List of Experience

INTRODUCTION
ILF Consulting Engineers (ILF or CONTRACTOR or ENGINEERING
CONTRACTOR) was invited by Dubai Supply Authority (DUSUP or
CLIENT) to submit a technical and commercial proposal for the Concept
Study (SERVICES or WORKS) for Backup Dubai Gas Distribution System
(BDGDS) Project (PROJECT) Tender No.: 2016072101, via Request for
Tender (RFT) letter (RFT No.: 2000000224) dated 21st July 2016.
ILF hereby submits the Part 1 of Tender: Unpriced Technical Proposal
(N523-ILFUEO-OD-0002/ Rev.0) for the requested SERVICES as defined in
Section III - Scope of
Work, pre-bid meeting clarification meeting/ site visit arranged by DUSUP on 27 th July 2016 and Pre-Bid
Clarifications 1 to 2 issued by DUSUP. This proposal has been prepared in compliance with Section V
Submission Requirements of Unpriced Technical Proposal of the tender package.

EXECUTIVE SUMMARY
DUSUP operates gas supply, transportation and distribution network including a Gas Control Station
(GCS), Margham Gas Field / Plant, Jebel Ali Terminal and LNG Import terminal in the Emirate of
Dubai, U.A.E.
DUSUP intends to engage an ENGINEERING CONTRACTOR to perform a detailed Concept Study. The
Study involves review of existing facilities, review of preliminary concept report and further define / assess

options to meet project objectives with respect to the latest codes and standards, Client procedures and
Customer requirements with the basic objective of providing continuous gas supply to Customers without
any human intervention in case of catastrophic failure / shutdown of the existing GCS facility or
components.

ILF, one of the leading consulting and engineering companies in the field of oil & gas, who has been
engaged in the Middle East and U.A.E in the successful execution of significant oil and gas projects, have
prepared this proposal for DUSUP in response to the RFT. The SERVICES for the PROJECT will be fully
managed and executed from ILF Abu Dhabi office by ILFs own local-based Engineers headed by the
Project Manager who will be the main focal point to DUSUP. ILF will complete the Scope of work within 3
months from the Purchase/ Service Order award date.
In preparing our proposal we have given considerable thought to the way in which we can provide the most
appropriate support to meet the objectives of DUSUP and to achieve success for the PROJECT. We believe
that our appointment will result in direct benefits to the DUSUP as follows:
- ILF is a fully licensed Abu Dhabi based company and can timely provide full support to the
PROJECT Team.
- We have indicated in our proposal a strong team of key personnel, including a Project
Manager, Senior Discipline Engineers, Quality, HSE and Planning Engineer and full
PROJECT support team who are locally based and
full-time employed by ILF Abu
Dhabi. Hence, a fully capable PROJECT Team can be mobilized within 2 weeks from award
and can closely coordinate with DUSUP for smooth execution of the PROJECT.
- The proposed PROJECT Team has worked on a number of assignments for oil and gas
operating companies in the U.A.E., which brings out vast, local knowledge and hands-on
experience to the PROJECT.
- Our team has the ability to draw on a large multi-disciplinary resource base within the ILF
Group, who can provide all the necessary skills and expertise support on an as need basis for
the entire duration of the PROJECT.
ILFs world class interdisciplinary project team, close ongoing communication and DUSUPs commitment
to making timely decisions will be the key factors to PROJECT success.

TENDERERS COMPLIANCE TO SCOPE OF WORK


ILF confirms compliance to the scope of work, please refer to Appendix 4 Statement of Tenderer as to
Compliance with Tender Package.

DETAILED METHOD STATEMENT


This section presents ILFs approach for executing this project and ILF would appreciate the opportunity to
engage with DUSUP in further discussions for the final strategy of the project execution, project
organization, staffing and implementation in order to achieve a service output which is consistent with
DUSUPs objectives, quality demands and
budgets.
The objective of this section is to demonstrate that ILF has fully understood the scope of work and develop
a strategy for carrying-out the conceptual design engineering services in order to submit to DUSUP for
approval an execution plan including the associated HSE and QA/QC functions for the PROJECT upon
award.
The conceptual design engineering services execution plan will describe the organization, schedule,
coordination of all engineering activities and all the aspects identified in the scope of services document in
the tender package. This document will be prepared in detail and with due consideration to the specific
requirements of the PROJECT. The approved execution plan will be provided to all project team members
as a guide on how to execute and to control the PROJECT. This execution methodology will be considered
as a live document which will be subject to continuous updating at each project phase in order to reflect
project management decisions and the effect of such decisions to the project strategy.

1.1

Project Management
ILF Consulting Engineers will nominate a full-time Project Manager
(PM) for the services based in the ILF Abu Dhabi
office with long
term and comprehensive management and technical experience, who
will render the following services:
- Ensure full compliance with all obligations required for
the project
- Monitor/control the resource allocation and timely
mobilization
- Prepare and closely monitor the project schedule
- Issue project control procedures including document
control

- Prepare and issue regular project progress reports (weekly flash reports)
- Prepare and lead regular project meetings on all working levels
- Issuance of all deliverables to DUSUP
Upon award of the contract, ILF Consulting Engineers will immediately mobilize within
1 week the
Project Team under the direction of the Project Manager. Thereafter, ILF will organise and execute a project
Kick-off Meeting (KOM) with presentation to DUSUP. In general, the PROJECT execution will be carried
out as per the following:
- Letter of Assistance to be provided by DUSUP within 3 working days after issue of request
by ILF for the same.
- A PROJECT Kick Off Meeting with Client and internal project review meeting with all
relevant discipline in ILF will be held.
- The planning engineer will prepare the project schedule based on the inputs from Senior
Discipline Engineers.
- Subsequently the Engineering Document and Drawing Register (EDDR) and Overall Project
Schedule will be prepared by the planning engineer with inputs from the Senior Discipline
Engineers.
- To monitor the project progress, monthly project review meetings will be held at DUSUP
office and weekly and monthly project reports will be issued.
- The site visits will be conducted after receipt of Letter Of Award (LOA) and a site visit
report will be submitted
- The deliverables for the conceptual study will be prepared as per approved EDDR.
- The deliverables will be submitted to DUSUP as one reproducible soft copy and one hard
copy for review and approval. DUSUP comments will be incorporated and final documents
will be issued.
- All applicable Conceptual Study reports/ drawings will be compiled into the Main
Conceptual Study report
- A FEED Scope of Work will be prepared.
- A Cost Estimate with an accuracy of +/- 30% will be prepared and issued to DUSUP.
- A project close-out report will be prepared and issued to DUSUP for approval.
1.2

Interface with DUSUP and Progress Reporting


After the effective date of contract award, the ILF Project Team will
prepare and present weekly and monthly progress reports to DUSUP
Office in Dubai. The weekly report is only a summary of the progress
and a more detailed report will be provided in the monthly report. The
meetings shall be formal, documented in Minutes of Meeting (MOM)
which shall be prepared by ILF within maximum 2 working days for
DUSUPs review and approval. Soft signed copies shall be provided to
DUSUP for their comments, additions and information.
From time to time special technical meetings might be required with
DUSUP specialists to align on special technical details or design
decisions to be prepared. ILF shall prepare the MOM of such meetings for DUSUP review and approval.

Concept Study Engineering

supply to Customers without any human intervention in case of catastrophic failure / shutdown of the
existing GCS facility or any failure of GCS components. The proposed Option-1 (48 low pressure header
and 24 high pressure header) identified in the Preliminary Concept Report, prepared by DUSUP, will be
studied for ease of tie-in, adequacy of mixing, pipeline routing and cost effectiveness. A desktop study will
also be performed to examine the feasibility of the identified Option-2 (48 High High Pressure Jebel
Ali Bypass Header through a new pipeline corridor). AlsoIn addition, Concept design for ESD / EDP of
the existing GCS shall also be performed. This will be examined within the constraints of safe venting of
the depressurized gas at the existing facility.

1.4

Site Visits and Data Collection


As part of the contract scope ILFs Project Team will review the
provided documentation and identify the relevant drawings,
documents and other technical data required for the execution of
this PROJECT and detailed need list will be prepared. The need
list will be submitted to DUSUP. ILF will also request from
DUSUP for the provision of the reproducible copies of these
drawings/ documents accordingly.
The relevant discipline engineers and designers will visit the
PROJECT area on site in order to verify the various options for
this PROJECT and familiarize themselves with the site conditions
as required.
Furthermore, the drawings provided by DUSUP will be checked
for inconsistencies, if any, and will be notified to DUSUP.

1.5

Concept Engineering Design


The concept engineering design is inclusive of two studies, which are:
- Concept Study 1 - Concept study of new facilities and pipelines
- Concept Study 2 - Concept study of ESD / EDP system at existing GCS

6.1.1

Concept Study of New Facilities and Pipelines


Based on DUSUPs in in-house study report (15O59-RT-001) for the backup gas supply to Customers
and site visit, ILF will perform a detailed study of the existing Gas Control Station (GCS) l gas sources,
such as DEL / ADNOC , LNG terminal / FSRU and Margham Plant and Distribution, . ILF shall also
study thelike low pressure Customers (DEWA Jebel Ali stations, DUBAL, EPCL, DUGAS) and high
pressure Customers (DEWA-H station, DPE offshore, SNOC Northern Emirates and Margham Plant in
import mode).
The Ooptions 1- 48 low pressure header and 24 high pressure header (see sketch below) and 2- 48 High
Pressure Jebel Ali Bypass header through a new pipeline corridor in the study report will be carefully
analyzed and ILF shall recommended the best suited option will be recommended to DUSUP.

A Preliminary Technical Feasibility Study Report will be submitted to DUSUP to conclude the most
preferred option. Upon approval of the Technical Feasibility Study Report, ILF will shall develop the
Design Basis which will be outliningoutlining all appropriate basis and assumptions of for the Concept
Study.
Afterwards,Subsequently, ILF will perform a conceptual Conceptual study for new facilities and pipelines
to review the technical feasibility of the selected option. The detailed report will be submitted to DUSUP
for review and approval. The comprehensive report will be inclusive of all associated comprehensive
technical reports, relevant study deliverables, study findings / outcome, recommendations, PFDs,
P&IDs(hand marked up), applicable engineering documents / drawings etc. Also the existing
Consequences modelling and analysis (DSP-08-R-01) and QRA for GCS (DSP-10-R-01) reports will be
reviewed for the option selection. The detailed report will be submitted to DUSUP for review and
approval.
As part of the study, the following activities shall be performed:
- Develop/ update PFD and mark-up of existing P&IDs
- Steady state hydraulic studies for line size finalisation using WinFlow Product Suite and
WinTrans Product Suite
- Study the blending of all supply gases for the new facilities and ensure that the product is
meeting the required calorific value and HC dew point in customers gas.
- Developing preliminary Plot Plans and Pipelines routing plan.
- Preparation of process data sheet for Pipeline and Control Valves.
- Control Valves design selection including number of valves, valve type and control
characteristics etc. for the new Control Valve stations
- Preparation of Preliminary Load Lists and Single Line Diagrams
- Conduct HAZID, high level Project HSE Review (PHSER), Environmental Impact Studies
- Develop Operation and Control, Shutdown (pipelines), Drain and Vent and Tie-in
philosophies
- Develop Remote and Automated Operation and Control Scheme of new facilities and
pipelines; through SCADA network
- Identification of nearest AC Power Supply sources at all the six (6) locations. However, if
AC power is unavailable at the required locations, then the option of Solar Power will be
explored.
- Estimation of Power Requirement supported with Preliminary Load Lists and Single Line
Diagrams
- Study the requirement of utility, fencing with gates at each location.
- Obtain preliminary design NOCs from concerned entities
6.1.2

Concept study of ESD / EDP system at existing GCS


In addition to the above study, ILF will also study and verify the existing GCS system capabilities and
implementation of ESD & EDP system in the existing plant. The study will also cover the existing
emergency scenarios, shutdown requirements in the existing pipelines, tie-in requirements and spare

capacities available in ESD, if available, and related hardware and software, vent system capacities,
utility requirements etc. Based on this review, ILF will recommend a feasible option as a way forward for
implementation. A detailed design basis and study report will be submitted to DUSUP by proposing the
most optimum scheme for achieving ESD/EDP in the existing. As part of this study, following activities are
envisaged;
- Propose location of ESD valves near the fence of GCS
- Identify the implementation limitation of the new ESD valves in the existing plant including
cold vent.
- Preparation of depressurization calculation of existing vent system using DUSUP approved
software.
- Analyse the feasibility of installing Emergency Isolation Valves (EIVs) instead of ESD
valves.
- Study the requirement of Emergency De-pressurisation (EDP) using existing cold vent
system
- Develop philosophy and scheme for the new ESD and EDP system for GCS
- Develop preliminary process data sheets for ESDs and EDPs Valves.
- Identify the requirement of HIPPS and SIL studies.
6.1.3

FEED Scope of work


After the completion of the conceptual study, a detailed Front End Engineering Design (FEED) Scope of
Work document will be developed.

6.1.4

Cost Estimate
The Cost Estimate shall be prepared in line with AACE Recommended Practice 18R-97 and related
Recommended Practices, as part of the conceptual study. The accuracy of the cost estimate shall be +/30%.

6.1.5

Overall Project Schedule


An overall project schedule will be prepared for further implementation. This will take into account the
overall project commissioning date of 2018 and the shutdown windows available within the period for the
cold tie-ins required at Locations A, B, D and E, likely hot-tap at Location C and the new ESDs/EDPs.
The subsequent sections detail discipline wise activities for the Concept Study over the period of 3 months.

Process
The following Process engineering activities shall be carried out to meet the requirements for this
PROJECT:
- Information Gathering and Site Visits.
- Identify / validate the preferred option

PROJECT ORGANIZATION AND KEY PERSONNEL


The office of ILF Abu Dhabi will be the central location point of all the engineering work to be performed
under the scope. ILF Abu Dhabi is a fully operational and licensed
engineering office well
established in Abu Dhabi.

DETAILS OF ENGINEERING CENTER


ILFs Abu Dhabi office will be the centralized point of all the engineering services to be performed under
the scope of work. ILF Abu Dhabi is a fully operational, equipped and licensed engineering and consultancy
office well established in the United Arab Emirates and within GCC countries.
ILF in this proposal has not allowed for the presence of DUSUPs staff in its offices. However, if Client
wishes and requires such services from ILF they shall be compensated at agreed rates.

and Project Portal.

PROJECT PLANNING, SCHEDULING & CONTROL


ILF Consulting Engineers will adopt the following as basis and method to be used for planning/scheduling,
progress measurement, and progress reporting for the SERVICES to DUSUP.
Cut-off date of progress measurement, schedule update and as well as weekly and monthly reports will be
agreed after the award of the contract with DUSUP.
Progress will be determined only by measuring the amount of physical work completed. Progress will be
evaluated on discrete, identifiable pieces of work. The level of detail for such measurement will be agreed
with DUSUP.

2.1

Project Schedule
ILF propose to complete the entire PROJECT within 3 months from the date of award:
- Award/ PROJECT start: 15th September 2016
- Concept Study completion: 15th December 2016
Approved Preliminary Design NNOCs shall be submitted by 15th January 2017
Please refer to Appendix 13 Project Schedule and Manpower Histogram and Appendix 14 CTR Sheets.
The project schedule will be developed for the orderly completion of the services in
accordance with the
contract. Within 1 week from effective date of task order award, ILF will prepare the detailed services
schedule which will serve as the project control tool for all engineering work activities performance.

planned schedule baseline. The forecast schedule will show the


effects of any project deviation and
their impact to the critical path of the project.
Activities which are delaying the project will become
the critical path and a corrective action plan should identify the measures to bring the project back into the
time frames defined by the frozen baseline.
ILF will develop and maintain a planning and scheduling system which will be capable of analysing the
status of the engineering activities as well as producing the regular
progress reports on weekly and/or
monthly basis or as required by DUSUP. ILF will use the Primavera Project Planner for preparing the
detailed engineering schedule.
2.2

Engineering Document Deliverable Register (EDDR) & Progress Measurement


Engineering Document Deliverable Register shall include detail listing of all engineering
deliverables covering all Drawings, Data Sheets, Standards, Specifications, Technical Reports, and Studies
etc. and shall be prepared separately for each discipline, clearly
identifying the category of each
document within each discipline.

Each document shall be cross referenced to its relevant activity in the Project Schedule through appropriate
activity coding structure and shall show Estimated Man-hours/ Weightage against each deliverable.
Engineering Document Deliverable Register shall also indicate plan, forecast and actual dates for
submission/approval, actual progress based on agreed % completion at each intermediate milestone
completion stage and Earned Man-hours/ Weightage for each deliverable.
Planned completion dates against each deliverable shall be in accordance with Project Schedule. Earned
Man-hours/ Weightage against each deliverable shall form the basis for computation of engineering
progress for each Area / Phase / Discipline etc.
While developing the Engineering Document Deliverable Register, a provision of about 5%-10% Manhours shall be made towards Miscellaneous Documents against each Discipline / Area / Phase, as a
contingency towards likely addition of documents during engineering stage.

2.3

Work Breakdown Structure


In order to effectively plan and control the PROJECT, the entire scope of work will be subdivided into
manageable packages activities.
ILF will prepare a Work Breakdown Structure (WBS) which shall form the basis of the interrelation of the
various disciplines within the PROJECT that can be aggregated to any required level for project review,
reporting and statistical purposes. The WBS will be finalized after the award of the contract with DUSUP.
The WBS shall be consistent at each level of detail for all disciplines during execution of the PROJECT.
The structure provided ensures consistent control, co-ordination and
reporting of activities.

2.4

Progress S-Curve
ILF Consulting Engineers will prepare and maintain the progress S-curve based on the content of the
schedule and will be submitted for DUSUP review. The progress S-curve will show the planned, actual and
forecast rate of progress. The progress S-curve will be submitted along with weekly and/or monthly reports.

SOFTWARE
ILF Abu Dhabi is fully-equipped with office tools and licensed computer software from standard office
system up to highly sophisticated and advanced software for
executing various engineering and consultancy works.
This software are being used by the engineers on a
regular basis as applicable to the project at hand.
In general, ILF will use software that are compatible to
DUSUPs system to ensure consistency and uniformity
in all project documents.

QUALITY ASSURANCE AND QUALITY CONTROL


This section relates to the planning, implementation, measurement and
improvement of project quality management system. Quality in terms
of Assurance which, through the application of management
procedures, seeks to prevent error, and Control which, through
measurement, seeks to detect error. Through a balanced and measured
approach to both of these techniques and the application of continuous
improvement, the project shall meet the requirements in terms of all of
its measurable, targets and objectives to a level that is AHARP, As High
As Reasonably Practicable.
Quality Management shall be applied by all project organizations
(including
Sub-contractors) from the top level to down, without exception, and it shall be the responsibility of all parties to assure
the quality of their contractors and so forth on a hierarchical basis.
A QA/QC Manager shall be assigned to the project to establish, maintain and operate effective quality
management system.
The project team and its execution of the planned and approved project quality requirements will be subject
to independent internal audit and/or review via ILFs Integrated Management System (IMS). All aspects of
the project, all departments, systems and processes shall be available for such events, which shall be used to
demonstrate that the project quality arrangements are compliant with the applicable quality standards, the
approved management procedures, the IMS and the Project Quality Management System as well as ILFs
Mission Statement.
Any non-conformance detected by these audits shall be recorded, addressed and closed out to a planned
Corrective Action Programme.
Please refer to Appendix 15 ISO 9001 Certificates and IMS Brochure.

4.1

Quality Assurance Method


Quality assurance and quality improvement have been planned from the highest level and the appropriate
principles devolved throughout the organizations participating in the project through contractual
requirements. Essentially, each organization shall have to apply the following basic requirements to the
level at which their scope of work is affected.
A Project Quality Plan (PQP) shall be prepared, based on ADCO/ Project requirements, which was
developed to top level working quality arrangements commencing at the Engineering Activities of the
project. The PQP mainly identifies the following:
- Brief outlines addressed in terms of Quality Assurance and Quality Control, including the
applicable Integrated Management System procedures available,
- The project organization including roles, responsibilities and key job descriptions,
- The internal and external audit schedule,
- A reference list of Project Quality Management System procedures to be applied to the project,
- Quality Improvement strategies.
PQP shall be submitted to DUSUP for approval within 1 month of effective date of contract.
Besides PQP, ILF shall also develop procedures/documents as per DUSUP requirements, if required.

4.2

Project Quality Standard


ILF has been certified to ISO 9001:2008 with its Integrated Management System (IMS), please refer to
Appendix 15 ISO 9001 Certificates and IMS Brochure.
ILF will maintain a Quality Assurance System based on the following and applicable as per project scope of
work:
- Project quality system requirements (manufacturing, construction & EPC) EP 30.99.97.0006.1 Rev

4.3

Project Internal Quality Audits


Project Internal Quality Audit Procedure and Schedule shall be produced so as to demonstrate that these
audits are planned, carried out, reported and closed.
Internal Project Quality Audits
- To be conducted by Project Quality Manager to determine whether the Project Quality
Management System is being implemented in accordance with the Project Scope of work and
improved. All quality audits shall be reported to DUSUP for information.

4.4

Quality Reporting
All quality measurements shall be covered by related Quality Reports, namely, internal audit reports,
external audit reports, non-conformance reports and corrective/preventive action reports. Although each of
these reports identifies individual improvement requirements, the overall quality measurement reporting
system shall be analysed periodically for a higher level of improvement opportunity.

4.5

Quality Improvement
Following the release of quality measurement reports, Management Review Meetings shall be held to
analyse the data to attain a high level of effectiveness with regard to the total Quality Management System
and its implementation. A resulting Quality Improvement Plan shall be established, based upon the AHARP
principle, and shall only be implemented if genuine and sustainable quality improvement can be achieved.

4.6

Document and Data Control


For all of its projects ILF followed a very effective document control system. For the subject project, ILF
intends to use the well-established Document Management and Control System based on DUSUP and ILF
requirements. The design documents and drawings shall be controlled through a document control register
which is administered centrally, with online access to all project team and will implement the good practices
of producing, securing, filing, preserving and handling of records/ documents in both hard and soft formats.

maintained and renewed by all individuals and entities involved in


the project engineering execution, during all phases of the
PROJECT.
ILF will fully comply with DUSUPs Standard HSE Rules and
Procedures.
ILF will prepare the HSE Plan for all engineering activities, based
on:
- UAE Statutory Regulations
- DUSUP and HSE Risk Management Guidelines
- 30.99.90.0015- Guidelines for Preparation of Project HSE Plan
- International Codes & Standards and Industrial Best Practice
- Hazard Identification, Risk Assessment and Risk Control
- Role and responsibilities of project participants to ensure integration of H&S
requirements
into design, construction and operation
- H&S training, awareness and competence and behavioral change,
- H&S Operational control during the various Phases of the project
- Emergency Preparedness and Response
- Performance Measurement and Monitoring
- Accident and Incident reporting, investigation and action plans
The main Objective of the Project HSE Plan are including but not limited to;
- Fulfil the requirements of ADNOC COPs, ADCO HSE Policy and any specific HSE items
identified by the project
- Specify the main HSE Procedures, Codes of Practice, Best Practice and
Standards to be
applied in the project.
- Identify and define the specific HSE studies which will be undertaken in the
project.
- Specify the HSE Reviews/ Audits which will be performed with this project.
- Define the Contractual Safety Management arrangement to be applied.
- Define when all the HSE activities will be performed and by whom.
- Ensure that Health, Safety and Environmental issues are thoroughly addressed during the FEED
phase of the Project.
- Ensure that the Design is risk assessed and meets the ADNOC ALARP
Criteria,
- Ensure compliance with all relevant HSE regulations, Standards and Codes of Practice including
UAE, ADNOC, ADCO and International industrial best
practices.

5.2

Project Internal HSE Audits

HSE for Site Visits


ILF will embark on site survey visit as may be deemed necessary in course of the project and this will be
covered by appropriate safety control, including as follows:
- DUSUP mandatory training requirements
o HSE induction and emergency response (at site by DUSUP)
o H2S and BA Awareness (by ILF through DUSUP approved training
provider)
- Transportation & road safety
- Mandatory appropriate Personal Protection Equipment (PPEs) as per DUSUP standards.
