IowaClimateScienceStatement2016:

TheMultipleBenefitsofClimateSmartAgriculture

InApril2015,U.S.SecretaryofAgricultureTomVilsackannouncedthenewU.S.D.A.initiative,BuildingBlocksfor
ClimateSmartAgriculture.Throughthisprogram,Iowasformergovernorproposedexpandingvoluntary,
incentivebasedprogramsandinitiativestoenablefarmers,ranchers,andforestownerstoconfronthuman
causedglobalwarming.
FarmersandlandmanagerswhohaveimplementedprovenconservationpracticeshavepositionedIowatolead
implementationofClimateSmartAgriculture.Iowasleadershipthroughwideradoptionofconservation
practiceswillbenefitourstate,whilethesepracticeslessenhumancontributiontonetgreenhousegasemissions.
Iowaoncerepletewithsoilcarbonbuiltbydeeprootedperennialvegetationcanreducenetgreenhousegas
emissionswithcropperennialsystemsthatpullheattrappingcarbondioxidefromtheatmosphereandrebuild
soilcarbon.ThusIowaalreadyaworldleaderinagriculturalproductionandproductscouldnowalsotake
prideincarbonstoragefarmsthatalsoimprovesoilhealth,wildlifeandpollinatorhabitat,andwaterquality.
Carboncanberebuiltinsoilsthroughboostingtwowidelyacceptedconservationpracticesprioritizedbythe
ClimateSmartAgricultureprogram.First,transformingmarginalcroplandstoperennialvegetationinlandset
asideprogramspermanentlystorescarboninsoils,preventingitsexposuretoairandtransformationtocarbon
dioxide,whilealsoincorporatingnitrogenthatotherwisewouldenterwaterways.Second,reducingcropland
tillagepreventssoilerosion,therebyreducingsiltandphosphorusrunoffandreturningcarbonandnutrientsto
thesoiljustbelowthesurface.
ClimateSmartAgricultureaimsby2025toreducenationwidenetemissionsandenhancecarbonstorageinthe
soilbyover120millionmetrictonsofCO2equivalentannuallythesameeffectastaking25millionpassenger
vehiclesofftheroad.Bycomparison,Iowahas4.3millionregisteredvehicles.Thisachievementwouldmatchthe
greenhousegasreductionofU.S.windfarmsbuiltfrom2000to2015.
IowasandournationsClimateSmartAgricultureeffortswillbeonepartofaworldwideinitiative,strengthened
bytheU.N.sponsoredclimatetalksheldinDecember2015inFrance.TheresultingParisClimateAgreement
producednewcommitmenttowardimplementationofnationalplansforlimitinghumancausedglobalwarming.
We,asIowaeducators,believeIowashouldplayaleadershiproleinthisvitaleffort,justasourstatehasalready
doneforwindenergy.WeurgeourrepresentativestohelpIowasinnovativefarmersandlandmanagers
establishamultifacetedvisionforlandstewardshipbyvigorouslyimplementingfederal,state,andother
conservationprograms.Doingsocouldgenerateamorediverselandscapewithacresdedicatedtodeeprooted,
nativeperennialvegetationwithinworkinglands(bufferstrips,stripprairies,grazingland,andintegratedcrop
livestocksystemsamongotherpossibilities).SuchalandscapewouldbenefitallIowansbytransformingIowas
vastcroplandsintoresourcesthatsimultaneouslygeneratefood,feed,fuel,ahealthierclimate,bettersoils,
wildlifehabitat,andcleanerwaters.
