PROTECTION FOR PROPERTY AND FAMILY OF SERVING

UNIFORMED COMBATANT OMPRAKASH, U/ADH(R), NO. 02396-W
Sir,
1.
It is intimated that the above Subordinate Officer is serving in the Indian Coast Guard
(Ministry of Defence) and is presently posted onboard this ship at Kochi. Being a frontline
platform of the service, the ship is engaged in maritime security operations and rarely
remains in harbour.
2.
The mother of the above Subordinate Officer (SO), Mrs. Somwati, has a share of
1.73 acre land in Mahendergarh District, Tahsil Kanina, Village & P.O Siana. The land is
being cultivated for the last 10 years by the parents of the SO.
3.
On 04 Jul 14 while the SO was at duty station, Kochi, Mr. Satyawan S/o Sri
Rameshwar Sharma, encroached upon this land and demolished the western kutcha
boundary of the said land completely with the help of a tractor . In the process, he also
damaged part of the standing 'gawar' crop. A complaint was lodged by the SO's mother and
brother at the nearest police station but the Police did not take any action against the
accused due to political pressure. Therefore, a case was subsequently filed in Civil Court
Mahendergarh (Complaint No. 9106/2014) by the SOs mother. Hearings of this case are in
progress till date.

The SO's wife, Mrs Neelam Devi, stays at his ancestral house along with their four
childern to look after his aged parents. After the sad demise of his wife on 02 Jan 2015
(copy of death certificate enclosed), the SOs younger brother has also left his two young
children aged 10 and 12 years in the care of the SOs wife.

The SO has submitted that, on the morning of 13 Apr 15, Mr. Satyawan and
Mr. Rajender, sons of Sri Rameshwar Sharma, both residents of Mahendergarh District,
Tahsil Kanina, Village & P.O Siana threatened to physically harm the SOs wife and his
family .
6.
That morning itself, the wife of the SO and his brother went to lodge a complaint
with the Kanina Police Station. However, the Police declined to lodge the complaint. As per
the SO, the above mentioned persons have political connections so they blatantly continue
to threaten and attempt to physically harm the SOs family.
7.
As can be seen, these individuals with vested interests and political clout are taking
the law into their own hands with impunity and harassing the SO and his family. Here, I
would also like to bring to your kind notice letter no. 10961 / JS (E) / 6931-F / RM dated
19 Dec 06 written by the erstwhile Honourable Defence Minister of India, Shri AK Antony
requesting the State/ District administration to help our uniformed personnel facing similar
problems (copy of the letter is enclosed for reference).

In view of the foregoing, it is requested that the following help may kindly be
rendered to the SO and his family on priority:
(a)
Police protection may be provided to the SOs family members and their
property be safeguarded against encroachment.
(b)

Stern police/legal action may be initiated against the intruders/land grabbers.
