REVISED INVITATION TO BID

REPAIR OF CLASSROOM, PURCHASE OF FURNITURE
AND REPRODUCTION OF MODULES

1. The Department of Education-Moscoso-Rios National High School through the Bottoms-Up Budgeting

(BUB) intends to apply the sum of Five Hundred Ninety Three Thousand Five Hundred Seventy Eight and
96/100 Pesos Only (Php 593,578.96) being the Approved Budget for the Contract (ABC) to eligible payments
under the contract for the Innovative Programs to Promote Access to Education for Use of Abot-Alam
Program subject to the Terms and Conditions of the contract.

Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail
criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184,
otherwise known as the Government Procurement Reform Act. Bidding is restricted to Filipino citizens/sole
proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock
belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of
which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act
138.
3. The Department of Education-Moscoso Rios National High School, through its Bids and Awards Committee
(BAC), now invites bids for the herein-mentioned services. Delivery of goods is required on the expected delivery
period stated herein. Bidders must have completed within five (5) years from the date of submission and receipt of
bids, a contract similar to the Project with an amount of at least 50% of the ABC to be bid. Bids received that
exceed the ABC per lot shall be rejected at bid opening. Bidders must bid for all items in a lot, otherwise, the bid
shall be rejected. Bidder may bid for one, more than one or all of the lots. Evaluation and award shall be made on a
per lot basis.

Interested bidders may obtain further information from the Moscoso-Rios National High School during office
hours.

5. The Department of Education-Moscoso Rios National High School will hold a Pre-Bid Conference on July 27,
2016, 9:00AM, at Multi-Purpose Hall, Department of Education (DepEd) Division of Antique, Binirayan, San
Jose, Antique which shall be open to all interested parties.
6. Bids must be delivered to the address below on or before August 8, 2016, 9:30 AM, at the Multi-Purpose Hall,
Department of Education (DepEd) Division of Antique, Binirayan, San Jose, Antique.
7. Bid opening shall be on August 8, 2016, 9:30 AM, at the Multi-Purpose Hall, Department of Education (DepEd)
Division of Antique, Binirayan, San Jose, Antique. Bids will be opened in the presence of the Bidders/
representatives who choose to attend at the address given. Late bids shall not be accepted.
8. The Department of Education-Moscoso-Rios National High School reserves the right to accept or reject any bid,
to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring
any liability to the affected bidder or bidders.
9. All other related issuances relative to this project, rules and regulations and statements which are inconsistent with
this Revised Invitation to Bid are hereby repealed rescinded or modified accordingly. All stated or indicated ABC in
all forms to be used in the bid shall be corrected accordingly with respect to this Revised ITB.
