HH Sheikh Khalifa bin Zayed Al Nahayan was elected by the Supreme Council of Rulers (Federal
Supreme Council) as President of the United Arab Emirates on 3 November 2004, to succeed his
father, the late HH Sheikh Zayed bin Sultan Al Nahayan, who had been UAE President from the
foundation of the Federation in 1971. Sheikh Khalifa is also Ruler of Abu Dhabi, having succeeded
to that position on his father's death on 2 November 2004.
The new UAE President had previously been Crown Prince of Abu Dhabi since 1969. He has
committed himself to continue in the footsteps of his late father, from whom, he has said, he
learned something new every day, absorbing his values, 'and the need for patience and prudence
in all things'.
Sheikh Khalifa has been involved in government for nearly 40 years. Born in the inland oasis-city
of Al Ain in 1948, and locally educated, Sheikh Khalifa was appointed as Ruler's Representative in
the Eastern Region of Abu Dhabi, based in Al Ain, and as Head of the local Courts Department on
18 September 1966, following his father's accession as Ruler of Abu Dhabi the previous month.
On 1 February 1969, Sheikh Khalifa was designated the Crown Prince of Abu Dhabi, this being
followed on 2 February 1969 by his appointment as the Head of the Abu Dhabi Department of
Defence, in which post he oversaw the building-up of the Abu Dhabi Defence Force (ADDF) which
later became the nucleus of the UAE Armed Forces.
On 1 July 1971, Sheikh Khalifa was appointed as Prime Minister of Abu Dhabi and Minister of
Defence and Finance. After the formation of the seven-member Federation of the United Arab
Emirates on 2 December 1971, he continued to hold his local Abu Dhabi posts, while on 23
December 1973, he was appointed Deputy Prime Minister in the second UAE Federal Cabinet.
Shortly afterwards, on 20 January 1974, he was appointed as the first Chairman of the Abu Dhabi
Executive Council, which replaced the emirate's Cabinet. Under his direction, and in accordance

Sheikh Mohammed bin Rashid Al Maktoum was born in 1949 and is Prime Minister and Vice
President of the United Arab Emirates, as well as Ruler of Dubai.
Sheikh Mohammed was educated in Dubai and at the Bell School of Languages in Cambridge. His
first wife is Shaikha Hind bint Maktoum bin Juma Al Maktoum and his second wife is Princess Haya
bint Al-Hussein, daughter of Hussein of Jordan and half-sister of current king Abdullah II of Jordan.
Sheikh Mohammed has 16 children, 7 sons and 9 daughters.
During 1995, Sheikh Maktoum bin Rashid Al Maktoum appointed Sheikh Mohammed as Crown
Prince of Dubai.
Sheikh Mohammed has overseen numerous projects in Dubai including the creation of the Palm
Islands and the luxury hotels. He is also promoted the construction of Burj Dubai - possibly the
tallest building in the world, and has been involved in horse racing, hosting the Dubai World Cup.
Sheikh Mohammed became the Ruler of Dubai on January 4, 2006 upon the death of his elder
brother Sheikh Maktoum bin Rashid Al Maktoum.
The UAE President nominated Sheikh Mohammed as the new Prime Minister and Vice President
of the UAE on the 5th of January 2006. All members of the UAE Supreme Council accepted the
President's nomination shortly after.

GEOGRAPHY
The United Arab Emirates (UAE) is a federation consisting of seven Emirates located on the
Arabian Gulf. The seven Emirates are Abu Dhabi, Dubai, Sharjah, Ras al-Khaimah, Umm alQawain, Ajman and Fujairah. There are borders with Qatar, Saudi Arabia and Oman.
The United Arab Emirates is located in the middle of the Arabian Gulf, north of the equator. It is
bordered from the north by the Arabian Gulf and from the west by the Kingdom of Saudi Arabia
and from the south by the Sultanate of Oman and the Kingdom of Saudi Arabia and from the east
by the Gulf of Oman.
The total area of the UAE is approximately 82, 880 square kilometers. The largest Emirate, Abu
Dhabi, accounts for 85 percent of the UAE's total area. The smallest Emirate, Ajman, encompasses
only 259 square kilometers.
The strategic geographical location of UAE to the east of the Arab world is very important for the
security and stability of this vital part of the Arab world.
The UAE stretches for more than 650 kilometers along the southern shore of the Persian Gulf.
Most of the coast consists of salt pans that extend far inland. In the south and west of the
country, the land is mainly sand dunes and salt flat with the occasional traditional desert oasis.
The largest oases are at Al Ain, 160km east of Abu Dhabi, and the Liwa in the southwest.
In the northern part of the country, the sand dunes yield to gravel plains formed by the Hajar
Mountain range, dating back many million years. The mountains themselves rise to a height of
over 3000-m and run from the UAE south into Oman.
In the east the coast is essentially a fertile plain where rainfall and subterranean water have
allowed agriculture to be practiced for thousands of years. Along the coast, there are long,
unspoiled beaches. In the Arabian Gulf, over 100 islands and numerous shallow inlets add to the
scenic landscape.
The UAE generally is hot and dry. The hottest months are July and August, when average
maximum temperatures reach above 45 C on the coastal plain. In the Al Hajar al Gharbi
Mountains, temperatures are considerably cooler. Average minimum temperatures in January and
February are between 10 C and 14 C. The average annual rainfall in the coastal area is fewer
than 120 millimeters, but in some mountainous areas annual rainfall often reaches 350
millimeters. Rain in the coastal region falls in short, torrential bursts during the summer months.
The region is prone to occasional, violent dust storms, which can severely reduce visibility.

Ajman
Ajman, located a short distance northeast of Sharjahs capital city, has a beautiful 16-kilometre
stretch of white sand beach. It is a small emirate in terms of its physical size, covering about 259
square kilometers, which is equivalent to 0.3 per cent of the countrys total area, excluding the
islands.
The capital city, Ajman, has an historic fort at its center. This has been recently renovated and
now houses a fascinating museum. In addition to the Rulers office, various companies, banks and
commercial centers, the Emirate is also blessed with a natural harbor in which the Port of Ajman is
situated.
Dubai
The Emirate of Dubai extends along the Arabian Gulf coast of the UAE for approximately 72
kilometers. Dubai has an area of c. 3,885 square kilometers, which is equivalent to 5 per cent of
the countrys total area, excluding the islands. Dubai city is built along the edge of a narrow 10kilometre long, winding creek, which divides the southern section of Bur Dubai, the citys
traditional heart, from the northern area of Deira. The Rulers office, together with many head
offices of major companies, Port Rashid, the Dubai World Trade Center, customs, broadcasting
stations and the postal authority are all situated in Bur Dubai.

Fujairah
With the exception of some small enclaves belonging to Sharjah, Fujairah is the only emirate
situated along the Gulf of Oman. Its coast is more than 90 kilometers in length and its strategic
location has played a key role in its development. The area of the emirate is 1165 square
kilometers, which is equivalent to 1.5 per cent of the countrys total area, excluding islands.
Fujairah city, the capital of the emirate, is a rapidly developing center, which contains the Rulers
office, government departments, many commercial companies and a number of hotels, as well as
an airport and the Port of Fujairah, one of the worlds top oil bunkering ports.
Ras al-Khaimah
Ras al-Khaimah, the most northerly emirate on the UAEs west coast, has a coastline of about 64
kilometers on the Arabian Gulf, backed by a fertile hinterland, with a separate enclave in the heart
of the Hajar Mountains to the southeast. Both parts of the emirates have borders with the
Sultanate of Oman. In addition to its mainland territory, Ras al-Khaimah possesses a number of
islands including those of Greater and Lesser Tunb, occupied by Iran since 1971. The area of the
emirate is 168 square kilometers, which is equivalent to 2.2 per cent of the countrys total area,
excluding islands.
The city of Ras al-Khaimah is divided into two sections by Khor Ras al-Khaimah. In the western
section, known as Old Ras al-Khaimah, are Ras al-Khaimah National Museum and a number of
government departments. The eastern part, known as Al Nakheel, houses the Rulers office,
several government departments and commercial companies. A large bridge built across the khor
connects the two sections.
Khor Khuwayr is an industrial region situated approximately 25 kilometers to the north of Ras alKhaimah city. In addition to its major cement, gravel and marble enterprises, it is also the location
for Port Saqr, the main export port for the emirate and the traditional fishing district of Rams.
Sharjah
The Emirate of Sharjah extends along approximately 16 kilometers of the UAEs Gulf coastline and
for more than 80 kilometers into the interior. In addition there are three enclaves belonging to
Sharjah situated on the east coast, bordering the Gulf of Oman. These are Kalba, Khor Fakkan and
Dibba al-Husn. The emirate has an area of 2,590 square kilometers, which is equivalent to 3.3
percent of the countrys total area, excluding the islands.

Umm al-Quwain
The Emirate of Umm al-Quwain, which has a coastline stretching to 24 kilometers, is located on
the Arabian Gulf coast of the UAE, between Sharjah to the southwest, and Ras al-Khaimah to the
northeast. Its inland border lies about 32 kilometers from the main coastline. The total area of the
emirate is about 777 square kilometers, which is equivalent to 1 per cent of the countrys total
area, excluding the islands.
The city of Umm al-Quwain, capital of the emirate, is situated on a narrow peninsula, which
encircles a large creek 1-kilometer wide by 5 kilometers long. The Rulers office, administrative
and commercial centers, the main port and a Mari culture Research Center where prawns and fish
are reared on an experimental basis, are located here. The city also has the preserved remains of
an old fort, its main gate flanked by defensive cannons.

PEOPLE
The people of the United Arab Emirates are Arab, descended from the tribal confederations
dominating the peninsula since before recorded history. Arabic is of course the official language.

STRUCTURE OF GOVERNMENT
Since the establishment of the Federation in 1971, the seven emirates that comprise the United
Arab Emirates (UAE) have forged a distinct national identity through consolidation of their federal
status and now enjoy an enviable degree of political stability. The UAE's political system, which is
a unique combination of the traditional and the modern, has underpinned this political success,
enabling the country to develop a modern administrative structure while, at the same time,
ensuring that the best of the traditions of the past are maintained, adapted and preserved.
Although each Emirate - Abu Dhabi, Dubai, Ajman, Fujairah, Ras al Khaimah, Sharjah and Umm al
Qaiwain - maintains a large degree of independence, the UAE is governed by a Supreme Council of
Rulers made up of the seven emirs, who appoint the Prime Minister and the Cabinet.
The relative political and financial influence of each emirate is reflected in the allocation of
positions in the federal government. The ruler of Abu Dhabi, whose Emirate is also the UAE's
largest oil producer, is President of the UAE. The ruler of Dubai, which is the UAE's commercial
center and a significant oil producer, is Vice President and Prime Minister.
Since achieving independence in 1971, the UAE has worked to strengthen its federal institutions.
Nonetheless, each emirate still retains substantial autonomy, and progress toward greater federal
integration has slowed in recent years. A basic concept in the UAE Government's development as
a federal system is that a significant percentage of each emirate's revenues should be devoted to
the UAE central budget.
The guiding philosophy behind the UAE was explained in a statement that was released on 2
December 1971 as the new state was formally established:
" The United Arab Emirates has been established as an independent state, possessing sovereignty.
It is part of the greater Arab nation. Its aim is to maintain its independence, its sovereignty, its
security and its stability, in defence against any attack on its entity or on the entity of any of its
member Emirates. It also seeks to protect the freedoms and rights of its people and to achieve
trustworthy co-operation between the Emirates for the common good. Among its aims is to work
for the sake of the progress of the country in all fields, for the sake of providing a better life for its
citizens, to give assistance and support to Arab causes and interests."
Prior to 1971, each of the Emirates already had its own existing institutions of government. To
provide for the effective governing of the new state, the rulers agreed to draw up a provisional
Constitution specifying the powers that were to be allocated to new federal institutions, all others
remaining the prerogative of the individual emirates.
Assigned to the federal authorities, under Articles 120 and 121 of the Constitution, were the areas
of responsibility for

in addition to a number of other topics specifically prescribed, including labour relations, banking,
delimitation of territorial waters and extradition of criminals.
The new federal system of government established in 1971 included a Supreme Council, a
Cabinet, or Council of Ministers, a Federal National Council, and an independent judiciary, at the
apex of which is the Federal Supreme Court.
The Federal Supreme Council is vested with legislative as well as executive powers. It ratifies
federal laws and decrees, plans general policy, approves the nomination of the Prime Minister and
accepts his resignation. It also relieves him from his post upon the recommendation of the
President. The Supreme Council elects the President and his deputy for five-year terms; both may
be re-elected.
Council of Ministers
The Council of Ministers or Cabinet includes the usual complement of ministerial portfolios and is
headed by a Prime Minister, chosen by the President in consultation with his colleagues on the
Supreme Council. The Prime Minister then selects the ministers, who may be drawn from any of
the Emirates, although the more populous emirates have generally provided more members of
each Cabinet.

Each Emirate has the right to specify the way of selecting the citizens representing it in the
Federal National Council. The legislative term is for two calendar years commencing from the
date of its first meeting.
There are no political parties or organizations in the United Arab Emirates. However there are
steps toward democratic government. In late 2005 Sheikh Khalifa bin Zayed Al Nahayan
announced that half of the Federal National Council would be elected while the other half
appointed by the rulers. This is assumed to be the first of many steps towards a fully democratic
government.
Elections for one half of the FNC (the other half remain appointed) were held in the UAE from
December 18-20. There were 465 candidates for the 20 contested seats.

The Emirates Telecommunications Corporation (Etisalat) is the sole internet and

TRANSPORTATION
The United Arab Emirates has about 2,400 kilometers of roads, of which 2,200 kilometers are
paved. The principal road is the highway from Ash Sham via all main coastal cities to Qatar and
Saudi Arabia.
Dubai is the major regional and international sea and air traffic center. UAE has several ports,
of which largest is Mina Jabal Ali near the city of Dubai. Dubai has a major international
airport, as does Abu Dhabi, Fujairah, Ras al Khaymah, and Sharjah.
The international airport in Dubai is the region's busiest, serving over 8 million passengers in
2012 and handling 600,000 tons of cargo. Emirates Airlines is the UAE's world renowned
international airline.

EDUCATION
After the founding of the UAE, there was tremendous expansion of public education facilities.
The UAE Constitution states that education is fundamental to the progress of society and is to
be compulsory at the primary level and free at all levels. Uniforms, books, equipment, and
transportation are also free.
The education system in the UAE includes six years of primary school and six years of
secondary school. Most schools are separated according to gender, but some through the
primary level are coeducational. In 2012 there were about 1,100 schools ranging from
Preschool to High School with over 750,000 students. One-third of the pupils attended private
or religious schools.
The late President, His Highness Sheikh Zayed Bin Sultan Al Nahayan, opened the United Arab
Emirates University in 1976 at Al Ain. His Highness envisioned the University becoming a
federal institution of an Arab-Islamic identity, and a focus of intellect, culture, and science. The
University has become a leading and pioneering institution in the region in education,
research, and community service. Since its establishment, the University has always given a
very high priority to the development of its academic programs and curricula responding to
the needs of the society and keeping pace with international academic developments and
trends while preserving the values, policies and strategies of the country.
The Higher Colleges of Technology represent the largest institution of higher education in the
UAE, with a continuous commitment to excellence in teaching and learning that have earned
the HCT the reputation of a leader in education, training and preparation of graduates for realworld work experience.
Since the establishment in 1988 of the first four colleges in Abu Dhabi and Al Ain, the Colleges
have experienced tremendous growth, to include eight more mens and womens campuses in
Dubai, Ras Al Khaimah, Sharjah and Fujairah. The Colleges offer courses in Business,
Communications Technology, Education, Engineering Technology, Health Sciences, and
Information Technology.
Zayed University was established in 1998 by the federal government of the United Arab
Emirates to educate U.A.E. National women. It has campuses in Abu Dhabi and Dubai led by a
single administration, and offers similar programs on both campuses. Zayed University
currently enrolls approximately 2500 National women. With the opening of a new campus in
Dubai in 2006, its enrollment have been over 5000 students. Zayed University is based on an
international model of higher education.

HEALTH
In the early 21st century, the UAE had a modern health care system with facilities and
professionals capable of providing excellent care and performing advanced procedures such as
organ transplants and complex heart surgery. Although facilities are concentrated in the cities
of Abu Dhabi and Dubai, most of the population has access to at least modern basic facilities.
Although the country's population has increased ten-fold in the past twenty-five years, the
ratio of medical personnel to population is on a par with most developed countries. There is
one doctor for every 700 people; one nurse for every 240 and one hospital bed for every 280
person. There is a total of more than 18,000 beds in government hospitals and medical
centers. In addition, there is a thriving private sector with a dozen hospitals and 64 polyclinics.
In a further effort to guarantee the availability of the most up-to-date health care to its people,
the Ministry of Health keeps in close touch with medical research and breakthroughs all over
the world. The Ministry has sponsored international medical conferences as well as exchange
and training programs.
The beneficiary of these activities is of course the entire population of the UAE, citizens and
expatriates alike.
Life expectancy has risen to 75.5 for women and 73 for men, representing a remarkable
advance in a relatively short period of time.
The development of the health services has been accompanied by the introduction of local
training for nurses, paramedical staff and doctors. The Medical Faculty of the University of UAE
has attracted some of the world's top specialists who train and teach students while the
nursing colleges in Abu Dhabi and Dubai produce several hundred well-qualified young nurses
every year. The UAE government runs most hospitals.

INVESTMENT OPPORTUNITIES
IN THE UAE
Diversification of the economy away from dependence on oil has led to rapid industrial
development. First class facilities, low labor and energy costs favorable tax laws and political
stability has also contributed to the growth of manufacturing.
In recent years, with the Government's increasing emphasis on diversification and basic
components such as capital and energy readily available, the manufacturing sector has made
significant progress in the UAE. Free zones have played an instrumental role in attracting
manufacturing industries and today, hundreds of factories covering a wide range of
manufacturing are distributed throughout the country.
Oil, Chemical, plastic, crude metal, metal products, textile, leather, foodstuffs, tobacco, printing
and publishing are thriving industries. The Free Zones have attracted a large number of foreign
companies to set up manufacturing and service units here.
Automotive
The Middle East's first Bus manufacturing plant is in Dubai. The boom in the tourism
industry and the growth in inter-emirate bus travel have increased the demand for
luxury coaches. Buses manufactured here are exported too.
Aviation
Aircraft servicing and repair is a thriving industry here with Gulf Aircraft Maintenance
Company (GAMCO) based in Abu Dhabi providing maintenance services to a large
number of foreign, as well as local, airlines.
Shipbuilding
The national line of the Gulf states is the United Arab Shipping Company (UABSC). It is
the largest ocean carrier of dry cargo in the Middle East. It serves the shipping needs of
the region and offers the most number of services. Abu Dhabi ShipBuilding (ADSB) is
Middle East's full-fledged manufacturer of naval craft. It also offers refurbishment,
repair and refit services to commercial and navy ships in the GCC countries.
Fertilizers
The Abu Dhabi Fertilizer Industries Company (ADFERT) has made the Emirates selfsufficient in fertilizer products. The boom in the agriculture sector in the UAE is an
opportune time to further consolidate the industry.
Pharmaceuticals
Most of UAE's pharmaceutical needs are met through imports. Many international firms
have established joint ventures here.

Aluminum
Aluminum is a major industry in the UAE. Dubai Aluminum company accounts for 2 per
cent of the world's aluminum production.
Cement
Thought the construction industry is in a lull, the more than ten cement factories in the
UAE are working at a steady pace as the construction industry is picking up.
Gold
The demand in the domestic market for gold accounts for the increased influx of gold
product imports even.
Other
New ventures in the fields of petrochemicals, chemicals, bituminous coal, glass etc. have
been established with many more forthcoming projects scheduled for completion soon.
