indicated on the fee schedule. At facilities where Group 1 users are not
permitted, these Groups shall pay Group 2 rates.

San Bernardino County groups will be limited to rentals during


operating hours of Lions East, Lions West and the RC Family Sports
Center, Monday Friday, with reservations allowed no more than 3
months in advance. One Saturday rental per month will be permitted at
the RC Family Sports Center. All other requested times will be charged
Group 2 rates.

Compliance with City Non-Profit Eligibility Policy is required to receive


Group 2 status.

Group 2 facility rental rates are highly discounted to allow for consistent and affordable use of facilities by non-profit groups serving City residents.
To insure consistency among user groups, the City cannot consider rental fee waivers by Group 2 users.
Approved RC non-profit youth serving organizations are permitted one free Board meeting or membership meeting once per month. These groups
may also use one room for participant registration without charge up to two times a year prior to their season/event for up to four hours per use.
These free uses are only available at Lions Community Centers or Family Sports Center as space permits.

Rental Information, Fees and Policies


Parking
Complimentary parking is available in the main parking lot as well as an auxiliary parking lot for overflow parking.
Accessibility
Central Park is conveniently located on the corner of Base Line Road and Milliken Avenue at 11200 Base Line Road. It is
easily accessible from the 210, 10 and 15 freeways and conveniently located 5 minutes from the Victoria Gardens Mall.
Catering
For your convenience, you have the option to choose your own caterer. All caterers are required to be approved by the
building Coordinator two weeks prior to rental. All vendors must comply with all City, County and State permit requirements
and have a valid insurance policy for the business.
Music
For your convenience, you have the option to choose your own musician/DJ. All vendors are required to be approved by
the building Coordinator two weeks prior to rental. Sound should be at an appropriate level, as to not disturb the facility or
surrounding events.
Rentals Equipment
Independent contractors used for additional flame retardant equipment/materials are the sole responsibility of the applicant.
The applicant must accept all deliveries and remove all items immediately following the event. Staff will not accept
deliveries. Contractors may enter the location at the scheduled contracted times and the applicant (or approved
representative) must be present. All materials must also be picked up and cleared from the space by the contracted end
time of the event.
Alcohol Use
Alcohol use, (beer, wine and champagne only) is welcome for the convenience of applicants 21 years of age and above in
the large multi-purpose rooms and Mesa Courtyard at Central Park. Only those activities where the guest of honor is age 21
or older are eligible to offer alcohol at this facility.
Alcohol use requires a security/damage deposit, insurance, and security. Only, a licensed and permitted Caterer or Bar
Service that is approved by the City is allowed to serve alcohol.
***If any spirits/alcohols other than beer, wine, and champagne are seen on the premises, by both responsible party and/or
guests, deposits will be forfeited.
Flowers and Decorations
All flowers and decorations must be supplied by the applicant and must be removed from the premises immediately
following the event.
Candles and fog machines are a fire hazard and are not permitted.
Decorations and visual aids must be freestanding and may not be nailed, taped, stapled or tacked to the walls,
ceiling, or fixtures. Removal of existing facility decorations prohibited.
Confetti is not allowed to be used in the facility.
Supervision
Applicant is responsible for supervision of all event attendees at all times and is responsible for any damage or occurrence
they may cause.
Which includes but is not limited to alcohol use in the facility as well as in the outside parking lot. Damages done to the
facility both inside and out by guests.
Children must be supervised at all times and in all areas. The Community Services Department requests that one adult (18
years or older) accompany every fifteen children.
*** In the event of damage or any of the above rules being broken a portion or the entire security deposit can be
forfeited and withheld.
Insurance
The Community Services Department may request, at the cost of the applicant, additional liability insurance naming the City
of Rancho Cucamonga as co-insured.
Security
After reviewing the Facility Reservation Request and determining the potential risk and needs, security may be required for
the rental, fees will be added to the rental contract.
Advertisement
Advertisement(s) concerning your event or activity may not be distributed until the facility request is confirmed and an official
contract is signed. All advertisements must be pre-approved by the Facility Coordinator prior to distribution.

Pre and Post Event Walk Through


The applicant is responsible to check in and out with the Facility staff and inspect all areas and equipment used for event.
These inspections are to occur immediately before and after the event. The applicant is required to leave the facility in the
same condition as it was found including removal of all decorations and equipment from the room/hall.
Cancellation Fee:
In the event the renter requests a cancellation of their rental event after 7 calendar days from the time of application, a
cancellation fee is withheld from any fees paid and/or the rental deposit as follows.

$25 for small room rentals


$50 for medium room rentals
$75 for large rooms or full event hall rentals

Refunds of facility rental fees (excluding the Cancellation Fee) will be processed as follows:

30 or more calendar day notice full refund of all fees (less the Cancellation Fee)
15-29 days notice 100% refund of all fees; 0% of deposit* (less the Cancellation Fee)
2 to 14 days notice 50% refund of all fees; 0% of deposit* (less the Cancellation Fee)
Less than 2 days notice No Refund

*If deposit exceeds estimated amount of rental fees, then 100% of rental fees will be forfeited and the balance will be
refunded.
Application Fee:
A non-refundable application fee of $25.00 will be applied to every facility rental request. This fee is collected in addition to
the facility rental deposit and will be retained upon return deposit.
Overtime Fee:
For rentals that go over in time from their rental contract a fee will be assessed equal to staff cost plus rental fee to
be calculated at a rate of time-and-a-half.
Other Fees:
If additional City staff is required, services will be charged at the rate of $15.00 per hour for staff time. At
the discretion of the Community Services Director, an additional Rental Deposit may be required
according to event/rental requirements and the Citys liability exposure. An additional $500.00 Rental
Deposit and a $50.00 Administration Fee will be required for alcohol use at approved alcohol use City
facilities. Rental Deposit fees may range from $100.00 (small rooms) to $500.00 (banquet rooms).

The time requested for use will affect the fees and charges and the availability of the facility. Hourly fees are
based upon when use occurs - during Regular Operating Hours or Extended Hours.

Regular Operating Hours (Business Hours)


o Monday through Thursday from 8:00 a.m. - 9:00 p.m. (Excluding Holidays).
o Fridays from 8:00 a.m. - 5 p.m. (Excluding Holidays).
Extended Hours - Increased rates for Extended Hours Use will be applied as follows:
o Monday through Thursday: anytime before 8:00 a.m. or after 9:00 p.m. (Excluding Holidays)
o Fridays: anytime before 8:00 a.m. or after 5 p.m. (Excluding Holidays) Saturday, Sundays
and Holidays
o Rental of Central Park requires a four (4) hour minimum charge for Friday after 5pm, Saturday,

Alcohol Use Requirements


for Central Park
The distribution or consumption of alcoholic beverages shall be in compliance with all applicable
laws, including Alcoholic Beverage Control Commission regulations. Please refer to the following
Alcohol Use Requirements for Central Park.
Applicant/Renter Responsibility
$50 Administrative Fee.
Alcohol supplementary refundable damage/ cleaning deposit of $500.
Applicants may only use a City pre-approved caterer or bar service company for alcohol use distribution. (A pre-approved
caterer/bar service vendor list is available through the facility Coordinator.)
Uniformed Deputy Sheriff/Reserve or approved (by the City) private security, are required and the applicant is responsible for
all security costs designated by the Sheriffs Department.
Rental function guest(s) of honor are required to be at least 21 years of age for permitted use of alcoholic beverages.
Alcoholic beverages are prohibited from being served to any person under the age of 21.
Serving/selling is allowed for the max. of 4 hours. Service is required to end one hour prior to scheduled event ending time.
Applicant will forfeit the alcohol damage deposit if alcohol use is not in accordance to state and or City requirements.
Applicant is required to remove all alcoholic beverages and empty containers immediately following function.
Alcohol Use Requirements
Only beer, wine, and champagne may be served at Central Park. Hard alcohol is not permitted, if consumed at the facility the
renter forfeits their alcohol security/damage deposit.
All alcoholic beverages are required to be served, sold, and consumed inside the contracted room.
Alcohol possession or consumption is strictly prohibited in the patios (except Mesa Courtyard), hallways, restrooms and parking
lots.
Alcohol is only permitted on Friday nights, Saturdays, Sundays, and designated Holidays.
Caterers/Bar Service Company Requirements
Supply current required permits, licenses, certificates and insurance 10 business days prior to event date.
Prior successful experience providing food, catering and serving of alcoholic beverages in large public facilities and have
positive reference checks with other clients.
Caterer must complete a Central Park Regulation and Kitchen Use Training Program. Vendors will regularly be evaluated by
the City staff and are required to be in good standing with the City.
Caterer is responsible to obtain all required permits, licenses and insurance relating to distribution and consumption of alcoholic
beverages.
Alcohol must be served and consumed from clear plastic cups.
Champagne, wine and beer bottles may only be open in the kitchen or behind the bar. (No bottles allowed on tables or in
public areas).
Applicant/Renter Checklist
Complete and turn in a Central Park Facility Reservation Request form to the Facility Coordinator.
Confirm and sign the Central Park Facility Rental Contract verifying event time, date and room(s).
Complete and return Alcohol Permit Application to the Facility Coordinator 60 calendar days prior to event. Applicants are
required to be 21 year of age or older.
Complete and return the City of Rancho Cucamonga Sheriff's Department request for security.
City Service Responsibility
Alcohol Permit Applications will be reviewed on a case-by-case basis and approved or denied by the facility Community
Services Coordinator.
City and Sheriff Department staff will determine event risks and insurance costs.
The City may place restriction on alcohol use due to State/Federal Law and City Ordinance requirements.
City staff will monitor all alcohol areas.
City staff will post visible public notification that a private renter is hosting an event with alcohol.

FACILITY RESERVATION RULES & REGULATIONS
REQUIREMENTS AND PAYMENT INFORMATION
1) Authorization for use will be issued to persons over 25 years of age only. The person signing the reservation request and contract must be present at the event.
Department staff will be assigned to work during all reservations. The number of staff needed to supervise the event will be determined by the Department,
taking into consideration expected attendance and the type of event. Applicant will be responsible for all staff costs incurred.
2) A Rental Deposit is required at the time the rental request is submitted and is not applied to the balance due. The City reserves the right to cancel the group's
facility rental request. The City holds the right to cancel reservations if it is determined that the applicant has withheld information pertaining to the reservation
details. If the facility is left in good condition the client will receive their refundable Rental Deposit. If additional staff, damage, or service costs are incurred, the
costs will be deducted from the deposit or billed to the applicant. The Rental Deposit will be issued to the name and address on the original request as follows:
with check or cash, allow (4) weeks for the refund to be received in the mail. If the deposit was paid using a credit card the rental deposit will be retuned to that
card within (7) business days after the event.
3) All fees must be paid (30) days in advance; (60) days in advance for rentals at the Lewis Family Playhouse. If all required fees are not received by the given
deadline, then the reservation will be canceled. No personal checks will be accepted within (30) days of the rental. Any fees paid prior to cancellation may be
forfeited. Recurring rentals are subject to payment schedules if approved.
4) Insurance may be required depending on the type of activity and the amount of attendees.
5) Sheriffs or other City of Rancho Cucamonga approved security may be required depending on the type of activity and the amount of attendees.
6) In the event the renter requests a cancellation of their rental event after 7 calendar days from the time of application, a cancellation fee is withheld from any fees
paid and/or the rental deposit as follows.

$25 for small room rentals

$50 for large room or hall rentals

$75 for full event hall rentals


Cancellation or rescheduling of any approved reservation must be made at least (30) working days prior to the scheduled event. The following are the cancellation/
rescheduling guidelines:

SET UP PRIOR TO THE EVENT
7) Applicant will not be allowed into the site prior to the indicated time on the contract. Applicant will not be refunded for any time not used.
8) The applicant is responsible for a "pre-walk through" of the facility, with the staff person on duty, upon arrival at the site. The same individual is responsible for a
"post-walk through" of the facility with staff upon departure. The applicant and staff are responsible to complete the pre and post walk-through and a
corresponding Facility Rental Checklist to ensure proper care and use of the facility and equipment.
9) Tables and chairs are included in the rental fee and subject to availability. Applicant may bring in additional tables and chairs at their own expense. The applicant
is required to provide their own tables and chairs when renting the Mesa Courtyard.
10) Decorations and visual aids must be freestanding and may not be nailed, stapled or tacked to the walls, ceilings or fixtures. Removal of facility decorations or
furniture is not allowed.
11) Candles, any type of fire devices, or smoke/fog machines are not allowed at any City facility. This includes barbeques, deep fryers and outdoor ovens. Floating
candles are allowed with preauthorization.
RESPONSIBILITIES DURING THE EVENT
12) *Alcoholic beverages are not permitted on City property including buildings, parks and parking lots. The following are the exceptions and require a permit,
additional fees and security: *Central Park and the Victoria Garden Cultural Center.
13) The use of Expanded Polystyrene (Styrofoam) products is banned from all City facilities.
14) Smoking is prohibited and unlawful at any city facility, parking lot and trail.
15) The maximum number of patrons allowed in the facility must be strictly adhered to. The staff on duty will limit additional attendance into the event once that
maximum number is reached. If the renter is not compliant on limiting the attendance the Rental Coordinator reserves the right to end the rental.
16) All children must be adequately supervised by one or more adults in all areas of the facility. Children may not play in lobby area(s). 1 adult to every 6 (1-5 year
olds): 1 adult to every 14 (6-12 yr. olds): and 1 adult to every 20 (12-17 yr. olds) is required. Chaperones must be 25 years of age or older. The applicant is
responsible for supervising all actions of event attendees.
17) Signs may not be placed outside the facility. Interior signage is permitted but must be pre-approved by the Rental Coordinator.
18) No foreign substances (oil, powder, etc.) may be spread on the floor or any surface for dancing or any other activity.
19) The City reserves the right to cancel a function at any time if the people involved in the function are not conducting themselves in an appropriate and lawful
manner and/or damaging any City equipment or property. The applicant is responsible for the supervision and actions of those in attendance.
CLEAN UP AFTER THE EVENT
20) Storage of personal property or deliveries before contract time will not be allowed at any facility. The City of Rancho Cucamonga is not responsible or liable for
rental equipment.
21) For rentals that go over in time from their rental contract a fee will be assessed equal to staff cost plus rental fee to be calculated at a rate of time-and-a-half.
22) Applicant is responsible for all clean up of the facility. Applicant will be supplied with cleaning supplies by Department staff. Clean-up will consist of the following,
(except for Celebration Hall):
a) All trash must be placed in the trash receptacles; staff will provide additional trash bags if needed.
b) All decorations and personal property must be removed at the time the contract concludes.
c)
Floors must be swept and counter tops wiped clean (Supplies provided)
d) The kitchen must be left in the condition it was given.
23) Applicant is responsible for notifying staff upon departure from the premises. Facility must be completely cleaned up and applicant must be vacated from the
premises by the completion time as stated on the contract.
Each City Facility may have rules & regulations that pertain only to that facility. Refer to Fee and Charges Schedule for additional amenities & service fees.
Applicants shall be bound by all rules and regulations and all applicable ordinances of the City of Rancho Cucamonga. The violation of any of the above Rules and Regulations or
falsifying any of the provisions of the application shall constitute grounds for immediate revocation of permission to use City facilities and shall constitute grounds for refusal of future
permits to use City facilities. The applicant shall be liable for loss; damage or injury sustained by the City or any person whatsoever by reason of negligence of the persons to who such
permit is issued. Applicant agrees to hold harmless and indemnify the City of Rancho Cucamonga or agents and employees from any and all liability for injury to persons or property
occurring as a result of the activity sponsored by the applicant. Said persons shall be liable to the City for any and all damage to parks, facilities and buildings owned by the City which
results from the activity of applicant or is caused by any participant in said activity or spectator at said activity.
