GENERAL SPECIFICATION FOR ERECTION OF INSTRUMENTATION


1.0 INTRODUCTION
This tender document intended to provide the technical guidelines for fabrication, Erection & installation work
of Instrumentation system with auxiliaries and accessories for project

This document shall cover installation of field instrument&PID controller based panel.Submitted
Instrument Datasheet, Instrument bill of material and documents are to be thoroughly read and
understood by the Vendor. Vendors are required to check and satisfy themselves about the adequacy of
the information provided.
It is not the intent to completely specify all details of construction features herein. Nevertheless, the
instruments / systems / equipments and their installation shall conform to high standards of engineering
design and workmanship in all respects.
In the event of any conflict between this specification, related standards, etc., the vendor shall refer the
matter to Client and obtains clarifications and then proceeds .
GENERAL INSTRUCTIONS.
1. The contractor at his own expense abides all the rules of the company with respect to safety,
labour etc. The contractor should obtain safety clearance in the prescribed format, if required,
from the companys safety department for carrying out the works.
2. The contractor shall be responsible for all obligations under ESI act, PF act and any other acts
and regulations that may be relevant in carrying out the work assigned to him.
3. The contractor shall not sublet or subcontract the work or part of the work to any other party
without the prior consent of the company (COMPANY).
4. All the drawings, documents, specifications etc related to the work, given by the company to the
contractor shall remain the property of the company. The contractor shall not disclose the details
of the said documents to anybody or shall not publish any information contained in that without
the written consent of the company.
5. All the tools & tackles required for the work is to be brought by the contractor.
6. All the equipments / instruments supplied by contractor shall be inspected by client relevant
certificates to be submitted by contractor. The contractor shall use correct tools & practices while
installing instruments. Contractor will be responsible for any damage of instrument/ equipment
might have occurred during transportation.
7. The work men engaged by the contractor shall be qualified, experienced and competent for the
respective item of work. Wherever necessary the supervisors, workmen engaged by the
contractor shall hold licenses/permits for carrying out the respective work.
8. The instruction manual given by the instrument supplier should be read before starting the
erection. Any special instruction given shall be strictly followed.
9. Utilities like electricity, water, air etc. will be provided free of cost by the Company
10. Material storage room shall be arranged by COMPANY. Material shifting from store room to field
location.
11. Consumables like welding rods, cutting wheel, grinding wheel, cutting gas etc are to be brought
by the contractor.
12. After completion of the work, clearance of the site, removal of temporary structures used for
erection works, removal of debris etc. in the contractors scope.

2.0 INSTRUMENTATION SCOPE OF WORK & SERVICES


This tender document together with the attachments likdocuments annexed herewith covers the basic
requirement of supply, erection & testing instrumentation.
The scope of supply and works shall completely cover all the activities related to accomplish total
instrumentation. It shall also include but not limited to the following:
Procurement, delivery to site, storage, erection, termination, loop checking, calibration & commissioning
of field instruments &handing over of completeinstrumentation work to client.
Install of PID based Local control panel near PA storage tank area.
Supply & Laying of instrumentation cables signal, control, power & earthling as per attached Cable
Schedule.
Supply and erection of Cable glands, tray as per attached Instrument Bill of material.
Supply & erection of hardware and accessories required for installation.
Laying, terminating of cables from field instrument to local control panel.
Laying, terminating of control cables from MCC tolocal control panel.
Vendor shall distribute the electrical power from Existing Power distribution board to the Local control
panel.
The Vendor shall arrange all tools and tackles, special testing equipments and consumables required for
erection and commissioning activities. All safety tools required to the workmens working on site like
helmets, safety belt shall be provided by vendor.
The Vendor shall provide skilled technical personnel for the erection, testing and commissioning of field
instruments, Local Control Panel under the supervision of respective equipment suppliers.
Civil works like chipping, digging, grouting, concreting including filling material etc, required for the
erection of instrumentation equipmentsshall be done by contractor. Wherever required.
Any exception / deviation from the specification shall be indicated a description of exception / deviation
and reason shall be provided.
Before dispatch to site, surfaces of all components / accessories which are intended to be painted shall
be thoroughly cleaned and be painted with undercoat and finishing paints. Damage to the painting
suffered during transit/erection shall be made good by the vendor without price implications before the
final acceptance.
Vendor will be responsible for all damage due to improper preparation of the goods for shipment and
storage.

GENERAL SPECIFICATION FOR ERECTION ELECTRICAL


3.0 ELECTRICAL SCOPE OF WORK & SERVICES
As part of this tank conversion project, COMPANY proposes to carry out certain Electrical works as
listed below. Scope includes Planning, Supply of necessary materials (including consumables) &
manpower, fabrication, erection, testing, calibration (wherever required),

commissioning and

Training of personnel.

The scope of work has been elaborated elsewhere in the document and involves only the LT
works for this project.

COMPANY has therefore proposed to invite eligible parties to undertake the work as per the
detailed job schedules enclosed. This tender envisages Supply of materials (wherever
specified), implementing erection, testing and commissioning and hand over of facility complete
to COMPANY.

The bidders are advised to visit and examine the site of works and their surrounding and obtain
for themselves and on their own responsibility all information that may be necessary for
preparing the bid and entering into the contract. The cost of visiting the sites shall be at bidder's
own expenses. No extra claim on account of non-familiarity of site conditions shall be
entertained during execution of works.

COMPANY does not bind itself to (a) accept the lowest tender and (b) reserves to itself the right
to reject any or all the tenders received without assigning any reasons thereof (c) split the job
without assigning any reason whatsoever, however tenderer shall be intimated about split in job
prior to placing the order. The notification of award of Contract will be made to the successful
tenderer in writing by COMPANY.

The prospective bidders are requested to thoroughly read electrical document and comprehend
the various sections of this tender document.Visit the site before quoting for the tender and offer
their most competitive rates for the job.
The Scope of work of contractor shall include but not limited to Supply of materials (wherever
applicable), Installation, Testing and Commissioning of various electrical equipment and
accessories follows:a. Extension of existing MCC Panel or Propose New MCC as per attached SLD ;
b. Installation of Motor Control Centres.

c.

Supply & Installation of cable tray & supports.

d. Supply & Laying PVC insulated aluminum or copper conductor armoured cables of various
sizes on structure, trenches etc. completed with provisions and fixing of suitable cable ties,
MS saddles, Aluminum clamps, zinc plated nuts and bolts, nylon string etc.
e. Excavation for cable laying, sand bed filling brick protection work and refilling including supply
of sand and bricks wherever required.
f.

Supply & Installation of Light fixtures, industrial ,flood& street type.

g. Supply & Installation of Weatherproof Equipments Push Button Station, Junction Boxes,
Cable Terminations of various sizes of cables, etc.
h. Supply & Installation of maintenance free earth pits, Copper / Aluminum earthing wires and
strips.
i.

Testing and commissioning of electrical works.

j.

Contractor shall indicate the unit price for each item to be supplied as per BOQ. Bids which
do not include these are liable to be rejected. Purchaser also reserves the right to add/delete
various items of works as per unit rates quoted by the Contractor.

k.

Contractor shall be responsible for examining all the shipment of supply items and notify the
client immediately of any damage, shortage, discrepancy etc. The Contractor shall maintain
an accurate and exhaustive record detailing all the receipts and issues and keep such record
open for the inspection of clinent at any time.

l.

It is not the intent of this specification to specify completely herein, all details of the
equipment. However, the equipment shall conform in all respects to highest standards of
engineering, design and workmanship and shall be capable of performing in continuous
commercial operation upto the Vendor's guarantees in a manner acceptable to the Purchaser.
The Purchaser will interpret the meaning of drawings and specifications and shall have the
power to reject any work or material which in his judgment, is not in full accordance herewith.

m. Whether called for specifically or not, all accessories required for normal and satisfactory
operation (as deemed by Purchaser) shall be considered to be a part of the Contractor's
scope of supply, material handling, and testing and/or any other associated work and no
claims, whatsoever, for extra payment on these grounds, will be accepted/considered.
n. Contractors shall quote to meet the requirements as per the enclosed specifications. They
may also quote, if they wish, for alternatives which give better performance/design features to
meet the core requirements of the specifications.

4.0 STANDARANDS & DRAWINGS

standards
The entire installation work shall be carried out in accordance with the specifications, drawings
and schedule of work. It shall also confirm the following:
1. Indian Electricity Rules and Act.
2. Rules & Regulations of Electrical Inspectorate and supply company Authorities.
3. IS-732, IS-3043 Code of practices for electrical installation.

The drawings for electrical installations work are given with this tender document. The drawings
given to the contractor are subject to modification for various reasons. All such changes shall be
incorporated as per the instructions of the Engineer in-Charge.

5.0 ELECTRICAL INSTALLATION:

1.

Motor Control Center

a. It is contractors responsibility to make panels necessary foundation & supports & to check that
all panels are properly leveled.
b. Wiring to and from the MCC panel shall be armoured PVC insulated cable Aluminum/copper
conductor or conduit type and provision shall be made to secure the same by efficient
mechanical methods, approved by the Engineer-in-charges.
c. Necessary holes for cable glands shall be made on gland plates as per instruction &all unused
cable holes shall be properly closed. All circuits shall be arranged in symmetry.
d. Wood work shall not be used for any mounting or other work.
2.

Earth Connection

a. A link shall be used in the earth connection for testing and locating the possible fault.
b. All earthing leads and earth connections shall be tested for electrical resistance to ensure
sufficient earthing before electrical supply line or apparatus are energized. In addition to the
above test one test shall be carried out on a dry day during season. Test certification will be
accepted only on the basis of this test.
c.

All earthing conductors shall be run in such a way that they can be visually inspected and are
easily accessible.

d. All bonding and earthing clips shall be of copper/GI, the bolts also shall be of non rusting
metallic material.
e. Earthing conductor shall be fixed to walls and ceilings by means of wall plugs.
f.

All copper earthing strips are to be brazed for low resistance.


Cables :

a. The metal gauge clips for supporting the cable shall be of tinned or brass secured by screws
which will not rust or set up electrolytic action, and supported on M.s. zinc plated support of
minimum 4mm thick and 20mm width.
b. When the direction of cable is changed the radius of the bend shall not be less than appropriate
value given in the regulations for the cables or 25 mm whichever is greater.
c.

All cable ends shall be tagged/ ferruled at both ends for easy identification of circuits.

d. Cable terminals are to be connected by providing crimping type lugs of appropriate rating and
appropriate type to avoid damage to the conductor.
e. Cable shall be protected against mechanical damage under following conditions.
i.

Cables installed under floor or above false ceiling shall either be in a position
where they are not liable to be damaged by contact with the floor or any part of the
floor or false ceiling (Such as carpet, false ceiling material etc.)

ii.

Holes in structural metal work or RCC flooring etc. through which cables passes
must be bushed.

iii.

Cable shall be supported either on walls, or steel structure. Supporting of cables


shall be such that excessive mechanical stresses on termination are avoided.

f.

Cable gland for armoured cable must incorporate an effective means of maintaining earth
continuity,

g. Termination of cables shall be mechanically sound i.e. it should not be possible to dislodge the
termination easily. They shall also be electrically sound i.e. there should be maximum possible
surface contact between conductor and terminal.
h. Running joint : As far as possible joints in runs of cables and wires shall be avoided but when it
is not sound then it should be protected against mechanical damage and properly covered with
insulation. Jointing of cable shall be carried out strictly in accordance with the procedure
recommended by aluminium conductor cable, copper conductor cable manufactures.

For multicore cables P.V.C ferrule type indicator or tags shall be provided both ends for
core indenification for phase identification for cores, coloured PVC tags shall be used at
both the ends.
All cables shall be provided with aluminum tags of approved design containing following
information :
(a) Feeder No.

(b) Size and no. of core.

Lighting fitting and Accessories:


a.

Wiring shall be on the distribution board system with main, branch main and final sub
circuit board fixed at convenient position.

b.

Contractor has to prepare a wiring circuit diagram & should take approval from Engineerin-charge before installation.

c.

Conductor shall be run as far as possible along the tray, walls and ceiling.

d.

Conductors for final sub-circuit shall not be enclosed in the same conduit or casing as
main branch main.

e.

Cabling shall be mechanically protected for a height of 1.8mm above floor level by
providing GI pipe of appropriate dia. and size.

f.

Branch main and distribution board shall be mounted in suitably accessible position and
not higher than two meters.

g.

The system wiring and all other details shall be subject to approval of Tariff Advisory
Committee.

h.

Ceiling rose shall be securely fixed and shall be complete with caps.

i.

Size of wires, fittings and voltage drop shall be comply with the requirement specified in
IS : 732-1958.

j.

Flexible cord shall not be used for fixing wiring.

k.

Flexible metallic tubing shall not be used as an earthing continuity conductor.

l.

For lighting fixtures installation rates are inclusive of making necessary clamps or
modification/extension in down rods.

6.0 GENERAL INSTRUCTION

Supply voltages are as under: L.T. Side - 415/440 Volts, 3 phase 4 wire, 50 Hz.

The contractor shall submit samples of accessories and apparatus in his scope of supply to the
Engineer in charge.

Contractor shall submit test report and obtain service connection from state Electricity Board

The installation work shall not be deemed to be complete unless approval from all the above
authorities is obtained and certified by the Engineer in charge. Until such time, 10% of contract
value on the basis of actual work carried out shall be withheld.

For any damage to or disfigurement of the site which may have been caused by acts of omission
or commission by himself or his workmen or agent or sub-contractor in connection with any work
arising out of this contract, the Electrical contractor shall be held responsible for and shall have to
make good at his own expense to the satisfaction of Engineer-in-charge.

The contractor shall supply three sets of wiring diagram, as installed, showing the run of conduit
outlet boxes, distribution boards, main switches and cables laid & he shall also submit in triplicate
the records of tests taken and the results.

The Push button shall be generally at a height of 1500 mm from floor measured from bottom of
the box or as directed by the Engineer-in-charge.

Each sub-distribution board shall be complete with all accessories such as foundation bolts,
wiring, copper connections, cable and earthing terminals, compound for cable boxes, labels for
inscription on various switch of fuse ways etc.

7.0 TESTING OF INSTALLATION

Test shall be as per IS-782 for Insulation Resistance.

Whole installation shall not be required to have insulation resistance greater than one Mega Ohm.

The insulation resistance shall also be measured between all conductors connected to one pole
or phase conductor, the middle wire or the neutral on other pole or phase conductors of the
supply & its value shall not be less than that specified.

On completion of an electric installation (or an extension to an installation) a Certificate shall be


furnished by the Contractor

Before commissioning L.T. power Panels contractor shall carry out necessary tests for relay
tripping by necessary injection.

Before commission MCC or any panel, Main cables Contractor shall carry out Insulation test by
Megger.

Apart from above tests contractor shall carry out any test required by local electricity board, state
electrical Inspector and shall submit necessary test certificate.

No extra charges will be paid to contractor for carrying out any of the above tests or for giving any
test certificates.

The earth conductor including the metal conduit and metallic envelopes of the cable in all cases
shall be tested for electrical continuity and the electrical resistance of earth leakage circuit
breaker measured from the connection with the earth electrode to any point in the earth continuity

conductor in the complete installation shall not exceed one Ohm.
