1. Planning/Conceptual Study Stage


1.1 Investigation on the preparation of the conceptual layout plan by architects
or planners or engineers.
1.2 Appointment of the land surveyors in preparation of the site topographic
plans
1.3 Participation of the engineers in providing feedbacks on the infrastructural
engineering requirements (access road, main water source, main drain,
sewerage discharge, source of power supply and telecommunication
providers). This includes preliminary cost estimate by quantity surveyors or
costing engineers
1.4 Output: Project Conceptual Report/Refined Project Proposal (with input
from Client). This includes site layout plan (with topographic plans) and
using this plan, earthwork design (cut & fill) that meets the infrastructural
and main building requirement is carried out.
1.5 Sources: Project Director, Client (Developers, Design & Build Contractors
and Authorities) and Client Representative (Project Management
Companies, Architects, Planners and C&S Engineers).

2. Design/Preliminary/Detail Study Stage
2.1 Appointment of the leading consultant with the official appointment of the
project manager (from the architect/planner firm or the consulting engineer
firm).
2.2 Project manager to call up a kick-off meeting with the present of all sub
consultants (architects - exterior and interior, planner, quantity
surveyor/costing engineer, land surveyor and C&S engineers - civil,
structural, geotechnical, traffic/highway & environmental).
2.3 All sub-consultants to carry on with the task to plan and design the project
components. Planning involves getting permission from the relevant
authorities/agencies/service providers (Indah Water, TNB and Telekom)
according to Building-by-Laws. Design involves production of the layout
and details (profile/side views), typical sections/cross sections) plans
according to the prevailing code of practices (MS, BS, Eurocode, ASTM,
JKR, MASMA, etc.). Three design options/alternatives have to be
considered.
2.4 Compilation of all output in plans, reports and or computer analysis format
by the project managers. Project cost is re-estimated.

3. Tender/Detail Feasibility/Viability/Bankability Study Stage
3.1 With the instruction of the project manager, the consulting engineers to
prepare tender drawing.
3.2 Detail feasibility study or project procurement may be carried out by the
interested contractors.
3.3 With the instruction of the client, viability/bankability study may be carried
out by merchant bankers as to secure project financing.
