2.1
Basic Tram Requirements
1.

Contractors shall propose exterior and interior color style of light rail trams
by considering the urban characteristics of the Kaohsiung area, and sent to
owners for approval.
2.
Trams shall require pilot operation and be a set unit to operate.
3.
The cab shall set up at both ends of the light rail tram.
4.
25m
Turning radius and gradeability shall satisfy the commercial needs of light rail
route. The light rail shall be able to pass through the minimum
horizontal curvature of 25m.
5. 100%
The trams shall be 100% low floor tram.
6. 750V DC
Light rail trams provide the required traction and braking power source
through 750V DC.
7.
Tram sets are required to provide positioning system (GPS), on the main line
and the depot can adopt different positioning
8. 25
The tram design and manufacturing lifetimes are 25 years.

Contractors shall be based on the following criteria to design the light rail:

Design, manufacture and testing of light rail trams shall be inspected qualified.
11. ISO 14025 (Environmental Product
DeclarationEPD)

The manufacturers shall in accordance with the ISO 14025 (the Environmental
Product Declaration, EPD) with the procedure and requirement of tram design
and development to ensure compliance with the green product design.

Contractors shall have full safety responsibility on all of their equipment,


facilities, systems design, manufacturing, functionality, and performance
usage.

Contractors should ensure that five years after the end of the warranty period,
no fear of the spare parts resource.
2.2
Tram design and performance requirements
2.2.1
Tram Assembling
1.
The light rail shall be composed by several articulated body, each body is a
basic mode.
2.

Tram assembling (module length, pivot distance for bogie, articulated body
type, opening gangway, locomotive styling, and dynamic envelope
of curvature route section) shall meet the basic requirements of Kaohsiung's
light rail line infrastructure.

Light rail tram on the main line track, two-way operation shall have the same
dynamic and static envelope characteristics.
2.2.2
Tram size

The tram width shall be 2.4m2.65m. The tram length shall be according
to 2.2.5 Passenger-carrying Capacity. The tram height (including air
conditioning and the pantograph is down bow status) shall be less than 3.8
meters, subject to special conditions may appropriate adjustments.

The low-floor tram of steel low-floor compartment area ratio is 100%. The
distance between the lowest level of entrance and track top shall not greater
than 350mm.

The net clearance height from the compartment floor to the ceiling shall not
less than 2m, and seating area shall not less than 1.7 m.

The tram design shall in according with the net clearance between structures
and trams, and the limitation between stations and trams. The
height clearance between the tram floor and the platform surface shall be
within 25mm for the straight alignment station when the tram stops at station.
When the tram door opens, the horizontal clearance shall not exceed 50mm
between the deck edge and the platform edge. The horizontal clearance
for curvature alignment station shall not exceed 75mm between the deck
edge and the platform edge, but need the authority approval.

Operation maximum speed is 70Km /hr.

In W3 condition, the acceleration speed is 1.3m/s2 at straight alignment
track.

Under the operation maximum speed and W3 loading condition, the
deceleration speed is between 0.8 to 1.5m/s2 at straight alignment track,
and the deceleration speed of emergency breaking is 2.7m/s2.

Jerk rate is the change rate of acceleration/deceleration; shall be less than


1.3m/s2. Under the emergency condition, the jerk rate is not restricted.

Passenger Comfort

Trams performance design and operation shall be able to provide a
stable comfortable ride.

Cabin vibration acceleration values are as follows:

Vertical direction: 0.4 to 0.5m/s in the 20Hz
(2) 0.32m/s 0.7Hz 10Hz
Vertical and horizontal direction: 0.32m/s from 0.7Hz to 10Hz

Ride quality shall meet the ISO2631 standard.
2.2.8
Safety Requirements of Fire Resistance
1.
NFPA 130 EN45545

The tram should be designed to comply with fire safety standards of the
internationally recognized modern rail system, the reference standard shall
not be less than the NFPA 130 or EN45545, and the material selection
should take into account as far as practicable to reduce the potential danger,
especially toxic emissions.
2.
All non-metallic materials and components shall necessary have a low
smoke, halogen-free, flame and retardant properties.
3. (heat load)

The contractors shall provide the heat load table of all non-metallic materials
and inspected certification with signature of a Taiwanese engineer.
4.
Passengers should be able to easily and quickly evacuate from fire or smoke
carbines.
2.2.9
Crash Protection Design
1.

Collision events in two light rail trams or between tram and road facilities,
the tram body should be able to protect the passengers; such protection may
be adopted energy absorbing device, or even plastic deformation and / or
body buckling.

Tram structural design shall be collision designed to comply with EN
15227 cat C-IV standard.

The contractors shall use the finite element method to prove
the crashworthiness extent of its design and with signature of a Taiwanese
engineer.

The light rail collision verification is to adopt the W2 loading.

Trams are required to install energy absorbing device, and in the case
of collision / impact, the body without any deformation except the
deformation zone (broken belt).

Light rail at both lower ends should have the anti-climb parts to avoid two
trams collision and climb over one another.

The tram shall install the cowcatcher at both ends avoiding the miscellaneous
to affect the driving safety. The cowcatcher settings shall be as close as
possible to the rail surface. When the event occurs, allow Cowcatcher
gradually deformation, but does not allow the crack of the fixtures.
2.2.10
Water Tightness
1.

The compartment should have a good water tightness to prevent the water
penetrate into the side walls (including windows and doors), ceilings, floors,
and gangway.
2. IEC61133
The tram body and other external electrical equipment shall comply with the
requirements of IEC61133 for water tight enclosure.
2.2.11
Aesthetic concept of tram design

Contractor shall in accordance with Section 2.1.1 to propose trams


appearance of exterior and interior style & color design. The proposed
document shall ensure that no distortion of the situation with the actual
trams.

Contractors shall submit the 3D simulation drawings of light rail trams. The
proposal shall include sketch, rendering, photo or other methods for
sufficient to clearly present the color selection of the locomotive,
seat configuration, priority seats, wheelchair area, gangway, column, door,
windows, handrails, and pull ring design.

2.2.12
Electromagnetic compatibility
1.

At normal operation, trams shall prevent and avoid any source of


interference to neighboring facilities; all E&M systems and tram subsystems.
2. EN50121-3-1EN50121-3-2
IEC 61000 EN50121-3

Design and manufacture of all the tram components shall comply with
EN50121-3-1, EN50121-3-2 specification. Electromagnetic compatibility of
all the electronic equipment shall comply with IEC 61000 or EN50121-3
specifications.

The electromagnetism shall be ensured the compatibility for passengers
cardio adjuster.
2.3
Tram Body Structural
1.
General
(1)

The body structure shall consider the static and dynamic loads;
the collision of the driver and passenger protection.
(2) W4
The strength and stiffness design of body structural shall have the light
rail W4 loading standard.
(3)

The body structural shall give priority to the use of weight, low
energy consumption and the lifetime cost of construction materials.
(4) 25
Body and its structural components shall be at least 25 years of fatigue
strength service life.
(5)
Window size and its design should be maximized to accommodate the
shining wide visual effects.

2.

Body raising and lifting points shall be consistent with the principles of tram
maintenance. Raising and lifting points shall facilitate to renovate the rail at
derailment incident and be easy to recognize at both sides of tram body.
3.
The vibration frequency between the body and hanging system and automotive
facilities shall not interfere with each other.
4. EN 12663
The body structure design and testing shall comply with EN 12 663 standard,
and with signature of a Taiwanese engineer.
5.
In the case of different materials assembled, tram body shall consider
anti-corrosion measure.
2.4
Running Gear
1.
(1)

Running gear is the installation and the equipment that the tram can run
smoothly on track, including traction, braking, suspension,
turning capabilities and others. The different parts can be combined to a set
or separate set of their choice. The combination shall be able to achieve the
requirements of the light rail system function.
(2)

The running gear shall be able to meet the minimum horizontal radius
of curvature, and appropriate support trams, to ensure that the vehicle does
not exceed the dynamic envelope limitation, and meet the comfort needs.
(3)

The running gear shall considerate the vibration and impact stress during
running, and shall avoid the natural frequency of suspension and body
simultaneously
(4)
The running gear shall have the appropriate fatigue life.

(5)
The running gear shall avoid the derailment.
2.
Bogie
(1) 25
(exceptional stress)(fatigue)
(distortions)(breakages)
The structural design of bogie should be designed with at least 25 years of
service life. The bogie shall not have any permanent distortions and
breakages caused by fatigue due to normal or exceptional stress.
(2) W4
The design load of bogie shall be based on the W4 loading condition.
(3) UIC515-4 UIC615-4 EN

The analysis and testing of bogie frame work shall in accordance with the
UIC 515-4 and UIC615-4 or EN related standard and with signature of a
Taiwanese engineer.
(4) 80 km/h 70 km/h
The maximum design speed of Bogie is 80 km/h, and the running
maximum speed is 70km/h.
(5)

Bogie design and manufacturing has proved acceptably by the light rail or
rail organization, operating on the similar rail environment.
(6)

Contractors design shall be most likely the same for the power bogie
and non-powered bogie parts with interchangeability.
(7) ()

The bogie should be able to use high-pressure hot water or steam cleaning
equipment (regardless of cleaner or not) to clean. The sealing of
the components should have drainage or prevent the water into the sealed.
All bearings should be sufficiently sealed to ensure water and cleaner in
the cleaning process will not link-in.
3.
Suspensions

(1) (primary suspension)

Tram body structural shall be biaxial bogie support through the primary
suspension system and the secondary suspension system combined.
(2)
The suspension system shall be designed to minimize the spring mass.
(3) (primary suspension) 25m
The primary suspension shall be designed to run on 25m horizontal radius
of curvature.
(4) (WSP)

The natural frequency of suspension system during the operation shall not
cause resonance by loading vibration or non-slip protection (WSP).
(5)

The tram body shall be designed so that maintenance personnel easily


separated the lifting tram body and bogie remaining on the track.
(6)

The frequency of suspension system shall be avoided with the frequency


of tram body or equipment and other installed natural frequency. Avoiding
resonance, noise and vibration in any operating conditions, the abrasion of
any parts are within the acceptable range.
(7) 70km/h

UIC515 UIC518 EN
Suspension system under the operating speed of 70km/h and wheel
abrasion has reached its limitation; tram shall run stable on the track. The
stability of the suspension system shall be consistent with the UIC515
and UIC518 or EN related standards.
4.
Wheels, axles and axle box
(1) UIC EN

The design and manufacture of wheels, axles, axles box


and wheels components shall comply with UIC or EN standards.

Related components have been proved and accepted by the rail or light rail
systems authorities running on a similar track system environment.

5. (Wheel Flange Lubrication Device)

Wheel Flange Lubrication Device shall be installed to reduce the noise


and wheel flange abrasion.
6.
Motor and gear
(1)
Contractors shall pay particular attention to the fixed support safety for
traction motor and gear.
(2)

Traction motor replacement shall be done from the bogie below that
without lifting the tram body and removing the bogie, or done from the
bogie above after bogie separated from tram body.
2.5
Braking System
1.
General
(1)

Trams shall be equipped both independent and coordinated with the power
and friction braking systems to provide a tram braking required in the
normal operating situation. The braking system shall require providing
emergency brake in the emergency brake mechanism.

(2)

The braking system shall be designed to assume that the friction brake can
still automatically provide full braking function when the power breaks
fail.
(3) (W3)

Enabling trams to remain stationary, the parking brake must state the
maximum gradient, the train loaded with W3 loading and power failure.
(4)
Trams must be equipped with the Sand-blasting apparatus.
(5)
Brake order priority shall higher than traction order.
(6)
Braking force automatically adjusts according to tram load.
(7) EN 13452-1 EN 13452-2 IEC EN

The brake system shall comply with EN 13452-1 and EN 13452-2 or other
IEC or EN standards.
2. ()
Power brakes (regenerative and resistance)
(1)

In braking, the power brake is priority than the friction brake and takes
advantage of its ability to achieve operational braking in every breaking
system.
(2)

Using of the regenerative braking shall prevent abrasion and


energy consumption. If the regenerative braking is not workable, the
energy generated for the brake shall be transferred to the
resistor consumption.
(3) 2/3
Throughout the deceleration phase, power brakes shall provide at least 2/3
of the operation breaking force.
(4) IEC60322

The braking resistor shall be consistent with the IEC60322 standard. The

needed of total power braking shall not compromise in the case of


renewable electricity.
(5)

Resistor shall be as natural ventilation, but if need to use forced ventilation,


the ventilation shall be automatic control and work independently.
3. ()
Friction brake (mechanical brake)
(1)
The friction brakes shall start when the emergency situation or power
brakes failed.
(2)
The friction brake shall be able to maintain continuously the entire
emergency brake requirements.
(3)
Operating in the braking process, friction brake and power brake shall be
used together.
(4)

In the case of loss or failure of mixture electric brake function, the friction
brake shall be able to ensure that full braking performance of the entire
route and does not cause permanent damage.
4. (Holding brake)
Holding brake
(1)
Holding brake shall be able to automatically control the mechanical brake
actuation.
(2) W3 (5)

Keeping the brake in the W3 loading case and stop at the maximum slope
(5%), the tram wheels shall not rolling phenomenon.
5. (Parking brake)
Parking brake
(1)
Parking brake shall be equipped with an emergency release device driven
by spring-loaded parking brake.

Even if only one set of the parking brake is acting under the W3 loading
and the maximum incline slope (5%), the parking brake shall be able at
least support the tram stationary in 1 hour. Moreover, under W2 loading
and maximum slope (5%) circumstances, the tram shall permanently
remain stationary.

The parking brake shall start automatically when the brake hydraulic or
pneumatic failure.
(4)
Parking brake shall provide manual release device.
6. (Electro-magnetic Brake)
Electro-magnetic Brake
(1) /

Electromagnetic brakes act as an auxiliary brake that is supplied by the DC


auxiliary power, but not related to the wheel/rail adhesion.
(2)
Any electromagnetic brake failure shall be displayed on the console and a
record.
7. (Brake Control System)
Brake Control System
(1)

The friction brake of each bogie shall have its only independent systems
that the principle also applies to the electromagnetic brake.
(2)
The brake control shall include at least

The emergency brake control circuit.

The safety brake control circuit.
(3)
When braking starts, the traction shall be stop.
(4)
Failure of any brake control system, the emergency brake shall be start.

When the traction power start, the braking system shall be started to act
(up to 3km/h the rate). Braking strength shall be sufficient to prevent the
tram rolling back from climbing the gradient (anti-rollback feature).
8.
Sand-blasting apparatus
(1)
Sand-blasting apparatus shall install in the power bogie according to the
operation and direction conditions.
(2)
Sand-blasting apparatus shall be equipped with drying facilities.
(3)

Sand-blasting apparatus shall be an automatic sprinkler when wheel slip


and the driver can manually suppression under the traction mode.
(4)
In emergency braking, sand-blasting apparatus shall start automatically
until the trams to a complete stop.
2.6
Propulsion System
1.
General
(1) 6 %
The propulsion system shall capable to work on the incline slope of at least
6%.
(2)

Traction motors, drives, gears and transmission system shall be


designed to consider the demand of route characteristics, train composition
and operation speed to meet the operations requirement for highest
propulsion and braking.
(3)

The traction device must be able to withstand the power brakes, slip away,
and the maximum stress under excessive braking and voltage surges.
(4)

Propulsion equipment must be capable of protection overheating,


overvoltage and overcurrent, and shall be electromagnetic interference
protection design.
(5)
Propulsion equipment shall be able to work properly under environmental
and climatic conditions in Kaohsiung area.
(6)
The
propulsion
system
requires
the
fireproof
materials
and their components must be able to withstand a variety of mechanical
forces.

Propulsion equipment shall not be damaged by the maximum traction power


and braking force at loose speed and worst slipping condition.
3. (Traction Control Equipment)

The traction and braking force of each motor module is based on tram
loading.

Over-voltage shall be based on IEC TR 61000-2-14 standard

Electronic printed circuit boards shall comply with the IEC60297-3-100 ~


104 series standards or EN 50155 standards.

The technology of control and monitoring systems shall comply with the
IEC60571 standard or EN 50155 standards.

4. /WSP

Including the anti-wheel spin/slip protection (WSP) to enhance the running


adhesion, sand-blasting apparatus shall start automatically when the system
detects slip or spin.
5. /(WSP)

Anti-wheel spin/slip protection device (WSP) under the various


loads conditions and speed, both propulsion and braking mode of operation
shall be capable of actuation.

When using the regenerative braking system, the system of each bogie shall be
independent. When a bogies regenerative brake device failed will not affect
the regenerative braking system of other bogies.
2.7
Control System
1.
In the control design, the brake instruction shall be given priority than the
towing instructions.
2. (Dead man system device, DMSD)

The dead man system device (DMSD) shall be automatically stop the tram
when the driver's disability.
3.

Cab shall have the tram monitoring information system to supervise and to
record the condition and operational status of the whole train and the operating
status.

Driving mode

The train shall have normal and degraded driving mode.

Normal mode should include at least: a manual control mode, shunting /


depot mode, the car wash / coupling mode, backup mode.

2.8
Doors

General

The escape design of tram shall consider W3 loading and one person
passing through 65cm wide door in 0.6 seconds. All the passengers shall
evacuate the tram from the unilateral door within 30 seconds.
(2) 2.8.1(1)

Doors shall be placed at both sides for passengers to get in and out the
tram. The number and configuration shall be consistent with the
requirements of 2.8.1 (1) specification. Double-leaf door clear width shall
be more than 1,300 mm, and single-leaf door clear width shall be more
than 800mm. Configuration of the train doors shall be as evenly
distributed as possible avoiding excessive concentration.
(3)

The door in closed position shall be able to lock and provide the
emergency door openers for passenger during emergency situations. The
emergency door openers shall be marked clearly in the visible place
and include simple instructions. Such instructions shall be clearly visible
under normal and emergency lighting conditions.

The door must have obstacle detection and automatic re-opening and closing
function. The door open/close situation shall interlock with the traction
and braking system. The door open/close must be displayed notice in the
visible location of cab.

The tram start at the all doors closed and locked.
4. (Multi-tone Door Chime)

Indicator lights and multi-tone door chime shall install at each door set. The
indicator lights and alarm bells shall start to operate before the door opening
and closing, and stop in the door open/close position. Indicator lights
and alarm bells shall be able to provide warning for passengers in and out of
the tram. The alarm shall be different tone when the doors open/close.

The emergency door openers shall install near each door. When the emergency
door device is activated, the cab shall be issued with a warning.

The intercom between driver and passenger shall start with the emergency
door openers activated.

The door shall be adopted outer sliding type or the plug type.

The door design and testing shall comply with EN 14 752 standard.

The tenders shall submit the door endurance test report for 600,000 times open
and close.
2.9
Tram Coupling Device and Gangway
1.

At both ends of the tram shall be equipped with semi-automatic couplings. The
mechanical and pneumatic couplings allow automatic coupling or decoupling;
the electrical coupling need to be manually operated by the driver or
authorized maintenance personnel.

The inter-compartment of the tram sets shall install the articulated coupling
device at both ends.

Couplings should be able to withstand all normal operation, maintenance


operations, as well as following the collision loading:
(1) 3km/h W3

When an empty tarm with speed of 3km/h and a stationary train with W3
loading couple together, the coupling system shall be able to
withstand and absorb the impact energy repeatedly.
(2) 5km/h

When coupling at speed of 5km/h, part of impact energy shall be


absorded by the absorbing device that cannot be damage
and coused damage to coupling and anti-climb device.
(3) 5km/h

When coupling at speed over 5km/h shall not create any damage to
the coupling structure, and the impact energy shall be absorbed by the
absorbing device.

Damaging Coupling shall be replaced easily and prevent the anti-climb feature
damaging in a collision event.

The refrigerant of air-conditioning system shall be zero environmentally
friendly refrigerants for ozone depletion potential (ODP).

The design capacity of air-conditioning systems shall comply with the

The air conditioned outlet design and materials shall be able to


avoid condensation and ensure that the blowing out air can mix with the
interior air evenly distributed in the compartment. The
air conditioned outlet shall not cause the standing passenger to have any
discomfort.

Contractors shall adopt the advanced technology to ensure that the


air conditioning equipment design achieve the maximum efficiency,
minimum power consumption and noise of passenger compartments.

able to provide enough power for tram to arrive in the next fed power

Auxiliary static converters use IGBT technology supplied 750V DC


independently by catenary or catenary-free system and adopt different loop
supply for traction equipment.

Auxiliary converter shall not be compromised in any way when the traction
power supply voltage exceeds its work scope.

To meet the specifications, the contractor shall perform different types of tests
that can prove the light rail vehicles. These tests done in the tram
manufacturing, assembly or inspection process shall be in the laboratory,
factory or field handling. The test shall be in accordance with IEC 61133
standard.
2. (Test Plan) EN 50215

Contractors shall develop Test Plan according to perform. The plan shall be in
accordance with the EN 50215 standard. If contractors have the objection to
the test plan of this specification, the contractors shall be proposed the
recommendation with the explanation during the planning.
3. (Type Tests, T)

Type Tests, T : To run this test shall prove that the tram conceptual systems or
components to meet performance specifications and requirements.

For the typical test, the delivery tram contract, this specification
requirement of the trams, and the same typical test completion, the
