The Department of Commerce and Economic Opportunity (the “Department’) is in receipt of
your Freedom of Information Act (5 ILCS 140) (the “Act’) request to provide the following:

Please be advised that certain information has been withheld and/or redacted in accordance
with 5 ILCS 140 Section 7 (1) (b) of the Act. This section concerns such matters as private
information, unless disclosure is required by another provision of this Act, a State or federal law
or a court order.
Section 9(a) of the Act gives a requesting party the right to seek a review of the public body's
response. The review is administered through the Attorney General's Office by the Public
‘Access Counselor (PAC). You, the requestor, have 60 calendar days to submit your request for
review to the PAC. The request must be submitted in writing, either by electronic mail, by fax,
or by the United States Postal Service and sent to:

Sections 11 (a) & (b) of the Act also provide a requesting party, upon denial of a FOIA request
by the public body, with the right to file suit for injunctive or declaratory relief in the circuit court
for the county where the public body has its principal office.

Caterpillar Inc. has decided to institute a reorganization of two of its operating business
units which will result in a mass layoff of employees at its Mossville area facilities. The two
impacted facilities are located at 6122 Route 29 and Rench Road, Mossville, Illinois, 61522
(Building AC) and at 14009 Old Galena Road, Mossville, Minois 61552 (Tech Center).
Accordingly, this letter shall serve as notice pursuant to the Worker Adjustment and Retraining
Notification Act ("WARN") of that decision.
‘A total of 300 support and management employees will be Iaid off beginning October 31,
2016. All employees affected by this reorganization are being sent home immediately but will
continue to receive full pay and benefits until the date of employment separation. During this
time period, Caterpillar will attempt to place these employees into other available positions
within the Company. In the event that this internal placement process is not successful for
employees receiving WARN notice, those employees will be separated from employment
between the dates of October 31, 2016 and November 13, 2016. ‘The employees are not
represented by a labor union and there are no applicable bumping rights. The entire plant will
not be closed at either address.
