A BILL
To prohibit non-medical vaccination exemptions at a federal level and create an agency which supplies and
administers vaccinations to common diseases to students of public schools.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Jenny McCarthy Antipathy Act of 2017.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Among the 110 California patients diagnosed in a 2015 Disneyland measles outbreak, only 49 (45%) were
vaccinated, yet still were compromised by the other 61 people.
2) In 2014, in California alone there were 10,831 cases of vaccine-preventable whooping cough.
3) Studies have shown that vaccine exemptions tend to cluster geographically, making some communities at greater
risk for outbreaks.
4) Childhood vaccinations reduce the risk of contracting dangerous vaccine-preventable childhood diseases and, for
populations, give herd immunity for contagious diseases.
5) Where non-medical exemption rates are high enough to compromise herd immunity at the local level, the risk of
vaccine-preventable disease outbreak increases.
6) About 80 percent of all exemptions in the 201112 school year were nonmedical.
7) According to the CDC, there is no evidence that the low doses of thimerosal used in vaccines cause any harm to
the average citizen, despite claims made by theorists.
8) 48 States and DC allow religious exemption, while 20 allow philosophical exemption.
9) Geographic pockets of non-vaccinated children push some state exemption rates to over five percent and are
helping drive the national increase in exemptions, which coincides with a concurrent rise in rates of vaccinepreventable diseases.
10) Most vaccines contain weakened or killed germs, which contrary to common belief aren't strong enough to
overwhelm the immune system the small amount of bacteria and viruses humans are exposed to in one vaccination
can are not enough to harm the average human.
SECTION 3. STATUTORY LANGUAGE
A) This bill will call for a federal abolishment of vaccine exemptions as well as send vaccine supplies to combat
influenza, varicella (commonly referred to as chicken pox), Hepatitis B, polio, in addition to any other vaccine
deemed necessary for the general public, until all public school students are vaccinated against these diseases. Then,
every incoming student to a public school district will be required to either provide medical proof of vaccination or
receive them within the initial week of their school year. Trained nurses will visit public schools and administer
vaccines to any student with a vaccine exemption, or without a medical record of having been vaccinated. For the
first eight years the bill is in effect, federal government representatives will be sent biannually, on April the First of
every second year to all public schools with the intent of ensuring that each student has been vaccinated. After the
initial eight years, public schools will be required to send in reports on April the First of every second year
confirming vaccination, and officials will be sent at the time of the Census to ensure enforcement.
B) Along with the abolishment of federal vaccine exemptions, the Food and Drug Administration will create and
oversee an agency that shall be entitled the Student Health Improvement Task Force, which will reapportion annual
funding that will lower the budget of the United States Military and concurrently raise the budget of this Task Force,
initially by one billion USD. This amount may vary as more or less workers are needed, and after the first eight
years, the funding is expected to be cut to 750 million USD.
C) Should any public school fail to meet the criteria, all funding apportioned for extracurricular activities, including
any sports, as well as any funding for new textbooks or literature, shall be cut immediately until the public school(s)
are able to verify with the Task Force that at least 85% of their enrolled student body is fully vaccinated to the
satisfaction of a delegated Force representative.
