CONTEXT

It is in this sense that the Government decided recruiting private partners to achieve five (05) photovoltaic solar
power plants with a combined capacity of 80 megawatts in Burkina Faso.

BRIEF DESCRIPTION OF THE PROJECT


The project involves the completion of five (05) solar photovoltaic plants connected to the national grid by private
partners in the form of BOOT.
Central composed of crystalline silicon photovoltaic panels mounted on fixed structures will be located in five (05)
separate sites, as detailed below:
- Ouagadougou : 30 MW
- Bobo-Dioulasso : 10 MW
- Ddougou : 15 MW
- Fada NGourma : 10 MW
- Dori : 15MW
Note:- Each plant is a lot. Any candidate may tender for all the lots but cannot be awarded more than two.

SCOPE OF THE PROJECT


This project involves the design, studies, financing, construction, supply conditions,
operation, maintenance and the guarantees operating plant performance.
MINIMUM REQUIREMENTS FOR STUDIES
All the studies leading to the construction of the plant and its connection to the network in order to generate and
sell energy are borne by the partner, namely:

Climatic studies: solar radiation, temperature, wind, altitude, precipitation, humidity, pollution

Technical Studies

The studies on equipment location: topographical, geological and geotechnical civil engineering details
studies;

The environmental and social impact studies

MINIMUM REQUIREMENTS FOR SOLAR MODULE


6.1 Typology
All photovoltaic modules will be crystalline silicon solar glass with low iron content on the front and a polymer film
on the rear panel ; modules frames will be manufactured in anodized aluminum to ensure high mechanical
strength.
The modules will withstand a maximum charge pressure of 5,400 Pa and 2,400 Pa depression ( according to IEC
61215 or equivalent).
All modules will be completely identical and interchangeable .
6.2 Certifications , approvals, and applicable regulations

All modules are certified to IEC 61730 and 61215 standards ED.2 or equivalent. They must match the
Electrical Protection Class II and the CE or equivalent guidelines .
6.3 Electrical Specifications
The power unit crest modules will not be less than 245 Wp . The tolerance on the peak power guaranteed by the
manufacturer will be a maximum of +/- 3% .
The module junction box is waterproof ( IP65) and contain bypass diodes ( by-pass) necessary to prevent
damage to cells due to differential sunshine the module surface .
The temperature coefficient compared to the value of the power PMPP should be less than -0.46 % / C , to
ensure good performance of high temperature modules.

6.4 Protections / accessories


The isolation modules will be compliant with Class 2 Power protection
6.5 Documentation
The promoter will indicate in its offer the number and subsystem photovoltaic modules used , the module
connecting structure (string, subfield , ...) and provide the type of plane implementation and corresponding wiring
diagram. Depending on the type of the proposed structure , the tilt settings and distance between rows , a
calculation note will be attached to show that the shading losses are minimized .

7 MINIMUM REQUIREMENTS RELATING TO THE SUPPORT STRUCTURE OF SOLAR MODULE


7.1 Typology
The support structure is the element on which the PV array. It must be fixed to the ground . This structure must
ensure the stability and correct attachment of the modules throughout the useful life of the plant . This attachment
should also ensure against theft module .
7.2 Certifications, approvals and regulations applicable to support structures
The structure must be sized according to the following standards or their equivalent:
- DIN 1055 EC1 .
- Eurocode 1 and French annex NF EN 1991-1-4 - Actions on structures of the wind.
7.3 Technical specification of the support structures
Characteristics of the support structures:-structure fixed galvanized steel having high corrosion resistance ;
- The design of the whole structure will be carried out with extreme wind site ( 120 km / h mini) . Proof of the
resistance must be made in the calculation of the stability of the structure and of the fixing system ;
- The design of the structure and the module mounting system enable maximum thermal expansion to avoid
transmitting loads that could affect the integrity of modules;
- The structure must be anchored to the ground with the best technical solution according to terrain features
considering that it will be leveled only at certain points "critical" .
- The rationale for choosing the anchor solution of the structure taking into account the diagnosis and
geotechnical soil analyzes on which it will base its foundation calculations must be made by the partner in the
bid.

8 MINIMUM REQUIREMENTS FOR INVERTERS


8.1 Typology
The inverters will be installed new equipment and three-phase type . The inverters have a minimum protection
class IP20 when installed in equipment rooms air-conditioned and IP65 when installed outside (in the sense of
EN 60529) , and the maximum permissible ambient temperature Operation be not less than 50C.
8.2 Certifications, approvals and applicable regulations
The inverters will conform to standards EN 61000-6-2 and EN 61000-6-4 or equivalent, and more generally the
European standards concerning all of their components.
8.3 Electrical
The inverters will adjust to the maximum power point of the PV array .
The inverters will be sized for:
They can transit the maximum active power and maximum reactive power simultaneously so as to reach tangent
phi = 0.4 at the connection point without having to clip the power transfer ;
They can meet the requirements for a voltage at the connection point may vary + or -10% ;
They can more generally allow the installation as a whole , compliance with electrical requirements at the
connection point .

The sizing will be argued and justified by a note .


8.4 Protections / accessories
The inverters will be equipped with a control monitor, an insulation monitoring device to land and protection
against overheating. They incorporate an emergency stop switch , circuit breakers on the DC side and the AC
side and overvoltage protection circuits AC / DC protected.

9 MINIMUM REQUIREMENTS FOR TRANSFORMERS


9.1 Typology
The cranes will be dry transformers isolation or liquid free of PCB ( polychlorinated biphenyl or pyralene ) and will
allow the rise in output voltage of the inverter (AC- BT) for connecting the central Injection Energy medium
voltage electricity network (MT) thirty-three ( 33 KV) kilovolts SONABEL
9.2 Certifications, approvals and applicable regulations
The step-up transformers must have test certificates that guarantee compliance with the following standards : -EN 60076-1 , IEC 60076-1 : Resistance measurement of the transformer windings .
-EN 60076-1 , IEC 60076-1 : Measurement of the processing and verification of the group connections.
- EN 60076-1 , IEC 60076-1 : Measurement of copper losses and voltage short circuit on the main outlet.
- EN 60076-1 , IEC 60076-1 : Measurement of losses and load current .
- EN 60076-3 , IEC 60076-3 : voltage test applied to power frequency .
- EN 60076-3 , IEC 60076-3 : voltage test induced.
9.3 Electrical Specifications
Electrical Specifications The nominal line voltage to low voltage transformer windings will be compatible with the
output voltage of the inverter . The processors will be equipped with minimum vacuum setting taken from -5% to
+ 5% in steps of 2.5%. The frequency of the processors operating voltage is 50 Hz . The load losses of
transformers will be less than 1.5% of the nominal power and load losses will not exceed 0.5% of nominal
power .
Note:- The transformer tank will be grounded using a grounding cable regulatory section.
9.4 Protections / accessories
The processors will incorporate all the required protections guaranteeing its operation and without disturbing the
grid.
LV side , processors will be equipped with cut-off device with the required protection.
HV side , the transformer will be connected to the cell of the high-voltage substation ( HT ) SONABEL . .
The connection equipment ( cable , cell , etc. ... ) and achieving SONABEL network connection work are the
responsibility of the private partner .

10 MINIMUM REQUIREMENTS RELATING TO TECHNICAL FACILITIES


10.1 Typology
The technical premises house all inverters , the corresponding protections and accessories. They will be built on
the site where well be prefabricated . In all cases , they must meet the conditions described below.
10.2 Certifications, approvals and conditions of implementation
Technical rooms will fulfill all the requirements of specific standards for solar photovoltaic installations

10.3 Physical Characteristics


The construction of the premises must take account of climatic conditions to which the equipment may be
exposed. The floor level of the premises will always be at least 20 cm above ground level on which they are built
to prevent flooding during heavier rains . The slope of the land around the plant room will be such that rainwater
is drained out of the walls . The temperature and humidity inside the premises will be maintained at levels they
constantly allow proper operation of the equipment installed inside. The partner will present a study that justifies

the temperature inside technical rooms will not exceed that permitted by the UPS while avoiding the waste of
energy in all outdoor temperature assumptions.

Special filters will be installed on local openings to prevent the entry of dust or small animals that could
damage equipment
The construction of equipment rooms will allow easy access to equipment for their replacement or maintenance.
If liquid processors are available , an oil recovery tank will be installed in each power transformer. The storage
capacity of the tank is at least equal to the maximum amount of transformer oil. The pit will include an oil recovery
device at the bottom by gravity.
10.4 Protections / accessories
Local techniques should incorporate all the auxiliary elements necessary for their proper functioning, i.e :
- The protection and connection boxes;
- BT network for auxiliary power ;
- The network of ground equipment on the premises;
- Inside and outside lighting installation ( normal and emergency ) premises ;
- Tooling and handling equipment;
- Safety equipment ( insulated gloves , insulating stool , placard describing the first aid) ;
- Filters ;
- Air conditioning equipment and / or forced ventilation
10.5 Documentation
The partner will describe the proposed technical premises. They are either prefabricated buildings where
equipment and also all connections are already installed or built premises on the site.

11. MINIMUM REQUIREMENTS RELATING TO THE LIGHTNING PROTECTION


11.1 Typology
It is the partner to design the technical solution to protect the solar plant against the effects of lightning .
This protection covers two aspects:
(i) minimizing induction loops ;
(ii) the installation of surge arresters and / or necessary lightning rods and placed at the appropriate land.
11.2 Certifications, approvals and applicable regulations
- NF C 17-100 : Mandatory installation of lightning rods to protect buildings against lightning
- NF C17-102 : Protection of structures and open areas against lightning by lightning in the starting apparatus
- NF EN 61173 : Protection against overvoltage photovoltaic power generation systems
11.3 Documentation
The proponent must provide any documentation relating to approvals and compliance with the relevant IEC
standards for each device, equipment or device .

12. CONDITIONS OF PARTICIPATION


Can express its interest in this project to achieve the five (5) photovoltaic solar power plants in public -private
partnership all candidates meeting the technical and financial requirements and described in Section 13 below:-

13. SELECTION CRITERIA AND AWARD


The selection criteria for each tenderer are as follows :13.1 Economic and financial capacity of candidate
- The candidate must have access to sufficient credit to cover the cash flows, "cash flow " , required for the
duration of the contract or have a certificate of financial capacity of a first class development bank or another
similar financial institution.

- The applicant must indicate the total amount of the project ( total contract value ) and the total amount of the
proposed specifying the identity finance contract (name, contact person to contact , ...) of the financing structure
and other partners involved ;
- Annual turnover means the candidate during the last three years must be equal to at least fifteen (15) million;
- Capital contribution by the applicant: the amount of credit available must be at least two (02) million for a batch
of 10 MW , three (03 ) million for a batch of 15 MW , five (05 ) million for a batch of 30 MW
13.2 Technical and professional capacity of candidate
The candidate must have completed and completed at least two (02) photovoltaic solar power projects on the
ground with a minimum cumulative total power of twenty (20) MW connected to the grid which at least one of
equal or greater power to 5 MWp. This work should have been be made in the ten ( 10) years and should be of a
similar nature and complexity.

This criterion aims to assess the real capacity of achievement in the field of photovoltaic power .
To assess the relevance of the reference made, the candidate shall indicate :[1] The applicant must provide copies of final acceptance certificates (or provisional ) signed by the project
managers / project owners for projects in question;
[2] The public authority reserves the right to verify the information provided by the bidder.
Roofing projects will not be considered.
The sum of several lower power projects to a minimum threshold may be presented as a single reference,
whatever the standardization of these projects.
The applicant must indicate the technical elements of the work, including for each performed photovoltaic plant :
- the total power of each;
-type ( trade name) technology and unit power modules used ;
-type of inverter used ;
-types of structures and anchors .
The candidate must have been responsible for the operation and maintenance of at least one (01) photovoltaic
plant floor 5 MWp minimum power during the five (5 ) years ( these references will be indicated ) .
13.3 Technical and financial proposal of the candidate
- The proposed technology for each component of (or of ) plant ( s) ;
- The civil engineering for the various infrastructures of (or of ) plant ( s) ;
- The characteristics of proposed connection ;
- The precise planning of each stage of realization (development, construction, commissioning )
- Daily producible ;
- The annual producible ;
- The total cost of the investment and without VAT ;
- The selling price per kWh net cost of connection ( output transformer 33kV ) ;
- The procedures for revision of the kWh selling price ;
- Duration of the power purchase agreement;
- The availability of financing and financial partners;
- The period of mobilization of financing and evidence relating thereto;
- The main contractors and their role in the project ;
- Operating personnel ( qualification and number)
- Management and environmental protection .
NB : The proposed energy storage ( partial or progressive ) is envisaged
