plan for applications with new buildings, additional storeys or other structures, including
in-ground pools, showing RLs to AHD for ridgelines, top of retaining walls and natural ground levels.
Floor plans required for all applications involving building work and change of use, dimensioned at a scale
not less than 1:100 showing existing and proposed: floor areas; roof plans; room layout, partitioning,
room sizes and intended uses / works. Plans to indicate all ventilation systems, air conditioning, satellite
dishes and screening.
Elevations required for all applications involving building work, signs and fences, showing outline of
existing and proposed works, dimensioned at a scale of not less than 1:100.
Sections required for all applications involving building work, pools, signs and fences, showing outline of
existing and proposed works, dimensioned at a scale of not less than 1:100.
Shadow diagrams (plan and elevational) for 9am, 12noon and 3pm winter solstice showing existing and
proposed shadows superimposed, except where proposal does not change external building form. Drawn
at a scale not less than 1:100.
Landscape plan with a planting schedule for all new buildings and works altering existing landscaped
areas. Drawn at a scale not less than 1:100.
Water Management Site Plan showing: the location of the stormwater system, paved and landscaped
areas, overland flow paths, easements, spot levels, location and extent of proposed drainage system per
Waverley Councils Water Management Technical Guidelines and Part B6 of Waverley DCP 2012 for
rainwater harvesting measures (onsite detention and/or offsets).
Subdivision Plan (Land, Strata or Stratum) if the site or building is proposed to be subdivided, showing
the subdivision boundaries, the number of lots, existing subdivision patterns and any proposed
easements.
A4 Notification plans to include Site Plan and Elevations. Show external configuration and elevations of
the building/proposed works. Do not include interior details or room layout (this can be printed doublesided).

SECTION 3. DOCUMENTATION
Statement of Environmental Effects (SEE) Required for all DAs. Consideration to be given to the
impact of the proposed development on the natural and built environment both during and after
construction and the proposed method of mitigating any adverse effects. The SEE must address
Waverley LEP 2012 and Waverley DCP 2012 and justify any variations.
Site Waste & Recycling Management Plan (separate form). Details to also be shown on plan,
where applicable refer to Part B1 of Waverley DCP 2012.
Compliance Table (separate form): a numeric assessment of the application against the Council
controls in Waverley LEP 2012 and Waverley DCP 2012.
BASIX Certificate as applicable, with the plans reflecting the matters indicated in the Certificate for
sustainable energy and/or water use.
Schedule of external finishes for all new buildings. For all other applications, details of materials &
finishes to be shown on plan.
Calculation of Gross Floor Area for all applications that seek additional gross floor area. Details to
be shown on floor space drawings indicating areas that are included/excluded and a breakdown of
existing and proposed gross floor area.
Heritage Impact Statement if relevant, is to be prepared by a heritage architect/planner and assess
the impact of the works on the heritage significance of the item and/or the conservation area, to be
prepared in accordance with the NSW Heritage Manual and Burra Charter and include the history of
the property.
Additional Information for Non-Residential Developments (separate form): additional information
for commercial premises, including shops, restaurants, office, etc.
Fire Safety Upgrade Report if required, is to be prepared by a building surveyor/accredited certifier
assessing levels of fire and life safety within the existing and proposed residential flat, commercial
or retail building providing appropriate recommendations for its upgrade.
Public Art Plan if relevant, is to be prepared using Councils Arts Plan template in the Waverley
Public Art in the Private Domain Guidelines.
Site Compatibility Certificate (Seniors Housing, Infrastructure or Affordable Rental Housing)
SEPP (Affordable Rental Housing) 2009 Report is to include existing and proposed plans, statement
addressing SEPP provisions, rental evidence and estimates (if applicable).
Voluntary Planning Agreement Councils VPA templates are to be used consistent with Councils
Voluntary Planning Agreements Policy.
Traffic and Transport Management Plan to address potential parking impacts of the proposal.
Required for development of childcare centres, residential development with 15 units or more, or
commercial development with 2,500sqm GFA or more.
Plan of Management is to include measures to mitigate impacts of the proposed development.
Required for places of shared accommodation, childcare centres, restricted premises, licensed
venues and any other use deemed appropriate by Council
Photomontage OR Model for all new dwelling houses and dual occupancies, and where works are
over $500,000 estimated costs for alterations and additions to a dwelling, dual occupancy,
residential flat building, commercial or mixed development.
Photomontage AND Model for all new residential flat buildings of 4 or more dwellings and 3 or
more storeys; new commercial and mixed developments of 3 or more storeys.
Digital 3D model for any development that proposes amendments to a buildings existing envelope
within the B3 Commercial Core or B4 Mixed Use Zone. For all other zones, for any development that
proposes to make amendments to a buildings existing envelope, which will result in a building
height of 12 metres or more. For requirements for submission, refer to the Waverley Digital Model
section on Councils website and Checklist for Digital Model Submissions.
SECTION 4. SEPP 65 APPLICATIONS ONLY (DESIGN REVIEW PANEL)
Site analysis, architectural and landscape plans A3 size only, including showing adjoining buildings.
Floor space drawings and compliance table
Photomontage or photos of model
Summary Statement of SEPP 65 assessment including Design Verification Statement by a Registered
Architect.
