OpioidMisuseandAbuse

Recommendation:Byvote,thecommitteeconcludedthattheissueofmedical
marijuanaissignificant,butthatmoretimeisneededtodevelopsolutionsand
consensus.
Thecommitteereceivedareporton89actionstakenbytheLegislaturesince2007
toaddressprescriptiondrugmisuseandfurtheractionsthatcouldbetakenby
pharmaceuticalmanufacturers,prescribers,dispensers,insurers,patients,the
treatmentcommunity,thestate,andotherstoaddressmisuse.
Thecommitteedeterminedtheextenttowhichmajorpublicandcommercialhealth
insurersinUtahpayforsubstanceabuseassessmentsandongoingmonitoringof
patientsprescribedopioids.
Thecommitteewasbriefedontheoutcomesofalocalinitiativetoreduceopioid
addictionandaskedtotakespecificstepstosupportbroaderuseofmedication
assistedtreatment.
ThecommitteereviewedanindepthanalysisofopioidprescribingpracticesinUtah
andconsideredhowUtahmedicalpractitionersandhealthinsurersareresponding
totheU.S.CentersforDiseaseControlandPrevention'sMarch2016opioid
prescribingguideline.Theguidelineprovidesspecificstepsforachievinglarge
reductionsintheuseofopioidstomanagepain.
Thecommitteeconsideredstepstakenbyotherstatestoregulateopioidprescribing
andrevieweddraftlegislationthatwouldprohibitahealthinsurerfrompayingfor
anopioidprescriptionnotmadeinaccordancewithestablishedprescribing
guidelinesunlesstheprescriberobtainedpriorauthorizationforpaymentfromthe
insurer.Thecommitteealsorevieweddraftlegislationthatwouldlimitopioid
prescriptionstoasevendaysupplyforcertainpatientsandrequireaprescriberto
checkthecontrolledsubstancedatabaseforfirsttimeopioidprescriptions.
TheDepartmentofHealthreportedthatsincethe2016GeneralSession,ithas
providedfundsto17lawenforcementagencies,6localhealthdepartments,and9
otherentitiesforthepurchaseofnearly4,000opiateoverdoserescuekits
(naloxone).UtahNaloxonereportedthatoverthepast16months,ithasdistributed
anadditional4,000freekits.
