INTRODUCTION

The Philippines is an archipelagic country composed of 7,107 islands. It is a safe and fun
destination for all tourists. The Philippines has a great majority of touristic offerings, whether
one is looking for natural wonders, historical landmarks, culture and tradition, arts and crafts,
shopping, recreation and entertainment, among many others. Tourism activities continue in the
countrys different regions, each with its own feature destinations and products. Some of the
famous tourist destinations in the Philippines are Boracay, known as the crown jewel of the
Philippines; the underground river in Palawan; heritage houses in Vigan, Ilocos Sur; historical
and cultural attractions of Cebu, Davao and Manila; and a lot more.
Tourism development in the Philippines offers a big part of the growth of the countrys
economy. To stimulate the tourism, investments are needed in the infrastructure. Especially
facilities are needed in the ports where the arrivals of the tourists are. In the specific tourist
locations, the water and electricity supply should be sufficient. Of course the accommodations in
the places where the tourists want to stay, have to be adjusted to the wishes of the different
tourists. All these facilities should be developed in a sufficient way. Developing the tourist sector
is easier than developing the industrial sector. Enormous investments are needed to attract
foreign companies and develop the basic infrastructure for the fabrics. Especially investments are
needed to have good accessible ports, power stations, communication infrastructure and
industrial zones.
On some regions in the Philippines, there are a lot of places that are still unknown and
waiting to be discovered. On the easternmost part of Polilio Group is an unknown and unspoiled

paradise of Jomalig, an island municipality of Quezon Province. The town is surrounded by


golden sand and turquoise water that is rich in marine life, where most locals get their livelihood.
Their premier beach is situated in Salibungot (Sitio Burungawan), a long coastline of golden
sand that is uniquely dotted with Agoho (Pine) trees and a sandbar on the other end during low
tide. Onuk Island is a hidden spot with crystal waters and white sand beaches. Its a great
destination for rest and relaxation, and the calm waters make it a great place for swimming .
Olotayan Island is one of the islands located within Roxas City. Local people consider the island
as "Little Boracay". The white sand and crystal water of its beach is similar to the famous
Boracay of Aklan. The province is really blessed to have this kind of island. The island offers a
serene and beautiful place for all people who want to have a little rest and relaxation from the
busy life in the city. Cresta De Gallo, a sole island Southeast of Sibuyan Island. Its name is
derived from Spanish word which means cocks comb, due to its shape which resembles a
comb of a rooster. It is the sole white sand beach which is commonly an islet getaway for
Sibuyan locals, longing for a secluded, white sand beach. Palumbanes Island, also known locally
as Parompong, Located in the northern part of Catanduanes. This beautiful island is accessible
by motorboat and is less than an hour away from the town of Caramoran.

STATEMENT OF THE PROBLEM

Infrastructures
There are no any infrastructures on the five islands. The electricity is limited because they
only use a generator. There are no also water supply. Reaching the places is also hard because of
the undeveloped roads.
Accommodations
There are no hotels or resort in the places, so tourists must bring their own tent so that
they can stay overnight. In Jomalig, locals are offering their houses to the tourists for them to
rent.
Establishments and facilities
Establishments like restaurants, fast food chains, convenience stores, food kiosk, and
some facilities like toilets and clinic are not present in the said destinations.
Transportations
Modes of transportation like boats are limited, tourists must wait for the other boats to
come back for them to reach the destinations.
Security
There is a lack of security in the places. Tourists may not be safe to go there because of it.

LIST OF SOLUTIONS

Infrastructure development
Government and other private sectors should give funds to the places to build new
infrastructures in terms of electricity, water supply and roads and signages.
Accommodations
Because of lack of accommodations, hotel owners and operators should take this
opportunity to make business. Building of hotels and resorts in the places could benefit the
development of the destinations as well as the hotel owners.
Establishments and Facilities
Building of establishments like restaurants, food chains and kiosk can also benefit the
locals, because they can have a job opportunities and as well as the businessmen. This could also
help for the tourists to have a convenient stay in the destinations.
Transportations
Governments and private sectors should give funds to the host community of the places
to add more modes of transportations, especially boats for the development of the places.
Security
The governments must provide security to the places for the safety of the tourists.

WAYS OF IMPROVEMENT AND DEVELOPMENT

Governments and private sectors should talk to locals and host communities of the
destinations to let them know that their hometowns will be developed as a tourist attraction. The
Department of Tourism and other private sectors should have plans to develop more hotels and
infrastructures, but at the same time the natural wonders of the places should not be destroyed.
The Department of Environment and Natural Resources, should help to protect the destinations
even as the area around it is will be develop.
Like Palawan, the 5 destinations should have a SEP or Strategic Environmental Plan. SEP
is known as a comprehensive frame-work for the sustainable development that is compatible
with protecting and enhancing the natural resources and endangered environment of the
provinces. It shall serve to guide the local government of each places and the government
agencies concerned in the formulation and implementation of plans, programs affecting the
environment and natural resources of the islands.
Promotions can also help for the improvement and development of the destinations. The
Tourism Promotion Sector has the primary function of promoting the Philippines as a tourist
destination domestically and internationally. It devises integrated marketing and promotional
activities such as information dissemination, public relations, special events, and related tourism
programs. It likewise supervises the overseas field offices established to implement and enhance
the tourism development and promotion program of the Department in the international field.

The Tourism Services and Regional Offices Sector is tasked to ensure the pleasant entry,
stay, and exit of tourists. It formulates standards of quantity and efficiency for tourism-oriented
establishments, among others, done through an accreditation system. Tourist establishments'
compliance to policies are monitored to make sure that their facilities and services are operated
and maintained according to acceptable international norms. The Sector also supervises DOT's
regional operations established to implement the policies, plans, programs, and regulations of the
Department and to maintain the delivery of efficient and effective frontline services for the
tourism industry.
The Tourism Planning, Product Development and Coordination Sector is responsible for
the formulation and updating of the Tourism Master Plan, together with its component programs.
The Sector monitors the effective implementation of the Tourism Master Plan and, in
coordination with the private sector and other government institutions, develops and
conceptualizes new products and investment opportunities designed to enhance tourist sites and
facilities.
The TIEZA or Tourism Infrastructure and Enterprise Zone Authority shall be a body
corporate which shall designate, regulate and supervise the TEZs established under this Act, as
well as develop, manage and supervise tourism infrastructure projects in the country. It shall
supervise and regulate the cultural, economic and environmentally sustainable development of
TEZs toward the primary objective of encouraging investments therein.
