PRODUCT SPECIFICATIONS
A)

PRIMARY MEMBERS:

Primary structural framing shall include the transverse rigid frames, lean-torafters and columns, canopy rafters bearing frame rafters, corner columns and
end wall wind columns.
B)

SECONDARY MEMBERS:

Secondary structural framing shall include the purlins, girts eave struts, wind
bracing, flange bracing, base angles, clips and other miscellaneous structural
parts.
C)

PAINT OF STRUCTURAL MEMBERS:

All structural members shall be cleaned by wire brushing to remove dirt,

grease, oil and loose mill scale and given one shop coat of red oxide, air
drying, phenol modified alkyd resin primer.
D)

CONNECTIONS:

All field connections shall be bolted (Unless otherwise noted).

Primary bolted connections shall be furnished with high strength bolts
conforming to the physical specifications of ASTM A325 (or equivalent).

Secondary bolted connections shall be furnished with machine bolts conform

to the physical Specifications of ASTM A307 (or equivalent).
E)

PHYSICAL SPECIFICATIONS OF STRUCTURAL MEMBERS:

Members fabricated from plate or bar stock shall have flanges and webs
joined on one side of the web by a continuous welding process and will
conform to the physical specifications of ASTM A570 (Grade 50) or equivalent
and having a minimum yield strength of 50,000 P.S.I.(345 MPa).
Members fabricated by cold forming process shall conform to the physical
specifications of ASTM A570 (Grade 50) or equivalent and having a minimum
yield strength of 50,000 P.S.I (345 MPa).
Members fabricated from hot rolled structural shapes shall conform to the
physical specifications of ASTM A572 (Grade 36) or equivalent and having a
minimum yield strength of 36,000 P.S.I. (250 MPa)
Rod and angle bracing shall conform to the physical specifications of ASTM
A36 (or equivalent) and having a minimum yield strength of 36,000 P.S.I. (250
MPa).
Roof and wall cladding shall conform to the physical specifications of ASTM
A653 Grade 50 (or equivalent) and having a minimum yield strength of 50,000
P.S.I. (345 MPa).
All other miscellaneous secondary members shall have minimum yield
strength of 36,000 P.S.I. (250 MPa).
F)

ROOF SHEETING and WALL SHEETING

Roof and wall panels shall be of 26 gauge thick profiled galvalume or

galvalume color coated Steel sheeting. In case of pre painted galvalume
panels, the exterior face is pre painted with 1mm. thick factory applied
polyester paint. The interior face is pre painted with 0.5 mm. thick factory
applied polyester paint. Each panel shall provide one meter coverage and can
be shipped in any length up to 10 m. The material shall conform to ASTM
A792 and the galvalume coating to ASTM- A792 AZ150. The yield strength
of material shall be 345n/mm2 (minimum)

G)

SHEETING FASTENERS:

Standard fasteners shall be No. 14, Type A, self tapping sheet metal screws
with metal and neoprene washers. All screws shall have hexagonal heads, be
color coated to match roof and wall sheeting and made of zinc plated steel.
H)

SEALER / ROPE SEAL:

This is to be applied at all side laps and end laps of roof panels and around
self flashing windows. Sealer shall be 6 mm wide x 5 mm thick, asbestos fiber
filled, pressure sensitive Butyl tape. The sealer shall be non asphaltic, non
shrinking non drying and non toxic and shall have superior adhesion to
metals, plastics and painted surfaces at temperatures from 51 deg.`C' to +
104 deg.`C'.
I)

CLOSURES / FILLER STRIPS:

Solid or closed cell E.T.P. (Ethylene Polypropylene Terpolymer) closures

matching the profile of the panel shall be installed along the eaves, rake and
other locations.
J)

RIDGE CAP:

A formed panel matching the material color, slope and profile of adjoining Rib
roof panels.
K)

FLASHING AND TRIM:

Flashing and/or trim shall be furnished at the rake, corners, eaves framed
openings and Wherever necessary to provide weather tightness and finished
appearance. Color shall be white for rake and eave flashings and color of wall
for corner flashings unless. Material shall be 26 G thick Conforming to the
physical specifications of ASTM A446 Grade C or equivalent and having
Minimum yield strength of 40,000 P.S.I. (275 MPa).
L)

EAVE GUTTERS AND DOWNSPOUTS:

Eave gutters shall be box shaped, color coated, 0.5 mm nominal thickness
( 26 gauge ) galvanized steel. The outside face of the gutter shall be
supported with color coated 0.5 mm nominal thickness (26 gauge) galvanized
straps to the eave member at a maximum spacing of 1.2 m. Downspouts shall
be rectangular shaped, colour coated 0.5 mm nominal thickness (26gauge)
galvanized steel. Downspouts shall have a 45 degree elbow at the bottom and

shall be supported by attachment to the wall covering at 3.0 m to 4.0 m

spacing.
INSTRUCTIONS TO BIDDERS
1.

The scope of work includes Design, fabrication, supply and erection of Pre
Engineered steel Buildings including roof, side cladding, accessories,
sky light panels, ridge ventilators etc, for Construction of Workshop
buildings at Somnathpur, Balasore, Orissa.

2.

Time is the essence of the contract. Being a time bound project with capital
expenditure, the contractor should make all efforts to complete the work in
time. Even though the overall completion period is indicated as 6 months, the
Workshop building shall be completed progressively and handed over bay
wise as per agreed split up schedule.

3.

The Quotation bidders ( Now here after called Bidder) are advised to visit
Somnathpur, Balasore, Orissa to get themselves acquainted with the site
conditions before submitting the offer.

4.

The following eligibility criteria shall be complied to fulfill the

Qualification Bid
a)

The Bidder should have EPF, PAN, Service Tax Registration No., proof
of having submitted IT return for the last three years, Profit & Loss
account and balance sheet certified by the auditor.

b)

Average annual turnover in PEB in the last three years should be Rs.
10.00 crores

c)

During last three years should have successfully completed at least

One Pre Engineered Building work, Contract value not less Rs. 60
Lakhs.

d)

Latest Solvency (obtained within 6 months) from Nationalised /

Schedule Bank shall be at least for Rs. 10.00 crores

5.

The works executed in the own name of the bidder only will be considered for
eligibility criteria. The nominated committee may also visit the works executed

by the contractor to ascertain the nature of work relating to PEB works before
qualifying.
6.

Dissimilar / irrelevant works will not be considered for eligibility criteria.

7.

Documentary evidences (Xerox copies - attested) for turnover, works

experience, P.F, & Sales Tax registration etc., all as indicated above, should
be furnished without which it will not be taken into account.

8.

If required the Successful Bidder may have to execute additional scope of

work at proportionate cost upto 20 % of the present contract value, keeping
other terms and conditions unaltered.

9.

Quoted rate shall be firm throughout the contract period of 6 months and no
cost escalation is allowed on any account.

10.

The rate offered is for finished item of works and shall provide for the
complete cost towards fuel, tools, tackles, plant & machinery, temporary
works, labour, materials, levies, taxes, transport, lay-out, repairs,
rectifications, maintenance till handing over, supervision, labour colonies,
establishment, services, revenue expenses, overheads, profits & all other
incidentals etc., complete. However if the service tax is applicable for this
contract work and free issue materials, the same will be reimbursed on
production of valid document proof for having paid service tax by the
contractor.

11.

Usually, working hours are limited to day time only. In emergency cases to
carryout works during nights, it may be done so with the specific prior
permission from NOCCINFRA.

12.

The work shall be carried out as per the Safety procedure / BIS specifications,
standard code of practice and as per the instructions of Architect / Project
Engineer.

13.

The Successful Bidder should deploy the erection machineries like crane etc.,
required for the work at site till completion and handing over of the building.
Also adequate number of the following tools & Plants / instruments shall be
made available always at site for the works.

The responsibility for the quality, workmanship and accuracy of any work
being carried out under this contract lies with the Bidder.

15.

The decision of Architect shall be final and binding on the Bidder regarding
clarification of items and drawings.

16.

The Successful Bidder shall strictly adhere to various labour laws in force.
Compensation and medical expenditure in case of injury or causality of
deployed persons of the bidder at site, is the responsibility of the bidder.

17.

To safeguard the persons working at height in roof, wall etc., sufficient

number of Industrial Safety nets shall be provided at Bidders cost in
appropriate level and locations. The working hand including Supervisors,
Engineers should wear the personal protective items and safety measures
such as helmets, safety belts, shoes, etc., before entering into working place.

18.

All the works shall be executed as per the standard specifications as provided
in BIS.

19.

The Successful Bidder should use only the materials and consumables of
brand and quality as approved by Architect / Project Engineer

20.

The Successful Bidder extend full co-operation to the Civil contractor who will
be doing the foundation of the building and other contractors who may be
doing other works in the same area to enable them to execute their portions of
work without any delay or difficulty.

21.

Bank Guarantee format can be obtained after award of work in case of

successful Bidder

22.

NOCCinfra reserves its right to accept / reject any or all the quotations
without assigning any reasons.

23.

The Successful Bidder shall effect and maintain professional indemnity

insurance for the amount equal to Indian Rupees 25 Lakhs and shall produce
evidence of coverage of the professional indemnity insurance before any
payment is released. The insurance which shall insure the contractors liability
by reason of professional negligence and errors in the design of the works
shall be valid for 1 year from the date of issue of Completion certificate. The

employer will not issue final payment certificate until the contractor has
produced evidence that coverage of professional indemnity insurance has
been provided for the aforesaid period

Terms of Payment:

10% mobilization advance against Bank Guarantee.

components at site on pro-rata basis against approved BOQ.

2)

10% on erection on pro rata basis of identified PEB components.

3)

10% on successful commissioning and handing over of the PEB against a

performance bank guarantee valid up to the warranty period of 3 years.

Corporate Warranty:
The Successful Bidder shall furnish Corporate Guarantees for 10 years
against structural stability and roof leak proofness for all structures.

27 -

Nature of award of Contract:

Only an indivisible contract shall be executed including supply, erection and
handing over. No other form of contract shall be entertained.

Material & QCP

The Successful Bidder shall produce necessary documentation (material test
reports).
The material should be sourced from the under mentioned sources preferably.
Steel for Frames- Essar Steel / Jindal / SAIL / ISPAT/ Tata / RINL / any other
make approved by Architect
Roof and wall cladding coils- Kirby / Tata Bluescope / any other make
approved by Architect
The tenderer shall submit the proposed quality control procedure for
fabrication and erection along with the tender.

29 -

If higher specification is required to satisfy all the clauses of quotation then it

should be considered by the bidder and simultaneously brought to notice of
Noccinfra. In no circumstances the specifications can be lowered.
