Ritchie Rhodes began inspecting movable bridges in 1988. Ritchie performed
mechanical/electrical (M/E) inspections (itemized and listed below) for use to develop
rehabilitation M/E design plans for these selected movable bridges. During that same period,
and for several years afterwards, Ritchie was also the inspection team leader for other
