MANILA, Philippines Typhoon Butchoy (international name: Nepartak) has intensified further as it
maintained its speed and direction, according to the 11 a.m. severe weather bulletin of PAGASA on
Wednesday.
The state weather bureau said Butchoy packed maximum sustained winds of 195 kph near the center,
and gustiness of up to 230 kph while its estimated rainfall amount is from moderate to heavy within the
550 km diameter of the typhoon.
Tropical cyclone warning signal no. 1 was issued over the Batanes Group of Islands.
In its advisory, PAGASA said the eye of Butchoy was traced at 860 kilometer East of Calayan, Cagayan
(18.9 N, 129.6E) at 10 a.m. It is expected to move northwest at 30 kph.
Fisherfolks are advised not to venture out over the northern and eastern seabords of Luzon, the weather
bulletin read.
An earlier report of the Philippine News Agency said Butchoy would enhance the southwest monsoon
currently affecting southern Luzon and Visayas. Cloudy skies with light to moderate rains and
thunderstorms is expected in Metro Manila, Central Luzon, Calabarzon, Mimaropa, Bicol, Visayas,
northern Mindanao, Caraga and Davao while the rest of the country may experience partly cloudy to
cloudy skies with isolated rainshowers and thunderstorms.
PAGASA advised the public and the disaster risk reduction and management council concerned are
advised to take appropriate actions.

needs to address security threats more than a week after he dismissed as a waste of money the previous
administrations purchase of 12 jets from South Korea.
Duterte, in particular, promised to acquire more helicopters and equipment with night fighting capabilities
to enable the military to track down terrorists.

performance, he added.
Duterte said lack of equipment is hampering the militarys efforts to fight threat groups.

Days before he assumed the presidency, Duterte said the Aquino administrations acquisition of 12 FAjets from South Korea is just a waste of money as the air assets are just being used now for ceremonies.

MANILA, Philippines A lawmaker recently filed a bill proposing a no work, no pay policy for members
of the House of Representatives (HOR) who fail to attend sessions.
Navotas Rep. Tobias Toby Tiangco proposed House Bill (HB) 412 otherwise known as An act providing
for a No work, No pay policy for members of Congress as he sought to encourage quorum in the
17thCongress. His bill states that all members of the Congress shall attend, participate and take part in
the regular and special sessions of the Congress.
Kasi ang ordinaryong trabahador no work, no pay e so siguro kami rin dapat no work, no pay kung
gusto natin ng pagbabago e manggaling rin mismo doon sa Kongreso, Tiangco said in an interview with
ABS-CBN.
With HB 412, salaries of those who fail to attend HOR sessions will be deducted based on the formula of
compensation Tiangco indicated. Monthly salary will be divided by the number of session days and will
total to salary per session day while salary per session day will be multiplied by the number of absences
which will be the equivalent of total deductions. Total deductions will then be substracted from the monthly
salary and will total to the net monthly salary of a lawmaker.
In case of failure to attend the regular and special sessions for unjustifiable cause, appropriate
deductions on monthly salary shall be imposed, the proposed bill read.
The Civil Service Commission, Commission on Audit and the Department of Budget and Management in
coordination with the accounting department of the Congress are identified as the agencies that would
issue the rules and regulations needed to carry out the purpose of HB No. 412.
