Introduction & Executive Summary

As part of the evidence base for the Local Development Framework (LDF) an audit of all
open space, sport and recreation facilities within the District has been undertaken. The
requirement to undertake this audit is set out in Government policy in the form of
Planning Policy Guidance Note 17 Planning for open space, sport and
recreation' (PPG17). The rationale for undertaking such an audit is that it will enable local
authorities to:
Identify specific needs and quantitative or qualitative deficits or surpluses of open space,
sports and recreational facilities in the areas. They form the starting point for establishing an
effective strategy for open space, sport and recreation at the local level (tied into the local
authority's Community Strategy), and for effective planning through the development of
appropriate policies in plans (PPG17 paragraph 4).
Therefore this research will be used to compile the Open Spaces Strategy which in turn, will
help to inform the LDF Core Strategy by determining how much open space is adequate for
the future population, where improvements are needed in open space provision and where
other development may be possible. Thus it will also inform future Council strategies such
as the Area Action Plans to ensure provision and help to inform the determination of
planning applications.
The audit focuses on the quantitative and qualitative assessment of individual sites and
would benefit from further study through consultation with the general public in order to gain
an understanding of local attitudes to current provision.
The methodology for undertaking this study was based on Government guidance Assessing
Needs and Opportunities: A companion guide to PPG17. The areas of open space
considered for the audit were identified with regard to the typology contained within PPG17.
However, the guidance does not hold a formal definition of sport and recreational facilities,
as such the Council has considered schools and educational facilities with public access
and halls for hire for this element of the study.
Due to the rural nature of the District, huge areas of open access and common land were
excluded from the audit due to the fact these areas largely fall within Areas of Outstanding
Natural Beauty (AONB) and would benefit from the protection of this national policy
designation. However, they are plotted on a map to indicate their availability and
accessibility.

2. Purpose of the study


This audit of open space, sport and recreation facilities has primarily been undertaken to
inform the preparation of an Open Spaces Strategy, which in itself would have formed part
of Penwith District Council's Local Development Framework. It is envisaged that the Audit
will now be used to inform a countrywide Open Spaces Strategy.
This study will help to inform the Council's strategic approach for the provision for open
space, sport and recreation facilities. In particular it will inform as to whether there is
sufficient supply of these types of facility with regard to the quantity and quality of existing
provision. As such this study will inform standards for open space, sport and recreation
facilities that would be required in connection with new development.
This study will also have the benefit of informing the Council's overall strategy for the
provision of open space, sport and recreation facilities.
3. Methodology
3.1 Definition of Open Space
All land use (apart from agricultural land across which there are no public rights of way) that
is predominantly undeveloped other than by buildings or structures that are ancillary to the
open space use. This definition covers the broad range of open space types within Penwith,
whether in public or private ownership which allows for unrestricted or partially restricted
public access.
Public Open Space is defined as public parks, commons, heaths, woodlands, beaches and
other open spaces with established and unrestricted public access and capable of being
classified according to the open space hierarchy which meets recreational and nonrecreational needs. For the purposes of this Audit the definition also includes both indoor
and outdoor sports facilities, community halls and village halls.
Private Open Space is defined as open space to which public access is restricted or not
formally established but which contributes to local amenity of wildlife habitat or meets, or is
capable of meeting, recreational and non-recreational needs (including school and private
playing fields). The definition does not include private residential gardens nor incidental
areas, such as road verges or streets, unless these form part of a link in the open space
network. The definition also includes Open Areas Related to Settlement (a specific
designation identified in the Local Plan). These areas are important in terms of their close
relationship with towns and villages. Such areas within a settlement (which are not
necessarily dependent on public access) make a valuable contribution to the wider
environmental value of their locality by providing an open aspect in otherwise built up
surroundings, they are often also important in terms of providing valuable habitats for
wildlife.
Open Space in Penwith is not the sole responsibility of the District Council. There are
extensive areas of open space on land owned or managed by a wide range of organisations
including Parish and Town Councils, Cornwall Wildlife Trust, The National Trust, Housing
Associations, community groups, etc. An affective open spaces strategy will involve
working in partnership with other organisations to ensure a joined up, efficient, and cost
effective approach to management and provision of open space.

Having regard to the advice in PPG17 the study has undertaken a quantitative and
qualitative assessment of sport, recreation and open space facilities within the Penwith
District.
The types of open space that the study sought to assess were based on the following
definition and typology of open space contained within PPG17.

Typology

Open Areas Related to Settlement

This is a specific local designation. It relates to


areas which are important in terms of their close
relationship with towns and villages. These areas
may be within a settlement and make a valuable
contribution to the wider environmental value of
their locality by providing an open aspect and
offering tranquillity. Open Areas Related to
Settlements are not necessarily dependent on
public access, it is their visual and environmental
contribution to the overall scene which makes them
so valuable. They frequently provide important
habitats for wildlife and therefore may have a high
biodiversity value.

For the purpose of understanding the current provision and determining the future provision
of open spaces, sports and recreation facilities within Penwith, the towns and villages were
plotted on a map shown in Appendix 1. Settlements were colour coded according to their
size and level of services. The main town of Penzance to include Newlyn, Gulval
(Trevarrack), Heamoor and Longrock; St Ives grouped with Carbis Bay; and Hayle with
Phillack. As part of the Core Strategy Issues and Options public consultation it was
agreed that a sustainable village must have a shop, bus route and a post office with good
access to a primary school, village hall and a pub.
The smaller towns and larger villages identified on the map either have, or have good
access to, all these facilities. The small towns are St Just and Marazion. The larger
villages include Pendeen, Goldsithney, Connor Downs, St Erth, Madron, Crowlas, Ludgvan
(Lower Quarter),
St Buryan, Sennen and Mousehole.
The smaller villages were identified as having low levels of services or none at all. The
smaller villages are Lelant, Wall / Reawla, Carnhell Green, Paul, Rosudgeon, Nancledra,
Trewellard, St Levan and Porthcurno.
Rural villages are deemed unsustainable in terms of further housing development due to
their lack of facilities. The rural villages include Angarrack, Canonstown, Perran Downs,
Perranuthnoe, Gwithian, Gwinear, Newbridge, Relubbus, Halsetown, Lamorna, Treen and
the Churchtowns of Gulval, St Hilary, Ludgvan, Sancreed and Zennor.

3.2 Accessibility Thresholds


PPG17 advises on identifying accessibility thresholds for different forms of provision to
identify those areas not currently served by existing open spaces or sport or recreation
facilities.
The thresholds are based on how strategic an area of open space is in targeting different
sizes of population or whether provision of certain open spaces should be more local in
comparison to others. The Council aims to ensure the provision of facilities at schools, built
sports facilities and halls for hire are available for local communities within the District rather
than for people within a defined distance.
Maps showing the accessibility thresholds of the following typologies can be found in
Appendix 2. The thresholds were applied as follows;

No fixed thresholds but aim is to ensure provision is available for discrete local
communities within the District.

Halls for hire

Bearing in mind that a high proportion (approximately half) of the population in Penwith live
in rural and isolated hamlets it could be expected that the majority of journeys are in reality
conducted using some form of transport. The accessibility thresholds are therefore more
relevant within the urbanised areas of the District.

3.3 Qualitative Assessment


In order to make a judgement on the quality of the sites identified, a set of generic questions
were applied to each site. A further set of more specific questions were applied to certain
typologies if further information was required for a particular type of open space. This
included the allotments, childrens play areas, outdoor sports facilities, natural and semi
natural greenspaces and the parks and gardens. Each site was visited and explored prior to
the completion of the audit form(s).
The audit examined each site in terms of its' structural role, amenity value, cultural/
community role, accessibility, community safety, condition, informational / educational role,
design, community facilities, recreational role, conservation / biodiversity value and heritage
value to thoroughly assess each site. To determine the value of a site the mean percentage
was calculated of the scores given to the structural role, amenity value, cultural / community
value and the accessibility value. The quality of each site was established using the mean
score of the values awarded for community safety, condition and design. The audit forms
can be viewed in Appendix 3.
Schools, built sports facilities and halls had their own assessment form which was
completed by a telephone interview and a site visit to establish a visual assessment.
Beaches were assessed in terms of their facilities and accessibility using The Penwith
District Beach Clean-up Guidelines: Emergency Planning, 2002. They were plotted using
mean MHW and MLW Ordnance Survey data on the GIS to estimate their size.
Other facilities such as indoor bowling clubs, snooker halls, horse riding / trekking centres,
sailing clubs and gig clubs were plotted on the GIS but not formally audited.
3.4 Quantitative Assessment
An initial data gathering exercise was undertaken to identify and map areas of open space
publicly accessible within the District by contacting the Parish and Town Councils along with
local housing associations. This feedback along with data already held at the council
resulted in approximately 350 open spaces being audited to determine their current
standard and potential to be improved.
Each area was categorised according to its primary typology and plotted on the ArcView
GIS mapping computer. Where a site had different uses i.e. a secondary or even a third
typology these were also plotted but as a different layer or theme on the GIS.
Data collected relating to each site such as information describing the entrances, the
presence of CCTV and site photographs are linked to the polygons on the GIS for each
location along with the audit scores to create a comprehensive information database for
every audited open space within the District.
The full list of sites included within the audit are attached in Appendix 4. A summary of the
quantity of each typology of open space is given numerically and as a total in hectares.

4. Findings of the study


Set out below is a summary of the findings of the study in terms of the quantitative and
qualitative assessments.
4.1 Application of accessibility thresholds
Allotments
The application of an 800m walking threshold shows that allotment provision is uneven
across the District. The majority of the sites being concentrated within the main town of
Penzance (11 in total), with 3 in Marazion and 2 in Madron. Despite the excellent provision
for allotments within these areas, long waiting lists for plots exist.
Childrens play areas
A hierarchy of thresholds were applied to play sites depending on the type of equipment and
the age group of children they were designed to attract. This was to give a better
understanding of the value and provision of equipped play sites within the District. The
categories were adapted by the Penwith Play Partnership from the National Playing Fields
Association (NPFA) '6 acre standard' which recommends the provision of 3 types of play
areas;

Standards are set out according to walking distance and the time it takes from home to get
to the play area, and the type of equipment provided. However, their definitions were
adapted to suit the District and a full description can be found in Appendix 5. The NPFA
standards includes informal and unequipped areas of play, which in terms of the audit would
be classified as amenity spaces and therefore are not included in the threshold map.
The threshold map indicates 6 play areas considered to be NEAPs with 3 in Penzance, and
1 each in St Ives, Hayle and St Just. NEAPs are the larger, well equipped play areas
designed to attract children of all age groups within a 15 minute walking distance / within an
800m threshold.
The 400m threshold was applied to LEAPs and shows the majority of towns and large
villages have at least one play area of this category. The exceptions being Mousehole,
Gulval (Trevarrack) and Crowlas, although parts of Crowlas are within walking distance to
the site at Ludgvan.
The small and rural villages are less well served with play sites only in St Levan, Sancreed,
Canonstown, Reawla and Rosudgeon.
LAPs are found within the urbanised centres of the District often where newly built housing
developments exist.
The threshold map clearly demonstrates large gaps in provision in all three of the main
urban centres. Play provision is fully explored in the Penwith Play Strategy 2007 which

includes provision in relation to Lower Super Output Areas and has identified areas of need
and priorities through extensive public consultation.
Parks and Gardens
The application of an 800m walking threshold shows that the majority of parks and gardens
can be partially accessed from within the main towns especially the public gardens such as
Morrab Gardens, Penlee Park, St Anthonys Gardens and Penrose Gardens in Penzance,
Trewyn, in St Ives, Chy an Gweal in Carbis Bay and Isis Gardens and Millpond Gardens in
Hayle. The majority of the other gardens are privately owned and are different in that an
entrance fee is required and are often situated in locations that require transport to visit
them.
Outdoor Sports Facilities
The application of an 800m walking distance threshold shows that the main towns are well
served with a variety of sports provision within an accessible distance. The large villages
have at least one accessible facility including golf courses with the exception of Connor
Downs and Mousehole. The latter lacking provision due to its' geographical restrictions has
long adopted the neighbouring village of Paul to site its sports provision.
Natural and Semi-natural open space including accessible countryside
The thresholds were applied only to open spaces in this category that were included in the
audit. In reality, far more exist in the form of Registered Common Land and Open
Countryside. These areas are typically found along the north and west coastline and
moorland areas. These are shown on an accompanying map. The abundance of these
areas suggests that all areas in the District are in good proximity to at least one natural or
semi-natural open space or area of open countryside.
Cemeteries and Churchyards
Integral to most rural towns and villages, churchyards were included if they were larger than
0.1ha. The audit focused on the 'closed' or older areas of cemeteries with the exception of
Longstone Cemetery which was included due to its annual participation into the Britain in
Bloom awards and due to its accolade 'Cemetery of the Year 2005'.
An 800m threshold illustrates that the majority of towns and large villages have access to a
churchyard or cemetery although there are gaps in provision. This may reflect that some
were too small to be recreationally significant and also the trend to convert disused places
of worship into dwellings.
Beaches
A threshold was not applied as it was thought that the majority of beaches were accessed
by car or other form of transport.
Other open space, sport and recreation
In terms of the distribution of the remaining open space, sport and recreation facilities
thresholds have not been fixed. Instead the Council aims to provide facilities for discrete

communities within the District such as villages.


4.2 Main findings of the quantitative assessment of identified sites and facilities
The approximate quantity of facilities is outlined below. The total area of spaces audited
was found to be in the region of 1135.93ha, however, this excludes many areas of common
land and open country within Penwith to make the audit manageable in size. (Hence the
limited number of natural & semi-natural open spaces included as these would fall within the
protection of the AONB and Heritage Coast designations).
The quantity of each type of open space audited is as follows;

20 allotments with a total area of 9.49 ha.


40 children's equipped play areas (including play sites and their accompanying playing
fields if not primarily a sports facility), skateboard parks and play equipment within
housing developments, totalling 15.94 ha.
19 parks and gardens totalling 43.89 ha.
57 outdoor sports facilities including golf courses, bowling greens, tennis courts and
sports grounds, (either publicly or privately owned) with a total of 192.69 ha. (Including
11 schools with outdoor sports facilities). In addition there are 6 horse riding / trekking
centres within the District which are not included in the total.
31 areas of natural and semi natural open spaces totalling 455.83 ha. Not including a
further 3,475.79 ha of Registered Common Land & Open Access Countryside.
34 cemeteries and churchyards totalling 25.21ha.
33 beaches with a total 369.39ha (calculated using mean HWM and LWM)
88 areas of amenity greenspace totalling 22.99 ha (informal recreation or visual
amenity spaces in and around housing).
5 green corridors (includes 3 strips of urban greenspace, a riverbank and coast path)
3 civic spaces with a total area of 1.1 ha (including market squares and hard surfaced
areas designed for pedestrians).
15 schools with facilities available to the public (11 outdoor sports facilities, 7 indoor

Allotments
The audit has recorded that there are a total of 20 allotment sites accommodating a total
number of 320 plots, covering a total area of 9.49ha, the majority located within Penzance,
Ludgvan, Madron & Marazion. Possibly, traditionally located around the shelter of Mounts
Bay where soils and aspect were favoured. The 2 exceptions being within St Ives and
Gwithian.
Outdoor Sports
Outdoor sports covers an area just over 190ha including schools permitting access to their
outdoor provision. Golf courses including pitch and putt make up 110.22 ha of this total.

57 outdoor sports facilities are tabulated and quantified below as an indication of the
quantity of land for each sports provision, and to quantify Penwith's provision in terms of
NPFA standards (excluding golf courses). Land reserved for outdoor sports provision
adjacent to the St Ives Rugby Club in the Penwith Local Plan (Proposal R-B) is included in
the total, contributing to an additional 2.4ha. However, this land was not audited as it
remains undeveloped and has no public access.

The audit has revealed the loss of two privately owned sports fields within Longrock and at
Porthcurno - a total loss of 5.22ha to the District.
Should Hayle Community College permit access to its outdoor provision a further 4.6ha
would be gained in outdoor sports provision.
Children's Play Areas
There are 40 equipped children's play areas within the District including those within a
differing primary typology. For example, Penlee Park has a play area within in it which was
measured and included in the total. Play sites with adjacent kick about areas with or without
football posts are also included as long as they did not fall within another primary typology.
Fields with football posts within housing areas and informal areas of play were audited as
amenity spaces if there was no other equipment. The total area of equipped play space
was 15.34 ha.
Parks and Gardens
There are a total of 19 parks and gardens covering an area of 43.89ha, 13 of which are
public parks and gardens, requiring no entrance fee.
Amenity Greenspace
The audit identified 88 separate areas that were considered to represent amenity
greenspace amounting to 22.99 ha. Areas included residential greenspace in and around
housing including former play areas that have had their equipment removed (due to failing
health and safety regulations), areas of formal planting, village greens, amenity areas
around ponds, community gardens and hard surfaced areas with or without planting.

Natural and Semi-natural Greenspace


31 natural and semi-natural sites were audited covering an area of 455.83 ha, by far the
largest type of open space within the District with a further 3475.79ha not audited. The
District has a diverse range of different character areas from woodlands, marshlands,
moorland heath, dunal habitats and fresh and estuarine open water. 46% of the District falls
within the designation of Area of Outstanding Natural Beauty (AONB), with 19 Special Sites
of Scientific Interest (SSSIs), 4 Ancient Woodlands, 5 Local Nature Reserves (LNR), 32
County Wildlife Sites (CWS), 15 County Geological Sites (CGS), 8 Cornwall Wildlife Trust
Reserves, a Woodland Trust site and numerous National Trust managed sites. Penwith
comprises of 1700ha of lowland heath; 25% of Cornwall's contribution of this important
habitat.
Sites of natural and semi-natural green space that occurred near or within settlements were
prioritised in terms of the audit being recognised for their importance in terms of their
spatial role. Many of these fell outside of any local or national designation.
Cemeteries and Churchyards
34 sites were included covering a total area of 25.21ha with the largest at St Clare,
Penzance, covering an area of 3.7ha.
Civic Spaces
There are 3 sites in the District that were considered to represent a civic space. These
were 2 town centre market areas and Penzance Promenade covering an area just over 1ha.
Green Corridors
3 of the green corridors represent fingers of urban green space important for wildlife
migration and biodiversity. Another is part of a riverbank along the River Hayle and also,
the newly enhanced section of the South West Coast Path linking Marazion to Penzance
was also included being an important section of The Cornish Way part of the National
Cycle Network and South West Coast Path.
Halls for hire
There are 47 halls for hire within Penwith including church halls, village halls, community
centres and W.I.s (excluding school halls).
Schools with facilities available to the public
There are a total of 38 schools within the District including 3 independent and 1 college.
Only 3 primary schools permitted access to their outdoor provision, 3 permitted access to
their school halls and a further 3 schools permitted access to both their fields and their halls.
There are 6 secondary schools, including Bolitho School and Penwith College permitting
public access to their facilities. They represent dual-use sports centres of varying
importance to the communities they serve as part of the Penwith Schools Sports
Partnership.
At the time of the audit, Hayle Community College was the only secondary school to deny
public access to its facilities despite having a fitness suite and 4.6ha of outdoor provision.

Beaches
Penwith has a variety of quality beaches ranging from the large bays to the small rocky
coves, noted for their crystal clean water and natural beauty. 33 beaches were included
totalling an estimated 369.39ha, calculated using the mean HWM and mean LWM plotted
Ordnance Survey tide lines. 5 of Penwiths best beaches in terms of accessibility, excellent
facilities and cleanliness are of blue flag status.
Indoor Sports Facilities
Penwith has two high quality leisure centres, in Penzance (opened 2005) and in St Ives
(opened 2001). Both with 25m indoor pools with 10m learner pools, both have fully
equipped fitness gyms, dance studios, a function room and a cafe. There is also a multipurpose sports hall accommodating 6 badminton courts, 5 aside football, netball and table
tennis within Penzance Leisure Centre. Both have excellent facilities in terms of disabled
provision including automatic doors, lifts and adapted fitness equipment.
It must be noted that St Ives Leisure Centre does not have a sports hall. The Hayle area
lacks a purpose built sports centre of any kind and facilities integral to sports clubs tend to
be used as an alternative.
There is 1 privately owned health suite within Penzance and 2 in Newlyn. A further two
private facilities have recently closed; Liberties, in St Ives and Pilchers Gym in Penzance.
Halls for hire
47 halls for hire exist within Penwith including church halls, village halls, community centres
and W.I.s The majority were of medium to high value and quality. The majority had
upgraded their facilities to include well-equipped kitchens, disabled toilets and had made
improvements to their access with ramps and handrails. Some had stages with sound and
lighting facilities. Only 5% had experienced some form of minor vandalism. Some notably
lacked basic exterior signage and contact details.
9 out of 47 recognised the need to improve their facilities from minor internal and external
decoration to structural repairs such as roof replacement. Two of the village halls were
hoping to be totally rebuilt in Longrock and Sancreed.

Provision of open space in relation to the Council's current standards


Policy R-2 and Policy H-18 of the Penwith Local Plan places emphasis on the provision of
children's play space in any housing development where there are likely to be children. The
National Playing Field Association (NPFA) standards require a minimum of 2.4ha of outdoor
playing space to be provided per 1000 population. Of this 2.43ha, 1.62ha is made up of
space for outdoor sport and 0.81ha for children's play space (including unequipped).
The following table demonstrates that if this standard is applied to Penwith's current
(estimated 2006) population of 64,400 (source: nomis) there is a shortfall in current
provision.

It should be noted that 2 out of 3 sites reserved for play space under Policy R-C were
deemed completely unsuitable in their current condition due to a series of reasons such as
waterlogging, access problems and to dense vegetation limiting the safety of the areas.
This applies to Council owned land at Newlyn Coombe (0.7ha) and parcels of land along
Love Lane (1.4ha). Part of this latter site is being managed by Penwith Environmental
Network (PEN) to create a community meadow and has been audited as a semi natural
greenspace. Love Lane playing field at the top end of the lane has been partially planted
out with beech saplings due to the site being so waterlogged. Both sites at Newlyn and
Love Lane may be more suitable for allotments rather than reserved for play provision.
The Alverton playing field is currently being targeted for further housing development. It is
not clear at this stage how much of the PHA owned, 0.54ha site will be developed.
Penwith Play Strategy 2007 and Big Lottery Portfolio
Due to the success of the Penwith Play Strategy 2007, a grant of 220,000 from the Big
Lottery has been awarded to enhance play provision within Penwith. From this fund
improvements to the existing play sites at Sennen, St Levan, St Buryan, Ludgvan and
Kenneggy and Rosudgeon have been secured. Improvements to amenity areas include a
teen shelter at Ellis Park and new gates and access improvements into Ayr Field.
A new natural play area at Paul has been agreed and should commence May 2008. Two
further high value, natural play sites have been agreed subject to their management and
maintenance being taken on by the relevant community groups. These will be at St Buryan
adjacent to the existing play site and the other within the curtilage of Marazion School.
Other schemes benefitting from the lottery award include youth groups and clubs, a circus
skills workshop and a 'Swap Shop' play project. Further information on the Play Partnership

5. Analysis of the findings


The results of the quantitative and qualitative assessments are analysed in this chapter, to
put forward recommendations for each of the typologies audited. To determine the value of
a site the mean percentage was calculated of the scores given to the structural role,
amenity value, accessibility value and the cultural/community value. The quality of each site
was established by calculating the mean percentage score of the values awarded for
community safety, condition and design.
The results show that the majority of sites are at least of medium quality and value. Given
the importance of open space provision any site that is at least of medium quality and value
will be worth retaining. Where a site is of low, or very low, quality or value then, either its
improvement or possible use as an alternative type of open space should be considered
before alternative uses.
It must be noted that due to the rural nature of the District sites often have lower 'value'
scores compared to more urban sites. This was because the questions related to the role of
the site in relation to the built environment, which would therefore be less relevant in rural
areas. For this reason many of the rural sites have low value scores compared to their more
urban counterparts.
It is worth noting that every three years Penwith, along with every other council in the
country, undertakes a general satisfaction survey (Best Value Performance Indicators) of its
residents prescribed by the Department of Communities and Local Government (DCLG).
The most recent survey in late 2006 showed that 83% of residents were satisfied with the
parks and open spaces provided by Penwith District Council. This excellent result not only
puts this council as the best in Cornwall but within the top 10% in the country overall. 75%
of residents were satisfied with the sports and leisure facilities provided by the council - a
meteoric increase of 42% since 2000 when only 4 other councils in the country achieved a
lower level of satisfaction than Penwith's 33%.
Allotments
The audit has shown that there is a high demand for allotments with long waiting lists for the
majority of the sites. This is especially true for allotments within Penzance, Heamoor,
Madron and Mousehole. The total number of plots within the District was found to be 320. In
total there were 235 people on the waiting lists for existing sites which would imply a
minimum of 7.34ha of allotment space is required to accommodate the existing shortfall.
However, further management of the neglected plots would free up some space for those on
the list reducing the need to allocate further land. Despite schemes in place to encourage
good house-keeping, such as prizes for the best kept plots, it was found that due to various
reasons some plots become neglected and overgrown. Further discussion with the relevant
management groups would be necessary to determine future provision of allotment space in
those areas already with allotment provision. The audit has identified one very low scoring
site at Rosehill allotments, Marazion, where only 1 of the 7 plots were cultivated. This was
also one of the few without a waiting list - and therefore could be promoted within Marazion
itself or could potentially be offered to those on a waiting list elsewhere. All sites were found
to be managed by Parish Councils with the exception of part of the site at Lescudjack and
Parc Abnac, Madron (PDC) and Heamoor (Heamoor British Legion).

there is no or very little allotment provision (with the exception of 5 plots in St Ives).
Allotment Groups have been formed and have approached their Town Councils in all three
of these towns. St Ives Town Council have 15 people on their list. A recent attempt to
designate a new plot along Beach Road failed due to an overwhelming negative response
outlining issues concerning the fear of rats, increase of traffic and the potential unsightliness
of the area. St Ives Town Council are now looking for an alternative site.
In Hayle the Town Council is in negotiation to lease some Church Glebe land in Phillack and
are trying to raise a total of 15k to fund an access road to the site. They have formed a
web page to attract more people to join the Allotment Society, to show possible funding
organisations that this is a worthwhile project.
In St Just, a local Councillor, is actively investigating the possibility of leasing some private
land to allocate as an allotment site. Three potential sites have been identified which are
deemed suitable in terms of their aspect and availability of a water supply, however, they
may require footpaths to be relocated. A total of 19 residents from St Just and 6 from
Pendeen have expressed an interest so far.
St Erth Parish Council have ear-marked a site adjacent to the newly installed play area at
Vicarage Gate, however, this too requires an access road.
A further site to mention is that at Cheshire Homes, Long Rock which has been designed for
the disabled with raised beds and wheelchair access to planting areas with an emphasis on
organic gardening using sustainable methods.
Unfortunately, due to management
problems, the allotment was not up and running at the time of the audit.
Six Penwith residents rent plots within Kerrier at an allotment site in Leedstown.
The audit has shown an active community interest to generate further allotment provision
within the District and has highlighted the problems of sourcing and allocating suitable land.
Parks and Gardens
All 19 of the parks and gardens were found to be from medium to very high quality, with 3 of
them being recognised under the policy designation of Historic Parks and Gardens. 7 were
privately owned, 6 of which required an entrance fee so are used recreationally as a day
out and as popular tourist destinations rather than on a more casual and frequent nature
which would apply to the others. Of these public parks, 4 were in Penzance, 4 in St Ives &
Carbis Bay and 2 were in Hayle. 1 in Newyln, Marazion & Madron. It can be said that all of
these public parks scored very well in the audit.
Natural and Semi-natural Greenspaces
There is a significant amount of open space within the District that falls under this category
with just over half the sites audited being of low value. Low scoring sites were mainly
attributed to their remoteness, poor accessibility and general lack of maintenance. As with
the majority of the places visited littering and dog fouling tended to be evident. Further
management of such sites would assist in keeping invasive species in check - such as
Japanese Knotweed and Rhododendron. Many would benefit from site information, general
path maintenance and picnic areas without detracting from the 'naturalness' of the sites.

A number of the woodlands audited would benefit from becoming community projects
replicating the success of the Steeple Woodlands Project which has attracted various
community groups and is now designated as a Local Nature Reserve with Green Flag
status. Other woodlands with the potential to become community projects include
Trevaylor, Bowjey, Longstone and Poltair woods. Other community driven schemes to
create semi-natural greenspaces include the newly planted Millennium Woods and Love
Lane Meadow, both initiated by the Penwith Environmental Network (PEN), and grant
funded by the Liveability scheme.
It is largely due to the enthusiasm of communities and local groups that the District now has
5 designated Local Nature Reserves. These are protected areas of wildlife or geological
interest, managed by local community volunteer groups for all to enjoy.
There are also numerous good quality lakes and reservoirs popular for coarse fishing, rich in
biodiversity and important as fresh water habitats, of these sites improvements to pathways
would encourage walkers rather than limiting the sites for fishing.
Cornwall Wildlife Trust manage 8 reserves within Penwith of varying physical character, 4 of
which are included in the audit. The National Trust owns and manages large areas of the
Penwith coastline and moorland of which the most popular are included along with the two
RSPB managed sites at Marazion Marsh and Hayle Estuary.
There is ample accessible natural and semi-natural open space within the District. Those
sites easily accessible within or adjacent to the curtilage of settlements play an important
role both recreationally and for their biodiversity value.

Cemeteries and churchyards


All very high to medium quality reflecting good design, condition and community safety.
Cemeteries and churchyards represent areas of quiet contemplation and wildlife interest
which are important sites often integral to settlements. Low value sites being attributed to
those sited on the edge of villages, their hidden aspect and poor accessibility; often
attributed to the lack of designated pathways. However, valuable in terms of their
biodiversity value.
Schemes to encourage the composting of plant waste could be introduced as many
cemeteries lacked adequate recycling provision and often had bins over flowing with a
mixture of dead and artificial flowers.

value again due to the pitches being sited on the outskirts of settlements resulting in low
structural and amenity value scores. It was found that the football and cricket pitches in
particular tended to lack basic signage, had areas of dumped rubbish and were in need of
general refurbishment. Poor drainage was also an issue for some of the sports fields
especially during the winter months.

the use of the pitches at Lelant Saltings and at St Ives School. Also Penzance AFC have
reported that the lack of facilities is preventing the clubs' development as they only have
one pitch available to them without having to incur additional costs. Penzance and Newlyn
RUFC have also reported that the lack of training space has resulted in 'the junior coaching
time being squeezed by Mounts Bay RFC'. This has meant them having to train in less
pleasant conditions. Further information concerning future provision will be determined from
the Sports Facility Survey currently being conducted by the Sports Development Team.
Amenity green spaces
The majority of the 88 sites considered to be amenity green spaces are of medium to very
high quality with 24 sites considered to be of low or very low value. Many of the spaces
were described as a 'blank canvas' lacking a community role. These would benefit from
visual enhancements such as tree planting and seating provision. Some potentially could be
landscaped to form community gardens, play areas or allotments, depending on the needs
of the neighbouring community. It is considered that such spaces should be protected from
development at the very least. Although the use of these areas may not be as high as other
types of open space, it should be noted that such open spaces can serve as a visual
function and give the 'feeling of space' even if their actual uses may be low.
The emphasis of maximising the use of land in terms of development pressure can be
clearly seen in modern developments which have no or extremely little provision for amenity
space. As such the majority of the amenity spaces were found to be in and around housing
designed and built in the late 1950s and 60s.

Children's Play Areas


The audit has shown that the majority of play sites are of high to medium quality and value
with the low value sites being attributed to various reasons such as poor accessibility in and
within the sites, and poor structural and amenity role if sited on the outskirts of settlements.
Basic improvements to the condition of some of these sites would involve better site
maintenance, removal of graffiti, litter, and to install bins, seating and in one site to replace
all the equipment. It was felt that some were poorly designed, hidden away and not
integrated with the public realm in general. The quality of provision could be improved
through upgrading sites and changing the type of provision on offer. The newly agreed
natural play areas to be funded by the Big Lottery at St Buryan, Marazion and Paul will be
the 'experimental prototypes' for this type of play within the District. If these are deemed to
be successful it is hoped that more will be created around the District.
The table below identifies the low scoring play sites and full summary of future requirements
to the maintenance of sites expected over the next 5 years can be found in Appendix 6.

Canonstown had poor access to the site and Davy House


has the potential to fulfil more of a community role.

had low value scores due to their siting on the outskirts of
settlements, poor access and low amenity and structural
values.

Longrock play site scored very poorly due to the extremely


poor condition of the equipment and playing field.

The play site at Longrock has not been included on the play site threshold map due to its
appalling condition. It was felt that to include it on the map would falsely imply that there is a
'usable' play site on the eastern side on the Penzance town boundary. To accommodate
the shortfall within St Ives / Carbis Bay perhaps one of the sites could be upgraded to a
NEAP (although both the existing LEAP sites within Carbis Bay are probably too small). A
new site around the middle of the main town boundary or to equip the Ayr field site would
help to accommodate this shortfall. There are also gaps within Hayle, notably a lack of
older children's play facilities within the southern end of Hayle. This need has been
identified by the Play Partnership who are facilitating the new 'teen' shelter proposed within
Ellis Park.
This work is supported by the Council's Penwith Play Strategy 2007 which sets out 6 main
targets within its Action Plan to be completed by 2009. Target 2 is an ongoing Action 'To
develop and improve a variety of dedicated play spaces that are local, clean, equipped, safe,
accessible for all children and well maintained'. This target applies to PDC owned sites and
those owned and maintained by community groups, Parish and Town Councils and relates
to the priorities identified in this Open Spaces Audit. Although conservation of play space is
part of the aim of the Play Strategy it allows for the 'consideration of relocation of poorly
located play sites'.
Civic spaces
All of high to maximum quality and value consisting of 2 pedestrianised shopping areas
within Penzance and the Penzance Promenade. The latter being a vital social and civic

amenity and with great cultural and historical significance. At present however, corporate
resources have only been available to fund required maintenance works necessary for it to
fulfil its role as a sea defence. To maximise the Promenade's use by local residents and
visitors, more focused activity by the Council and the community is required. In recognition
of this, the Promenade features in the Council's 2006-2009 Business Plan and a Member
and officer panel has been assembled to consider improvement options. Long-term it is
envisioned that the Promenade's visual appearance will be greatly improved and that it will
be the venue for a yearly schedule of public events and a focus for community activity
related to heritage, leisure and culture.
Indoor Sports Facilities
Although there is a limited number of built sports facilities they are all considered to have
high or very high quality and value. The facilities were mainly centred around the main
towns of Penzance and St Ives with a notable lack of facilities in Hayle. This would need to
be addressed in view of the development plans for the town.
Halls for Hire
Halls were found to be well used by their communities and an important part of village life,
often being used on a daily basis or at least a few times each week. All were available to
hire at a reasonable rate and typical uses included village events and activities ranging from
fetes, jumble sales, WI, committee and Parish meetings, IT training, arts and crafts, private
parties and mother and toddler groups. The majority (85%) were also used for health
benefits and indoor sports such as yoga, keep fit, karate, dance, short mat bowls and
badminton. The larger community centres had sports halls suitable for high impact sports
such as volleyball and indoor football.
Such local facilities have an important community role to play both socially and for health
benefits and are readily accessible to local residents without undue reliance on public or
private transport. The audit has highlighted the importance of halls and has not identified a
surplus that would justify their loss to alternative uses.
Schools
Schools play an important role in providing venues for indoor and outdoor sports provision
and premises for community activities within their halls. This especially applies to those
within the Penwith Schools Sports Partnership - a government initiative to raise standards in
secondary schools and within the community.
Hayle Community College had upgraded facilities but did not permit public access at the
time of the audit due to management issues which could potentially be resolved in the
future.
The audit has revealed how very few schools permit access to their outdoor provision on a
casual basis to children in their catchment area, a sum total of 5 out of 38 schools. This
was largely due to issues concerning Health and Safety and premises not being insured for
unsupervised use.

An Overview of Open Space Provision


Strengths

The District has several valuable accessible public gardens with Historic Parks and
Gardens status which include Morrab Gardens, Trengwainton Gardens, Barbara
Hepworth Sculpture Garden and St Michael's Mount.

The District has secured 5 Local Nature Reserves, one with Green Flag status.

Several community driven initiatives have created publicly accessible open spaces
such as Steeple Woodlands, Love Lane Meadow, Millennium Woods and the
Community Gardens at Longrock and Ludgvan.

The District has a good number and wide range of high quality accessible open
spaces.

Excellent gardens and amenity spaces throughout the District contributing to


multiple Britain in Bloom awards. Voted best in the County and in top 10% in
country according to BVPI.

Superbly clean beaches; 5 with Blue Flag Status.

High level of biodiversity in open spaces.

Many open spaces have benefitted from Liveability funded improvements.

District continues to improve its play areas to include new world-class skate
boarding facilities and MUGAs. Initiating a new scheme through the Play
Partnership to develop natural play areas in collaboration with community groups.
Weaknesses

The District needs to improve its system of securing the provision of open spaces in
major development areas using section 106 agreements & commuted sums.

There is a lack of open spaces within new housing developments and often the
ones provided are too small, poorly integrated and badly designed.

Limited resources including developer contributions towards the maintenance of


open space have affected the quality of maintenance of new open space.

The overall quality of some open space has suffered due to lack of resources.

Lack of communication, co-ordination and promotion for open spaces.

Local Plan Policy has limited the opportunity for appropriate provision of open

Conclusions, policy implications and future work

The audit has reported on approximately 350 open spaces as they were in 2007 and
acknowledges the fact that the condition of sites can change on a daily basis. In this
respect, it is the intention of the Planning Policy Team to conduct an annual, summertime
audit on childrens' play areas to monitor provision against thresholds and standards and
take the opportunity to observe usage, to feed back to the Play Partnership Group, and the
Council's Open Spaces team and to update the Council website accordingly.
The next stage of the process would be to conduct an open spaces, sport and recreation
public consultation exercise to determine the attitudes and perceptions of the general public
which are currently missing from the audit. Recommendations contained in Planning Policy
Guidance note PPG17- planning for sport, open space and recreation advises that local
authorities are required to undertake robust local assessments of existing provision and
community needs to develop and provide the justification for seeking open space provision
or contributions from developers.
Feedback from this consultation exercise can then be used to calculate proposed open
space standards for all types of outdoor open space to give a quantity standard in hectares

per 1000 people which can then be used in future planning policy.
Sports facilities within the District are well used and there is a high demand from local clubs
for additional sports pitches and indoor sports facilities. The provision for children and
teenagers continues to be improved and enhanced with new sites being developed in areas
of high demand. There is also a high demand for further allotment provision as indicated by
the long waiting lists, feedback from Town Councils and enquiries to the Estates Section
here at the Council.
There is pressure to develop some of these sites particularly on the amenity greenspaces
for affordable housing. Examples include the former play areas at Lafrowda Close, St Just
and Moorland Close, Pendeen. PHA also have plans to build houses on part of Alverton
Playing field. The audit aims to monitor such losses of amenity space to the District. Also
many sites included in the Area Action Plans Issues and Options documents for both
Penzance and Newlyn and Hayle for possible development have been included within the
audit as open spaces for sport and recreation and will have to be monitored depending on
the outcome of the first stage of consultation.
These are indications that the Council's future planning policy will need to continue to
protect areas of open space in addition to sport and recreational facilities used by the
community. It also highlights that as the District continues to experience development of
new housing and employment use it will be necessary for either new open space, sport and
recreational facilities to be provided or existing facilities to be improved.
The findings of the audit will be a useful tool for the new Unitary Authority and will provide
much of the evidence base in any future County or Delivery Area Open Spaces Strategy.
The Audit will also be used to inform the Local Development Framework Documents
(including the Area Action Plans / Town Plans) and will help determine how much open
space is adequate for the future population, where improvements in open space are
needed, and where new development of open space is needed.

2 large fields overlooking St Ives,panoramic to Godrevy. Used for sitting, needs

Amenity areas have no privacy from main road, ;-noisy & overlooked. Aren't enticing,
needs general tidy up.
Residential greenspace with no character-pha sign 'no ball games'. Plant an
ornamental tree in the middle to give it some aesthetic value.

SAM so kept free from street furniture. Bins & seating located outside site. Litter!
Very natural space.
Village green used to keep 3 geese. Not used by community, bench would improve

Penwith Equipped Play Area Standards (2008)


All children and young people aged 0-19 years in Penwith will have access to
appropriate, inspiring, exciting, inclusive and sustainable play and recreational
opportunities. Children and young people will be able to play freely, and safely and
make choices about where, how and when they play.
Penwith Play Strategy Vision 2007.
Penwith Play Partnership is committed to ensuring children and young people in Penwith
have outdoor play opportunities to help them develop physical skills and remain fit and
healthy. For the purposes of the Open Spaces audit, and in response to the Penwith Play
Strategy Vision 2007, equipped play spaces in Penwith have been re-categorised.
Fields In Trust, formerly the National Playing Fields Association, designed the Six Acre
Standard which is a format offering guidance to Local Authorities and developers
addressing the issue of what unsupervised play space should be provided. These
Standards are currently being re-drafted by Fields In Trust and have been adapted by the
Penwith Play Partnership for local use. The following elements should be considered with
regard to provision of equipped play space in any future Section 106 agreements:

The Standards below should be used to determine a developer contribution to equipped


play space in conjunction with the Open Spaces Audit maps showing local deficiency of
equipped play space plus additional local information to be provided by the Penwith Play
Partnership.
All children in Penwith ages 4 -14 living in Main Towns, Smaller Towns and Larger Villages
should have access to age appropriate equipped play space. Development of play spaces
in Small Villages may also be appropriate. In addition, consideration should also be given to
provision for older teens from the ages of 14-19.
Developers will be required to provide or contribute to one or more of the following types of
equipped play areas, depending on the number of dwellings proposed. If the developer
wishes the Council to adopt the play areas a commuted sum will be payable via a S106
agreement. The developer will also be asked to pay a sum that equates to 70% costs of
refurbishment within the 20 year period (see maintenance cost list for details).
The LAP, LEAP & NEAP classifications below are intended to guide decisions affecting the
provision of play sites in Penwith:

All young children up to the age of six should have access to a LAP, either separately
or contained within a larger play area, within a 100m walking distance.
All older children up to the age of 14 should have access to a LEAP, either
separately or contained within a larger play area, within 400m walking distance.
All teenagers should have access to a NEAP, or suitable open access equipment and
facilities within 800m walking distance.

Local Area for Play (LAP) Toddlers


A LAP should be within 1 minute walking distance, (100m walking threshold). It should
have a minimum size of 100 m2 and not abut the walls or fences of dwellings.
The play area should:

be accessible, including 1.2 m wide tarmac paths leading from the entrance gate to
all areas containing play equipment and seats, and offer interest and stimulation for
children with disabilities.
have design features and/or equipment suitable for younger children's play (ages 46), to include a multi-use goal and space for young children to run about.
have seating for accompanying adults.
be enclosed with a self-closing gate at least 1.2m wide and a sign excluding dogs.
be overlooked by housing, pedestrian routes, or other well-used public facilities.
have appropriate safety surfacing and all equipment and design features should
conform to current European safety standards or pass a ROSPA inspection.

A good example of a LAP is at Foxes Lane, Mousehole. It is a well designed play area with
attractive planting, seating, signage and equipment- indicating what can be achieved in a such a
small space.

Local Equipped Areas of Play (LEAP) Toddler, Junior & Young Teen
A LEAP should be within 5 minutes walking distance (400m walking threshold). It should
have a minimum size of 400 m2 and a buffer zone of 20m from the nearest dwelling.
The play area should:

be accessible, including 1.2 m wide tarmac paths leading from the entrance gate to
all areas containing play equipment and seats, and offer interest and stimulation for
children with disabilities.
have design features and/or equipment suitable for play for all ages up to 14.
occupy a well drained site with level ground for ball games

accommodate equipment and design features which offer the chance to encounter
risks in imaginative, stimulating and challenging play environments including at least
5 types of playing activities e.g climbing, swinging, rocking, sliding and spinning.
contain at least 8 design features and/or play equipment, of which at least 4 are
individual pieces rather than part of a combination multi-play unit.
have a grassed games area suitable for ball games.
have seating for accompanying adults.
have appropriate safety surfacing and all equipment or design features should
conform to European safety standards or pass a ROSPA inspection.
areas for younger children should be enclosed with a self-closing gate at least 1.2m
wide and a sign excluding dogs.
be overlooked by housing, pedestrian routes, or other well-used public facilities.

Heamoor playing field is a good example of a LEAP with a range of equipment, a mini football
pitch with goal posts and natural play opportunities with landscaping, mature trees and a stream
flowing along one of the boundaries.

Neighbourhood Equipped Area for Play (NEAP)


A NEAP should be located within 15 minutes walking time (800m walking threshold). It
should have a minimum size of 1,000 m2 and a buffer zone of 20m from the nearest
dwelling. (A greater distance or sound proofing will be needed where wheeled sports
facilities are provided)
The play area should:

be accessible, including 1.2 m wide tarmac paths leading from the entrance gate to
all areas containing play equipment and seats, and offer a range of interest and

stimulation for children with disabilities.


have design features and/or equipment suitable for all ages, at least up to the age of
14.
accommodate equipment and design features, which offer the chance to encounter
risks in imaginative, stimulating and challenging play environments appropriate to the
different age groups.
contain at least 10 design features and/or equipment providing at least 8 different
types of activity, 5 of which should be individual pieces rather than part of a
combination multi-play unit. Examples include SK8 facilities, hard surfaced kick
about areas, MUGAs (multi-use games area), hoops and cycle area.
have seating for accompanying adults and teenage meeting areas.
have appropriate safety surfacing and all equipment or design features should
conform to European safety standards or pass a ROSPA inspection.
areas for younger children should be enclosed with a self-closing gate at least 1.2m
wide and a sign excluding dogs.

Equipped Areas for Older Teens and Adults


Significant national research carried out, with reference to teenage behaviour, has been
considered upon the inclusion of this section. It has been shown that the age of 14 is one
of the critical ages when a decrease in physical activity is evident. A need for play
provisions to be put in place for older teenagers is significant and is considered be an option
in improving levels of fitness, and avoiding boredom and anti-social behaviour.
In the absence of a NEAP, ages 15-19 provision should be made within 15 minutes walking
distance.
The equipped area should:

be accessible, including 1.2 m wide tarmac paths leading from the entrance gate to
all areas containing equipment and seats, and offer a range of interest and
stimulation for people with disabilities.

accommodate stimulating and challenging design features and/or equipment that


encourages exercise.

contain at least 6 individual design features and/or equipment suitable for older
teenagers. Examples include a balance bar (teen rotator), an exercise bar (chinups), outdoor gym equipment, trim trail, hoops, features to offer shelter and
protection for adventure games.

If there is an existing NEAP, with space for extension, an exercise area for older teenagers,
ages 15-19, should be added.

May Recreation ground is a good example of a NEAP with new play opportunities including skate
bowls, a MUGA and a toddler play area. There is a large open space equipped with goal posts,
newly tarmaced pathways leading around the site and a new toilet block with provision for the
disabled. The final stage to the work will be in the construction of a play area designed for older
children.

PDC maintained sites
Alexandra Gardens

Constructed in 1998 this predominantly wooden nautical themed play site


had a unique character of its own. Now equipment has begun to rot and
some of the smaller pieces have already been replaced. The larger boat
climbing structures will also need to be removed within the next 5 years.
Poor after service and other difficulties with the construction company has
resulted in alternative equipment being chosen to replace the rotten
structures, sadly loosing the unique 'quirkiness' of this site.

Col Coombe

Needs seat and new toddler swings and the rockers will need to be
replaced within 5 years.

Heamoor

Toddler play unit will need replacing within next 5 years (5000). Narrow
access hinders access into the site with push chairs. Ground becomes
boggy and water logged during the winter.

Gwavas

This is an exposed site on the edge of the community. Since 2005 and
after an extensive consultation with young people and the community a
new skate park and a MUGA have been installed. The funding was raised
by the Gwavas Residents Association in partnership with PDC and CN4C.
New fencing has been installed as an attempt to segregate dog walkers
from the playing field. A new fenced area for toddler play equipment has
also been installed in preparation for new equipment. Site would benefit
from further seating, hard surfaced pathways and the painting of bins.

Canonstown

Entrance gate needs replacing, however dog fouling is not a problem here.
Will need a new slide and swings within next 5 years (5000). Unmade
rough track (private access lane) hinders access with pushchairs.

Hayle Recreation
Ground

Poorly laid SAFA grass has resulted in uneven bumpy surface. Needs to
be levelled some time in the future.

Palemon Best

Currently sand being replaced with SAFA grass under play equipment.
Multi activity unit will need replacing within 5 years (15-20,000). Site

Battery Mill Lane

Problems with anti social behaviour - a lot of graffiti all over equipment, bin
broken, general site maintenance needed to hedgerows and sand
surfacing. ROSPA report Nov 07 states that equipment such as the
roundabout, 2 rockers and panels on the activity unit being of 'high risk and
requiring immediate replacement'.

Safety Surfacing
Play parks in general are recommended to instal safety surfing of some form. Sand is
being replaced in some sites with SAFA grass which consists of rubber matting with holes in
to allow grass to grow through. It can be mown and 'grows in' forming a very natural,
unnoticeable rubberised surface. Wet pour is the alternative and is made up of synthetic
EPDM rubber granulate bound in polyurethane resin to form a continuous, seamless surface
which can be coloured for extra play value. It forms a springy surface which if correctly laid
should be maintenance free and cost effective in the long term (20+ years). However,
numerous sites throughout the district are experiencing problems with the wet pour
surfacing bulging and shrinking away from equipment. The SAFA grass also can become
bumpy and uneven. It is crucial to prepare ground adequately beforehand and to use a
reputable company that guarantees their work and can ensure the correct mixture is used
when laying the wet pour. Wet pour is very expensive so it pays to employ the right
company to ensure a long lasting, safe, floor surface.
Equipment replacement is also very costly with small pieces of equipment costing from
5000 to larger multi- activity units costing between 15,000-20,000. An information sign
costs 500 alone.

On the whole the council maintained sites are very well maintained and regularly inspected
both in house and independently by ROSPA. Sub standard equipment is promptly repaired,
or if removed, normally replaced, with the result that play areas are good quality on the
whole. The most well used sites are inspected weekly during the summer, for graffiti, litter
and any damage which is swiftly remedied by the Open Spaces team.
Some independently managed sites have maintenance problems often due to lack of
funding and tend to suffer if not represented by an active community group which can apply
for funding opportunities and keep up repairs to equipment and general site maintenance.
Play sites need constant maintenance and regular inspections to ensure they don't become
too neglected and targets for antisocial behaviour.
Two sites managed by Playing Field Associations requiring financial assistance to their play
areas are at Longrock and Madron. Longrock in particular is in an extremely poor condition
with the equipment being broken and unusable. The accompanying field is also in poor
condition requiring levelling and would soon improve with regular mowing. Madron needs
new safety surfacing as matting beneath sand base is exposed creating a trip hazard.
General repairs are needed to the wooden fencing and gates. The entrances currently are
too narrow to permit pushchairs -possibly to deter motor bikes etc.
Parish council owned and maintained sites requiring improvements are the two sites in St
Erth. The Vicarage Gate site needs boundary fencing to prevent dog fouling, more regular
grass cutting and further seating would help to create more of a community space. The
Battery Mill Lane site remains heavily graffitied since first audited in December 2006. Some
of the equipment needs replacing due to wear and tear such as the roundabout, the two
rockers / springys and also the barriers need replacing to the multi-activity unit. The
enclosures around the equipment need refilling with sand or replacing with an alternative
safety surfacing. The boundary hedgerows have been cut back and the broken bin has now
been removed.
Provision for new open space, sport and recreational facilities should be calculated for all new
developments to include 20 year management funding to overcome the very high costs of
maintenance.
