Design Brief
Background
Aristotle first defined community as a group established by men having shared values
on the year 384-322 B.C. E. (Yack, 1985). Ethnic groups are one of the communities that
are facing a lot of challenges due to the different developments that are emerging in our
world today. One of these ethnic groups which are found in the Philippines are the Aeta
people. The eruption of Mt. Pinatubo in the year 1991 destroyed and buried most of the
ancestral lands of the Aetas so they decided to settle in different places. Sitio Target in
Sapang Bato is one of the places they decided to build their community.
Statement of the Problem
The Aeta tribe living in Sitio Target, Sapang Bato continue to suffer from poverty.
They are facing a lot of problems today in their community. Illiteracy is the most
common and mostly the root of all the problems they have. Due to the location of their
community which is on the mountain, they are having difficulty in acquiring their needs
specially concerning education. The school located inside their community only offers
primary level of education thats why Aeta high school students need to walk 30 to 45
minutes in order for them to reach Sapang Bato High School. Education is a very
important element in ones life, due to some of them who are experiencing illiteracy the
Aetas are easily manipulated by other people like the lowlanders which they called
unat and the foreigners. Their lands are also easily taken away from them. They are not
being prioritized by the government that is why they do not have the primary facilities
needed in a community like a health center. They are also having problems in acquiring
their water supply.

There are a lot of organizations that are offering help to the Aetas. Gawad
Kalinga is one of these organizations. It is a Philippine movement that aims to end
poverty and to make calamity resilient houses (About GK, n.d.). According to the village
chieftain of the Aeta, they already made about 47 houses for the Aetas in Sitio Target
replacing their indigenous houses with the houses made from concrete. However even if
these houses are more stable than their previous houses, still they are impractically
designed because the residents were not given enough space for them to be able to plant
crops and raise animals and irrelevant because of the aluminum roofs and concrete used
in redeveloping their houses which cannot protect them sufficiently from extreme
weather. Tradition and culture also play a very important role in the life of the indigenous
people because these things are the one that gives identity to their community however
due to the modernization of our world these are slowly being forgotten and lost.
Definition of Terms

Co-housing a kind of community development that was adapted in the


redevelopment of the community of the Aetas in Sitio Target wherein Aeta families
have common facilities like kitchen, dining area and playground for the children.
They will also have common space for their recreational activities, that will enable
them to have more interactions with the members of their community.

Participatory Approach is an approach used in the research and planning of the


redevelopment of the community of the Aetas in which all of the members
perspective in the community is considered. Every opinion of the Aetas are respected,
everyone gets to participate in the planning process and have roles in the decision
making.

Community pertains to the group of the Aetas located in Sitio Target, Sapang Bato.

Sitio Target the place where the Aetas of the research decided to settle after the
eruption of Mt. Pinatubo.

Redevelopment the improvement of the community of the Aetas by revision of the


design and plan of the community according to the Aetas point of view and
suggestions. The use of more advance technology in the redesigning of the indigenous
houses of the Aetas. Improvement of the design of the houses donated by the Gawad
Kalinga.

Design Philosophy
A development assimilated according to the culture of the people and built based on what the
people really need will have a greater and positive effect on the community.
Explanation:
In a development there is a need to consider on the culture and tradition of the people being
involved. It will be more effective because people will be comfortable and it will be more
appreciated. Specially in the development of the community of ethnic groups, their culture is a
very important aspect in their life because it is the foundation of their community. Designing a
development without considering these aspects will lead to the peoples confusion and there can
be a chance wherein they will not be able to adapt into it and chose to move into another place
and go back to their original practices. The first step in a community development should be the
assessment of the needs of the people so the main problems can be easily identified and can have
a solution.
Design Concept
The design of the redevelopment will be according to the concept of the eight dimension of
wellness. The following are the eight dimensions:

Container gardening is a good solution in the Aetas inability to grow vegetables in their backyard
and the use of risers to enhance food production in container gardening is a best way to fight

malnutrition and hunger in the community. Container gardens only requires minimum amount of
water. Risers also have an improvised pond that can collect rain water which can be used in
watering the plants.

Provisions of the Laws


Indigenous People Rights Act of 1997
According to Section 16 and 17 of Republic Act No. 8371 or the Indigenous People
Rights Act of 1997 indigenous people have the right to participate fully, if they so choose,
at all levels of decision-making in matters which may affect their rights, lives and
destinies through procedures determined by them as well as to maintain and develop their
own indigenous political structures and they shall have the right to determine and decide
their own priorities for development affecting their lives, beliefs, institutions, spiritual
well-being, and the lands they own, occupy or use. They shall participate in the
formulation, implementation, evaluation of policies, plans and programs for national,
regional and local development which may directly affect them.

BP 344 or Batas Pambansa 344 An Act to Enhance the Mobility of Disabled Persons
by requiring Certain Buildings, Institutions, Establishments and Public Utilities to
Install Facilities and other devices

The dimensional data of the technical aids of disabled persons. Included in the second
consideration are the dimensions of wheelchairs; the minimum spaces needed for

locking and unlocking leg braces plus the range of the distance of crutches and other

walking aids from persons using such devices.


In determining the minimum dimensions for furniture and fixtures accessible to
disabled persons, the following anthropometrics data shall serve as guides for design:
The length of wheelchairs varies from 1.10 m to 1.30 m . The width of wheelchairs is
from 0.60 m to 0.75 m. A circle of 1.50 m in diameter is a suitable guide in the
planning of wheelchair turning spaces. The comfortable reach of persons confined to
wheelchairs is from 0.70 m to 1.20 m above the floor and not less than 0.40 m from
room corners. The comfortable clearance for knee and leg space under tables for
wheelchair users is 0.70 m.
