None 3. Adoption of Minutes twas Moved by Scott Mackey ‘Seconded by Liz Thompson That the Council of the Township of Chatsworth adopt the Minutes of July 6, 2016. Public Meeting: Application for Zoning By-1aw Amendment 24/2016 — Part Lot 7, Concession 1, Geographic Township of Sullivan, Township of Chatsworth (Carmichael) ‘Public in Atterdance None ‘Township Planner, Ron Davidson gave an overview of the application and explained that this fezoring request was intended to ful @ condition of Consent tat had been imposed by the Land Division Committee regarding a lot addition involving this property, Following a brief discussion, the Committee Chair closed the Public Meeting, Page 1 of3 5. Public Meeting: Application for Zoning By-law Amendment 28/2016 — Lots 0, 54 and 52, Plan 121, Geographic Village of Chatsworth, Township of Chatsworth (2391546 Ontario. Inc. c/o Wally Gupta) Public in Attencance Leo Palozzi (applicant), Yaso Somalingam (applicant), Mathew Blanchard, Tanya Blanchard, Terry Brown, Joe Vaughan, Angie Vaughan, Amitoz Randhawa, Sean Burrows, Beth McCracken, Rick Lokos, Nancy Musters, John Musters, Albert Muzzel Sandra Muzzell, Sherry Knapp, Jeff Sylvest, Trudy Simmonds ‘Township Planner, Ron Davidson gave an overview of the application and summarized the agency comments received. He also read the letter submitted to the Township by Joe and Angie Vaughan, Leo Palozzi and Yaso Somalingam spoke briefly about the project and advised the they were hoping to begin construction next year. Nancy Musters stated her concerns regarding traffic and the need for an additional restaurant, gas bar in Chatsworth, ‘Tanya Blanchard stated her concerns regarding the hours of operation and the potential forthe lights to be shining on her house. ‘Sean Burrows expressed concerns with regard to traffic, citing the traffic problem that already exists with regard to entering the Provincial Highway 10. Mr. Burrows asked who will be enforcing the ‘no parking’ restrictions if such signs are posted, ‘Angie Vaughan advised that truckers are already parking on McNab Street in order to rest. Mr. Vaughan later added that property values in the area will decrease. ‘Terry Brown also asked about the enforcement of truckers parking on the road and ‘expressed concem regarding trucks idling in a residential area. ‘Sandy Muzzell expressed her concem with regard to the anticipated traffic increase. ‘She later stated that other businesses will close as @ result ofthis business opening Matthew Blanchard stated that the proposed commercial operation will not actually increase the employrent base when taking into consideration the number of jobs that will be lost due to other business closing, Rick Locus advised that he bought his property based on this being a residential area. He expressed concerns regarding lights, trafic and gas fumes. ‘Trudy Simmons expressed concems with regard to traffic and the impact on existing businesses, Page 2 of 3 ‘Sherry Knapp expressed concems regarding trucks that will be parking on the roads ‘and added that this new commercial operation will destroy the businesses in ‘Chatsworth, She further stated that tanker trucks delivering fuel would not be able to ‘maneuver on ths site [Beth McCracken stated concem with regard to the noise associated withthe the back- ‘up beepers onthe snowploughs, Nancy Musters recommended that the applicants consider a different location. ‘Committee menber Liz Thompson advised that she likes the idea of having a sidewalk ‘constructed along McMab Street. ‘Committee menber Shawn Greig asked Mr. Davidson ifthe current ‘C1’ zoning on a [portion of the subject lands would permit the proposed operation and also asked if the ‘development is subject to a Site Plan Control Agreement. \Mr. Davidson edvised that the ‘C1” does permit a gas bar, restaurant and convenience store, subject to compliance with the 'C1’ zone provisions. He also confirmed that no ‘development could proceed without a Site Plan Control Agreement In response to various questions and concerns that were raised, Leo Palozzi, applicant, spoke during cifferent occasions throughout the evening advising of the following: that ‘this business wil be family owned; that most oftheir clientele wil be drive-by customers. ‘that are passirg through Chatsworth; that measures will be taken to ensure that the on- ‘site lighting does not create problems for the neighbours; that tanker trucks can maneuver on this property; that he is willing to increase the amount of landscaping on ‘he property; and, his business is willing to pay its share of sidewalks along McNab Street. At that time, the Committee Chair closed this Public Meeting. 6.
