It is with great pleasure that I introduce you to OIC Cambodias first
annual report. Weve named this report Laying the Groundwork for
a very good reason. That was what 2015 was all about for OIC.
The idea of starting OIC came in 2013 when I met Ling. This moment
changed my life. Here was a boy who nobody thought would ever
amount to anything. Someone, like many other children like him who
need speech therapy, who had been left behind.

After meeting Ling, I felt overwhelmed. There was so much to be done,


so many people who needed speech therapy in Cambodia, and not one
person who could provide it.
At times, it seems like our goal of reaching the lives of one in 25
Cambodians seems too ambitious. But that is where we need to stop,
and stand still. Take stock of what we have and where we are going.
We need to know why we are doing something before we launch in to do
it. For that reason alone, 2015 will go down as a crucial year of firsts.
We raised over US$75,000 for speech therapy in Cambodia for the first
time. We spoke in front of the United Nations in Cambodia about the
urgent need for speech therapy; the first time this topic has been raised
at this level. We established an advisory committee in Cambodia, and
three fundraising committees in Sydney, Melbourne and Kuala Lumpur.
2015 was a year of firsts for the children whose lives we touched. Thanks
to my Cambodian colleagues, Ling was able to go to school for the first
time. And, after a matter of months, he was not just competing, he was
excelling. Ling was coming second in his class.
Thank you so much to all the wonderful volunteers and staff, supporters
and donors, ambassadors and champions for OIC. Without you all, none
of this would be possible.
2015 taught us that anything was possible with the right people, and
the right foundation. If you believe that every child like Ling deserves
a chance at life, join us.

WE HELP PEOPLE
COMMUNICATE
"OIC" refers to "Oh, I see!", often exclaimed at a moment of
understanding, when something becomes clear. We are a small
team of speech therapists, specialists and volunteers based in Phnom
Penh, Cambodia. We also have advisory teams and volunteers
based out of 5 countries. OIC Cambodias goal is to make speech
therapy available to all who need it in Cambodia.
In Cambodia, more than 600,000 people have a communication
or swallowing disorder, yet health services for them are virtually
non-existent. We are working towards a Cambodia where people
with communication and swallowing difficulties have full, happy
lives and participate fully in society.
OIC Cambodias work focuses on the following four areas:
Raising awareness about the urgent need for speech therapy
in Cambodia;
Encouraging the Cambodian government to implement policy
to develop speech therapy as a profession;

Developing university and training courses, and conducting


research; and
Creating jobs for speech therapists in Cambodia, particularly
therapists to be employed by Cambodian government.

OIC Cambodia is a speech therapy project of Capacity Building


for Disability Cooperation (CABDICO), a non-governmental
organisation in Cambodia. OIC Cambodia is a also a project of Global
Development Group (GDG). GDG is an Australian Department of
Foreign Affairs and Trade approved non-government organisation.

OIC Cambodia has a 14 year plan including an exit strategy, after


which OIC Cambodia will leave the country. Our goal is for 100
Cambodian speech therapists to be employed by the government
by 2030. We believe that this will allow the people of Cambodia
to achieve our overarching goal after OIC Cambodia dissolves.

We are on a mission to bring speech therapy to every person in
Cambodia. In 2015, we laid some important groundwork to prepare
for the challenge. We strengthened our partnerships in the field.
We expanded and taken new staff and volunteers to support in
our operations, fundraising, communications and speech therapy
programs. We thought strategically about how to help more people
in Cambodia in years to come.

In 2015, we passed the US$75,000 milestone in US dollars raised


for speech therapy programs and operations combined. We also
kept right on raising awareness about speech therapy and bringing
the service to people in Cambodia.

In 2015, we raised $75,281. We laid the groundwork for speech


therapy in Cambodia, invested in partnerships with other foundations
and organizations, and expanded our reach to more villages. We
raised awareness about speech therapy and brought the service to
people in Cambodia, in partnership with local organisation Capacity
Building for Disability Cooperation (CABDICO). We served 61
people, including 13 children with communication difficulties.

WORKING IN
THE FIELD
We work with disability workers from the local organisation
CABDICO to make sure speech therapy programs continue to
serve communities over time. We collect valuable information
from the field with their support. We believe that once therapy
starts, it shouldnt stop.

DAY WITHOUT
SPEECH
In 2015, we piloted Day Without Speech. It is a fundraising
challenge where participants give up speaking for couple of hours
and communicate through other methods, such as hand gestures,
facial expressions, writing or the use of technology.

ANZ Bank in Cambodia participated in the challenge. Around


300 staff gave up speech and raised $3,200 for OIC.

UNSEEN,
UNHEARD
Unseen, Unheard was the biggest campaign for speech therapy
ever attempted in Cambodia. It was set out to gather and share
stories of children who were silenced by a communication difficulty.
Srey Ran is one of them.

Srey Ran has Down syndrome and her family thought that she
would never go to school. But with the help of speech therapy,
it has given Srey Ran the confidence to communicate with her
family and friends. Shes now at school, learning for the first time
along with her friends.

We raised $14,526 through this campaign. The campaign helped


us gather and bring stories of 10 children to the attention of the
United Nations and the Cambodian government for them to
understand the importance of speech therapy.

Since our establishment in 2014, our 2015 financial position is the


strongest to date. As a result, we increased our capacity to bring
speech therapy programs in Cambodia. We also got better at
learning doing things more efficiently. And we started 2016 with
a renewed confidence in the strength of our model and vision for
the future.

In 2015, we invested US$75,697 to develop and implement our
speech therapy programs. We invested in our own infrastructure,
including competitive staff salaries and benefits, professional/
consultant fees, speech therapy program implementation, field
visits, events, marketing and office operations.
