Job Description

The function of the Shutdown Manager is to provide the necessary leadership to


coordinate, facilitate, and direct the short and long term shutdown programme two sites
in the Teesside area. This will include management of the shutdown team, work list
management, financial management, planning, scheduling and execution in a safe,
efficient and cost-effective manner.
Shutdown Planning & Execution

Work closely with the Maintenance Manager, Technical support groups, Plant
Management, facility maintenance team and contractors, to ensure that scheduled
shutdown maintenance and project work is planned and executed in accordance
standards and procedures.
Work with the business area to ensure that agreed timings, durations and budgets
are developed for all planned shutdown activities.
Actively review, improve, refine and update the shutdown work process to
consistently deliver world class performance and be an industry leader. Develop a
refined shutdown work process specific to the facility.

Workscopes

Develop robust short and long term workscopes to ensure that maintenance and
project related work is completed that will enhance the reliability and profitability
of the facility as well as meeting all legal requirements.
Develop standard job plans for repeatable activities to include; costs, durations,
specifications, drawings, mobile equipment, materials, manpower,
safety/environmental requirements, special tools and any other special or
additional instructions needed.

Documentation

Ensure that all necessary documentation is developed and stored appropriately,


using SAP and STAC where necessary. This includes all pre and post shutdown
documentation, standard work packages, calibration certification, test records and
reports.

Skills & Experience


The Shutdown Manager should have a minimum of an HNC/HND BTEC 5 type
qualification, completion of a formal engineering apprenticeship, supplemented by
significant post apprenticeship experience of maintenance within engineering
environments such as the power, petrochemical, steel, oil and gas industries, waste
management or material handling.

Our client AMEC requires an experienced Shutdown Manager to manage, develop and
support the shutdown process at both a Project and Corporate level in a safe, structured
and cost effective manner and be accountable for the delivery of shutdown services /
personnel across projects / company ensuring high standards are maintained and
continuously improved.
Job Specification:
To ensure that all shutdown personnel at both Project and Corporate level are aware of /
implement safe working practices / procedures and are provided with a safe working
environment.
Deliver a high standard shutdown capability at both Project and Corporate levels,
ensuring a consistent and efficient approach is implemented at all times.
Implementation of a continuous improvement philosophy across the shutdown function,
delivering best practices at all times.
Management and support of all shutdown personnel.
Maintain and deliver the shutdown function within budget, and, where applicable,
implement cost saving initiatives.
To study and assess the relevant drawings, specifications and instructions for his specific
or functional area of responsibility.
To verify that the drawings and specifications provide adequate instructions for the work
and advise the Project Construction Manager and/or Project Manager of any deficiencies
or clarifications needed.
To review, in co-operation with the Project Construction Manager and/or Project
Manager, and agree the overall site programme for his area of responsibility including
Sub-contractors' programmes. To identify any problem areas in the programmes, discuss
with the Project Construction Manager and/or Project Manager and agree a solution.
To ensure, before any variation work is carried out by a sub-contractor that an authorised
instruction is given by the Project Construction Manager and/or Project Manager.
To assist in the authorising or refuting of any claims by the Sub-contractor of delays,
waiting time or abortive work.
To ensure that all work is to the required standard and that all drawings, specifications,
inspections and certifications are strictly adhered to.
To provide technical assistance to the Project Services Manager in the compilation of
cost and progress reports.
To ensure that all Shutdown plans and programmes are produced and monitored in
accordance with the requirements of the contract.
To constantly review progress and monitor programmes, updating the latter when
necessary in conjunction with the Project Services Manager.
MANAGER SHUTDOWN:
Scope of Responsibility: The incumbent will be responsible to act as an entrepreneur to
lead the team of professionals in Plant Maintenance Shutdown Projects of the business
area. To lead the multi-discipline project team and responsible for the overall
management of the project site to which assigned such that contractual requirements and

obligations are fulfilled, in accordance with drawings and specifications and all work is
completed within the safety goals are set, within budget and schedule. He will be
responsible and accountable for delivery of the shutdowns, retrofit projects, as per the
agreed budgetary, revenue, PAT, quality, productivity and efficiency targets. He will have
the requisite authority to execute and implement necessary decisions. He will be
supported by a team of professionals based in zonal offices to collate the project updates.
Reporting to: In Charge Plant Services - BA
Roles & Responsibilities:
Responsible for implementation of Quality and HSE Policy. Responsible for complete
pre and post shutdown planning, site execution, material & equipment handling and
manpower. Supervise Execution Manger, Area In Charges, Field Engineers and
Supervisor for timely completion of project as per the given time. Responsible for
preparing the budget and delivering the assigned project as per approved budget. Read
and understand the contract carefully to identify all potential risks and establish the
approach to mitigate those risks by planning out preventive measures. Plan, define,
verify and control the scope of the project in order to ensure that project includes all the
work required.

Responsible to maintain financial, progress and productivity status reports and interpret
those reports for proposing and implementing better productivity norms at project.
Estimate the cost of the project, and ensure that all the resources (including HR, materials
and equipment & plant) necessary for execution are within stipulated budget allocated to
the project in order to control the cost of the project. Ensure execution of the project as
per plan while taking corrective actions when required, in order to complete the project
within time and budget. As a project leader responsible for timely completion of project
as per agreed financial and productivity and quality KPIs/ norms. Organize and manage
project human resources by coordinating with HRM and Administration for acquiring,
developing and managing project team. Responsible to maintain strong working
relations with clients for future business acquisition. Responsible for bringing new
technology and knowhow for efficiency improvement and cost management.
Responsible to ensure compliance of all systems and lead the Internal and External audit
interventions for continues improvement. Ensure regular communication & feedback at
the start and end of the day.
Requirements
Job Specification:
Minimum Qualification : Bachelor of Mechanical Engineering
Minimum Experience : Over 15 years of relevant experience in Refineries and Plant
Maintenance Shutdown projects. 05 years as a Shutdown Manager in Sub-Contractor
side.
