Single-Pole/Three-Pole Autoreclose Function for

Single Breaker Applications in the SEL-311C Relay
Using SELOGIC Control Equations
INTRODUCTION
You can use the powerful SELOGIC Control Equations in the SEL-311C Relay
to provide a single pole/three-pole recloser function. The three-pole recloser
function is provided internal to the SEL-311C Relay and single pole is added by
simple settings and programming provided by SELOGIC Control Equations.
ABOUT THIS APPLICATION GUIDE
The SEL-311C Relay can provide a single-pole/three-pole reclosing function
using SELOGIC Control Equations and external hardwired connections. SELOGIC
Control Equations allow you to establish which conditions cause the reclosing
function to time and match the recloser operation more closely to your standard
reclosing practice. The examples show programming for conditions which may be
considered typical; however, the reclose logic can easily be modified.
The recloser function description provides an explanation of the recloser function
logic in three sections:
Reclose initiate conditions.
Conditions for timing to reset.
Reclose lockout conditions.
The logic symbol equivalent of the SELOGIC Control Equations is shown in a
logic diagram. Refer to the logic diagram throughout the reclosing function
descriptions.
SINGLE-POLE/THREE-POLE RECLOSER FUNCTION DESCRIPTION
The recloser function described in this application guide is configured to
operate in the following modes:
1) Single-pole trip and reclose for single-line to ground faults.
2) Three-pole trip and reclose for multiphase faults.
3) Three-pole trip for all fault types with no reclose.
The relay trip mode and recloser operation is made using logic inputs on the
SEL-311C Relay. Typically, a multi position selector switch or individual switches are
used to select the relay operating mode.
SINGLE-POLE RECLOSE INITIATE DESCRIPTION
Using SELogic the relay will give single phase trip. When the relay is selected
for autoreclose through input, the single-pole/three pole autoreclose function is
selected. Once the relay issues a single-pole trip and the relay determines that a
single-pole is open as indicated by a change in the breaker status(through Digital
Inputs) the single-pole reclose open-interval timer is enabled.

1
SEL-311C

The single-pole reclose open interval timer starts timing for the following conditions:
1) The relay is selected for autoreclose mode.
2) Reclaim time has not started.
3) The relay has given single pole trip.
4) The reclose function is not in the Lockout state (Digital input).
The logic variables SV2,SV9 are assigned to an output contact to close the circuit
breaker after the set open interval has expired.
If a reclose cancel or Lockout condition occurs any time during the single-pole
reclose open interval timing sequence, the reclose sequence immediately stops
timing and the reclose function goes to lockout.
THREE-POLE RECLOSE INITIATE DESCRIPTION
When the relay is selected for three-pole autoreclosing, any three-pole trip
initiates the three-pole autoreclose sequence.
Once the relay issues a three-pole trip and the conditions specified by the recloser
mode selection are met, the three-pole reclose initiate condition starts:
1) The relay has given three pole trip.
2) The relay has given three pole trip (on communication based trip).
3) There is no Lockout condition.
When the relay determines that all three poles of the breaker are open as
indicated by a change in the breaker status and the three-pole reclose open-interval
timer starts
The three-pole reclose open interval timer starts timing for the following conditions
1) The breaker shows a three-pole open condition.
2) Reclose initiate condition exists.
3) The reclose function is not in the Lockout state.
4) The Reclaim time has not started.
The logic variables SV8,SV10 are assigned to an output contact to close the circuit
breaker after the set open interval has expired.
RECLOSE FUNCTION RESET DESCRIPTION
The reclosing function has a settable reset timer This timer resets the reclosing
function after a set time delay upon breaker closure following a successful or an
unsuccessful reclose attempt. The reset timer also prevents further reclose attempts
if the breaker is closed into a permanent fault.
The following conditions set the variable SV11 for reset timing:
1) Single Pole Dead time has expired.
2) Three Pole Dead time has expired.
When the above conditions are removed, the reclose function starts timing to reset.
The recloser function starts timing to reset under the following conditions:
1) The breaker is closed after a successful reclose.
2) There is no fault during the reclaim time.

RECLOSE FUNCTION LOCKOUT DESCRIPTION

Define the Lockout conditions based upon your reclosing requirements. Once in
lockout, the reclose function remains locked out until the breaker is closed and the
reset timing interval has expired. The following conditions drive the reclose function
directly to lockout:
1) Any internal or external reclose cancel condition (Digital Input).
2) Breaker opens with no reclose initiate condition.
4) Three-pole trip, for other functions.
Use an externally mounted indicating lamp to show when the reclose function is
locked out. Another output contact can also be used for local or remote annunciation
to indicate when the reclose function is locked out.
SEL-311C RELAY SINGLE-POLE/THREE-POLE RECLOSE FUNCTION SETTING
EXAMPLE
In the following setting example, reclose is initiated for any single-pole or three-pole
trip condition.
Reclosing is canceled for all manual trips and time-delayed relay trips.
Following are the SELOGIC Control Equation settings for the reclosing function. A
logic diagram representation of the SELOGIC Control Equations for the recloser
function and a dc connection diagram are also provided. Refer to the SEL-311C
Relay Instruction Manual for logic variable definitions and relay setting procedures.

SINGLE & THREE POLE TRIPPING
The following conditions are taken for building necessary logic status to achieve
single and three-pole trip in the relay:
I.
Single Phase Trip
a) For all Zone 1-ground faults, when single-phase trip enable is enabled.
b) For all Zone 2 ground faults occurring between 80 - 100% of the line when carrier
signal is received from remote end and single phase trip enable is enabled.
II.

Three Pole Trip

a) For all Zone 1 ground faults when single pole trip is not enabled.
b) For all Zone 2-ground faults occurring between 80 - 100% of the line when single
pole trip is not enabled and the carrier signal is received from remote end.
c) All Zone 1-multiphase faults.
d) Zone 1 evolving fault occurs during auto reclose dead time
e) Evolving fault at 80 - 100% of the line when carrier is received from the remote
end.
III

Lockout Trip

a) All lock out condition i.e. Zone 2, zone 3, zone 4 and Switch-on-to-fault trip.

NOTE:
SEL 311C relay should have additional Input / Output board to meet the above
requirements.
Logical Diagrams
Kindly see the attached file.

CONCLUSION
1. SEL 311C relay can be configured to single and three-pole trip and single and
three-pole auto reclose with additional input output board.
2. With one input, output board only single and three pole tripping can be achieved.
3. For three-pole auto recloser we can use dead line charging, dead bus charging
and check synchronizing which are available in the relay.
