NATURE: The project comprises the erection of 5-Duplexes


Residential Development with external works

LOCATION: The site is situated at OYETUBO JOKOTADE ESTATE


SANGOTEDO TOWN ETI-OSA L.G.A LAGOS Lagos State

GENERAL DESCRIPTION OF THE WORKS:


The work covered by these Bills of Quantities comprises the
erection of 5X3 Bedroom duplexes Apartment and external works.
The main building is on Columns and raft foundation, sandcrete blockwall
covered with Gerard classic/bond roofing sheet. Doors are timber
panelled internally and steel security doors; windows externally is a
combination of Casment and projected.
The finishings are cement and sand trowelled finished/ceramic tiles
in the floor. Wall finishings are ceramic tiles in the wet areas, Facial
craked tiles partly on external top course
other areas are rendered and painted in quality emulsion
paint. Ceiling finishes are in quality pop Ceiling , plastered and
emulsion painted.

SITE VISIT AND CONDITIONS


The Contractor shall be deemed to have visited and inspected
the site and made himself thoroughly and completely informed
as to the condition of the site in its present state, the nature
of the ground and the full extent and character of the works to
be executed, means of access and storage space, position of
services underground or over the site, the conditions affecting
the supply of labour, the availability and the supply of water, and
any other matters which affect his tender.

ITEM

PREAMBLES
EXCAVATIONS

The Contractor shall excavate to the depth and width shown on


the drawings. Where excavations have been taken deeper than
required, the Contractor will be required to make up or fill in with
concrete.

The Contractor shall include in his prices for excavation:(a) Excavating in all types soil, grubbing up roots or drains.
(b)

Planking and strutting to sides of excavations.

(c)

Levelling and ramming

(d)

Increase in bulk after excavation.

(e)

Excavating in or under water.

(f)

Keeping bottoms of excavations free from water by pumping


or bailing.

Dieldrex' anti-termite treatment shall consist of Dieldrex 20'


emulsion diluted with water at the rate of 4.5 litres of emulsion
of 364 litres of water and applied with a spray gun at the rate of
4.5 litres of diluted emulsion per 0.46 square metres as per
manufacturer's instructions.
SPECIFICATION
Reference to British Standard (B.S.) shall be taken to mean
British standard or Nigerian equivalent standard.
CONCRETE WORK
The cement is to be ordinary Portland
Cement of Nigeria manufacture and complying in all respects
with B.S. 12.

The coarse and fine aggregate, shall be natural sand or gravel


to comply with B.S. 882.

Water is to be clean and free from impurities and a minimum


amount is to be used in mixing concrete sufficient only to give
a workable mix for the type of work.

SPECIFICATION CONT'D

Concrete mix D shall be 1:8-19mm all -in aggregate nominal mix,


for blinding and the likes.

Concrete mix C shall be 1:2:4-19mm aggregate nominal mix,


21N/mm2 cube strength for general use.

All steel rod reinforcement is to comply with B.S. 4499 clean and
free from loose, rust or scale.

Fabric reinforcement to comply with B.S. 1221.

Formwork shall be of approved material and erected in true


alignment, adequately braced and prices shall include for all
necessary cleaning, preparing, props, strutts and supports,
easing, striking and removal on completion.

BLOCKWORK
The blocks generally shall be 450 x 225mm deep and of the
thicknesses stated and composed of 1 part cement to 6 parts
sand.
Mortar shall be 1 part cement to 6 parts sand to gives strength
equal to the strength of the blocks.
CARPENTRY AND JOINERY
The whole of the timber shall be well seasoned, of the best quality
obtainable, free from all defects and suitable for the purposes
for which it is to be used.
The prices for structural timber shall include for treatment with an
approved preservative used strictly in accordance with the
manufacturer's instructions.

10 The prices for carpentry work shall include for the following:(1) All fixing, including plugging.

All nails, pins, brads and screws required.

(3)

Timber in any lengths up to 6.0 metres.

ITEM
1 Flush doors shall be constructed in accordance with B.S. 459.

The prices for ironmongery shall include for all fittings and all
labours and for the supply of all matching screws.
METALWORK
The prices for fixing metal doors and windows are to include for
assembling building in lugs and pointing.
The prices for fiting louvre carriers are to include for fixing with
matching screws.
PLUMBING
The whole of the plumbing is to be carried out strictly in
accordance with the requirements of the Local Authority.

Asbestos cement pipes shall conform to the relevant


British Standard applicable to their use.

Valves and cocks are to be of high quality. Any fitting working


noisily or otherwise unsatisfactorily shall contractor's expense.

ELECTRICAL INSTALLATION
The Contractor shall make all necessary applications and pay
all charges in connection herewith, to ensure that the connection
or connections of the electricity supply is effected in good time
so, as not to delay completion of the work. The net cost of all
fees and connection charges thus incurred will be added to the
contract sum.
PLASTER WORK
Sand for rending is to be river or pit complying with B.S. 1199

10 Internal and coat not less than 12mm thick or as described and
shall consist of one part of cement to four parts of sand by volume
and shall be finished fair and smooth with a good float.
GLAZING
11 All glass shall be free from flaws, waves, scratches and other
defects and shall be of uniform thickness.

12 Glazing to wood shall be in linseed oil putty to comply B.S. 544.


Glazing to metal shall be in approved tropical metalic mastic
obtained, if possible, from the manufacturer of the metal windows.

The prices of painting and decorating shall include for the removal

preparatory processes are commenced and for re-fixing on
completion.

Visit Site and Scope of Works


A

The Contractor is advised to visit and inspect the site and to


make himself thoroughly and completely informed as to the
condition of the site in its present state, the nature of the ground
and the full extent and character of the works to be executed,
means of access and storage space, the conditions affecting the
supply of labour and the availability and supply of water.
No claim for payment above the Contract Sum will be allowed to the
Contractor for want of knowledge of any conditions
affecting the execution of the Works.

A brief outline of the scope of the Works appears immediately


inside the front cover of this document and the Contractor is to
allow here any sum in respect of the scope or nature
of the Works.

Bills of Quantities
The pricing, moneying out and totaling of these bills of
Quantities are to be in INK throughout and are to be in
Nigerian Currency. The bills of quantities shall not be used
for ordering materials. Any discrepancies found between the
quantities or descriptions in the Bills and those to be
ordered are to be reported to the Quantity Surveyor immediately.

The Contractor will be deemed to have included in his


tender for the obligations and requirements of all items in
these Contract Documents whether or not he has placed a rate
or price against the items.

Drawings
All drawings, tracings, photo prints, etc. are the sole
property of the Architect/Supervising Officer and must
be returned to him upon completion of Works.

The Contractor shall check the whole of the dimensions on site


and if any discrepancy is found between the drawings and
conditions on site, he shall notify the Architect/Supervising
Officer immediately and request instructions.

The Contractor shall provide and do everything necessary for the


proper execution of the Works according to the true intent and
meaning of the drawings, whether the same may or may not
be particularly shown on the drawings, provided that the
same is reasonably to be inferred therefrom. Figured dimensions
are to be followed in preference to scaled dimensions.

Allow for mounting one complete set of drawing on plywood or


other suitable rigid panels and keeping them on site throughout the
Contract period.

The Contractor shall give adequate advance notice to the


Architect/Supervising Officer of requirements with regard to
instructions, detailed drawings, etc. and in the absence of
advance written notification to the contrary it will be assumed
that the progress of the Works is not affected by the want
of such information.
Insurance Declaration

On signing the contract, the Contractor shall obtain from his


insurers and lodge with the Architect/Supervising Officer a
declaration that insurance provided is strictly in accordance
with clauses of the conditions of contract.
Setting Out

The Contractor shall accurately set out the Works and include
for providing all pegs, templates, instruments and labour necessary
for so doing and as required by the Architect/Supervising
Officer for checking this Works.

Excavation shall not be commenced until the permission of the


Architect/Supervising Officer is obtained.

Provide when required on the site a Dumpy Precise type level,


complete with tripod and staff and allow for the free use of
the leveling equipment by the Architect/Supervising Officer,
Engineer or Quantity Surveyor.

Allow for providing a suitable weatherproof office on the site


for the use of the Fore-man in-charge and other site staff
and include for providing necessary furniture and lighting and
clear all away on completion.

required for the Works including that for sub-contractors. The water is to be
clean, fresh water.

Allow for executing all temporary plumbing and paying all fees
and charges incurred in the connection and supply of the water for
building purposes and the removal of all temporary plumbing
on completion.
Temporary Works
The Contractor shall ensure that all temporary electrical, water
and other installations are executed in accordance with the
requirements of the Authorities concerned.
Temporary Fencing and Access Roads
Allow for any necessary roads, crossovers, gangways, gates,
entrances and the like required maintain and clear away
and make good.
Allow for adequate temporary security fencing to the perimeter
of site, maintain and clear away and make good.

Welfare and Safety


Allow for providing adequate latrine accommodation and keeping
same in a clean sanitary condition to the satisfaction of the Health
Authorities and clearing away latrines and soil whenever
necessary and making good all Works disturbed.

Allow for providing sheds and workshops for the use of the
workmen on the site and maintaining and subsequently
dismantling and carting away on completion and allow for providing
and maintaining welfare and safety measures and amenities of a
suitable standard approved by the Architect/Supervising Officer
or required by the Authorities.

The Contractor is to provide on site First Aid Box or Cupboard


prominently marked with the word First Aid for the purpose of
treating any of his employees injured on site. The contents of this
box or cupboard are to comply in all respects with the Factories
Ordinance. The Contractor is to ensure that there is always
adequate stocks in First Aid Box or Cupboard which is to be
produced and opened for the inspection of the
Architect/Supervising Officer on request.
Watching and Lighting

Allow for providing all necessary guards, day and night watchmen
and lighting for the protection of the Works and the safety
of the public.
Hoarding and Barriers

Allow for providing all fans, gantries, boardings guard rails,


barriers, or any other form of special screens or rails to all
sides of the buildings and site as necessary to protect
adjoining property, persons, vehicles and the like from injury.
Ordering of Materials

Upon receipt of the order to commence the Works, the


Contractor shall immediately place orders for all the
required materials and will be held responsible for any delays
occurring due to the late placing of such orders.

The Contractor shall, if so requested by the Architect/Supervising


Officer make available to him all documents in connection with
the ordering of materials for the Works, showing agreed delivery
dates, sources of supply and the like.

Ordering of Materials (Contd.)


A

If upon receiving quotation for any materials required for the


Works it appears that delivery by the dates quoted will delay
the Works, the Contractor shall inform the Architect/Supervising
Officer of this fact before placing the orders.
Times and Progress
The Works shall be proceeded with in such sections and sequences
as will effect completion of all works within the time for
completion or as directed by the Architect/Supervising Officer.

The contract shall take it upon himself to request in advance


through notice to the supervising officer materials to be supplied for
smooth progress of the works or if in his opinion such which ought
to have been supplied but not supplied would inpair work progress,
such notice shall be giving not less than a week prior to his inability
to make progress as a result of such delay.

Immediately upon signing the Contract, or before signing


the Contract, if requested, the Contractor shall in collaboration
with sub-contractors submit to the Architect/Supervising Officer
for acceptance Programme and progress charts to cover all
activities on the site and shall record progress thereon throughout
the execution of the Works.

The Contractor shall arrange for representatives to attend site


meetings as and when reasonably required by the
Architect/Supervising Officer and shall provide seating and
other necessary facilities for such meetings.

The Contractors attention is drawn to his responsibilities for the


co-ordination and programming of sub-contractors work. The
Contractor is expected to arrange suitable programmes with his
sub-contractors and to check that such programmes are adhered to.
Where delays arise in connection with sub-contract works
the Contractor will be expected to have been aware of such at an
early stage and to have taken appropriate action defined in the
sub-contract document by the giving of such notices as may be
required in appreciation for the determination of same.
Determination shall not be effected without the prior consent of the
Architect/Supervising Officer but requests for extensions of the
Contract period on the grounds of delay by sub-contractors will
not be considered unless the Contractor can establish the requirements.

Materials found on the Site


Any sand, lateriate, gravel, or other building materials discovered
on the site shall be the property of the Employer and shall not be
used in the construction of the works without the prior written consent
of the Architect/Supervising Officer. The market price of the materials
so used shall be allowed to the Employer by the Contractor
and the Contract Sum adjusted accordingly.
Materials found on the site
Precious articles or antiquities found on the site shall be the property
of the Employer and shall be handed over to the
Architect/Supervising Officer.
Records
Allow for keeping such books, accounts and other document and
records as are necessary to show the increases in cost incurred or the
reductions obtained under Clause 31 of the Conditions of Contract &
furnishing such books, account, documents & records to the Quantity
Surveyor or other person(s) authorized to receive them at Monthly
intervals or as requested throughout the duration of the contract.
In the event of adjustments arising under Clause 31 of the
Conditions of Contract, the contractor shall submit monthly,
fully priced out and totaled statements showing the total
adjustment together with separate sheets relating individually
to the various sub-contractors.
Protection of the Works
During inclement weather the contractor shall suspend such parts
of the works for such time as the Architect/Supervising Officer may
decide and shall protect from damage all works then in
the course of erection.
Tests and Samples
Allow for carrying out tests of any materials, either before or after use
in the Works and for providing samples of all materials and specimens
of colours for approval as required by the Architect/Supervising
Officer or Engineer before use or application in the Works.
Coverings Up
No work shall be covered up until it has been examined and
approved by the Architect/Supervising Officer.

In the case of work executed against Provisional Quantities in the Bills


of Quantities (and therefore subject to measurement) the Contractor shall
notify the Quantity Surveyor before proceeding to cover up the Works.

Opening up
A

The Contractor shall, at the request of the Architect/Supervising


Officer open up for inspection any work covered; and should the
Contractor refuse or fail to comply with request, the Architect/
Supervising Officer may employ other workmen to open up same.

If the said work as been covered in contravention of the Architects


/Supervising Officers Instructions and if on being opened up it be
found not in accordance with the drawings or instructions of the
Architect/Supervising Officer the expenses of opening
up and covering up again, whether done by the Contractor or other
workmen, shall be bone by, or be recoverable from the Contractor
or may be deducted as aforesaid. If the work has not been covered
up in contravention of such instructions and be found in accordance
with the said drawings etc., then the expenses aforesaid shall be
borne by the Employer and be added to the Contract Sum.

Existing Installations
Allow for protection and maintaining all pipes, ducts and cable
met in excavations, for keeping all ditches gullies and channels
clear and unobstructed and for making good any damage caused to
public or private roads, paths, kerbs and drains and paying all
costs and charges incurred.
Temporary Stormwater Drainage
Allow for ensuring that the whole of the site is kept free from the
risk of Stormwater flooding and providing such temporary ditches,
gullies and the likes as may be necessary and for subsequently
back-filling such excavations and making good. Any damage arising
from non-compliance with this clause is to be made good at
the Contractors own expense.
Prevention of Nuisance
Allow for taking all necessary precautions with regard to the order
and method of execution of the work to avoid causing disturbance
or nuisance to the users and occupiers of existing buildings and
premises adjacent to the works and for complying with any directions
of the Architect/Supervising Officer in this respect.

Access for Workmen


The Contractor shall at all times give access to workmen employed
by the Employer or by local or other authorities or any other parties
with proper, sufficient and if required, special scaffolding, hoists
and ladders and provide them with water and lighting etc.

Delays
The Contractor will be deemed to have made allowance for all
delays caused by difficulty in obtaining labour and materials or by
suspension of part of the whole of the works due to adverse
weather conditions.
Overtime and Completion
The whole of the Works are to be completed by the time stated in the
Contract and no extra will be allowed in respect of overtime
paid to achieve this.

In the event of the works falling behind Programme for reasons


other than those which would entitle the Contractor to an extension
of time under the Conditions of Contract, then the Contractor
shall, if so instructed by the Architect/Supervising Officer arrange,
at no extra cost, double-shift working on the site until such time
as progress on the site is in accordance with the Programme.

If overtime is specifically ordered in writing by the


Architect/Supervising Officer in respect of extra works, the net
extra cost, over and above normal daily rates, will be paid
to the Contractor.

Dismissal by Request
The Contractor shall, on the written request of the
Architect/Supervising Officer or his representative on the site
immediately dismiss from the Works any person employed by
him thereon who may, in the opinion of the Architect/Supervising
Officer be incompetent or misconduct himself and such
person shall not again be employed on the Works
without the written permission of the
Architect/Supervising Officer.
Imported Materials
Where materials are to be supplied from outside Nigeria the
cost of such materials C.I.F. Apapa Docks together with
landing charges, duty and other Government taxes will be set against
the P.C. or Provisional Sum included in the Bills of Quantities.
The Contractor will be required to collect and clear the materials from
Apapa Docks, handle, load and transport them to the site and will be
responsible for any loss or damage to the materials after they
are landed; and items for this included in the Bills of Quantities after
the relevant P.C. Sums.

Prime Cost Sums


A

The following items in connection with prime cost sums are


in addition to the Contractors obligations described elsewhere
(for example, provision of scaffolding, etc.)

Receipted vouchers for all articles for which prime cost amounts
are included in the Bills of Quantities must be produced at the
final settlement of accounts and the final certificate will not be
issued until such receipts have been produced.

The Contractor shall allow for checking Nominated Suppliers


invoices and quotations etc., before placing orders in respect of P.C.
items and shall be solely responsible for ensuring that all materials
so ordered are sufficient and correct in quantity and contained
due allowance for waste etc.

The Contractor shall allow for checking all materials supplied by


Nominated Suppliers at the time of receipt on site, unpacking,
re-packing and taking all necessary action in respect of
insurance claims and the re-ordering of broken or damage articles.

Where the Contractor is required to Fix Only materials


supplied by Nominated Suppliers or others the rates inserted in the
Bills of Quantities are to allow for taking delivery, unloading
on the site handling, checking stacking, storing and protecting
until required, assembling as necessary and getting into
position for fixing.

Where the attendance or attend upon is used in the Bills of


Quantities in connection with Nominated Sub-Contractors work,
or work executed by others, the Contractor shall allow for the
use of standing scaffolding, canteens, sanitary accommodation, office
accommodation space for storage of plant and materials and for
providing light and water, special scaffolding where necessary and
clearing away rubbish and for taking delivery of all materials
when required and hoisting into position. The Contractor shall
allow for affording the maximum co-operation in arranging that
builders work is carried out as far as possible to suit the
convenience of the Sub-contractors. The contractor shall obtain
from the Sub-contractors their requirement for recesses, chases,
holes and the like so that these may be formed correctly as the
works proceeds. No extra charge will be allowed for cutting
chases, holes etc. out of proper sequences.

Provisional Sums
The term Provisional sum in the Bills of Quantities indicates a
sum of money allowed to cover the cost of a portion of the Works,
the extent or nature of which is not know at the time of preparing
the contract documents, or which cannot be determined accurately
until the Works are executed.

Provisional Sums are entirely at the disposal of the


Architect/Supervising Officer and may be deducted in whole
or in part if not required.

Work executed against provisional sums shall be measured


and valued in accordance with Clause 11 of the Conditions of
Contract with the exception that the cost of materials falling
within the scope of P.C. items elsewhere in the Bills of Quantities
will be offset against those P.C. items.
Omission of P.C. or Provisional Sums

The Employer reserves the right to omit any P.C. or


Provisional Sum from the Contract and no claim for loss of
profit arising from such omissions will be entertained.
Advertisements

The Contractor shall not display, or permit the display of any


advertisement within the boundaries of the site or upon any
temporary fencing; hoarding, plant, etc. save upon the
written instructions of the Architect/Supervising Officer.
Site Board

Provide and erect a site board showing the site of the Contract,
names and addresses of the Consultants, Nominated Suppliers and
sub-contractors and such other information as my be required
by the Architect/Supervising Officer who shall approve the design
layout and colours of the board. Lettering shall be cut-out
plywood or plastic of an approved thickness, and shall be 100mm
high for the main title, and 50mm or 38mm high elsewhere.
The whole board shall be maintained in good condition, repainted
as necessary, and removed when no longer required.

Clearing Rubbish
A

Allow for clearing away all shavings, cuttings other rubbish as


it accumulates from time to time during the progress of the Work
and at completion, including that of sub-contractors and special
tradesmen and the disposal of all materials condemned by the
Architect/Supervising Officer or his representative.
Cleaning on Completion

Allow for cleaning down the whole of the premises including


cleaning glass both sides and cleaning of all floors, pavings,
metalwork, Finishings.
And fittings throughout, touching up generally and removing
all stains, dirt and surplus materials and rubbish and leaving the
Works and site in a clean and tidy condition and ready for
immediate use, with all damage to property, roads, paths and
drains, etc. made good to the satisfaction of the
Architect/Supervising Officer.

Defects After Completion


C

Allow for inspecting the Works at the end of the Defects Liability
Period and making good all defects in accordance with Clause 15
of the Conditions of Contract. Allow also for inspecting and making
good such defects as may be of an urgent nature during the
Defects Liability Period.
Exterminate and prevent Pests

Allow for effectively destroying all vermin, insects and pests


to the whole area of the site and taking clean and sanitary
condition to the satisfaction of the Architect/Supervising Officer.
Photographs

The Contractor shall take photographs of the works whenever it is


deemed advisable but not less frequently than at monthly intervals.
One copy of such photographs shall each be forwarded to the
Architect, Engineer, Quantity Surveyor and the owner.

Scaffolding and Plant

Allow for providing all scaffolding gangways, walkways, planking,

between all parts of the work.

The contractor shall note that payment for plants (other than
general purpose plants) shall be made with respect to the specific
requirement of each work trade as entrenched in the Bills of Quantities.

The contractor shall allow for providing and maintaining on site all
general purpose plants. A list of plants so adjudged shall be made
by the contractor and furnished to the Quantity Surveyor or other
persons(s) authorized to receive them before or at the
commencement of the works.

PREAMBLES TO THE TRADES


GENERAL
A

These Preambles are for METRIC UNITS and where the bills
of quantities are measured in IMPERIAL UNITS the preambles
would apply to equivalent imperial units e.g. 150mm (6) etc.
Materials to B.S.

Materials shall, so far as obtainable, be of Nigerian manufacture


and all materials used in the Works shall comply with the
requirements of the latest British Standard Institution, and the
Contractor shall produce all necessary certificates to substantiate
this fact if so requested by the Architect/Supervising Officer.
Materials shall be of the best quality.
Workmanship

Workmanship generally is to be of the highest standard obtainable


and in all cases where a British Standard Code of practice exists and
is applicable to any portion of the Works, the Contractor shall
allow for complying with the recommended practice unless such
procedure would directly conflict with requirements stated elsewhere
in these contract documents.
New Materials
The whole of the materials used in the Works shall be new unless
otherwise described.
Proprietary Materials
Materials of proprietary manufacture specified hereafter, may
be substituted by materials of a different manufacture provided
that such substitutes are in all respects equal to the original
specification and that the Architects/Supervising Officers prior
approval is obtained to all substitutions effected. All proprietary
materials are to be applied in accordance with the
manufacturers recommendations.
Conflicting Descriptions
In the event of the detailed descriptions of any measured item or
group of items in the Bills of Quantities conflicting with the
general specification clauses contained in the Trade Preambles,
the detailed description of the measured work shall take precedence.
