OCCUPANCY REPORT OF AKSHAY URJA BHAWAN", PANCHKULA
REQUIRED FOR FINAL GRIHA RATING.
Sealed Quotations are invited from BEE certified Energy Auditors/ Firms who
have minimum three year experience in undertaking Energy Audit & GRIHA rating
assignments, executed at least 10 such assignments in PSU / Government buildings and
have annual turnover of minimum 10 lacs, during last financial year. Last date for
submission of quotation is 28.05.2015 up to 3 PM.
Akshay Urja Bhawan, Panchkula office building of the Department was awarded
the Five Star GRIHA rating (provisional) on 14 January 2014 based on the documents
submitted by the Department. As per ADaRSH terms and Conditions, Office has to
submit the post occupancy energy audit report for Akshay Urja Bhawan containing
minimum 1 year (say 2014-15) post occupancy data signed by a BEE certified energy
auditor. The data related to Office building & its energy consumption, Thermal comfort,
Water consumption and waste generation for the year 2014-15 is also to be provided to
the ADaRSH.
Objective
The broad objective of the assignment is to conduct energy audit to review the
present energy consumption scenario, monitoring & analysis of the use of energy and
identify areas where excess energy consumption or wastage of energy is taking place in
the Akshay Urja Bhawan, Panchkula office building along with preparation of minimum 1
year (2014-15) post occupancy audit report in the format prescribed by ADaRSH, signed
by a BEE certified energy auditor for final GRIHA rating.
SCOPE OF WORK
The scope of work includes energy audit of the Akshay Urja Bhawan, Panchkula
office building as per BEE guideline, detailed study for energy conservation options of
various energy sources like electricity and fuel in the building and preparation of post
occupancy report for the year 2014-15 as per format prescribed by ADaRSH required for
final GRIHA rating.
The broad scope of study will be as per the following

Review of present electricity & fuel usage scenario and estimation of energy
consumption in various load centers like lighting, air-conditioning, water
pumping etc.
A)
Electrical Distribution System
(i)
Review of present electrical distribution like Single Line Diagram (SLD),
transformer loading, cable loading, normal and emergency loads,
electricity distribution in various areas/ floors etc.
(ii)
Study of Reactive Power Management and option for power factor
improvement
(iii)
Study of power quality issues like Harmonics, current unbalance, voltage
unbalance etc.
(iv)
Exploring the Energy Conservation Options in electrical distribution system
B)
Lighting System
(i)
Review of present lighting system, lighting inventories etc.
(ii)
Estimation of lighting load at various locations like different floors, outside
(campus) light, pump house and other important locations.
(iii)
Detail lux level survey at various locations and comparison with acceptable
standards.
(iv)
Study of present lighting control system and recommend for improvement.
(v)
Analysis of lighting performance indices like Lux/m2, lux/ watt,
lux/watt/m2 and comparison with norms of high rise buildings.
(vi)
Exploring the Energy Conservation Options (ENCON) in lighting system.
C) Heating, Ventilation & Air Conditioning System (HVAC System)
(i)
Review of present HVAC system like central AC, split AC, package AC,
Water Coolers and Air Heaters etc.
(ii)
Performance assessment of split AC and package AC system.
(iii)
Air Handling Units (AHUs) and cold insulation system of central AC.
(iv)
Analysis of HVAC Performance like estimation of Energy Efficiency Ratio
(EER i.e. KW/TR), Specific Energy Consumption (SEC) of Chilled Water
Pumps, Condenser Water Pumps, AHUs etc. and comparison of the
operating data with the design data.
(v)
Exploring the Energy Conservation Options (ENCON) in HVAC system.
D) Diesel Generator (DG) sets
(i)
Review of DG set operation
(ii)
Performance Assessment of DG sets in terms of Specific Fuel Consumption
(SFC i.e. KWH/Liter)
(iii)
Exploring the Energy Conservation Options (ENCON) in DG sets
E) Water Pumping Systems
(i)
Review of water pumping, storage and distribution systems
(ii)
Performance assessment of all major water pumps i.e. power consumption
vs. flow delivered, estimation of pump efficiency etc.
(iii)
Exploring the Energy Conservation Options (ENCON) in Water Pumping
System.
F)
Thermic Fluid Heaters/ Boilers
(i)
Performance assessment of hot water generators / Solar Water Heating
System or thermic fluid heaters like estimation of efficiency etc.
(ii)
Exploring the ENCON options in electric drive system.
G)
Motor Load Survey
(i)
Conducting the motor load survey of all drives to estimate the % loading.
(ii)
Exploring the ENCON options in electric drive system.
H)
Energy Monitoring & Accounting System

(i)

Detail review of present energy monitoring and accounting system in

terms of metering, record keeping, data logging, periodic performance
analysis etc.
(ii)
Format Design and Recommendation for effective energy monitoring and
accounting system.
I)
Others
(i)
Review of present maintenance practice, replacement policies and building
safety practices as applicable to high rising buildings and recommend for
improvements.
(ii)
Cost benefit analysis indicating investment, Energy saving and pay back
period.
(iii)
Lux level, power factor and COP and energy efficiency of various energy
consuming systems used in the buildings for which energy audit shall be
carried out along with specifications; make of testing equipments shall be
used in the study.
(iv)
Preparation of audit report containing minimum 1 (2014-15) year post
occupancy data in the format prescribed by ADaRSH, signed by a BEE
certified energy auditor to receive final GRIHA rating.
(v)
Any other data required for granting final GRIHA rating to the building.
Deliverables in energy audit report.
The Report shall be prepared in line with BEE & ADaRSH guidelines along with the
following information:
a)
Executive Summery
b)
Methodology adopted for the study.
c)
Present energy scenario of the building.
d)
Detail analysis of data obtained through field visits, trial measurements by
portable gadgets, discussions with concerned personnel etc.
e)
Recommendations for energy saving options in all possible areas with cost
benefit analysis, if any.
f)
Technical specifications for any retrofit options.
g)
List of suppliers/ manufacturers of energy efficient technologies
recommended, if any.
h)
Report for Akshay Urja Bhawan containing minimum 1 year (2014-15) post
occupancy data signed by a BEE certified energy auditor in the format
prescribed by ADaRSH.
TIMELINE AND DELIVERABLES
The Energy Audit report including minimum 1 year (2014-15) post occupancy
report as per ADaRSH prescribed format, shall be submitted to the Department within 40
Days from the award of work order.
Delay in submission of Reports may attract penalty of 2% per week (max 10%)
of the financial proposal.
Milestones and Payment Schedule
The report shall contain all the information as mentioned in this document.
Applicable taxes as deductable at source will be deducted from the bill amount. The
payment will be made after receipt of Energy Audit Report(s) as below
i.

50% will be released within one month of submission of energy audit

report to this office.

ii.

25% (Total 75%) will be released within one month after acceptance of
energy audit report by the Committee constituted for this purpose.
iii.
Remaining 25 % will be released after the acceptance of post occupancy
energy audit report by ADaRSH required for final GRIHA rating.
Instructions:

Firm shall submit its proposal and acceptance to the Terms & Conditions of the
Quotations by 28.05.2015 up to 3 PM, else it will be understood that firm is not
interested to quote the rate. The rates shall be inclusive of all taxes & Duties.

Firm shall submit its proposal in two envelops (Envelop A and Envelop B).
Envelop A shall be superscript TECHNICAL PROPOSAL FOR ENERGY AUDIT
AND PREPRATION OF POST OCCUPANCY REPORT OF AKSHAY URJA
BHAWAN", PANCHKULA REQUIED FOR FINAL GRIHA RATING and shall
contain brief profile of the Firm, suggestions, technical proposal along with action
plan, activity schedule etc along with covering letter (annexure I). Envelop A
shall also contains letter of undertaking by the firm for acceptance of Terms of
Reference issues by the Department as above.

Envelop B shall be superscript with FINCNAIL PROPOSAL FOR ENERGY

AUDIT AND PREPRATION OF POST OCCUPANCY REPORT OF AKSHAY
URJA BHAWAN", PANCHKULA REQUIED FOR FINAL GRIHA RATING and
shall contain lumpsump financial offer inclusive of all taxes as per annexure II
format, for conduct of energy audit.

The Envelop A and B should be submitted in a sealed main envelop addressed

to the Director, Renewable Energy Department & HAREDA, Akshay Urja Bhawan,
Sector-17, Panchkula, Haryana with clearly written on it QUOTATION FOR
ENERGY AUDIT AND PREPRATION OF POST OCCUPANCY REPORT OF
AKSHAY URJA BHAWAN", PANCHKULA REQUIED FOR FINAL GRIHA
RATING.

No expenditure over and above the quoted amount for Energy Audit shall be paid
to the firm of quotations.

The quotations will be opened on the last date i.e. 28.05.2015 at 4 PM in the
Conference room of Akshay Urja Bhawan, Panchkula in the presence of bidders
who wants to be present at the time of opening of quotations.

The decision of the Director, RE and HAREDA in all matters relating to this
assignment will be final and binding on all parties.
