Chapter I General Provisions
AALRT

Article I This Regulation are hereby formulated according to the related provisions of Ethiopia for the
purpose of strengthening the new ERC employees training management of AALRT, making the ERC
employees adapt to their jobs and working environment, get familiar with working process and master
post skills as soon as possible.

Article II Master- ERC employees teaching is a process of training and learning by ERC employees
under the guidance of masters in the form of following the maters in their work, in order to get post
qualification certificate, get familiar with working process and master post skills.

Chapter II Type of Work Involved and Time Limit
AALRT
Article III AALRT carries out master-ERC employee teaching system to new employees in all positions
in principle. This is necessary to the posts with Chinese personnel involved in principle.
AALRT 19

AALRT will develop training and evaluation system for the following 19 posts related to light rail
technology: operation dispatcher (chief dispatcher), electric power dispatcher, information dispatcher,
drivers of passenger train (passenger train team leader), Man on duty in signal building (depot
dispatcher), engineering vehicle drivers (engineering vehicle team leader), ticket seller in recharge
station, crew on the train (train attendant team leader), Man on duty in station/ crossing watch man
(crossing watch team leader), construction maintenance worker (maintenance dispatcher), signaling
staff , communication staff, power substation maintenance staff, power supply maintenance staff
(including overhead contact system), rolling stock maintenance staff on duty(rolling stock maintenance
dispatcher), rolling stock equipment maintenance staff, ICT technician, technician for ticketing
equipment, and M&E technician.

As for the training and evaluation of other jobs in AALRT, please refer to the Local Functional Position
Probation, Training, Learning and Evaluation Methods of Ethiopia.

Article IV The master-ERC employee teaching period for each type of work shall be temporarily subject
to the provisions given in Annex 1.

Article V If the ERC employees fail to pass the examination and get the post qualification certificate at
the end of teaching period, they may receive master-ERC employee teaching once more in principal,
with the time limit of 15 days, not exceeding 1month at most.

Chapter III Master-ERC employee Teaching Implementation and Management

AALRT

Article VI In principle, during the service period of Addis Ababa Light Rail Operation Maintenance
Contract, the masters shall be served by Chinese personnel and excellent Ethiopian personnel. In the
service period of contract, AALRT will gradually establish talent pool of Ethiopian masters, and upon
expiration of service period, all the masters shall be served by Ethiopian personnel. The masters shall
be provided with good professional ethics and sense of responsibility, hold the corresponding
professional post qualification certificate.

Article VII Each department (center) shall select masters from the master pool. In principle, one master
shall teach and guide not more than five ERC employees, and in special time, the number of ERC
employees can be properly added provided that the teaching quality is guaranteed to be not reduced.

Article VIII The ERC employees shall participate in safety training and other related training organized
by AALRT, they will sign Master-ERC employee Teaching Contract (Annex 2) after passing the
evaluation, work out Master-ERC employee Teaching Training Plan (Annex 3), and the contract will take
into effect after stamped by Human Resources Department. The contract is in triplicate, with one kept
by Human Resources Department and the other one held by the master using between the master and
ERC employee, the last one stored uniformly by the department (center) which the master and ERC
employees were involved. After the contract is signed, master-ERC employee relationship will be
formally established, and master-ERC employee teaching stage will start.

Article IX Under the leadership of Human Resources Department, the department (center) the
employees belong to will, according to the post training outline and in combination with the employees
related work experience, work out Master-ERC employee Teaching Training Plan (Annex 3) which will
be submitted to Human Resources Department together with the Master-ERC employee Teaching
Contract.

Article X The master shall cultivate the ERC employees professional ethics, job attitude, professional
skills, provide professional guidance, skills teaching and daily management to the ERC employees
according to learning plan, as well as guarantee the ERC employees personal safety. During the
teaching period, the ERC employee shall strictly abide by AALRTs regulations and rules, equipment
operation instructions, job specifications, working procedures, safe operation rules and service
standards, and may operate the related devices with the consent and under the supervision and
guidance of the master.

Article XI If the ERC employee suffers security responsibility accident during the teaching period, the
master shall take most responsibility; if the ERC employee has serious violations during the teaching

period or suffers security responsibility accident within one year after the expiration of teaching period,
through investigation, this is caused due to the masters error or omission in teaching, the master
involved shall be held jointly liable.

Article XII The ERC employee still can seek advice from the master after going to work separately; and
the master shall be obligated to provide professional guidance to the ERC employee.

Article XIII The employers department (center) shall take charge of the master-ERC employee
teaching training plan inspection work of current department (center), and Human Resources
Department shall take charge of examination, supervision, guidance and evaluation.

Article XIV When the original master is unable to perform the contract due to various reasons, the
department (center) will rearrange a master and report to Human Resources Department for
examination and approval. The new master shall additionally sign his/her name and time of teaching on
the contract to continuously perform the contract.

Article XVI If the ERC employee fails to pass the post test, the master-ERC employee teaching period
shall be extended correspondingly. The teaching period is 15 days and shall not exceed 1 month at
most. There is no need to separately sign a contract during the extended period.

Chapter IV Examination and Evaluation

Article XVI After the new ERC employees theoretical examination performance is confirmed by the
department (center) which the master and the ERC employee are in during the master- ERC
employees teaching period is coming to end ,it is required to submit the paper copies of Master-ERC
employee Teaching Contract, Master-ERC Employee Teaching Training Plan, and ERC Employee
Evaluation Form to Human Resources Department for examination and confirmation, and the ERC
Employee evaluated as qualified may take part in actual operation evaluation.

Article XVII After the ERC Employees Job qualification have been finished, each department (center)
for teacher qualifications conducted a comprehensive assessment with the identification, submit a
comprehensive assessment to identify with the teacher (see Annex 4) to the Human Resources
Department, re-escalation with masters list for next year (see Annex 5). Masters with a comprehensive
assessment to identify the table using percentile, assessment rating of excellent (excellent ratio does
not exceed 15% by number of the assessment), qualified and unqualified categories. 60 points or less
for the unqualified, 60 to 90 are divided into qualified, 90 points or more is outstanding (e.g. 15% with
more than 90 points above the number of assessment, then the top 15% of outstanding).

Identification with a comprehensive assessment of master evaluation into apprenticeship, division and
department examination (center) assessment of three parts:

(A) Mainly from the masters business level, responsibility and safety awareness given the three
aspects of master evaluation, weight accounted for 30%. Master took more than an ERC Employee,
whose assessment is divided into ERC Employees average rating points.

(B) Division mainly from master to ERC Employee for the daily management, reasonable arrangements
for their own work and the work of teaching in two aspects give evaluation, weight 40%.

(C) Department (center) is mainly based on the practical operation of ERC Employee
brought the test results to give their assessment of the master, the weight of 30 per cent.

Comprehensive examination with the master identified as substandard, canceled its next annual
teaching qualifications, and truthfully written, Masters Job Evaluation Appraisal Table, as a future
promotion, selection, evaluation and other aspects of the first an important reference.

Comprehensive examination with masters identified as outstanding, according to Employee


Performance Incentive Management Approach to reward.

Article XVIII Mentoring and other types of security incidents in any one place in the post certification
research division with only interim, by AALRT reprimand and above punishment, truthfully written, "
masters job evaluation identification table", as future promotion, selection, evaluation and other
aspects of the first important reference.

Article X I X Masters by the department (center), human resources check it out, indeed the master did
not take concrete measures or not to adjust their teaching methods based on the needs of ERC
Employees

Article XXI If the ERC employees voluntary departure from ALERT or Article 21 of this approach
appears to be returned ERC and other circumstances, Owners will be required to resign the contract by
the ERC ERC staff workers compensation or refund their training costs, and the cost of compensation
for operational management contractor.

Article XXII Department (center) considers it necessary to cancel with masters qualifications, and
verified by the Human Resources identified, the next year no longer serve as the master.

Article XXIII Package insurance liability refers to the production department (center), Division of
technical management personnel and functional managers (hereinafter referred to as package grantor)
must be in-depth first line of production of their ERC employeeships contract research division with only
certificate period is responsible for the security posts of master package management, referred to as
the security package. See annex 6: Production support and functions of management training package
security responsibility.


Chapter VI Supplementary Provisions
AALRT

Article XXIV Master-ERC employee Teaching Contract signed and the other matters are jointly
responsible by the human resources and each department (center), on behalf of AALRT signed with
employees.

Article XXV This Regulation shall be interpreted by Human Resources Department.

Article XXVIThis Regulation will be implemented since the issue date.

the above personnel voluntarily leave office from the post provided by management
contractor, ERC will make all efforts to require the outgoing personnel to compensate for
its training cost, and such cost will be provided to the management contractor for
compensation required in the Final Minutes of Meeting on Addis Ababa Light Rail Traffic
System Operation and Maintenance Management Service Contract Negotiation.

14. Party C participate ALERT safety and related training, after passing the examination
signed a teaching contract, which become effective after the Human Resources
Department seal. After signing the contract, formally established mentoring relationship,
mentoring enter teaching phase.

Annex 5:

Production support and functions of management training package security

This Production Support and Functions of Management Training Package Security Responsibility is
formulated to effectively implement the management philosophy of regulations on master-ERC
employee teaching management of AALRT and "whole staff training" to strengthen the inspection and
supervision for the process of master-ERC employee teaching, intensify on-site management
responsibility of technical management personnel, so ERC employee of Ethiopia not only achieved job
certificate, but also master the skills of going to work separately. Package insurance liability refers to
the production department (center), Division of technical management personnel and functional
managers (hereinafter referred to as package grantor) must be in-depth first line of production of their
ERC employeeships contract research division with only certificate period is responsible for the security
posts of master package management, referred to as the security package.

I. The responsibility of package grantor:

plan of master-ERC employee and mutual communication conditions, and communication and
supervision works shall be signature confirmation with working class.

2. The package grantor shall be organized working class of the division with only staff to hold study and
analysis seminars of practical operation training programs or exam of practical operation stage at least
once a month to help master-ERC employee in working class find problems exist in study, analyze
causes for the existence of security risks, regulatory loopholes and learning doubts and to formulate the
appropriate corrective measures, and timely feedback the case to the branch department, department
(center), monthly signature confirmation with working class.

3. The package grantor shall be pay high attention to the problems found (spot check) by superior
leaders, various functional departments and personal suggestions raised by ERC employees to
carefully check and confirm according to the requirement of scene master-ERC employee and timely
feedback division with only true information, and urge working classes with only triumph timely
rectification.

II. Responsibility of packaged grantor:

1. Master-ERC employee shall be as per packages training arrangements, listen carefully and
organize training courses of package grantor, the timely completion of the training task.

2. Master-ERC employee shall be in strict accordance with the requirements of the package grantor
training and learning, humbly ask for advice to improve the practical operation skills, and actively
cooperate with the completion of the practical operation of the training program, to achieve training
objectives.

3. Master-ERC employee establishes a solid sense of security operations, to seriously study various
skills of this post, in strict accordance with the specifications and procedures work.

4. Master-ERC employee studies hard to learn the theory, strengthen practice exercises, under the help
and guide of package grantor, the initiative to undertake production tasks, and actively participate in
various competitions exam, so that ERC employees in practice, constantly improve the ability to deal
with problems.

5. Master-ERC employee puts forward reasonable proposals and reasonable training needs to the
package grantor about teaching methods and techniques.

III. The package grantor shall be quarterly performance appraisal (deduction point) in the following
conditions:

1. The package grantor is unfamiliar to equipment and facilities of working class and work with the other
relevant circumstances.

2. The package grantor did not seek under the scene, did not participate in study and analysis
seminars of practical operation training programs of working class or practical operation exam (except
annual leave and other learning because of the public and so much special circumstances).

3. The package grantor has no record check or conferences in package security work, no on-site
signature confirmation.

4. The package grantor cant work harder, resulting in the division with only the problems found by the
superior and functional department not timely feedback on the impact of training effectiveness or safety
hazards training without corrective measures.

5. The package grantor must bear the relevant responsibility if a serious violation of misconduct, a
major chargeable fault or security incidents happen within the package insurance coverage.

IV. The package grantor shall be quarterly performance appraisal (bonus point) in the following
conditions:

1. The package grantor found problems of management & practical operation of training programs in
the inspection work and timely did some rectification so that get segment recognition from superior,
each department (center) and division.

2. The package grantor must be carried out site training at least once a month to guide the division with
only complete technical transformation of equipment and facilities or problem research of maintenance
technologies.

failures and accidents.

quickly, awarded by department (center) and above units.

6 The responsibility is in quintuplicate, each department (center) director, division managers,


supervisors (including dispatching director), technical staff, packaged master and ERC employee each.
The responsibility of general manager assistant shall be kept by the Human Resources Department for
future reference.
