Introduction
BAC as landlord of the Brisbane Airport (Airport) site, requires detailed
information and data on all buildings, infrastructure and utilities within the
Airport Site.
The purpose of this document is to define a common standard and
specification by which all drawings, surveys and operating maintenance
manuals for Works undertaken on Airport, are to be supplied.
This document forms part of the BAC contract or agreement for Works to
be designed, constructed and/or installed.
This document replaces the preceding.

Scope
This document shall apply to all Works designed, constructed and/or
installed on Airport as defined in the contract or agreement this includes
Works undertaken within lease, sub-lease and licence areas.
It includes but is not limited to:

Compliance
Documentation in a form not complying with this technical specification
shall be rejected as being a non-conformant to the contract or agreement,
and may incur damages.

Part A - Drafting
This part covers standards and issues relating to Drafting and
Computer Aided Drafting (CAD) used in the preparation and
delivery of project documentation (Drawings).

Exceptions to this document may be obtained after discussions and
approval from BACs Drafting and Survey Manager, Building/Terminal
Maintenance Manager and Project and Approvals Manager.
Part A

Drafting
2.1
CAD Application
All drawings shall be prepared and provided to BAC in Microstation
(*.dgn) file format, version V8 or later.
The Provider should seek approval from BAC if an alternative CAD
application, such as AutoCAD (*.dwg) is to be used for the production and
delivery of drawings. It is the responsibility of the Provider to ensure that
all drawings prepared in an alternative CAD application that on transfer to
Microstation format all levels (layers), linestyles and fonts are retained
with no loss of data. The Provider shall supply all necessary linestyles,
font files etc. with the submitted drawings.

All drawings shall be prepared using BAC seed and resource files
(templates, fonts & colour table etc.). These shall be provided by Drafting
and Survey Services upon contract engagement.
2.2
Standard of Drawings
All drawings shall be prepared in accordance with AS1100, Technical
Drawing. All personnel preparing drawings shall be conversant with the
Standards applicable to their discipline. Drawing standards must be
uniform and of good quality. A drawing must be clearly presented, not
congested, present a logical sequence of detail and contain all required
dimensions and set out details.

Line Styles
Native Microstation and BAC custom line styles shall be used wherever
possible; however if it is necessary to create non-standard line types for
certain disciplines, the Provider shall supply the relevant line styles
resource files with the submitted drawings.
3.2
For annotation and level (height) annotation the text height should
be such that when the file is plotted at 1:250, its height is 2.5mm
high; and

All level (height) annotation shall have its insertion point located at
the levels (height) recorded position it is acceptable for this text
to overlay other entities.
Native Microstation text fonts and Microsoft Windows True type fonts shall
be used wherever possible.

Scale
All CAD models and drawings shall be prepared at full scale.
The model units shall be either 1 unit = 1mm or 1 unit = 1m.

Reference Drawings
Reference files shall be created ensuring the Aerodrome Datum coordinate system is maintained and that there is no scaling or rotation.
Single model approach for reference files shall be used for site layouts,
floor plans, services etc. as outlined in Part A Section 3.4 Use of Multiple
Sheets/Layout Tabs.
For building services documentation, reference files shall be prepared
separately for each discipline one file per floor.
All reference files shall be provided with the electronic copies of the
drawings.

Drawing Number Identifiers such as Design Ref., Project Ref. and Airport
Precinct MUST be confirmed upon project engagement with BAC before
assigning any drawing number. (Refer Appendix 2).

Control of Drawings
It is the responsibility of the Provider to maintain quality assurance,
revision status and approval processors for project drawings for the
duration of the contract or agreement.

Datums
Horizontal control on Brisbane Airport is a plane rectangular grid system
of Eastings and Northings based on the pre SEQ 78 Geodetic Adjustment
(AMG) values of PSM 31(Permanent Survey Mark).
Vertical level datum for Works at the Airport is based on Aerodrome
Datum (AD). This datum is 1.134 higher than Australian Height Datum
(AHD). Further details regarding Survey Requirements are contained in
Part B Section 17.

Certification of Works
The Provider shall certify the As-Built or As-Constructed status of all
documents by means of annotating the drawings title block or by stamping
this certification upon the documents.
Uncertified documents supplied to BAC under the terms of a contract or
agreement shall be regarded as an exception to the contract or
agreement and shall thus be rejected as being a non-conformance to the
contract or agreement.

As-Built Drawings
Drawings issued during the construction or installation shall be amended
to reflect the completed details of the Works. The drawing revision status
shall indicate it as being the As-Built issue and shall contain the
Certification of the Provider.

Photographic Records
All photographic records taken during the Works shall be provided as part
of the project deliverables. Photos shall be in electronic format JPEG
(*.jpg) format. An agreed naming convention is to be established at the
commencement of the Project, as a minimum the date and location shall
be included or indexed.
Photos shall be provided of all conduit/pit interfaces, pipe/valve/tee
interfaces, service crossings, services footing/slab penetrations and along
trenches.

Transmittal
All documentation shall be submitted with a detailed transmittal advice in
Microsoft Excel spreadsheet format listing the following:

Star Pickets.
Such control marks are generally tagged with an identifying number and
have a witness mark alongside.
The basis for the grid system at Brisbane Airport is a local plane
rectangular grid - the origin being at PSM 31 situated on the old Airport
site.

Note the back of, invert and lip level of all kerbs and water channels
shall be surveyed and recorded.
Sufficient points shall be recorded to ensure that the extremities of all
Works features, structures and footings are clearly defined and all bends,
intersections, and changes of gradient are accurately recorded. All curves
shall be accurately defined using a minimum of three points (two tangent
points and one mid point).
Where actual positions deviate from a straight line by an amount greater
than the nominated accuracy for that feature, sufficient additional points of
location shall be provided to define the deviation horizontal and/or
vertical change in directions.
Maximum distance between points of location shall not exceed 25 metres,
and the survey shall record the point of survey, where interpretation is not
obvious.

Accuracy of Surveys
The accuracy of location information shall conform to the following:

Physical Measurement
Upgrading to "As-Built" drawing status shall entail the physical
measurement of internal building details related to an accurate datum and
an accuracy of plus or minus 50mm for service elements and plus or
minus 20mm for partitions and walls. External building features shall be
surveyed to a accuracy as detailed in the above Table.

All survey CAD files shall comply with Part A Drafting of this document.
Within the As-constructed Site Survey files the following shall apply:

or agreement and shall thus be rejected as being a non-conformance to
the contract or agreement.
An example of a As-constructed Site Survey CAD file plot is contained in
Appendix 7.
17.12 Survey Report Requirements
The Provider shall prepare a final summary report.
